Executivesummary

TheFiberDevelopmentIndex(FDI)tracksandbenchmarksfiberdevelopmentacross93

countriesandterritories.Fiberinvestmentisvitaltothequalitydeliveryofalldataservicesand,therefore,itmeritsthoroughcontextualanalysis.Unlikeotherfiberbenchmarksthatlargelytrackhouseholdcoverageand/orpenetration,theFDIincludesawidersetoffiberinvestmentmetrics,including:

•Fibertothepremises(FTTP)coverage

•Fibertothehousehold(FTTH)penetration

•Fibertothebusiness(FTTBusiness)penetration

•Mobilecellsitefiberpenetration

•AdvancedWDMtechnologyinvestment

Inadditiontothefiberinvestmentmetrics,theFDIthen,basedonOmdia’sanalysisofOokla

Speedtestdata,goesontoquantifytheoverallbroadbandqualityofexperienceimprovementsdrivenbythatinvestment,namely:

•Mediandownloadspeed

•Medianuploadspeed

•Medianlatency

•Medianjitter

Fiberinvestmentisanessentialmetricforgovernmentinstitutions,networkoperators,andotherstakeholderssuchasmediacompaniesandotherinterestedpartiestotrack.Asa

broadband-accesstechnology,opticalfiberprovidesanoptimized,highlysustainable,andfuture-proofqualityservice.Thissuperiorlevelofqualityisessentialforthedevelopmentoffuturedigitalservicesandapplicationsacrossallverticals,including(butnotlimitedto)

entertainment,education,homeworking,corporateservices,smartcity,andhealth.Onlyby

maximizinginvestmentinnext-generationaccesscancountriesoptimizetheirgrowthpotential,andfiberoptictechnologyiskeytothatinvestment,whetherthisisinthebackhauloraccess

network.

Singaporeonceagainleadsthe2023FDI,withmaximumscoresinsevenoftheninemetrics.

ItiscloselyfollowedbytheUAE,Qatar,andChina,thelatterofwhichhassurprisinglydropped

twoplacesinthisyear’sFDI,mainlybecauseuploadspeedandlatencymetricshaven’t

increasedasfastasinothercountries,eventhoughChinahasimpressiveresultsforFTTPcoverage,penetration,andoveralldownloadspeed.

Inthepast,severalotherwisehighlydevelopedbroadbandterritoriesthatranklowerinthe

fiberindex—suchastheUK,forexample—havesufferedfromlessclearorambitiousnationalplans,providingweakerincentivesforoperatorstoinvest.Tosomeextent,thiswasoftenlinkedtolessfavorablegeographicalanddemographicconditionsthatmadegovernmentinitiatives

expensiveand,therefore,likelytocomeupagainstsignificantpoliticalobjections.However,dueinsomeparttotheimpactoftheCOVID-19crisisdemonstratingjusthowimportant

broadbandnetworksare,governmentsaroundtheworldarenowstrengtheningtheir

broadbandtargetsandincreasingtheirfocusandinvestmentsinfiber-basedinfrastructure.Forexample,theUKnowhas“ProjectGigabit,”whichisinvesting£5bnintoconnectinghard-

to-reachcommunitieswithgigabitbroadband.Thisinvestment,aswellasgreaterprivate

investmentinfiberaccesstechnology,isenablingtheUKtograduallymoveuptheFDIranking,risingfourplacesin2023.

ThiswhitepaperhasbeensponsoredbyHuawei,withallanalysisandconclusionsarrivedatindependentlybyOmdia.

Keypointsandrecommendations

•Thebenefitsofhigh-speedbroadbandarenowwellunderstood.Especiallysincethe

COVID-19pandemic,governmentsaroundtheworldnowunderstandthesocialandfinancialbenefitsofinvestinginhigh-qualitybroadbandnetworks.ThebroadbandindustrysupportsawiderICTindustrythattypicallyaccountsforbetween2and7%ofacountry’soverall

GDPandprovidesforavastrangeofindustries,frommanufacturingtohealthinstitutionstoeducationalfacilities,aswellasupholdingsocialaspectssuchaswell-beingandsocialequality.

