1、中国互联网络信息中心cn域名交易服务规则article 1 in order to standardize the behavior of domain name transactions and safeguard the lawful rights and interests of users, the rules of this transaction shall be formulated in accordanee with the measures for the administration of internet domain names in china.article 2

2、the meanings of the following terms in this rule are:(1) "domain name" : registered management by the china internet network inf onuati on center and the in ter net domain name for the analytic service;(2) the z/domain name transaction management institution : china internet network inform

3、ation center, its duty is responsible for running and managing domain name trading systems, domain name trading central database maintenance, trading service agencies to provide authentication domain name trading services;(3) /zdomain name registration administration ： china internet network informa

4、tion center, which undertakes the operation, hiaintenance and management of top-level domain name system;(4) "domain name registration service" : refers to the organization that accepts the application for domain name registration and completes the registration of the domain name in the to

5、p-level domain database(5) z，domain name trading service" : an organization that is certified by the domain name registration administration for the service of the domain name transaction;(6) "'domain name traders : the two parties to which the domain name is traded according to this r

6、ule, including the seller and the buyerarticle 3 domain name transaction voluntariness, honesty and credit and the principle of openness, fairness and justice, shall not harm public interests and the legitimate rights and interests of a third partyarticle 4 except according to the provisions of rele

7、vant laws and policies shall not trade domain, all in the normal state of the domain name can be traded in accordance with the provisions of these rulesarticle 5 of the domain name trading service agencies in accordance with the principle of paid services to provide domain name traders trading servi

8、ce domain, the main services include: to accept and confirm that the domain name application, verify the identity of the trader, and domain name registration management institutions, and domain name registration service agencies need to contact for execution domain exchange a variety of technical op

9、eration, etc.domain name trading service agencies shall have corresponding technology, equipment, and in accordance with the rules of the trading rules, to ensure the authenticity of the domain name trading, reliability and verifiablearticle 6 the seller of the domain name transaction shall be the h

10、older of the domain name or the holder of the domain name; the buyer is the applicant for the domain name of the china internet domain name management methoddomain name to apply for transfer or refusal, the applicant shall be in accordance with the requirements of the transaction application form su

11、bmitted to trading service agencies trading information, and sign a service contract with domain name trading service age ncies the con tract forms and procedures and methods are formulated by the domain name trading servicedomain name traders shall strictly abide by its trade with the domain name s

12、ervice contract signed between trading service agencies to provide true, complete and accurate transaction information and instructions for traders to the directives issued by the error information or provide false, incomplete or inaccurate results in an error transaction, the consequences shall be

13、borne by the issuing commands or provide information tradersarticle 7 the domain name registration service agencies and management agencies should be in close coordination with the domain name trading service agencies, to ensure that the domain name trading fast, safe and reliable. there is no valid

14、 reason for the domain name registration service and the registration authority to reject the domain name transaction or to set up a barrier for the domain name transaction.article 8 after the transaction is agreed upon and confirmed by the domain name trading service, the domain name trading servic

15、e shall retrieve the transaction code the domain name transdction service organization shall issue domain names to the domain name registration service organization and the management organization.the domain name registration service and the registration authority shall complete the domain name tran

16、sfer procedure within 15 days after receipt of the notice the buyer is allowed to become the domain name holder after the domain name is receivedarticle 9 the applicant who assigns or assigns the domain name shall guarantee in the agreement signed with the domain name trading service(1) to abide by

17、relevant laws, regulations, or other normative legal documents;(2) to comply with the relevant regulations set by the china internet network information center;(3) the information submitted is true, accurate and complete;(4) the transaction domain is not malicious and will not be used for any illega

18、l purposesarticle 10 for domain name trading service agencies, domain name registration service agencies or domain name registration management institutions operating mistakes led to the incorrect transaction, the domain name by relevant institutions should in receive legal domain name holders withi

19、n seven working days after notification of correct mistakes, restore the domain name due to the state, or according to the instructions to complete the domain name holders of normal trad ing.trading service agencies, because domain name registration service institutions or agencies of equipment fail

20、ure and other technical causes trading delay or error, the relevant agencies shall be notified within 24 hours after the troubleshooting domain traders, and not made it clear that the domain name traders stop trading conditions continue to complete the transaction, or correct any errorsthis rule is

21、not applicable to a domain that is wrongfully traded because of an instruction error by the trader and an instruction issued by a third party to misappropriation the domain name holderarticle 11 a third party may dispute the completed domain name transaction, which may be resolved through the domain

22、 name dispute settlement procedure or legal proceduresince the decision on the dispute settlement body website officially announced 10 days from the date of, domain name trading service agencies, domain name registration service agencies or registration management institutions should be performed bu

23、t be released within 10 days from the date of the complainant since the ruling, provide effective evidence to prove that has jurisdiction of the people，s court or an arbitration institution has to accept the relevant disputes, the decision of the dispute settlement body suspendedarticle 12. the doma

24、in name trading service agencies in violation of the rules, without the consent of the domain name holders and trading its domain name, or without verification of the domain name registration management institution to provide domain name traders trading service domain, or other irregularities and il

25、legal acts by the domain name transaction management institutions give corresponding default processing.article 13 the china internet network information center and the domain name trading service provide the public inquiry service for the information of domain name transactions applicants without a

26、 special statement, trading, transaction time domain of state and trade services such as information will be used by domain name transaction management organization and registered service entry can be public database queriesarticle 14 the domain name trading service shall formulate detailed trading

27、rules in accordance with this rule and send the china internet network information center for the recordarticle 15 the interpretation and revision of these rules shall be carried out by the china internet network information centerarticle 16 the rules shall take effect on february 4, 2005.annex -一 t

28、he domain name trading processaccording to the nature of the internet domain name and related technical requirements, the domain name trading process isdivided into the following steps:deal preparation:(1) the trading service provider shall provide the trading platform and other relevant transaction

29、 preparation;(2) the transaction services agency shall authenticate the buyerstrade request:(1) prior to selling the domain name transaction, the seller agrees to accept the relevant terms of the transaction made by the trading service organization;(2) the seller shall submit the application for the

30、 transaction and the state of the domain shall be "normal" in the state of "non-tradable" state;(3) trading service agencies after accepting applications, the domain status from nomial to，ztrading pending verification" state, in this state, the domain name registration infor

31、mation can be changed, but the other transaction service agencies cannot submit the domain name application.verify the request:(1) the transaction service organization shall verify the validity of the seller，s identity, the validity of the trading domain and the validity of the trading time; effecti

32、ve exchange of 15 days after the time range for the domain name registration to the domain name prior to the maturity of 15, namely the user activate the domain name transactions start time must be after 15 days after the domain name registration, domain name transaction end time must be in the doma

33、in of 15 days before the expiration;(2) when the seller carries out an e-mail and a domain password verification,the status of the domain is z/traded for verification，z for ''transaction. z，(3) the transaction service agency notifies the seller to resume the transaction process and the domai

34、n name is normal"locking the domain name:the domain name is placed in the，/transaction，/ when the domain name is locked, and no information on the domain name will be modified during this period.make a deal:(1) the buyer and seller shall negotiate the transaction according to the trading procedure established by the trading service organization;(2) if the bargaining is completed within the effective time limit, it shall enter the next step;(3) the status of the domain name is "nonnal” in the，z transact io n the transaction is ter
