AthreadbetweentheseprinciplesistheneedfortheEUtosimplifyitsoverallapproachandensureitsregulationsandinitiativesareworkinginsync-creatingaflywheelforAIgrowthratherthannurturingadoptionandinnovationinsomeareaswhilehinderingitinothers.

WecallforEUpolicymakersandregulatorstoresetandrethinktheircurrentapproachtoregulatingAIinordertoreviewtheaccumulatedrulesthatformerEuropeanCentralBankPresidentMarioDraghihascalledadragonEuropeancompetitiveness.Webelievepolicy-makersshouldevaluatewhichrulesareboostingtheEU’sAIsectorandshouldbekeptinplace,andwhichrulesareholdingitbackandshouldberevised.

WecommendtheintenttobringforwardaDigitalSimplificationPackageaspartofthebroadersimplificationagendaandurgepolicymakerstoconsiderhowitcanbestservetheAIsector.WealsobelievethattheforthcomingAIContinentandApplyAIstrategieswillbedecisiveandshouldgatherstrongsupportacrossthepoliticalspectrumandmaintainarigorousfocusonincreasingAIadoptionandAI-drivenopportunities.

ThisBlueprint–alivingdocumentwewillupdateaswelearnmorefromourpartnership–isintendedtosyncwithwhat’sworkingfortheEU’sAIsectorandencourageAIrulemakingthatignitesproductivityandgrowth.

InvestingmoreinAIwillcontinuetomakeitmorecapableandbeneficial.TheintelligenceofanAImodelroughlyequalsthelogoftheresourcesusedtotrainandrunit.Untilrecently,scalingprogresshasprimarilycomefromtrainingcomputeanddata,butwehaveshownhowtomakeintelligencescalefrominferencecompute,aswell.Thescalinglawsthatpre-dictthesegainsareincrediblypreciseovermanyordersofmagnitude.Itfollowsthatfurtherinvestmentwillleadtofurthergains,andfurtherbenefitstosociety:Webelievethatthesocioeconomicvalueoflinearlyincreasingintelligenceissuper-exponentialinnature.

ThecosttouseagivenlevelofAIcapabilityfallsbyabout10xevery12months,andlowerpricesleadtomuchmoreuse.WesawthisinthechangeintokencostbetweenGPT-4inearly2023andGPT-4oinmid-2024,wherethepricepertokendroppedabout150xinthattimeperiod.Moore’sLawpredictedthatthenumberoftransistorsonamicrochipwoulddoubleroughlyeverytwoyears;thedecreaseinthecostofusingAIisevenmoredramatic.

TheamountoftimeittakestoimproveanAImodelkeepsdecreasing.Putanotherway,AImodelsarecatchingupwithhumanintelligenceatanincreasingrate.Thetypicaltimeittakesforacomputertobeathumansatagivenbenchmarkhasfallenfrom20yearsafterthebenchmarkwasintroduced,tofiveyears,andnowtoonetotwoyears—andweseenoreasonwhythoseadvanceswillstopinthenearfuture.

Europeschallengeisnowtoaccelerateandexpandtheseinitiatives.TocomplementAI

factoriesinitiatives,werecommendanAIComputeScalingPlanthatboostsEUcomput-

ingcapacitybyatleast300%by2030,prioritizinglow-latency,geographicallyspread

inferenceinfrastructure.

Accesstochipsisvitaltodrivedownthecostofcomputeandhelpmakeitabundantin

Europe.Ourrecent

submission

totheWhiteHouseOfficeofScienceandTechnologyfor

theupcomingUSAIActionPlan,recommendedthatcountriesthatcommittodemocratic

AIprinciplesbydeployingAIsystemsinwaysthatpromotemorefreedomsfortheircitizens

couldbeconsideredTierIcountries.TierIIstatusshouldbelimitedtoonlythosecountries

thathaveahistoryoffailingtopreventexport-controlledchipsandotherUS-developedIP

frombeingdivertedinto,orusedbyTierIIIcountries.

InAI,dataistherawmaterialthatfuelsAImodeltraining.TheEUhasvastamountsofdata(fromscientificresearchtoindustrialdatatopublicsectorinformation),butmuchofitremainssiloed,orunderutilized.ToinnovateinAI,developersneedaccesstorich,diverse,andrelevantdatasets–whilerespectingprivacy,dataprotectionandsecurity.TheEUshouldassureAIdevelopersandresearchersthattheirmodelswillhavetheabilitytolearnfrompubliclyavailablesourcesandthatmoredatawillbemadeavailableinrespon-sibleways.ThiswouldalsoattractinfrastructureinvestmentbecausethemoretheEUisabletoreducebarrierstodataaccess,themoreitwillbeabletoconvinceinvestorsandcompaniestoplacetheirmulti-billioneurodatainfrastructuresinitsjurisdiction.

Energy

FortheEUtosupportwidespreadAI,itmustensuresufficient,sustainableenergysupply.ThisalignswellwithEurope’sgreenobjectives:investmentsincleanenergy(solar,wind,nuclear,andemergingsourceslikefusion)servethedualpurposeoffightingclimatechangeandpoweringdigitalgrowth.WerecommenddramaticallyincreasingEuropeancapacityforrenewableenergygenerationandmodernizingpowergrids.Streamliningpermittingfornewenergyprojectsandcross-bordertransmissionlines(partoftheEU’sexistingeffortsundertheTrans-EuropeanNetworksforEnergy)willhelpmeetAI’selectricityneedsinaclimate-friendlyway.

