sprogressedfromnearsciencefictiontocommonrealityacrossarangeofbusinessapplications.Inintelligenceanalysis,AIisalreadybeingdeployedtolabelimageryandsortthroughvasttrovesofdata,helpinghumansseethesignalinthenoise.1Butwhattheintelligencecommunity(IC)isnowdoingwithAIisonlyaglimpseofwhatistocome.TheseearlyapplicationspointtoafutureinwhichsmartlydeployedAIwillsuperchargeanalysts’abilitytoextractvaluefrominformation.TheadoptionofAIhasbeendrivennotonlybyincreasedcomputationalpowerandnewalgorithmsbutalsotheexplosionofdatanowavailableBy2020,theWorldEconomicForumexpectstheretobe40timesmorebytesofdigitaldatathantherearestarsintheobservableuniverseForintelligenceanalysts,thatliferationofdatameanssurefireinformationoverloadHumananalystssimplycannotcopewiththatmuchdata.Theyneedhelp.ntelligenceleadersknowthatAIcanhelpcopewiththisdatadelugebuttheymayalsowonderwhatimpactAIwillhaveontheirworkandworkforceAccordingtosurveysofprivatesectorcompaniesthereisasignificantgapbetweentheintroductionofAIandunderstandingitsimpact.Nearly20percentofworkersreportexperiencingachangeinroles,tasks,orwaysofworkingasaresultofimplementingAI,yetnearly50percentofompanieshavenotmeasuredhowworkersarebeingimpactedbyAIimplementation.3Thisarticlebeginstotacklethosequestions,offeringatasks-levellookathowAImaychangeworkforintelanalysts.Itwillalsoofferideasfororganizationsseekingtospeedadoptionratesandmovefrompilotstofullscale.AIisalreadyhere;let’sseehowitwillshapethefutureofintelligenceanalysis.fverageAITechnologiessuchasunmannedaerialsystems,remotesensorsadvancedreconnaissanceairplanestheinternet,computers,andothersystemshavesuperchargedthecollectionprocesstosuchanextentthatanalystsoftenhavemoredatathantheycanprocess.4Complicatingmatters,thedatacollectedoftenresidesindifferentsystemsandcomesindifferentmediums,requiringanalyststospendtimepiecingtogetherrelatedinformationorfusingdata—beforedeeperanalysiscanbegin.3Thefutureofintelligenceanalysis:Atask-levelviewoftheimpactofartificialintelligenceonintelanalysisTheterm“artificialintelligence”canmeanahugevarietyofthingsdependingonthecontext.Tohelpleadersunderstandsuchawidelandscape,itishelpfultodistinguishbetweenthetypesofmodelclasseswAIworksthesecondisbasedonwhattasksAIissettodo.RERules-basedsoftware,oftenintheformofif-thenstatements,thatautomatepredefinedprocesses.PROGRAMSPROGRAMSTHATALTERTHEMSELVESRules-basedsoftware,oftenintheformofif-thenstatements,thatautomateprocessesandcanlearnandadapt.Asetofstatisticaltechniquesthatautomateanalyticalmodel-buildingusingalgorithmsthatlearnfromdatawithoutexplicitprogramming.Amoresophisticatedformofmachinelearningthatdevelopsmultiplehiddenlayersofanalysistomakepredictions.Asetofstatisticaltechniquesthatenabletheanalysis,understanding,andgenerationofhumanlanguagestofacilitateinterfacingwithmachines.•Naturallanguageprocessing(NLP)•Naturallanguagegeneration(NLG)•Semanticcomputing•Speechrecognition•Speechsynthesis•Evaluatinghumansourcereliabilitygivenotherformsofreporting•AnalyzingthesyntaxofsocialmediaorotherpoststoidentifyoutliersthatmaybeadversarycommunicationsAutomaticextraction,analysis,andunderstandingofinformationfromasingleimageorasequenceofimagesthatmodels,replicates,andsurpasseshumanvision.