Thisguidelineisapplicabletotheapprovalandinspectionofwaterleveldetectorsequippedontheshipsbelow:.
BulkcarriersforcompliancewithSOLASregulationXII/12;
SingleholdcargoshipsotherthanbulkcarriersforcompliancewithSOLASregulationII-1/25;and
MultipleholdcargoshipsotherthanbulkcarriersandtankersforcompliancewithSOLASregulationII-1/25-1.
ThisguidelinealsoprovidestechnicalfunctionalrequirementsforbilgealarmsusedaswaterleveldetectorsinmultipleholdcargoshipsforcompliancewithSOLASregulationII-1/25-1.
ThisguidelineisalsoapplicabletopassengershipsforcompliancewithSOLASregulationII-1/22-1.
Thisguidelinedoesnotinvolvetheonboardinstallationandarrangementofwaterleveldetectors.

WaterleveldetectormeansasystemcomprisingsensorsandalarmsthatdetectandwarnofwateringressincargoholdsandotherspacesasrequiredinSOLASregulationsII-1/22-1,II-1/25,II-1/25-1orXII/12.
Sensormeansaunitfittedatthelocationbeingmonitoredthatactivatesasignaltoidentifythepresenceofwateratthelocation..
Pre-alarmlevelmeansthelowerlevelatwhichthesensor(s)inthecargoholdspacewilloperate.
Mainalarmlevelmeansthehigherlevelatwhichthesensor(s)inthecargoholdspacewilloperateorthesolelevelinspacesotherthancargoholds.
Visualindicationmeansindicationbyactivationofalightorotherdevicethatisvisibletothehumaneyeinalllevelsoflightordarkatthelocationwhereitissituated.
Audibleindicationmeansanaudiblesignalthatisdetectableatthelocationwhereitissignaled.

Thewaterleveldetectorisasystemcomposedofanumberofsensorsanddisplaydevices.

Waterlevelmaybedetectedbythefollowingdirectorindirectmeans:
Indirectmeansofdetection:existenceofwaterisdeterminedthroughphysicalcontactbetweenwaterandthedetector.
Indirectmeansofdetection:includedevicesthatdonotinvolvephysicalcontactwithwater.
Waterleveldetectionsystemistobecapableofoperatingcontinuouslywhiletheshipisnavigatingonthesea.
Requirementsfordetectorsystem
Thedetectionsystemistoprovidereliabledisplaywhenthewaterreachesthepresetlevel.(MSC.188(79)Rev.1,3.2.1)
Useofsensorscapableofdetectingtwopresetlevels(pre-alarmlevelandmainalarmlevel)isallowed.(UISC180,3.2.1)
Thedetectorsystemshould:(MSC.188(79)Rev.1,3.2.2)Forcargoholds:
Analarm,bothvisualandaudible,activatedwhenthedepthofwaterreachesthepre-alarmlevelinthespacebeingmonitored.Theindicationshouldidentifythespace.
Analarm,bothvisualandaudible,activatedwhenthedepthofwaterreachesthemainalarmlevel,indicatingincreasingwaterlevelinacargohold.Theindicationshouldidentifythespaceandthevisualandaudiblealarmshouldnotbethesameasthatforthepre-alarmlevel.
Forcompartmentsotherthancargoholds:Analarm,bothvisualandaudible,indicatingthepresenceofwaterinacompartmentotherthanacargoholdwhenthelevelofwaterinthespacebeingmonitoredreachesthesensor.Thevisualandaudiblecharacteristicsofthealarmindicationshouldbethesameasthoseforthemainalarmlevelinaholdspace.