•Broadbanddemandsfromconsumersandenterprisesareonlysettogrow.Thedemands

onbroadbandnetworkswillonlyincreaseduetothecontinuedgrowthinthenumberand

varietyofconnecteddevices,morebandwidth-hungryapplications,andanever-growing

relianceonthecloud.Toenablefutureinnovationandsocioeconomicgrowth,broadband

operatorsmustcontinuetoinvestintheirnetworks.Todoso,governmentsandregulators

mustensurethatthecorrectlegislationandregulationsaresettoencourageandenablesuchinvestmentandprovidethenecessaryfundingwherenormalmarketforceswouldn’twarrantit.

•It’scriticalthatthedigitaldivideisnotfocusedsolelyonbeingconnectedversus

unconnected.Broadbandconnectivityisnowessentialtoeverydaylife.However,thequalityofthatconnectivityisalsovitallyimportant.Toworkwell,manydigitalapplications,suchasvideoconferencing,gaming,andvideostreaming,needhigh-speed,low-latency,andhighlyreliableandconsistentnetworks.Thoseindividualsandbusinessesthathavesuchaccesswillbeatasignificantadvantageoverthosethatdon’t.

•Fiberisnotjustabouthighspeed.Concentratingonlyonspeedmakesthebusinesscaseforinvestinginfiberaccessdifficulttojustify,especiallyascopper-basedaccesstechnologies

continuetoimprovetheirownspeedcapabilities.However,fiberalsobringsarangeofotherbenefitstoanoperator,includinghigheroverallqualityofservice(QoS),lowermaintenancecosts,lowerenergycosts,andsmallerphysicalinfrastructurerequirements.Allsuch

characteristicsneedtobeconsideredwhendevelopingfiberinvestmentplans.

•Governmentsshouldpasslegislationtoenablegigabitsocieties.Governmentsshould

ensurethattelecommunicationsinfrastructurecanbedeployedmostefficientlybyrequiringallnewdevelopmentsandrealestatetobeequippedwithin-buildingminiducts,fiber,in-

buildingaccesspoints,orotherphysicalinfrastructuretoacceleratedeploymentandreducerolloutcost.

•Toencouragegreaterfiberdeployment,allregulatorsmustfollowbest-practicepolicies,including:

—Facilitatingdeploymentthroughmunicipalityapprovals,usingexistingresources

(governmentbuildings,streetlights,ducts,etc.,)andsharinginfrastructure/facilities

—Introducingflexibilityinpartnershiparrangements,suchasallowingagreementsbetweenplayers/co-financing/collaborativemodels/public-privatepartnerships/innovative

partnerships

—Providingfinancialsupportthroughinvestmentsupport,incentives,andsubsidies(e.g.,universalservicefunds)

—Implementingregulatoryflexibility,includingremovingoutdatedornon-essentialregulation

—Improvingaccesstotelecomsfacilitiesandphysicalinfrastructure,improvingprocedures

forrightsofway,andaccessingpublicinfrastructureaswellasbroadbandmapping

Thebenefitsofgigabitbroadbandservices

Thesocioeconomicbenefitsofbroadbandarewellknownanddocumented.Sincethe

pandemic,broadbandaccesshasbecomemoreimportantthaneverfortheconsumer,with

activitiessuchasworking/schoolingfromhome,videocommunication,smarthomeusecases,andonlineentertainmentbecomingastandardpartofeverydaylifeinmanycountries.Withinbusiness,cloud-basedserviceshavebeenmainstreamforovertwodecades,andworkloads

haveshiftedalmostexclusivelytothecloudasenterprisescontinuetheirdigitaltransition(transformation)efforts.

Tomeetsuchdemand,broadbandnetworkshavealreadygonethroughseveralgenerationsofevolution,migratingfromlargelycopper-basedinfrastructuredeliveringjustkilobitspersecond,tomorefiber-basednetworksofferinganaverageglobalspeedof200Mbps.

However,suchinnovationcannotstandstill.Thedemandsonbroadbandnetworkswillonlycontinuetoincreaseduetothecontinuedgrowthinthenumberandvarietyofconnected

devices,morebandwidth-hungryapplications,andanever-growingrelianceonthecloud.Tomeetthisdemandandenablefutureinnovationandgrowth,broadbandoperatorsneedtocontinuetoinvestintheirnetworkstoenablegigabitsocieties.Todoso,governmentsand

regulatorsmustensurethatthecorrectlegislationandregulationsaresettoencourageandenablesuchinvestmentandthatfundingisprovidedwherenormalmarketforceswouldn’twarrantit.