•Imagerecognition•Videoanalysis•Handwritingrecognition•Voicerecognition•Opticalcharacterrecognition•Identifyingandtrackingvehicles,objects,andpeopleinphotosorvideos•IdentifyingobjectsandlinkingtoappropriategroupsandindividualsSoftwarethatperformsroutineprocessesbymimickinghowpeopleinteractwithapplicationsthroughauserinterfaceandbyfollowingsimplerulestomakedecisions.•Processautomationandconfiguration•Graphicaluserinterface(GUI)automation•Advanceddecisionsystems•Automatingmission-relatedandback-officereportingtasks•Fillingincommonforms•Automatingplatformscheduling/deconflictionforcollectionmanagementAnalyzesdatabycombiningmodelclasses,especiallymachinelearning,topredictoutcomesandunderstandkeyvariables.•Predictivestatisticalmodels•NaïveBayesandotherprobabilisticmodels•Neuralnetworks•Analyzingadversarycoursesofaction•Modelingadversaryprogressonnuclearorothertechnologydevelopment•Providingleaderswithreal-timedecisionsupportSource:Deloitteanalysis.4elviewoftheimpactofartificialintelligenceonintelanalysisAccesstomoredatashouldbeagoodthing.Butwithouttheabilitytofuseandprocessit,itcaninundateanalystswithmountainsofincoherentdatatopiecetogether.ThedirectoroftheNationalGeospatialIntelligenceAgencysaidthatiftrendsholdintelligenceorganizationscouldsoonneedmorethan8millionimageryanalystsalone,whichismorethanfivetimesthetotalnumberofpeoplewithtopsecretclearancesinallofgovernment.5Inthemoderndigitizedage,wheresuccessinwarfaredependsonanation’sabilitytoanalyzeinformationfasterandmoreaccuratelythanadversariesdatacannotgounanalyzed.6Butgiventhepaceatwhichhumansoperate,theresimplyisntenoughtimetomakesenseofallthedataandperformtheothernecessaryintelligencecycletasks.AIcanprovidemuch-neededsupport.IntelligenceagenciesarealreadyusingAI’spowertosortthroughvolumesofdatatopulloutcritical“knowns”forfurtheranalysis.Forexample,agencieshaveusedAItoautomaticallyidentifyandlabelpatternsofvehiclestoidentifySA-21surface-to-airmissilebatteriesorsiftthroughmillionsoffinancialtransactionstoidentifypatternsconsistentwithillicitweaponssmuggling.Similarly,theJointArtificialIntelligenceCenter(theDepartmentofDefense’sfocalpointforAI)isalreadyworkingtodevelopproductsacross“operationsintelligencefusion,jointall-domaincommandandcontrol,acceleratedsensor-to-shootertimelines,autonomousandswarmingsystems,targetdevelopment,andoperationscenterworkflows.”ranalysissuggestsAIoperatinginthesecapacitiescansaveanalysts’timeandenhanceoutputWhileexacttimesavingswilldependonthetypeofworkperformed,anallsourceanalystwhohasthesupportofAI-enabledsystemscouldsaveasmuchas364hoursormorethan45working5lviewoftheimpactofartificialintelligenceonintelaysayearfigureThesesavingscanfreeupanalyststodevotemoretimetohigher-prioritytasksorbuildskillsthroughadditionaltraining,amongotheractivities.(FormoreinformationonourmethodologyseeAppendix.)ThebenefitsofAIhowevercangofarbeyondtimesavingsAfterall,intelligenceworkneverends;thereisalwaysanotherproblemthatdemandsattentionSosavingtimewithAIwillnotreducetheworkforceortrimintelligencebudgets.Rather,thegreatervalueofAIcomesfromwhatmightbetermedan“automationdividend”:thebetterwaysanalystscanusetheirtimeafterthesetechnologieslightentheirworkload.esdglggPlanninganddirectionCollectionProcessingandexploitationAnalysisDisseminationOtherandadministrationtasksDisseminationOtherandadministrationtasksSourceDeloitteanalysis.6elviewoftheimpactofartificialintelligenceonintelanalysisTherearetwomainwaystocreateadditionalvaluewithextratime:Analystscanspendmoretimeonhighervaluetasksthattheyalreadydo,ortheycanaddnewhigh-valuetasks.esebenefitscanberealizedhoweverntelligenceorganizationsmustdeterminewhicharethehighestvaluetasksandtherefore,thebest-suitedforhumanworkerstoperform.Tostart,let’scomparehumanswithcomputersorothermachines.eyisinunderstandingthedifferencebetweenlizedintelligenceandgeneralintelligencevenasimplepocketcalculatorcanvaluechainbyoffloadingmanyoftheirdata-heavyprocessingandexploitation-relatedtasksontomachinesTheycanthenputmoreoftheirownenergyintotheanalysis,planning,anddirectiontasksthatoftenrequiremorecreativity,communicationandcollaborationwithcolleaguesanddecision-makers.hantheydotodayrmthebestmathwhizatsometasksButwhileitisfastandaccuratearithmeticistheonlytaskepocketcalculatorcanperformItsaverynarrowspecializedtelligenceHumansontheotherandtendtooutperformeventhetadvancedcomputersingeneraltelligenceAsMITprofessoraloneexplainsEvenafiveyearoldasmoregeneralintelligencethanthemostcedcomputerprogramstodayAchildcanonamuchmoresensibleconversationabouthwiderrangeoftopicsthananycomputerramtodayandoperatemoreeffectivelyinanpredictablephysicalenvironmentwhilemachinesarebetterthanhumansathandlinglargevolumesofdataorworkingtoextremelevelsofprecision,humansarebetterattasksthatchangedramaticallywithcontextorthosethatinvolvehighlevelsofinterpersonalinteraction.Teamedtogether,humanworkersandAItoolscaneachplaytotheirstrengths;AItacklesthehugevolumesofdataandhumansdealwiththehighlyvariabletasks.Insideintelligenceorganizations,humananalystscanmoveupthekgroundeventsAsimilarshiftisalreadytakingplaceinjournalism.AIisbeingusedtoautomaticallygeneratesimple7lviewoftheimpactofartificialintelligenceonintelanalysisnewsstoriesInitsfirstyeartheWashingtonPost’sbotpublished850articlesoneverythingfromtheOlympicstoelections.Byautomatingdetail-orientedtasks,suchaswritingcorporateearningsreports,theAPfoundthatuseofbotsreducedjournalists’workloadby20percent,allowingthemtofocusonreducingerrorsandspottinglargertrends.11Asaresult,evenasoutputincreased,therewerefewererrorsincorporateearningsstoriesIntelanalystscouldbenefitfromasimilararrangement:AIcouldgenerateroutineintelligencesummariesordailyreports,allowinganalyststofocusonsynthesizingthosereportsintolargertrendsorcustomizingreportstothepreferencesofspecificdecision-makers.odelsofadversarybehaviorwouldtakemonthstocreateandupdateleadingtoalongcycleofformalintelligenceproductsTodayusingAIandbigdata,analysiscantakeplacemuchfasteroftenjustshortofrealtime.ThisisnowhappeninginautoracingwhereFormulaOneraceteamsadjuststrategymodelsbasedonthousandsofdatapointsascarsareracingaroundthetrack.13Asuddenshiftinweatheroranunexpectedpitstopfromarivalcantriggerchangestoateamsplaninseconds.FollowingtheFormulaOneracingexample,intelligencenalystswithAIinfusedmodelsthatcouldulateevencomplexscenariosquicklywouldbeabletoanswerquestionsfromdecision-makersastheyaskthemratherwaitingforfinishedintelproductsOurmodelsuggestswaitingforfinishedintelproductsOurmodelsuggeststhatanalystscouldspendupto39percentmoretimeadvisingdecisionmakersinthismannerfollowingtheadoptionofAIatscale(figure3)..Developingpeople.AivatedandinformedworkforceAswehaveallexperienced,newtechnologiescancomewithnewtasks.SoAImostlikelywillalsointroduceentirelynewtasksforworkerstohandle.Usingtheadoptionofotheradvancedtechnologiesasaguide,weexpectmanyofthenewtaskswilllikelyfallintooneofthesethreecategories:.Deliveringnewmodels.Intelligenceisfundamentallyaboutusinginformationtoreduceuncertaintyfornationalleaders.Therapidpaceofmoderndecision-makingisamongthebiggestchallengesleadersface.12AIcanaddvaluebyhelpingprovidenewwaystomorequicklyandeffectivelydeliverinformationtodecisionmakersOnesuchideaisashifttowardreal-timedecisionsupport.Inthepast,complexisamoreproductiveworkforce.TasksthatimproveemployeeswellbeingorperformancelikelytocreatesignificantnewvalueforanyorganizationInintelligencetoperformattheirbest,analystsneedopportunitiestolearnandgrowTheyneedtokeepabreastofnewtechnologiesnewservices,andnewhappeningscrosstheglobenotjustinannualtrainingsessionsbutcontinuouslyAIcouldhelpbringontinuouslearningtothewidestscalepossiblebyrecommendingcoursewarebasedonwhatnalystsarereadingorwritingaboutintheirdailyworkForananalystresearchingChineseerationfighterdevelopmentAIcouldrecommendheorshecompleteashorttrainingonquantumRADARorreadahistoryofhineseaviationAIcouldalsorecommend8elviewoftheimpactofartificialintelligenceonintelanalysiswhenanalystsneedtotakebreaksorchangetaskstokeepfresh.•Maintainingthetechitself.FromthesteamnginetocomputersnewtechnologiesneedmaintenanceandAIislikelytobenodifferent.nificantchallengetousingAIeffectivelyinhigh-stakessituationssuchasintelligenceworkishavingconfidenceintheoutputsofAImodels.BeyondjustfollowinguponAI-generatedleads,organizationswilllikelyalsoneedtomaintainAItoolsandtovalidatetheiroutputssothatanalystscanhaveconfidencewhenusingthemInmedicine,whereAIisbeginningtobeappliedtodiagnostictoolssuchasMRIimagery,validatingtheoutputofAImodelsagainstknownbenchmarksisbecomingacommonnewtaskforhospitalstaff.14MuchofthisvalidationcanbeperformedasAItoolsaredesignedortrainingdataisselected.Butwhilecancerisn’ttryingtodenyordeceivedoctors,foreignactorsmayattempttouseadversarialexamplestofoolAIusedinintelligence.ThismeansthatvalidationwillneedtobeacontinuoustasknotonlyforanalystsbutforITstaffaswell.Butwhilecancerisn’ttryingtodenyordeceivedoctors,foreignactorsmayattempttouseadversarialexamplestofoolAIusedinintelligence.ThismeansthatvalidationwillneedtobeacontinuoustasknotonlyforanalystsbutforITstaffaswell.15ThefactthatAIcouldrequirenewtasksjusttomakesureitisoperatingcorrectlydoeshighlightapotentialdangerAIcouldeatupmoretimethanitgivestoanalystsAndgiventhatAIbringssomuchchangeorganizationsadoptingAIatscalewillexperiencesomeleveloffriction.Yousimplycannotchangethetasksofpercentofyourworkforceoraddweeks’worthofnewtaskswithoutstrainingstaff,businessprocesses,andexistingtools.IntelligenceorganizationsthatwanttogetthebestfromAIneedtorecognizethepitfallsandfindwaystomitigatethem.hemostsignificantpitfallisthepossibilitythat,ratherthancreatingnewvalue,AIendsupmonopolizinganalysts’time.Suchsituationshaveemergedbefore,aswiththehealthcareindustry’simplementationofelectronichealthrecords(EHR).WhileEHRpromisedtoreducehealthcareprofessionals’workloads,recentresearchhasshownthatEHRhas,infact,increasedtheamountoftimeittakesdoctorstodocumentpatientvisits.16DoctorsusingEHRspendmoretimetypingduringpatientvisits,whichreducestheamountofface-to-facetimetheyhavewithpatients.Overall,thisdropininteractionhasfednegativeperceptionsamongbothpatientsanddoctors.17nterestinglythoughtheEHRexamplecanhelpintelligenceorganizationsavoidthispitfall.WhiledoctorsspendmoretimedocumentinginEHRthanwithpapernotes,nursesandclericalstaffuallyexperiencesignificanttimesavingsintheirtasksSoEHRcausingdoctorstospendmoretimeisnotnecessarilyafailureofthetechnology;ratheritreflectsthestrategicprioritiesoftheorganizationessentiallyshiftingsomebillingandclericalworkloadfromstafftophysicians.18Ifweareunhappywiththeoutcome,itisnotthetechnologysfaultRatheritreflectsaneedtoreevaluatethebusinessandtechnicalstrategiesthatledtoelligenceorganizationsaretoavoidsimilarissueswiththeadoptionofAIatscale,theymustbeclearabouttheirprioritiesandhowAIfitswithintheiroverallstrategy.Anorganization9lviewoftheimpactofartificialintelligenceonintelanalysisfocusedonincreasingproductivitywillpursueverydifferentAItoolsfromonelookingtoimprovetheaccuracyofanalyticaljudgments.AIisnotthesolutiontoeveryproblem,andhavingaclearvisionaboutitsvaluecanhelpensureitisappliedtotherightproblems.HavingclarityaboutthegoalsofanAItoolcanalsohelpleaderscommunicatetheirvisionforAItotheworkforceandalleviatefeelingsofmistrustoruncertaintyabouthowthetoolswillbeused.ndintelligenceorganizationsshouldavoidinvestingin“emptytechnology,”—usingAIwithouthavingaccesstothedataitneedstobesuccessful.AIissomethinglikeaflourmill:Withoutthegraintofeedit,itisnotgoingtoproducemuchvalue.doesnotseethevalueinatoolitwillbeunlikelytouseit.ToovercomethisskepticismandgetthemostfromAI,managementwillneedtofocusoneducatingtheworkforceandreconfiguringbusinessprocessestoseamlesslyintegratethetoolsintoworkflows.Withoutthesesteps,AIcanjustbeacostlyafterthought.Forexample,onefederalagencyimplementedanAIpilottogenerateleadsforitsinvestigatorstofollowup.However,theinvestigatorswerealsosimultaneouslygeneratingtheirownleads.Withlimitedtimeforfollow-up,theinvestigatorsnaturallyprioritizedtheleadstheyhadcomeupwiththemselvesandrarelyusedtheleadsgeneratedbyAI.20rcominganalystsinitialdoubtsaboutagivenAItoolcomesdowntocreatingtrustbetweentheanalystsandthetool.Becausetheymuststandbehindtheirassessmentsevenwhenpowerfulpeoplemaydisagree,analystsharboranunderstandablereluctancetoputfaithinsomethingtheycannotxplainanddefendHavinganinterfaceventhemostadvancedAItoolwillhavelimitedifitlackseffectivetrainingdataorsufficientinputdata.Withouttherightdata,AItoolscanstilleatuptimeasanalystsattempttousethem,buttheiroutputswillbeoflimitedutility.TheresultwillbefrustratedanalystswhoviewAIasawasteoftheirlimitedtime.Analysts’perceptionsarecriticallyimportanttothesuccessfulatscaleadoptionofAISurveyresultssuggestthatanalystsaremostskepticalofAIcomparedtotechnicalstaffmanagementorexecutives.19Andasseenabove,iftheworkforcethatallowedtheanalysttoeasilyscanthedataunderpinningasimulatedoutcome,forexampleortoviewarepresentationofhowthemodelcametoitsconclusion,wouldgoalongwaytowardthatanalystincorporatingthetechnologyaspartandparcelofhisorherworkflow.Thiswouldallowformuchmorereliable,trusteddata,andwouldyieldmorereliableanalysisbeingpresentedtowarfightersanddecision-makers.WhilehavingaworkforcethatlacksconfidenceinAI’soutputscanbeaproblem,theoppositemayalsoturnouttobeacriticalchallenge.Formanydecades,intelligenceleadershavebeenawareofthephenomenonwhereaddingdatatoananalyst’sjudgmentsincreasestheanalyst’sconfidencethattheyarerightwithoutactuallyimprovingtheelviewoftheimpactofartificialintelligenceonintelanalysiswork’soverallaccuracy.21Inotherwords,moreataplayedintoanalystsconfirmationbiastheyusedthenewevidencetosupporttheirpreconceivedconclusionsinsteadofhelpingcreatemoreaccurateanalysis.Thepsychologyexperimentsthatlieattheheartofthatobservationweredoneusingtwotofivetimesadditionaldata.AIwouldmakeordersofmagnitudemoredataavailabletoanalysts,possiblyexacerbatinganalysts’confirmationbias.Forexample,inthefinancialservicesindustry,earlyexperienceshowsthatAIcanprovideanalystswithroughly30timestheamountofdataavailabletoday.22Itissimplyunknownhowhumancognitionwillrespondtosuchanunprecedentedvolumeofdata.AnalystscouldbecomelessconfidentinAIjudgmentsduetoinformationoverload.Or,conversely,withsomuchdataattheirdisposal,analystscouldbecomeoverconfident,implicitlytrustingtheAI.Thelattercouldbeespeciallydangerous:Manyaviationaccidentshaveshownthatmismatchbetweenhumantrustinautomationandhumanunderstandingandsupervisionofitcanleadtotragedies.23ConverselytherearepromisingwaysinwhichAIouldactuallyhelpanalystscombatconfirmationbiasandotherhumancognitivelimitations.Forinstance,AIcouldbegiventasksthathelpcheckthevalidityofassessmentsthathumansstruggletofindtimefororareburdensometodomanually.Machineswouldbeverygoodatcontinuouslyconductingkeyassumptionschecks,analysesofcompetinghypotheses,andqualityofinformationchecks.24SenioranalyticmanagerscouldalsoleverageAItoalertthemtomismatchesbetweenevidencecominginandtheirteams’assessments,givingthemanopportunitytodirectanalyticlinereviewsandfocustheirattentiononproblemareas.IntheendtheimpactAImayhaveonthecognitivebiasesofanalystsissimplynotknown.Leadersneedtopaycarefulattentiontoanalysts’concerns,evaluatebusinessprocessdesign,andcontinuouslymonitorAIperformancetohelppreventanypotentialpitfalls.ThegreatestbenefitsofAIwillbeachievedwhenlikeelectrificationitisembeddedintoeveryaspectofanorganization’soperationandstrategy.25ForallthegamechangingbenefitsthatAIcanbringatscaleortheorganization-shakingpitfalls,theimmediatestepstogettingstartedcanbesurprisinglyfamiliar.Acrossagovernmentagencyororganization,successfuladoptionatscalewouldrequireleaderstoharmonizestrategy,organizationalculture,andbusinessprocesses.Ifanyofthoseeffortsaremisaligned,AItoolscouldberejectedorcouldfailtocreatethedesiredvalue.LeadersneedtobeupfrontabouttheirgoalsforAIprojects,ensurethosegoalssupportoverallstrategy,andpassthatguidanceontotechnologydesignersandmanagerstoensureitisworkedintothetoolsandbusinessprocesses.tablishingaclearAIstrategycanalsohelporganizationsapplyAItotackleavarietyofsfrommissionfacingtobackofficeSuchastrategycanframedecisionsaboutwhatinfrastructureandpartnersarenecessarytoaccesstherightAItoolsforanorganization.WithpercentofenterpriseAIinthecloudrganizationscanfinditeasiertodevelopAItoolsinhousepurchasefromexternalvendors,orevenindanexistingsolutionalreadyinuseelsewhereinthecloud.26Atadivisionorteamlevel,thefirststepsshiftfromstrategicalignmenttoanalystadoption.cklingsomeofthesignificantnonanalyticalchallengesanalystteamsfacecouldbeapalatablewaytointroduceAItoanalystsandbuildtheirconfidenceinitTodayanalystsareinundatedwithlviewoftheimpactofartificialintelligenceonintelanalysisavarietyoftaskseachofwhichdemandsdifferentskillsbackgroundknowledge,andtheabilitytocommunicatewithdecision-makers.Foranymanager,assigningthesetasksacrossateamofanalystswithoutoverloadinganyoneindividualordelayingkeyproductscanbedaunting.AIcouldhelppairtherigh
