4、哪些垃圾可以排放入海的规定方式以及距岸距离的定义。第7条规定了应急和非正常情况下的例外情况。原则上排放限于食品废弃物、标明的货物 残余、动物尸体以及洗涤水中包含的标明的对环境无害的清洁剂、添加剂和货物残余。建议船舶使用港口接收设施作为排放所有垃圾的首选方式。Under the revised MARPOL Annex V, discharge of all garbage is now prohibited, except as specifically permitted in regulations 3, 4, 5 and 6 of MARPOL Annex V . MARPOL Anne

5、x V reverses the historical presumption that garbage may be discharged into the sea based on the nature of the garbage and defined distances from shore. Regulation 7 provides limited exceptions to these regulations in emergency and non-routine situations.Gen erally, discharge is restricted to food w

6、astes, ide ntified cargo residues, animal carcasses, and identified cleaning agents and additives and cargo residues entrained in washwater which are not harmful to the marine environment. It is recommended that ships use port reception facilities as the primary means of discharge for all garbage.3.

22、写。Every ship of 100 gross tonn age and above, and every ship which is certified to carry 15 or more persons, and fixed or floating platforms shall carry a garbage management plan which the crew shall follow. This plan shall provide written procedures for minimizing, collecting, storing, processing a

23、nd disposing of garbage, including the use of the equipment on board. It shall also desig nate the pers on or pers ons in charge of carrying out the pla n.Such a pla n shall be based on the guideli nes developed by the Organi zati on 2 and written in the working Ianguage of the crew. 在公约其他缔约国管辖下的港口或

36、rtified by the master of the ship as a true copy of an entry in the ship ' garbage record book or ship's official log-book, shall be admissible in any judicial proceedings as evide nee of the facts stated in the en try. The in specti on of a garbage record book or ship's official log-boo

The Garbage Record Book contains many refere nces to estim

55、ated amount of garbage. It is recog ni zed that the accuracy of estimati ng amounts of garbage is left to in terpretati on. Volume estimates will differ before and after process ing. Some process ing procedures may not allow for a usable estimate of volume, e.g., the con ti nu ous process ing of foo

56、d waste.
