Tnight, after nearly 100 years f talk and frustratin, after decades f trying, and a year f sustained effrt and debate, the United States Cngress finally declared that Americas wrkers and Americas families and Americas small businesses deserve the sec

2、urity f knwing that here, in this cuntry, neither illness nr accident shuld endanger the dreams theyve wrked a lifetime t achieve.Tnight, at a time when the pundits said it was n lnger pssible, we rse abve the weight f ur plitics. We pushed back n the undue influence f special interests. We didnt gi

3、ve in t mistrust r t cynicism r t fear. Instead, we prved that we are still a peple capable f ding big things and tackling ur biggest challenges. We prved that this gvernment a gvernment f the peple and by the peple still wrks fr the peple.I want t thank every member f Cngress wh std up tnight with

4、curage and cnvictin t make health care refrm a reality. And I knw this wasnt an easy vte fr a lt f peple. But it was the right vte. I want t thank Speaker Nancy Pelsi fr her etrardinary leadership, and Majrity Leader Steny Hyer and Majrity Whip Jim Clyburn fr their cmmitment t getting the jb dne. I

5、want t thank my utstanding Vice President, Je Biden, and my wnderful Secretary f Health and Human Services, Kathleen Sebelius, fr their fantastic wrk n this issue. I want t thank the many staffers in Cngress, and my wn incredible staff in the White Huse, wh have wrked tirelessly ver the past year wi

Fr mst Americans, this debate has never been abut abstractins, the fight between right and left, Republican and Demcrat its always been abut smething far mr

9、e persnal. Its abut every American wh knws the shck f pening an envelpe t see that their premiums just sht up again when times are already tugh enugh. Its abut every parent wh knws the desperatin f trying t cver a child with a chrnic illness nly t be tld “n” again and again and again. Its abut every

10、 small business wner frced t chse between insuring emplyees and staying pen fr business. They are why we cmmitted urselves t this cause.Tnights vte is nt a victry fr any ne party its a victry fr them. Its a victry fr the American peple. And its a victry fr cmmn sense.Nw, it prbably ges withut saying

11、 that tnights vte will give rise t a frenzy f instant analysis. There will be tallies f Washingtn winners and lsers, predictins abut what it means fr Demcrats and Republicans, fr my pll numbers, fr my administratin. But lng after the debate fades away and the prgnsticatin fades away and the dust set

12、tles, what will remain standing is nt the gvernment-run system sme feared, r the status qu that serves the interests f the insurance industry, but a health care system that incrprates ideas frm bth parties a system that wrks better fr the American peple.If yu have health insurance, this refrm just g

13、ave yu mre cntrl by reining in the wrst ecesses and abuses f the insurance industry with sme f the tughest cnsumer prtectins this cuntry has ever knwn s that yu are actually getting what yu pay fr.If yu dnt have insurance, this refrm gives yu a chance t be a part f a big purchasing pl that will give

14、 yu chice and cmpetitin and cheaper prices fr insurance. And it includes the largest health care ta cut fr wrking families and small businesses in histry s that if yu lse yur jb and yu change jbs, start that new business, yull finally be able t purchase quality, affrdable care and the security and p

15、eace f mind that cmes with it.This refrm is the right thing t d fr ur senirs. It makes Medicare strnger and mre slvent, etending its life by almst a decade. And its the right thing t d fr ur future. It will reduce ur deficit by mre than $100 billin ver the net decade, and mre than $1 trillin in the

16、decade after that.S this isnt radical refrm. But it is majr refrm. This legislatin will nt fi everything that ails ur health care system. But it mves us decisively in the right directin. This is what change lks like.Nw as mmentus as this day is, its nt the end f this jurney. n Tuesday, the Senate wi

17、ll take up revisins t this legislatin that the Huse has embraced, and these are revisins that have strengthened this law and remved prvisins that had n place in it. Sme have predicted anther siege f parliamentary maneuvering in rder t delay adptin f these imprvements. I hpe thats nt the case. Its ti

18、me t bring this debate t a clse and begin the hard wrk f implementing this refrm prperly n behalf f the American peple.