Detectionequipmentshouldbesuitablycorrosionresistantforallintendedcargoes.(MSC.188(79)Rev.1,3.2.3)Detectionequipmentincludesthesensorandanyfilterandprotectionarrangementsforthedetectorinstalledincargoholdsandotherspaces.(MSC.1/CIRC.1572/Rev.1,9.1)
Thedetectorindicatingthewaterlevelshouldbecapableofactivatingtoanaccuracyof
±100mm.(MSC.188(79)Rev.1,3.2.4)
Detectionequipmentshouldbeofcertifiedsafetypeappropriatefortheintendedcargoes.Thepartofthesystemwhichhascircuitryinthecargoareashouldbeintrinsicallysafeorexplosionproofwithappropriateapparatusgroupandtemperatureclasswhichistobedetermineddependingonthecargocarried.(MSC.188(79)Rev.1,3.2.5)
Ingeneral,theconstructionandtypetestingshouldbeinaccordancewithpublicationIEC60079:ElectricalEquipmentforExplosiveGasAtmospherestoaminimumrequirementofEX(ia).Whereashipisdesignedonlyforthecarriageofcargoesthatcannotcreateacombustibleorexplosiveatmospherethentherequirementforintrinsicallysafecircuitryshouldnotbeinsistedupon,providedtheoperationalinstructionsincludedintheManualrequiredby4.1oftheappendixtotheannexspecificallyexcludethecarriageofcargoesthatcouldproduceapotentialexplosiveatmosphere.Anyexclusionofcargoesidentifiedintheannexshouldbeconsistentwiththeship'sCargoBookandanyCertificationrelatingtothecarriageofspecificallyidentifiedcargoes.
Themaximumsurfacetemperatureofequipmentinstalledwithincargospacesshouldbeappropriateforthecombustibledustsand/orexplosivegaseslikelytobeencountered.Wherethecharacteristicsofthedustandgasesareunknown,themaximumsurfacetemperatureofequipmentshouldnotexceed85ºC.
Whereintrinsicallysafeequipmentisinstalled,itshouldbeofacertifiedsafetype.
Wheredetectorsystemsincludeintrinsicallysafecircuits,plansofthearrangementsshouldbeappraised/approvedbyindividualclassificationsocieties.(MSC.1/CIRC.1572/Rev.1,9.2)
Requirementsforalarmsystem
Thevisualandaudiblealarmsshouldbesuitableforlocationonthenavigationbridge.(MSC.188(79)Rev.1,3.3.1)
VisualandaudiblealarmsshouldconformtotheCodeonAlertsandIndicators,2009,asmaybeamended,asapplicabletoaprimaryalarmforthepreservationorsafetyoftheship.(MSC.188(79)Rev.1,3.3.2)
Thepre-alarm,asaprimaryalarm,shouldindicateaconditionthatrequirespromptattentiontopreventanemergencycondition;themainalarm,asanemergencyalarmshouldindicatethatimmediateactionsmustbetakentopreventdangertohumanlifeortotheship.
Visualandaudiblealarmsaretomeetthefollowingrequirements:(MSC.188(79)Rev.1,3.3.3)
Lightofspecialcolorordigitaldisplayunitclearlyvisibleundervaryingexpectedilluminationconditionsistobeusedforvisualdisplay,andsuchdisplayisnottocauseseriousinterferencewithotheractivitiesrequiredforsafeoperationoftheship.Visibilityofsuchvisualdisplayistobemaintainedunlesstheactivationconditionofthevisualdisplayhasbeenrestoredtoapointbelowthesetvalueofrelevantsensors.Visualdisplayisnottobecapableofbeingclosedbytheoperator.
Thesystemistobecapableofprovidingvisualandauditorydisplayandalarmofthesamesensorinthecompartmentwherethedisplayunitislocated.Auditorydisplayistobecapableofbeingclosedbytheoperator.