Talent

Evenwiththebesthardwareanddata,AIleadershipultimatelydependsonpeople–researchers,engineers,domainexperts,andinformedusers-andEuropemustfocusonretainingandcultivatingitsconsiderablehumancapital.Todothis,theEUshouldsignificantlyexpandinvestmentsinSTEMeducation,specializedAIscholarshipsakintoan“AIErasmus,”andnetworksofAIresearchexcellencecentersacrossthecontinent.

Equallycrucialislarge-scaleworkforcereskillingthroughapprenticeshipsandvocationalprograms,enablingcurrentworkerstoadapttheirskillsforAI-drivenroles.BroadandequitableaccesstoAIeducationfromprimaryschoolonward,similartoEstonia’ssuc-cessfulintegrationofAIincurricula,canprepareEuropeansforanincreasinglyAI-centricworldandreinforceEurope’sdigitalvalues.

Additionally,EuropeshouldattractglobalAItalentbyimprovingpoliciesliketheEUBlueCardandinvestingininterdisciplinaryexpertisetoensureresponsibleandethicalAIdeployment.

AIisarapidlyevolvingtechnologypoisedtobecomeintegralacrosssociety,requiringthoughtfulregulationtomitigateriskswithoutstiflinginnovation.Unfortunately,todayEuropesregulatoryenvironmentisoftentoocomplexasMarioDraghinotedinhisreport,theEUnowhasaround100tech-relatedlawsandover270bodiesregulatingdigitalsectorsacrossmemberstates.EUpolicymakersshouldfocusonreducingbarrierswithinthesinglemarketbysimplifyingthedigitalrulebookandeliminatingredundantorobsoleteproposals.TheongoingOmnibusSimplificationPackageandbroadersimplifi-cationagendapromotedbytheEuropeanCommissionrepresentcriticalopportunitiestostreamlineregulationsandstrengthenEUcompetitiveness.

TheDraghireportwasrightthatthesheerbreadthandquantityofEUregulationshamperinnovation,sloweconomicgrowth,andposean“existentialchallenge”totheEuropeanUnion’sfuture.TheyclosethedoorontheEU’sabilitytobuildAIthatisof,by,andforEurope.

Now,aspolicymakerstakeastepbacktoevaluatewhichrulesstrengthentheEU’sAIsectorandshouldbepreserved,versuswhichonesareholdingitbackandshouldnot—theyshouldmakesurethey’reconsideringthefullpicture.Thisisaone-waydoordecisionthatwillhavehugeconsequencesforEurope’sfutureprogressandprosperity.Ifpolicymakersgetitright,itwillopenthedoortobuildingAIforEurope—andunlockingtheprogressandprosperitygainsthetechnologyoffers.Iftheydon’t,EuroperisksfallingfurtherbehindintheglobalcompetitionoverAI’sfuture.

Harmonization

TheEUmustbevigilantagainsttherisksposedbyregulatoryfragmentation.EUrulesshouldapplyclearlyandconsistentlyacrossthesinglemarket.Europe’sabundanttalentandinnovativespiritremainconstrainedbynationalbarriers,limitingtheseamless,cross-bor-dergrowththatisessentialforglobalcompetitiveness.TheEU’sstrengthisitsscale:onesetofbalancedrulesfor27countrieswillspurcompetitionandinnovation,helpnativeAIcompaniesstartandscale,andensurethatthebenefitsofAIreachallEuropeans.

regulatoryvision.As

•AIAcceleratorFund:Launchadedicated€1billionfundtorapidlyfinancepilotprojectsdemonstratingclearsocietaloreconomicvalueofAI.

•AEuropeanAIReadinessIndex:Toencouragenationalaction,publishayearlyrankingofEUcountriesbasedonamethodologyassessingAIadoption,skills,infrastructure,

andregulationreadiness.

•NationalAIReadinessOfficers:By2027,eachEUmemberstateshouldappoint

adedicated“AIReadinessOfficer,”responsibleforacceleratingnationalAIadoptionandcreatingsynergiesamongmemberstates.

•Pan-EuropeanStart-upEntity:By2026,launchaunifiedlegalframeworkthat

harmonizescorporatelaw,taxation,andcomplianceacrosstheEU,enablingstartupstooperateseamlessly.

AsAImodelsandsystemsbecomemorecapableandversatile,theywillincreasinglybringprosperityandadvantagestopeopleandorganizations.YettranslatingthepotentialofAIintoconcreteeconomicandsocialbenefitswillnothappenautomatically.ThesebenefitswillnotmaterializewithoutadequateAIadoptionattheorganizationallevelandAIliteracyattheindividuallevel.

Tous,thismeansthatbeyondthefoundationalinvestmentsneededinresearchandininfrastructure,webelievethatgovernmentsandinstitutionsintheEU,bothnationallyandlocally,haveacentralroletoplayinincentivizingadoptioninthepublicandprivatesector.Moreover,preparing,educatingandupskillingindividualswouldhaveahighimpactonthedevelopmentofAIthroughoutthecontinent.
