11、章：总则第一条 为了进一步规范团委、学生会的管理，加强团委、学生会组织的自身建设，建立民主管理和自我监督机制，体现团委、学生会的桥梁和纽带作用，更好地发挥团结和服务学生的功能，促进校园文化建设，特制定本条例。第二条 共青团教育科学学院委员会是学院先进青年的群众性组织；是党的助手和后备军，是党联系青年学生的桥梁和纽带，是培养、锻炼广大团员青年的组织（简称：院团委）；学生会是在院党委领导下，受院团委指导的学生群众性组织，以倡导学生“自我教育、 自我管理，自我服务”为主要原则。第三条 本条例适用于我教育科学学院团委、学生会各部们开展的各项工作及活动。第二章：团委、学生会组织的设置、职能第二条 团委、

27、工作；（二）讨论并决定团委、学生会人事安排；（三）讨论并决定团委、学生会经费预算安排及大额开支。第四条 团委副书记、学生会主席、副主席由团学代会委员会选举产生。第五条 团委、学生会各职能部门的工作职责（参照团委、学生会各部门工作职责）。第三章 工作总结和计划第一条 每学期末放假前两周，团委、学生会各职能部门应把本学期工作总结和下学期的工作计划草案上交团委、学生会办公室，由办公室作学期工作总结。第二条 团委、学生会各职能部门工作计划的制定，应依照学院该时期的工作重点，并结合自身实际情况制定工作计划；制定好的计划，上交团委或学生会常委会讨论通过后，方能执行。团委、学生会应在开学两周内下发工作计划，