Thealarmsignalpanelistobefittedwithswitchesfortestingvisualandaudiblealarmdevicesandtheseswitchesaretobeinoffpositionwhentheyarenotinuse.(MSC.188(79)Rev.1APPENDIX,3.1.2)
Thevisualandaudiblealarmsofwaterleveldetectorsaretobedifferentfromotheralarmsignals.(MSC.188(79)Rev.1APPENDIX,3.2.3)
Timedelaysmaybeincorporatedintothealarmsystemtopreventspuriousalarmsduetosloshingeffectsassociatedwithshipmotions..(MSC.188(79)Rev.1,3.3.4)
Analarmoverridingdevicemaybeinstalledforwaterleveldetectorsincargoholdsortankswhichcanbeusedforwaterballast(SOLASregulationsII-1/25-1andXII/12.1).Anoverridevisualindicationcapabilityshouldbeprovidedthroughoutdeactivationofthewaterleveldetectorforsuchholdsortanks.Wheresuchanoverridecapabilityisprovided,cancellationoftheoverrideconditionandreactivationofthealarmshouldautomaticallyoccuraftertheholdortankhasbeende-ballastedtoalevelbelowthelowestalarmindicatorlevel.(MSC.188(79)Rev.1,3.3.5)
Requirementsformalfunctions,alarmsandindicationsshouldincludeafacilityforcontinuousmonitoringofthesystemwhich,ondetectingafault,activatesavisualandaudiblealarm.Theaudiblealarmshouldbecapableofbeingmuted,butthevisualindicationshouldremainactiveuntilthemalfunctioniscleared.(MSC.188(79)Rev.1,3.3.6)
Faultmonitoringshouldaddressfaultsassociatedwiththesystemthatincludeopencircuit,shortcircuit,aswellasarrangementdetailsthatwouldincludelossofpowersuppliesandCPUfailureforcomputer-basedalarm/monitoringsystem,etc.(MSC.1/CIRC.1572/Rev.1,9.4)
Thewaterleveldetectorsystemshouldbecapableofbeingsuppliedwithelectricalpowerfromtwoindependentelectricalsupplies.Failureofanyofthetwoelectricalpowersuppliesshouldbeindicatedbyanalarm.(MSC.188(79)Rev.1,3.3.7)
Theelectricalpowersupplyshouldbefromtwoseparatesources,oneshouldbethemainsourceofelectricalpowerandtheothershouldbetheemergencysource,unlessacontinuouslychargeddedicatedaccumulatorbatteryisfitted,havingarrangement,locationandenduranceequivalenttothatoftheemergencysource(18hours).Thebatterysupplymaybeaninternalbatteryinthewaterleveldetectorsystem.
Ifthebackuppowersupplyisnotaninternalbattery,thechangeoverarrangementofsupplyfromoneelectricalsourcetoanotherneednotbeintegratedintothewaterleveldetectorsystem.
Wherebatteriesareusedforthesecondarypowersupply,failurealarmsforbothpowersuppliesshouldbeprovided.(MSC.1/CIRC.1572/Rev.1,9.5)
WaterleveldetectorsaretobeprovidedwithwarningandmainalarmoutputinterfacetoVDR.
ForflooddetectorsystemrequiredbySOLASregulationII-1/22-1,thevisualandaudiblealarmsshouldconformtotheCodeonAlarmsandIndicators,asmaybeamended,asapplicabletoaprimaryalarm.(MSC.1/Circ.1291)

Protectionoftheenclosuresofelectricalcomponentsinstalledinthecargoholds,ballasttanksanddryspacesshouldsatisfytherequirementsofIP68inaccordancewithIEC60529.Thewaterpressuretestingoftheenclosureshouldbebasedonapressureheadheldforaperioddependingontheapplication.Fordetectorstobefittedinholdsintendedforthecarriageofwaterballastorballasttankstheapplicationheadshouldbetheholdortankdepthandtheholdperiodshouldbe20days.Fordetectorstobefittedinspacesintendedtobedrytheapplicationheadshouldbethedepthofthespaceandtheholdperiodshouldbe24h.
ProtectionoftheenclosuresofelectricalequipmentlocatedonthedeckaboveballastandcargospacesshouldsatisfytherequirementsofIP56inaccordancewithIEC60529.
Equipmentwhichistobeusedinrefrigeratedcargospacesshouldsatisfytherequirementsofasuitableindustrystandardcoveringtherelevantservicetemperatures.(MSC.188(79)Rev.1APPENDIX,2.1.3)
Materialsandcomponents
MaterialsandcomponentsshouldbecontrolledbytherelevantrequirementsofCCScurrentrules.
Thetypeandspecificationsofsensorsaretobeexpresslyindicatedintheapprovalcertificateandcontrolledbythelistofapprovedandqualifiedsuppliers.Whereapprovedsensorsaretobereplacedbysensorsofothertypes,CCSproductcertificateistobepresentedorthecorrespondingtypetestistobeperformed.

