2、查 44.3.1 数据检查 44.3.2 其它方面检查 45 质量统计和检查结论 55.1 质量统计 55.2 检查结论 56 附表 5精品文档精品文档1 质量检查任务概要2010 年 6 月,受石家庄市国土资源局矿区分局委托,由河北省第一测绘院承担井陉矿区1:1000 地形图补测任务。我单位承担了矿区外围约21km2 1 1000比例尺地形图的测绘工作,具体范围为:辖区内城区北部贾庄镇约12.7km 2,城区南部凤山镇约 8.7 km 2。我院质量检查处依据测绘产品检查验收规定,安排专职检查人员,对本测区测绘成果进行了全面的检查。2 检查工作概况在工程处自检、互检的基础上,质量管理处安排李君

3、、杨玉明2 名质检员,李君为工程检查负责人,于2010 年 9 月 11 日至 15 日,对全部外业测绘成果进行了院级检查;于2010 年 10 月 10 日至 15 日,对全部内业测绘成果进行了院级检查。3 引用的技术文件(1) CJJ 8-99 城市测量规范;以下简称“城市规范”;(2) CJJ 73 97全球定位系统城市测量技术规程, 以下简称“城市 GPS 规程” ;(3) CH/T2009 2010全球定位系统实时动态测量( RTK)技术规范 ;(4) GB/T 7929 1995 1:1000 1:1000 1:2000 地形图图式,以下简称“图式”;(5) GB 14804 93

4、 1:1000 1:1000 1:2000 地形图要素分类与代码 ;(6) GB/T 17160 1997 1:1000 1:1000 1:2000 地形图数字化规范 ;(7) GB/T 18316 2008数字测绘成果质量检查与验收;(8) 石家庄市井陉矿区1:1000 地形图测绘技术设计书; 以下简称“设计书” 。4 主要质量问题及处理情况平面坐标系统采用井陉矿区独立坐标系,中央子午线114 °,投影面为 300 米测区平均高程面,高斯正形投影面。测区内平均曲率半径为6374126 米。高程采用1985 国家高程基准。成图比例尺为1:1000。基本等高距为0.5 米,北部山区放宽

5、至1 米, 图上高程注记至0.01米。4.1 图根控制测量检查本测区采用GPS-RTK 方法进行图根点控制测量,首先测定三个已知点,已知点来源于“2006 年河北省地勘局石家庄综合地质大队施测的一级 GPS 平面控制网”, 其坐标系统为井陉矿区独立坐标系。使用随机软件求解转换参数,转换参数采用七参数的方式。每次测量前都对当前基站设置的正确性进行检验。流动站观测前,首先检查一个以上的已知控制点,当检核结果小于3cm 时,才开始进行 GPS-RTK 图根测量。测量时作业半径均不超过5 公里。作业时坐标精度设置为2cm ,并连续观测10 个历元,作为测量点的坐标成果。采用同样的方法对图根点进行检查,

6、经检查,原测坐标与检测坐标较差均小于5cm 。经检查,采用GPS-RTK 测量,方法正确,各项精度指标满足规范及设计要求。4.2 地形图检查外业抽查25 幅图,抽查比例约为20%,内业检查比例为100%,经检查,地形图图式符号应用正确,图面表示清楚、整洁美观,取舍合理。存在的一些主要问题如下:(1) 砂石地河滩未表示;(2) 贾庄北河滩未表示,且漏调河流名称;(3) 个别漏绘高压电杆;(4) 个别斜坡误绘为陡坎;(5) 个别通讯线连接错误;(6) 个别居民的厢房和门洞应分开表示,不可综合;(7) 水渠地下入口未表示;(8) 个别漏绘通讯线杆;(9) 个别依比例绘制的水渠误绘为单线;(10) 整

7、条通讯线误绘为低压线,(11) 个别变阻箱表示为变压器;(12) 个别旱地和树林综合太大;(13) 个别漏绘建筑物入口;(14) 个别漏绘高压杆;(15) 车间误绘为混合2 层;(16) 个别漏绘等高线;(17) 房屋相互关系错误一处;测区内图幅之间进行了全部拼接检查, 经检查未发现重大问题,拼接中发现的问题已现场修改。以上发现的问题,均进行了全面修改,修改后的成果资料,经复查满足规范及设计要求。4.3 数据及其它方面检查4.3.1 数据检查数据分层正确、线型符合要求、颜色随层表示、图形数据拓补关系正确。但还存在个别问题,如文字注记的字体、字号不符合要求,地物符号运用不统一等。以上存在的问题已

8、经进行了统一修改,修改后符合图式要求。4.3.2 其它方面检查各种仪器设备均按要求进行了测前检定和检验,检验资料齐全、完整,各项性能指标满足规范及设计要求。5 质量统计和检查结论5.1 质量统计依据测绘产品质量评定标准,对该工程测绘产品进行了检查统计。统计结果如下:外业设站检查情况:地物点相对于邻近图根点的点位中误差为±6.7cm; 邻近地物点间距中误差为±9.4cm, 高程注记点相对于邻近图根点的高程中误差为± 5.8cm,均在限差要求范围内,满足规范要求。5.2 检查结论图根点布设合理,施测方法正确,成果资料齐全,精度可靠。地形图图面美观整洁,综合取舍合理,图