Theresidentialandbusinessdriversforgigabit

broadband

Consumerdemandforbroadbandnetworksisonlysettogrow

Consumerbroadbanddemandswillcontinuetoincreaseexponentiallyasweheadtoward

2030andbeyond.Thedemandwilllargelybedrivenbythreekeydistinctivebutrelatedtrends:

•Arapidincreaseinthenumberandtypeofconnecteddevices

•Acontinuedmovetohigher-quality,immersivemediaexperiences

•Anewgenerationofinternetapplicationsbasedonacloud-firststrategy

Therapidincreaseinconnecteddevices

By2027,74%oftheglobalpopulationwillbeconnected,with56%ofresidentialhouseholdsenjoyinghigh-speedfixedbroadbandconnectivity.InhighlydevelopednationssuchasChina,thebroadbandpenetrationofthepopulationovertheageoffourwillbequicklyheading

toward100%.

However,itisnotjustpeoplebutalsothingsthatarebecomingconnected.In2020,the

averagenumberofconnecteddevicesinfixedbroadbandhouseholdswasapproximately13,by2030,thiswillhaverisentoaround44.ThebulkoftheseconnecteddeviceswillcompriseIoTdevices,sensors,andotherhouseholditemssuchasappliancesandhealthandfitness

products.However,therewillalsobesignificantincreasesinthenumberofsmartTVsaswellasnewerdevicessuchasVRheadsetsandnewinnovationsuchasglasses-free3Dscreens.

Thenumberofvideo-enabledconnecteddevicesisincreasing,thescreensonthosedevicesaregettinglarger,andtheyofferhigherandhigherlevelsofvideoquality.By2027,61%ofalldevicesshippedwillhaveascreenand63%ofthosescreenswillbefullorultraHD.

TheTVwillremainanimportantscreeninthehomefortheforeseeablefuture.ThemodernTVhasevolvedbeyondasimplereceiverforlinearbroadcastvideotoafullhomeentertainmentsystem.Insomecases,theTVisevenacontrolhubforthesmarthome.By2027,93%ofall

TVsshippedwillbesmart.Theywillalsocontinuetoincreaseinsizeandresolution.By2027,30%ofTVsshippedwillhavescreensthatmeasure60inchesormore,and76%willhave4Korhigherresolution.

ComingofageforAR/VR

Today,augmentedreality(AR)glassesandmixedreality(MR)headsetsarestillrelativelyrare.However,virtualreality(VR)headsetsarebecomingmorecommon,largelydrivenbyincreasedinvestmentfromorganizationssuchasMeta(Facebook)andQualcomm.ApplerecentlymadeitsfirststepintoMRdeviceswiththelaunchofitsVisionProAR/VRheadset.WithApple’s

brandandmarketingpower—togetherwithitstightlyintegratedhardwareandsoftware—VisionPro’suserswillbegreetedbyfamiliaruserinterface,apps,andpersonalcontent.

Ifthecompanysuccessfullybridgesexistingconsumerexperiencesintonewimmersive

environments,itwillgivefreshimpetustotheMRmarket.VR/MRheadsetsutilizemultiplefull-HDvideostreamspersessionandheavilyrelyoncloud-basedcontentandapplications.

Thetechnologywillplaceheavydemandsonbroadbandnetworkswithregardtobandwidth

andlatency,withhighlevelsofreliabilityandconsistencyneededforittoworkseamlessly.

AccordingtoOmdia’sforecast,standaloneVRconnecteddevices’installedbasewillgrowfrom17.7millionin2022to59.9millionin2028.

FromSDtoHDtoUHDto3D

Thisdrivetoincreased-qualityvideoexperienceswillalsoplacehigherandhigherdemands

onthenetwork.Usingcompressiontechniques,today’svideostreamingservicescanofferHDvideousinglessthan5Mbps.Buthigh-quality4Kvideostreamscanrequirespeedsofupto

50Mbps,and8Kvideostreamsrequireupto300Mbps.

