经典word整理文档，仅参考，双击此处可删除页眉页脚。本资料属于网络整理，如有侵权，请联系删除，谢谢！Theprocedureofshipmaintenance1目的Purpose为确保公司所管理船舶和设备得到良好有效的维护管理，防止其丧失安全与环境保护的功能要求，确保船舶和设备处于适航和作业状态，防止将不符合规定要求的船舶投入海上作业，特制定本程序。Theprocedureisformulatedtoensuretheeffectivemaintenanceandmanagementofshipsandequipmentswithoutlosingthefunctionsofsafetyandenvironmentalprotection,toensurethatvesselsandequipmentinastateofsuitablesailingandoperatingstatusandtopreventshipsshortofregulationsoperatingoffshore.234范围Scope本程序适用于公司岸基地及船舶。Thisprocedureappliestocompanybasesandships引用标准Referencestandard《安全管理手册》10“SafetyManagementManual”10定义Glossary设备预防性维护保养系统：依据有关公约、规定、规章、规范，参考设检查、测量、试验、维护、保养的管理系统，简称为PMS。Equipmentpreventivemaintenancesystem:inaccordancewithrelevantconventions,regulations,rules,norms,referenceequipmentoperationandmaintenanceoftechnicalmanualsandspecificationrequirements,inaccordancewiththeprovisionsofthecycle,theestablishmentoftheequipmentinspection,measuring,testing,maintenance,maintenancemanagementsystem,referredtoasPMS.5职责与权限DutiesandAuthority总经理Generalmanager5.1—负责全面领导公司设备的维护与管理工作。Beresponsibleforoverallequipmentmaintenanceandmanagement.Theprocedureofshipmaintenance5.2FPSO管理部FPSOManagementdepartment—为公司设备的归口管理部门；Managementdepartmentinthechargeofcompany'sequipment—根据NSM规则的要求，制定《船舶和设备管理维护程序》；-AccordingtoNSMrulesandrequirements,developsthe"Shipandequipmentmanagementandmaintenanceprocedure"—组织制定公司的年度设备修理和更新改造计划；-Organizestodevelopthecompany'sannualequipmentrepairandrenovationplans—负责设备修理项目的监督实施；-Supervisetheimplementationoftheequipmentrepairproject—结合生产情况，对设备管理人员进行技术培训；-Conductstechnicaltrainingtothoseequipmentkeepingpersonnelaccordingtotheproductionstatus;—组织设备管理方面的检查、考评等工作；-Organizestheinspectionandappraisalofequipmentmanagement,etc;—负责组织、建立、监督和修订公司的船舶PMS；-Beresponsiblefororganizing,establishing,monitoringandrevisingofcompany'sshipPMS;—负责审核并组织船舶提出的零配件采办申请；-Beresponsibleforauditinganddealingwiththeprocurementofshipspareparts—负责根据船舶的需求提供相应的岸基支持。-Beresponsibleforsupplyingrelatedshore-basedsupportaccordingtotheshipsrequirements.5.3FPSO作业部FPSOOperationdepartment—负责配合FPSO管理部对船舶及设备的管理。Theprocedureofshipmaintenance-CoordinateswiththeFPSOmanagementofshipsandequipments.5.4船舶Ships—负责按照PMS进行船舶和设备维护管理的具体实施和记录工作；-InaccordancewithPMS,beresponsibleforconductingthemanagementofshipsandequipmentmaintenanceandrecording;—负责将PMS执行过程中存在的问题上报FPSO作业部；-BeresponsibleforsubmittingtheproblemsexistingintheprocessofPMSimplementation;—负责提出船舶和设备维护保养的零配件需求申请；-Beresponsibleforsubmittingthesparepartsrequiringofshipandequipmentmaintenance;—负责制订本船的设备操作规程；-Beresponsibleforformulatingtheship'sequipmentoperatingprocedure—上报无法自行解决的设备问题并要求FPSO作业部提供岸基支持。-ToreportequipmentproblemscannotberesolvedbythemselvesandasktheFPSOoperationstooffershore-basedsupport.6工作程序Workingprocedure总则General6.16.1.1FPSO管理部负责对船舶和设备维护管理工作进行组织、计划、协调、指导和监督实施。FPSOManagementDepartmentisresponsiblefororganizing,planning,coordinating,guidingandsupervisingofthevesselandequipmentmaintenancework.6.1.2FPSO作业部负责船舶及设备维护保养过程的检查，并负责船舶和FPSO管理部之间的信息传递。DepartmentisresponsibleforinspectingthemaintenanceprocessofshipsandequipmentsandisinchargeoftheinformationtransmissionbetweentheshipsandFPSOmanagementdepartment.Theprocedureofshipmaintenance6.1.3船舶负责设备维护保养工作的具体实施，制订设备的操作规程，保障设备正常运转和符合相关要求。Theshipisresponsibleforconductingdetailedimplementofequipmentmaintenance,makingoperationalproceduresforequipmenttomeetrelevantrequirementandnormaloperation.6.2船舶和设备的检查与维护Inspectionandmaintenanceaboutshipsandequipments6.2.1FPSO系统（即PMS）项目明细，应至少包括以下部分：船体及上层建筑的钢结构；主机和辅机及管系和阀门；重油单元系统；压载水系统和设备；锅炉及系统；空压机及系统；锚泊和系泊设备；舵机、雷达及GMDSS系统等助航通讯设备；安全、救生、消防和防污设备；货泵及系统；货泵舱通风系统；液货舱洒水降温系统；液货舱呼吸阀及系统；液货舱液位测量和报警装置；油路速闭阀系统；风油应急切断设备；固定式CO灭2火系统；固定式甲板泡沫灭火系统；油水分离器；船舶检测报警系统以救生艇、消防泵、应急消防泵等应急设备和系统。Basedontheactualsituationoftheship,theFPSOManagementDepartmentshouldorganizethedetailsofmarineequipmentpreventivemaintenancesystem(iePMS),includingatleastthefollowings:thehullandsteelconstructionofthesuperstructure;hostandauxiliaryequipmentandpipingsystemsandvalves;heavyoilunitsystem;ballastwatersystemsandequipment;boilersandsystems;aircompressorandsystems;anchoringandmooringequipment;steeringgear,radarsystems,navigationalaids,andGMDSScommunicationsequipment;safety,rescue,fireandpollutioncontrolequipment;cargopumpsandsystems;cargopumpcompartmentventilationsystem;liquidcargotanksprinklercoolingsystems;breathingvalveandthetanksystem;tankliquidlevelmeasurementandalarmdevices;asphaltfast-closingvalvesystem;windcutofftheoilemergencyresponseequipment;fixedCO2fire-extinguishingsystems;fixeddeckfoamfire-extinguishingsystems;oil-waterseparators;shipdetectionandalarmsystemaswellasothernon-continuoususeoralternateshipcriticalequipmentandtechnologysystems,suchasemergencygenerators,lifeboat,firepumps,emergencyfirepumpandotheremergencyequipmentandsystems.Theprocedureofshipmaintenance6.2.2船舶的设备维护人员应根据PMS要求，按期对设备进行检查、试验、测量、维修、保养、修理等工作，并对设备维护保养过程中发现的问题应进行及时有效的处理。Theship'sequipmentmaintenancepersonnelshouldinspect,test,measure,repairandmaintaintheequipmentonthebasisofPMSrequirements,andanyproblemfoundintheprocessshouldbedealtwithpromptlyandeffectively.6.2.3船舶应按照《船舶备件管理须知》对船舶和设备维护保养所需的备件进行检查核实，确保满足法规的要求，并根据库存需求，提出采购申请。Shipshouldbecheckedinaccordancewith"ShipSparePartsManagementGuide"forshipandvesselmaintenancetoensurethatitmeetslegalrequirementsandsubmitsprocurementrequestsaccordingtothestock.6.2.4FPSO管理部根据《船舶设备检查管理规定》对船舶组织设备检查，每季度不少于船舶总数的一半，半年要求全部覆盖。检查应包括但不局限于以下内容：船舶的PMS执行情况、设备资料与证书、设备状况、文件与记录等。对出现的问题，按《不符合控制及纠正程序》的要求进行处置。FPSOManagementDepartmentunderthe"ship'sequipmentandinspectionmanagementprovidesthat"theshiporganizations,equipmentchecks,eachquarter,theshipofnotlessthanhalfofthetotaldemandforafullcoverageofsixmonths.Inspectionshouldinclude,butarenotlimitedtothefollowing:theship'sPMSimplementation,equipment,materialsandcertificates,equipmentstatus,documentsandrecords.Ontheproblems,accordingto"controlandcorrectionproceduredoesnotmeet"requirementsfordisposal6.2.5FPSO管理部负责组织对船舶的PMS执行和设备管理情况进行夏季和冬季对出现的问题，按《不符合控制及纠正程序》的要求进行处置。