2、理制度目的为加强公司基建项目管理，提高项目建设效率，特制订本制度 适用范围公司范围内所有基建项目 公司内部立项工程项目施工运作流程开公司领导及相关需求部门提出基建项目需求预案并报项目部。I项目部提出意见或建议提交分管领导领导审核确认的项目报总经理或其授权人审批。经审批拟建的项目，由项目部起草编制工程项目设计任务书，并报分管领 导审核、总经理或其授权人审批经审批的项目设计任务书由项目部负责实施设计（自行设计或外部招标设 计）设计方案完成后报分管领导审核、总经理或其授权人审批项目部依据经审批的设计方案牵头编制工程预算方案并报总经理或其授权人 审批i.Et te i ege ldk il atra