AdvancedservicessuchasVRand3DTVwillseeafurtherchangeintermsofnetwork

demand.High-qualityVRapplicationscanrequirespeedsofupto1–2Gbpspersession,andlive3DTVcanrequireupto5Gbpsperstream(Figure2).

Greaterrelianceonthecloud

Overtheyears,therehasbeenapushforhostinggreaterintelligenceinthecloud.This

hasseveraladvantages,fromreducingthecost,internalcomputepower,andbatterysize

ofdevices,toconsistentlyusingthelatestsoftwareversionandbeingabletosupport

advancedtechnologiessuchasbigdataanalyticsandnewcloud-basedapplications/use

casessuchascloudgaming,networkattachedstorage(NAS),autonomousvehicles,andthemetaverse.However,asapplicationsbecomemoreinteractive—relyingheavilyonreal-time

communication—bandwidth,latency,andservicereliabilityandconsistencybecomeincreasingpriorities.Inthefuture,therefore,althoughspeedwillremainimportant,latencyandservice

consistencywillbecomeequallysignificantformanyapplications.

Enterprisetechnologyandapplicationlifecycle

Asenterprisesturntodigitaltechnologiesandwaysofworking,theircapacityneeds

toincreaseexponentiallyoverthenextfiveyears.“Digital”technologyisrelevanttoall

businesses.Thegoalistocollect,store,andanalyzedata,generatingvaluableinformationfortheorganizationtomakefaster,betterdecisions.

Technologyandmarketforceshaveconvergedtomakethisdigitalrevolutionpossibleforbusinesses:

•IoTprobesandsmartdevicescollectever-largeramountsofdatafromsitesandfromthefield.

•Networkconnectivityisuniversal,cost-effective,andsupportsthecollectionandtransferoflargedataloads.

•Thecloudrevolutionhasmadestoring,accessing,andprocessinglargedataloadsefficientandcost-effective.

•Analyticsandautomation,backedbyAI/MLandnaturallanguageprocessing,organizetheselargevolumesofdataintousefulinformation.

Newadoptionplusoperationalscalingmultiplytrafficgrowth

Manynewdigitaltechnologiesareinplay,andenterprisesareprioritizingbasedonbenefitsandtheirrequirements.Sometechnologyadoptionismovingfast,andsomeismoregradual.Forexample,visualprocessingandcognitiveanalyticsarepopularandgrowingquickly.An

imageorvideostreamcanprovidefarmoreinformationthanjusttextorbasicdata,and

networkedcamerashavebecomeinexpensivetodeployorembedinotheritems.Visual

processinghasprovenversatile.Itiseffectiveforusessuchasworkersafetyandcompliance,sitesecurity,peopleandinventoryidentification,andqualitycontrol.Bycontrast,operationaltechnology(OT)hasbeenslowertomigratetodigital.AreassuchasAR/MRshowgreat

promise,butin2023,headsetsandtheirusefulbusinessapplicationsarestillmostlyunderdevelopment.Otherdigitalapplications’adoptionfallssomewhereinbetween.

Newtechnologyadoptionisonegrowthfactor.Anothergrowthfactoristheexpansionand

upgradeoftechnologiesintheorganization.Abusinesswithexperienceinvisualprocessingwillbecomfortableaddingmorecamerasorswappingtonewercamerasthatsupporthigher-resolutionvideo,orthattransmitmoreimagesperminute.

Severaldigitaltechnologiesstandoutfortheirpotentialtogrowexponentiallyoverthenextfiveyears:visualprocessingandcognitiveanalytics,anddatacollectionfromnetworkedIoT

Asnetworkmanagersknow,establishedITplatformsandapplications—notnewones—are

oftenthebigbandwidthconsumersfortheorganization.Visualprocessing,cognitiveanalytics,andIoTareallprojectedtogrowquicklythrough2027.Butthesenewertechnologieswillstillcollectivelygeneratejust250Mbps—lessthan1%—ofanaveragelargeenterprise’stotaltrafficin2027.

ThebigfourdigitalITsolutionsthatwillrepresentthebulkoftheaveragelargeenterprise’strafficloadin2027are:

•Newvideoandimmersiveexperiences.Eventhoughtheuseofsomenext-generation

technologieswillstillbelimited,newvideoandimmersiveexperiencesneedlargeamountsofreal-timebandwidthtosupporthigh-value,interactiveapplications.