FPSOManagementDepartmentisresponsiblefororganizingtheimplementationoftheship'sPMSandequipmentmanagementsituationinthesummerandwinterequipment,inspection,canbearrangedwiththesafetymanagementsysteminternalauditorotherspecialinspectionoftheprojectsimultaneously.Ontheproblems,accordingto"controlandcorrectionproceduredoesnotmeet"requirementsfordisposalTheprocedureofshipmaintenance6.3船舶和设备存在问题和设备事故的报告Vesselsandequipmentproblemsandequipment,thereportoftheincident6.3.1船舶在设备维护保养过程中，对无法排除的较大的故障或缺陷，应及时填写《设备存在问题反馈表》，经船长签字后向FPSO作业部报告。Shipequipmentmaintenanceprocess,therightcannotruleoutthelargerfailuresordeficienciesshouldbecompletedonatimely"equipmentproblemsinfeedbackform",bythecaptainafterthesigningofthereporttotheMinistryofFPSOoperations6.3.2对于船舶出现的设备事故，在采取有效措施防止事态的进一步蔓延的同时，按照《事故/险情管理程序》中有关事故管理的规定要求进行报告。Shipsandequipmentfortheaccident,intakingeffectivemeasurestopreventthefurtherspreadofeventsatthesametime,accordingto"accident/distressmanagementprocess"intheprovisionsrelatingtoincidentmanagementreportingrequirements6.4船舶和设备存在问题和设备事故的纠正与分析Correctionandanalysisofproblemsandequipmentaccidentsexistinginshipsandequipments6.4.1对于船舶汇报的无法排除的故障和缺陷，FPSO管理部应指定专业人员进行调查核实，并在《设备存在问题反馈表》上提出处理意见，为其提供岸基支持，协助船舶实施整改措施。Faultsanddefectsthatfailedtobeexcluded,FPSOManagementDepartmentshalldesignateaprofessionalstaffinvestigatedandverified,andgavesuggestionsbasedonthe"equipmentproblemsinfeedbackform"inordertosupplyshore-basedsupportandassisttheshipconductingthereformingmeasures.6.4.2对于PMS在执行中发现的问题，FPSO管理部应该每年总结一次并上总经理，组织对PMS进行修改和完善。FortheproblemsfoundthePMSrunningprocess,theFPSOManagementDepartmentshouldmakesumming-uponceayearandsubmittothegeneralmanager,andbeinchargeofrevisingandimprovingPMS.6.5船舶和设备维修管理TheprocedureofshipmaintenanceMaintenanceandmanagementofvesselsandequipment6.5.1船舶在设备日常维护保养过程中发现的船舶和设备故障或缺陷后，按照《船舶航修管理规定》执行。Devicefoundduringroutinemaintenanceofvesselsandequipmentshouldbecorrectedinaccordancewith"shiprepairmanagementregulations"accordingly.6.5.2船舶和设备需要进厂修理时按照《船舶大修、厂修管理规定》执行。Shipandequipmentneedsrepairinginthefactoryshouldfollowtheregulationsof"shiprepair,factoryrepairmanagementstipulation”.6.5.3船舶和设备的更新改造按照《船舶和设备更新改造管理规定》执行。Renewalandtransformationofshipsandequipmentsshouldbeconductedinaccordancewith"Shipandequipmentrenewalmanagementstipulation".6.5.4FPSO管理部应结合设备存在的故障隐患和解决措施，于每年8月25日制定下一年度的设备修理和更新改造计划，总经理审批。On25th,Augusteveryyear,FPSOManagementdepartmentshouldcombinetheexistingproblemwithsolvingmethodstodeveloptheequipmentmaintenanceandreformingplanofnextyearandsubmittheplantothegeneralmanagerforapproval.6.5.5对于年度修理计划中所需的设备及其配件，按《物资采办管理规定》执行。Forequipmentsandsparepartsmentionedintheannualplan,itshouldbecarriedoutaccordingto"MaterialAcquisitionManagementStipulation".6.5.6因生产需要出现的年度计划外的设备修理项目，FPSO管理部提出书面申请，由主管领导审批。Forequipmentmaintenanceactivitiesoutoftheannualplanduetoproductionneeds,theFPSOManagementDepartmentshouldsubmitawrittenapplicationtothecompetentleadershipforapproval.6.6记录和归档TheprocedureofshipmaintenanceRecordingandarchiving6.6.1船舶设备维护人员在按照船舶PMS进行船舶和设备维护保养过程中，应将检查结果情况录入PMS备测量、检修记录簿》上做好记录。ShipequipmentmaintenancepersonnelshouldregistertheinspectionresultsintoPMSduringtheprocessofvesselsandequi
