GEOandpartnersaredevelopingaservicethatwillprovideeveryurbanareaintheworldwithdataandknowledgeonthehealthrisksfromexposuretoextremeheat.Theseinsightswillhelpcitiesdevelopplanstoadapttoheatandreducetheimpactoncitizens’healthandlocaleconomies.
Theimpactofheat
onhealthandsociety
Hotdaysandextremeheateventsarebecomingmoreintenseandmorefrequent.Citiesare
particularlyaffected,duetoanurbanheatislandeffectthatcanincreasetemperaturesbyupto20degreesCelsius.
Theimpactsonhealtharesignificant.Extremeheatisalreadythedeadliestweatherevent,responsibleforanestimated500,000excessdeathseachyear1.Withrisingtemperaturesandrapidurbanization,
thisfigureisexpectedtorisesignificantly.
Theelderly,youngchildren,pregnantwomen,
andpeoplewithchronichealthconditionsare
particularlyvulnerable.Heatalsoimpactsairquality,
diseasetransmission,workplaceinjuryandmentalhealth,andcaninterruptessentialservicessuchasenergy,waterandtransport.
Economiesalsosuffer.Theglobaleconomy’s
estimatedcostfromheatstressthroughlost
workinghoursisestimatedtobe$2.4trillionby
20302.Poorercommunitiesareworstaffected.
Twothirdsofglobalexposuretoextremeheat
occursinurbanareasintheglobalsouthwhere
rapidurbanizationandclimaticchangesaremorepronounced,buttherearefewerresourcesto
mitigateandadapttoclimaterisks.Economic
lossesfromheatarefourtimeshigherinlow-
incomecountiesthanintheworld’swealthiest
regions3.Withincities,low-incomeneighbourhoodsmayexperiencegreaterheatexposuredueto
overcrowding,lowerconstructionstandardsandalackofgreenspaces4.
Theprojectsitsatthenexusofseveraldevelopmentchallenges:climatechange-health-urbanization.Assuchit
respondstogoalsandtargetssetoutinanumberoftheSustainableDevelopmentGoals.TheseareSDG3:GoodHealth&Well-being;SDG11:SustainableCities&Communities;andSDG13:ClimateAction.Thepartnership
approachneededtodesignanddelivertheprojectalsoalignswellwithSDG17:PartnershipsforGoals

WhydoweneedaGlobalHeatResilienceService?
Deathandillnesscanbepreventedwithtailored
strategies,suchasinvestingingreenspacesin
vulnerableareas,andbyimprovingearlywarningsystemsandadaptationplans,assupportedbythe
UN’sEarlyWarningforAllinitiative.
However,mostcitiesdon’thavecomprehensive
heatresiliencestrategiesoreffectiveearlywarningsystemsbecausetheydon’thavetheurbandata
neededforriskassessmentandmanagement.
Somecitiesdohaveheatvulnerabilitydata,
buttheseareoftentheresultofone-off,costly
exercises.Eveninrichercountries,it’schallengingforcitiestocollectandanalyzedataonthefull
rangeofvariables-weather,climate,infrastructure,health,socio-economicandcopingcapacities-
thentranslatethatdataintoevidencethatcaninformstrategiesandotheractions.
Itwillbemorecost-effectivetopreparecitiesforextremeheatnowthantodealwiththe
impactslater.Butcurrentlyonlyaround7-8%ofglobalurbanclimatefinancingneedsarebeingmet,withfarlessstillflowingtourbanareasintheglobalsouth.Akeybarriertoaccessingthis
climatefinanceisalackofappropriatedataandinformationwithwhichtodevelopfeasibleplansandprojectstomitigaterisks.
TheGlobalHeatResilienceServiceaimstofillthesegaps.Usingthelatestdigitaltoolsand
leveragingthepowerofcloudcomputingandArtificialIntelligence,theservicewillhelpcitiestounderstandwhenandwhereextremeheat
eventswilloccur,whowillbemostvulnerable,andwhatactionscanbetakentomanagerisks.
AbouttheGlobalHeatResilienceService
TheGlobalHeatResilienceServicewilldeliverhigh-quality,city-specificinformationtoinformimprovedpublichealth,economicresilienceandsustainableurbandevelopment,nowandintothefuture.
Theservicewillprovideatrusted,freeandopen-
accessdecision-supporttoolforallcitiesaround
theworld.Theservicewillsupportcitiesinboth
preparingforemergenciesandthroughlonger-
termplanningtopreventheat-relatedrisks.Itwill
allowthemtocollect,analyseandintegrateglobal,regionalandlocaldataandknowledge,onweather,health,demographics,thebuiltenvironment,
infrastructureandthesocialfactorstobeableto
betterunderstandthehealth-risksfromextremeheat.
InputdatawillcomefromEarthobservations
(satellitesandin-situmeasurements),existing
statisticalandgeospatialdata,localsurveysandfieldmeasurements.Citizen-scienceanddata
collectioninitiativeswilloffertheopportunitytoempowercommunities,includingyoungpeople,tocontributetodevelopingknowledgeonheatvulnerabilityintheircities.
Analysis-readydatawillbemadeavailable
throughtheserviceatasuitablespatial-scaletohighlightlocalvariationsinheatriskfromstreettostreet,neighbourhoodtoneighbourhood.
Citieswillalsobeabletoincorporatetheirowndatawithintheservicetoinformlocaldecisionmakinginadvanceofandduringextremeheatevents.Informationandadditionalsupport
providedbytheservicewillbeusedbyarange

ofcitystakeholderstointerpretandtranslateriskinformationintopolicies,plansandinvestmentstoincreaseresiliencetoheat,reducingtheburdenofheat-relatedillnesses,deathsandeconomiclosses.

people,willensureawarenessofheat-relatedriskscanbedisseminatedthroughschoolsandcolleges.Theprojectwillalsoprovideanopportunity
todeveloplocaltechnologysectorsthrough

Abouttheproject
GEOandtheWorldMeteorologicalOrganizationhavedevelopedtheprojectconcept.Aproject
teamcomprisedofscientificandpolicyexperts
ontheuseofEarthobservationsforclimate
change,urbanization,andhealthwillfacilitate
theco-designoftheserviceinpartnershipwith
representativesofhealth,meteorologicaland
emergencymanagementagencies,cityandlocalgovernmentsandtheircommunities,statistical
andmappingagencies,expertsindataanalytics,
softwaredevelopmentanduserexperiencedesign.
Thekeystagesoftheprojectwillbeprojectdesign(tobecompletedbyearly2024),datacollection
andprocessing,interfacedevelopment,piloting
andscale-up.Theprojectwillrequirefundingat
eachstagetocovercostsincludingpersonnel,dataacquisitionandanalysis,softwaredevelopment

andhardwareinfrastructure,operationsand
maintenance.TheServicewillbeakeyinputforthedeliveryofaGlobalEarlyWarningSystemforAlltobedevelopedby2027aspartofacommitmentbytheUNSecretaryGeneral.
Weareseekingpartnerstocollaborateon
theproject.Inthecurrentdesignstage,we
arelookingforactivecity-levelpartnersto
testandrefineapproachestomappingand
understandinghealth-relatedriskfromheat.Collaborationwillalsobesoughtthroughoutdesignandimplementationphaseswith
thosewhocanprovidethefollowingsupport:
scientific/technical(Earthobservationmethodstools,datamanagement);policy&advocacy;
stakeholder&community/youthengagement;capacitybuilding;fundingandinvestment.
