1、*县卫生人才培养体系中中医药人才队伍 建设情况汇报材料一、基本情况*县位于*市东北部，行政区域面积 1883平方公里， 耕地面积2.65万公顷。辖9镇5乡，69个行政村、17个社 区居委会。总人口 42.47万人，其中农业人口 39万，占总 人口的92%。全县共有医疗卫生机构 26个，其中：县级医 疗卫生机构4个，乡镇卫生院13个，社区卫生服务中心 1 个，乡镇卫生防疫保健站 1个，民办医院2个，个体诊所5 个。另有社区卫生服务站 4个，村级卫生室384个。中医医 疗机构4个，占15%。目前全县共有卫生人员编制1270人，实有在编人员597人。医疗卫生机构（含乡村医生）招聘人 员965人。全县

2、具有中医药专业人员 378人，占总人数人的 40% o各级医疗机构均设置有中医科室及中医专科。目前， 全县已形成了县级医疗机构为龙头、乡镇卫生院为枢纽、村 卫生站为基础的三级中医医疗、预防、保健服务网络，基本 满足了全县广大人民群众不同层次的中医药需求。二、主要做法及成效自2007年10月以来，始终坚持以科学发展观为指导， 以创建中医药工作先进县为抓手，认真贯彻中医药条例，突生中医药重点，落实“中西医并重；以点带面，有效提升了 农村中医工作的整体水平，进一步完善了城乡中医药服务体 系；进一步提升了中医服务质量和水平；进一步发挥了中医c aim t cres8 s c taiGa cert ag

4、全网络搭建中医药人才作用发挥平台。县、乡、村医疗卫生服务体系达到了 “三化”建设标准，基本形成“龙头 领先，枢纽中联，网底扎实”的有效格局；全面整合各类项目 资金，加快了农村三级中医网络建设步伐，目前规划新建、 改造的480余平方米的医疗业务用房， 已经交付使用近 400 平方米，其中中医业务用房1000余平方米，购置和维修设备65台件，其中各类中医药设备 200余台件。乡镇卫生院 和村卫生室均能用中西两法防病治病，并开展多种形式的预 防保健工作。我县中医药服务能力的显著提升都归功于中医 创建，为中医药的发展提供了强有力的软、硬件支撑。这一 措施为广大中医药人才发挥作用搭建了有力的平台。（二）

5、强化培养全力提升中医药人才队伍素质。我县特别重视中医药人才队伍建设和中医队伍整体素质的提高，注 重中医药临床科研、学术活动的开展，积极采取多种形式， 多渠道、多层次加快中医药人才的培养步伐。主要做好到五 个到位：一是组织保障到位。我县成立中医药人才培养领导小组，明确职责、分工负责，专门制订*县农村中医人才素质提升工程实施方案、*县农村中医骨干培养实施方案等一系o sum up,i s divided int o9 main parts:1.wit h regard topersistingand developing socialismwith Chinese chara cteristics

19、培养对象所在单位给予相应的配套经费，调动中医药人员的参与主动性。从2008 年以来，全县共投入中医人才培养经费40 多万余元。三是教学保障到位。充分利用各类高等医学院校及各级中医医院现有的中医人才资源，聘请以省市名老中医、国家优秀中医临床研修人才、副高以上中医药专家为主要授课老师。采取集中时间面授、名师讲座、自学互动等，注重理论与实践相结合的教学方式，以实用性强、易掌握为原则，编写了切实可行的教学方案，重点解读 黄帝内经、 伤寒论、温病学、 金匮要略等四大经典。在具体工作中，我们主要从以下三个方面入手：一方面鼓励已取得执业资格的中医药人员参加函授、脱产等第二学历教育。另一方面支持乡村医生参加中

20、医药专业和卫生保健专业中等学历教育，同时要求在职中医药人员积极参加继续医学教育。2008 年，我县与 *医药专科学校联合举办了乡村医生中医中专学历培训班，到 2010 年全县共244 人取得了中医中专学历。再一方面是开展经常性的中医继续教育。三年来共选派中医药人员到上级医学院校和医院进修学习达79 人次，举办各乡镇卫生院、社区卫生服务中心及区级医疗卫生单位有关人员业务培训50多期，开展了专题讲座10多次。截至目前，全县中 医药人员累计参加学习 500多人，接受继教3082人次，继 教参与率达100%。四是基地配套到位。以县中医院为基地，加大教育设备、 后勤保障的投入，加强中医人才培养基地建设，

