11、s carrie d outto"maintain企业安全生产应急救援预案1. 总则1.1 编制目的为切实加强公司突发事故、事件的应急管理工作,建立完善应急管理体系,提高突发事故、事件预防和应对能力,控制、减轻和消除突发事故、事件引起的严重社会危害,及时恢复正常运行,保障人民生命财产安全,增强应急保障能力,现结合本公司实际特制定本预案。1.2 编制依据依据 中华人民共和国突发事件应对法、 中华人民共和国消防法 、 中华人民共和国道路交通安全法、 中华人民共和国道路运输条例等法律法规。1.3 分类分级本预案所称突发事故、事件:是指突发事故、事件可能造成或造成公路运行中断、阻塞、重大人员

12、伤亡、人员需要疏散、重大财产损失、 生态环境破坏和严重社会危害,以及由于社会问题引起异常波动造成的紧急事件。1.4 1)自然灾害。主要包括水旱灾害、气象灾害、地震灾害、地质灾害、生物灾害和森林草原火灾等。1.5 2)道路旅客运输生产事故。主要包括交通事故、场地事故、其他人员伤亡事故。1.6 3)火灾。营运车辆、办公场地火灾。1.7 4)公共卫生事件。主要包括传染病疫情、群体性不明原因疾病、食品安全和职业危害、动物疫情,以及其他严重影响公众健康和生命安全的事件。1.8 5)社会安全事件。主要包括恐怖袭击事件、经济安全事件、涉外突发事件、治安突发事件和群体性事件。1.9 6)客运事件。主要包括旅客

21、yand thei nde pende ntCommission against车辆抛锚等事件。1.10 适用范围本预案适用于本公司范围内。1.11 工作原则1.11.1 预防为主、以人为本、平急结合、科学应对切实履行公司客运作为社会窗口和公共服务职能,把保障人民群众生命财产安全作为首要任务,高度重视道路旅客运输突发事故、事件应急处置工作,提高应急科技水平,增强预警预防和应急处置能力,坚持预防与应急相结合,常态与非常态相结合,提高防范意识,做好预案演练、宣传和培训工作,做好有效应对突发事故、事件的各项保障工作。1.11.2 统一领导、分级负责、属地管理、联动协调本预案确定的道路旅客运输突发事故

22、、事件应急工作在人民政府的统一领导下,由交通运输主管部门具体指挥,分级响应、条块结合、属地管理、上下联动,充分发挥公司应急体系的作用。1.11.3 职责明确、规范有序、部门协作、资源共享明确应急管理机构、人员职责,建立统一指挥、分工明确、反应灵敏、协调有序、运转高效的应急工作机制和响应程序,实现应急管理工作的制度化、规范化、常态化。加强与其他部门密切协作,形成优势互补、资源共享的联动处置机制。2. 突发事故、事件综合应急组织体系2.1 应急领导小组突发事故、事件综合应急工作领导小组(以下简称“应急领导小组” )是突发事故、事件的指挥机构。公司成立应急领导小组:组长:程波副组长:程琪组员:程亚丽

32、位和人员的险情时,组织人员和物资疏散工作;(5)配合上级部门进行事故调查工作;(6)其他相关重大事项;(7)定期组织预案的演练,根据情况的变化,及时对预案进行调整修订和补充。2.2 应急工作组及职责应急工作组分为五个组,在应急领导小组统一领导下工作。1、现场事故抢险救灾组:工作职责:(1)负责突发事故、事件的接报,向公司应急领导小组组长、副组长报告,确保救援物资的调配、供应;(2)负责应急救援部门、人员召集和组织,并做好协调工作;(3)负责对外的报告和求援;(4)负责受灾人员善后安抚安置工作,对上访人员的调解,处置;(5)负责对内外宣传及新闻发布、媒体接待,参加事故、事件 调查;(6)承办应急
