Forvariousreasons,theyleftchildrenathome.Thechildrenarecalled"left-behindchildren".Asweknow,theyhavemanyproblems.Toughthoughmoneytheirparentsearnbyworkinghardoutside,thesechildrencanliveabetterlifeandgotoschool,theyarealwayslonelyandstressedoutbecausetheyareshortofparents'love,there'snoonecareswhattheyarethinkingandwhattheywant.Atthesametime,thesechildrenarelikelytodosomethingwrongevenagainstthelaws,becausethey'reshortofcorrectingandrestriction.Anotherbigproblemisthattheseleft-behindchildrenarebadlylackofguaranteeofsafety.Withoutparents'protection,theyoftenhavetofacethreatsfromothersoreventhemselves.KeyWordsleft-behindchildrenmigrantworkersgovernmentLeft-behindchildrenwhocometotube?Firstofall,let'sreadaletter:DearMomandDad,Howareyouthesedays?Imissyouverymuch.I'mwritingtotellyouaboutmyrecentsituationwhileyouareout.Duringthetimeyouareaway,Ifeelquitelonely,especiallywhenwatchingotherchildrenplayingwiththeirparentshappily.HowIenvythem!Oneday,IwaslateforschoolandmisunderstoodbymyteacherandclassmatesbecauseIhadnotenoughtimetocookameal.However,tomyjoy,myteachersandclassmatesalwaysencouragemeandgivemealotofhelpinstudyandlife.What'smore,ontheMid-autumnFestival,thelocalgovernmentheldaspecialpartyforus.Iwashappyanddeeplymoved.Imissyou,MomandDad.ButIcantakecareofmyself.I'mlookingforwardtoseeingyou.YourswindFewparentsleavetheirchildrenhomebecausetheywanttododgeresponsibilities.Itismoreamatterofnecessity.Mostparentsofleft-behindchildrentakejobsincities,wherelocalschoolsaresupposedtofocusonservingregisteredlocalresidents.Non-residentsareeitherleftoutorfaceextracharges,whichareusuallyexorbitantevenbyurbanstandards.Insuchcircumstances,mostparentschoosetoleavetheirkidsathome,wheretheycanreceiveaffordableschooling.Thisisyetanotherdemonstrationoftheembarrassingmismatchbetweenthesystemandreality.Twelve-year-oldLuoXiaofengrefusedtohavedinnerwithhisparentsonthe15thdayofthefirstlunarmonth,thelastdayoftheChineselunarnewyear.Instead,hesatonthedoorstepsobbing."TheyareleavingforXiamentomorrow,andIdon'twanttoletthemgo,"hecried.ItwasthefirstSpringFestivalinthreeyearsinwhichhisparentshadmanagedtocomebacktotheirhometownintheeasternpartofNingde,FujianProvince,tospendtheholidaywithhim.Luoisnotalone.Governmentstatisticsshowthatmorethan20millionchildreninruralareaswhoseparentshavelefthometosearchforworkinthecity.TheproblemhasreachedanationalscaleasmoreandmoremigrantworkersfromacrossChinaanswerthecallofemployersinthecountry'sboomingcities.Thesplittingupoffamiliesposesachallengetotraditionalhouseholdstructuresandapproachestochild-rearing,saidXieGuangxiang,deputysecretarygeneralofAnhuiProvincialGovernment.InaproposaltotheongoingNationalCommitteeoftheCPPCC,Xieurgedthewholecountrytothinkseriouslyaboutthesituation.Amongthepotentialproblemsstay-at-homechildrenfacearetheabsenceofanysortoffamilyeducation,degradedschoolrecordsandotherpsychologicalproblems.AsurveyofpeopleinJingmen,HubeiProvince,showedthatstay-at-homelocalchildrensufferfrompoorlivingconditions,laggingeducationalattainment,insecurityanddifficultlyincommunication.Thesurvey,conductedbytheAll-ChinaWomen'sFederation(ACWF)inMaylastyear,involved181children,95boysand86girls.Theresultswerepublishedlastweekonthefederation'swebsite.Some87.9percentofthechildrensurveyedsaidtheywerewillingtostaywiththeirparents.About90percentsaidtheyfeltinsecurewhentheywereleftalone.Thefivemostpressingconcernsforsuchchildrenaretutoring,psychologicalhelp,security,financialsupportandcommunications.Todealwiththeissue,adozengovernment-relatedbodies,includingtheOfficeoftheRuralWorkersUnitedConferenceundertheStateCouncilandACWF,setupaworkingpanelinOctoberlastyear.Thepanelistocooperatewithothergovernmentbodies,includingtheEducation,PublicSecurityandFinanceministries,tograduallyputinplacelawsandregulationstosafeguardtherightsofstay-at-homechildren.Manyofushaveheardabouttheso-calledleft-behindchildren.ButnotasmanypeoplecouldhaveanticipatedwhattheACWFreportreveals-morethanaquarterofChinesechildrenwhoare17oryoungerliveapartfromoneorbothoftheirparentsbecausetheyareworkinginplacesotherthanintheirhometown.TheAll-ChinaWomen'sFederation(ACWF)reportontheconditionsofchildrenleftbehindbyparentsworkingawayfromhomepaintsagrimpicturethatwecannotaffordtounderstate.whatcanwedo?Ifweseriouslybelievetheoft-madeclaimthatchildrenarefutureofthecountry,thenwetrulyhavesomethingtoworryabout.MostChineseparentsfosterhighhopesfortheirchildren.Theyaretirelesscustodians,keenonofferingmeticulouscareandsupportsothattheirchildrencanleadsuccessfulcareersandlives.Butparentsareparents.Nooutsideinterventioncantaketheirplacetoensurethehealthygrowthoftheirchildren,soitwouldbeidealiffewerchildrenhadtolivewithouttheirparentsaround.Intheeyesofdevelopmentalpsychology,theearlyyearsoflifeplayanessentialpartnotjustinformingone'spersonality,butalsointheacquisitionoftheknowledgeandskillsthatlastaperson'sentirelife.Outofrespectfortheirspecialvulnerability,childreninthisagegroupneedparticularparentalcare.Fewofthoseleftbehindarehomealone-mostareleftinthecustodyofgrandparents-