•Distributedstorage.Digitalapplicationscangenerateverylargeamountsofdata,especiallyiftheytransfervideoorimages.Manyofthesedatasourceswillbemirroredoff-site.Storeddatawillalsobeshiftedaroundforreuse,suchasrunningadditionalwavesofanalytics.

•Contentaggregation,distribution,andconsumption.Contentcontinuestobecomerichermedia—whetherthat’susinghigherresolution,multiplestreams,orcross-taggingacross

manydifferentdatasources.Knowledgeworkerswillneedtocontinuetostepuptheirpaceofcontentconsumption,whichwillincreaseincomingandoutgoingdataflows.

•Virtualfunctions.Virtualnetworkingandcommunicationshelpmanagehowthebusinessconnectsandoperates,drawingoncloud-hostedresourcestoprocesssecureconnectivityandcollaboration.

Gigabitsupplyanddemandcontinuetogrow

Althoughmedianbroadbandspeedsarestillinthe200to250Mbpsrangeforeventhemost

developedbroadbandcountries,gigabitbroadbandservicesarenowcommonlyadvertisedinmanycountriesaroundtheworld.Omdia’sMobile&BroadbandPricingTrackerillustrateshowquicklythetop-advertisedbroadbandspeedshavechangedovertheyears(Figure4).In2012,acrossthe20countriesanalyzedinOmdia’spricingtracker,thehighestbroadbandspeedon

offerwasonly200Mbps.Bytheendof2022,gigabitbroadbandserviceswereavailablein17ofthe20countries,withmultigigabitservicesofferedineightand10Gbpsservicesinthree.

Withavailabilitycomesdemand,andalthoughbytheendof2022,only8%ofglobal

broadbandsubscriptionsweregigabitbroadbandservices,thispercentagewillincreaseto32%ofsubscriptionsby2027andisexpectedtobeover40%by2030(Figure5).

Closingthegigabit-digitaldivide

Theworld’spopulationisbecomingincreasinglyconnected.Bytheendof2027,74%ofthepopulationwillbeconnectedeitherviahomebroadbandorapersonalmobiledatasubscription.Ifweremovepeopleundertheageoffour,thefigureincreasesto82%.

However,asalreadydiscussed,notallbroadbandconnectionsareequal.Connectivity,speed,latency,consistency,andreliabilitycanalldiffersignificantly,affectingwhatusecasesand

end-userexperiencescanbereceived.Forexample,31%ofpeopleby2027willonlyhave

accessviaapersonalsmartphone,and56%ofthoseconnectionswillbe4Gtechnologyor

broadbandservices,Figure6showsthatby2028,55%ofconsumerbroadbandservicesin

Oceania,Eastern&South-EasternAsiawillhavespeedsofover1Gbpsormore,comparedtoonly11%inLatinAmerica,5%intheMiddleEast,and3%inAfrica.

societies.Othertechnologies,suchascableand5G-FWA,arecapableofgigabitspeeds,but

cableonlyaccountsfor15%ofallglobalconsumerbroadbandconnectionsandisexpectedtodeclineby12%overthenextfiveyears.FWAisgrowinginpopularity,largelyduetotherolloutof5Gnetworks,butwillstillonlyaccountfor6%ofbroadbandconnectionsby2027.Certainly,FWAisanimportantcomponentoftheoverallbroadbandmix,atleastinthemediumterm,

asitcanenablehigh-speedbroadbandservicestobedeployedinmoreruralareaswhere

FTTHisstilltoocostprohibitive.However,evenhere,itiscriticalthatthose5Gbasestationsaresupportedbyopticalfiberbackhauliftheyaretoprovideagood-qualitybroadband

experience.Fortheremainderofpremises,fibershouldbethelong-termtechnologyofchoiceasitisthemostfuture-proofofallbroadbandinfrastructures.

DrivinggreaterFTTHcoverage

Currently,onlyathirdofcountriesinOmdia’sFiberDevelopmentIndexhaveFTTHcoverage

ratesof70%ormore,withjustthree(Qatar,Singapore,andSouthKorea)havingreached

100%andafurtherthree(China,Japan,andUAE)on99%.Thebottomthirdofcountries