21、创造良好的 学习、生活环境。五是强化训练到位。积极开展中医药论文写作竞赛等灵 活多样的人才发展活动， 在全县掀起了 一股爱中医、 学中医、 总结挖掘中医的热潮，增强了中医药人员的自豪感和自信 心。对一些素质好、业务精、有培养前途的中青年中医药人 才，在时间、经费上予以重点倾斜，在工作中给其压担子， 让其挑大梁，激励其尽快成才，确保了全县中医药事业后继 有人。截止目前全县在编人员中医药人员中有中高级职称46人、初级职称91人，其中高级职称 8个，全县唯一的一名 正高职称就在县人民医院中医科，副主任药师1个（县中医院），主管中药师11个，执业中药师4个；中医药人员占卫 生技术人员的40%。特别是近

32、richconnotationand core ideas,which begansothoroughlyMarxistpositi ons养，创新中医药人才培养途径和模式，培养一支能够满足群众多层次需求的中医药人才队伍。我们在工作做到了八个到位：一是名中医培育与学术经验传承到位。在前几年积极培育基层名中医的基础上，2008 年开展新一轮名中医的评选与培育工作，共评选出县级名中医12 名，给予一定的奖励，并配备了24 名学术经验继承人。同时， 专门制订了*县名中医学术经验继承工作管理意见和培养计划，签订师承学术经验继承协议书，实行学术经验继承人动态跟踪管理。目前，全县有名中医20 人。二是农村

33、中医骨干培养到位。在 2008 年，根据*县农村中医骨干培养实施方案要求，以培养一支具有一定中医基础理论和临床经验的农村中医骨干队伍为目标，采取“集中上课学理论、分散跟师学经验”的办法， 根据不同的教育培训内容和形式，着重培养农村急需的中医药技术骨干和基层适宜人才，取得良好成效。三是乡村医生中医药素质提升到位。近两年来，*县共对 500 多名乡村（社区）医生进行了全科医师岗位培训，把中医社区医疗与保健等中医药教学作为主要内容强化培训，培训合格率达到98.3% 。 2008 年起，重点抓好乡村医生中医学历教育工作，与*医药高等专科学校作联姻办学，着力加强乡村医生中医学历教育。三年来全县通过入学考

34、试录取了 260 多名农村中医学历提升对象，截止2010 年底，全县共有244 人取得中医中专学历。四是中医药高素质人才培养和引进到位。通过与浙大邵遗夫医院对口导师带教等途径，分期分批地培养了一批中医 临床学科带头人，现都成为我县中医临床工作的中坚力量。 近两年来采取各种优惠政策，大力引进高素质中医药人才， 通过公开招试聘用中医专业本科生10多名到各医疗机构工作。五是中医药知识普及化培训到位。发挥市中医院和学会的作用，结合省级继教项目，征订农村中医药知识普及化 培训手册等书籍，涵盖中医基础理论、中医诊疗技能、中 医药适宜技术、常见病中医诊疗规范等内容，全面细致、实 用性强，突生了中医药的特色和

35、优势。两年来，*县共举办10多期“中医药知普及化培训班”，培训了从事中医、中西医 结合临床工作的专业人员 800多人次。六是 “中医药进课堂”活动开展到位。为了培养广大中小 学生热爱祖国文化、了解中医药的渊博知识，使普及中医药 保健知识从学生抓起，卫生食药局与教育局，从 2008年第 一学期开始，通过版报、专题讲座、参观等形式向全县中小 学生开展中医药文化教育。根据不同年龄段学生的特点设计 教育计划、教育内容，促进中医药文化教育在校园持久深入 地开展。七是中医药人才培养考核到位。县卫生食药局健全制度，在加强中医药人才培养工作中，由台了专门考核办法， 在每年底开展优秀单位评选工作，并给予物质奖励