HydraulictestTechnicalrequirements:
Protectionoftheenclosuresofelectricalcomponentsinstalledinthecargoholds,ballasttanksanddryspacesshouldsatisfytherequirementsofIP68inaccordancewithIEC60529.Thewaterpressuretestingoftheenclosureshouldbebasedonapressureheadheldforaperioddependingontheapplication.Fordetectorstobefittedinholdsintendedforthecarriageofwaterballastorballasttankstheapplicationheadshouldbetheholdortankdepthandtheholdperiodshouldbe20days.Fordetectorstobefittedinspacesintendedtobedrytheapplicationheadshouldbethedepthofthespaceandtheholdperiodshouldbe24h.(MSC.188(79)Rev.1APPENDIX,2.1.3)
Testmethod:
ThetestshouldbecarriedoutaccordingtoIEC60529IPX8.
Testpressure:basedonthedepthofthespacewherethedetectorsapply.
Thesubmergedtestperiodforelectricalcomponentsintendedtobeinstalledinballasttanksandcargotanksusedasballasttanksshouldbenotlessthan20days.
Thesubmergedtestperiodforelectricalcomponentsintendedtobeinstalledindryspacesandcargoholdsnotintendedtobeusedasballasttanksshouldbenotlessthan24hours.
Wheredetectorsand/orcableconnectingdevices(e.g.junctionbox,etc.)areinstalledinspacesadjacenttocargoholds(e.g.lowerseat)andsuchspacesaredeemedfloodedduringcalculationofdamagestability,suchdetectorsanddevicesaretocomplywiththerequirementsofIP68forwaterhead.Thewaterheadistobeequivalenttothetankdepth.Thetestduration,either20daysor24h,istobedeterminedbasedonwhetherthetanksdescribedintheprevioustwopointsareintendedtobeusedasballastwatertanks.
ImmersiontestTechnicalrequirements:
Operationincargo/watermixtureforaselectedrangeofcargogroupssuchasironoredust,coaldust,grainsandoilsusingseawaterwithasuspensionofrepresentativefinematerialforeachcargogroup.Fortypetestpurposesanagitatedsuspensionofrepresentativefinematerialsinseawater,withaconcentrationof50%byweight,shouldbeusedwiththecompletedetectorassemblyincludinganyfiltrationfitted.Thefunctioningofthedetectionassemblywithanyfiltrationarrangementsshouldbeverifiedinthecargo/watermixturewithimmersionrepeatedtentimeswithoutcleaninganyfiltrationarrangements.(MSC.188(79)Rev.1APPENDIX,)
Testmethod:
①Thetestcontainerforthecargo/watermixtureistobedimensionedsothatitsheightandvolumearesuchthatthesensorandanyfiltrationfittedcanbetotallysubmergedfortherepeatedfunctionalitytestsrequiredbyimmersiontestandthestaticanddynamic
inclinationtestsidentifiedinthepreviousinterpretation.Thedetectorandanyfilterintendedtobeimmersedandinstalledinthecontaineraretobeinstalledaccordingtotheinstructionsforinstallationcontainedintheequipmentmanual.
②Thepressureinthecontainerfortestingthecompletedetectoristobenotmorethan0.2baratthesensorandanyfilterarrangement.Thepressuremayberealizedbypressurizationorbyusingacontainerofsufficientheight.
③Thecargo/watermixtureistobepumpedintothetestcontainerandsuitableagitationofthemixtureprovidedtokeepthesolidsinsuspension.Theeffectofpumpingthecargo/watermixtureintothecontainerisnottoaffecttheoperationofthesensorandfilterarrangements.
④Theargo/watermixtureistobepumpedintothetestcontainertoapredeterminedlevelthatsubmergesthedetectorandtheoperationofthealarmobserved.
⑤Thetestcontaineristhentobedrainedandthede-activationofthealarmconditionobserved.
⑥Thetestcontainerandsensorwithanyfilterarrangementaretobeallowedtodrywithoutphysicalintervention.
⑦Thetestprocedureistoberepeatedconsecutivelytentimeswithoutcleaninganyfilterarrangementthatmaybefittedinaccordancewiththemanufacturer’sinstallationinstructions.
⑧Satisfactoryalarmactivationandde-activationateachofthetenconsecutivetestswilldemonstratesatisfactorytypetesting.
Thecargo/watermixtureusedfortypetestingaretoberepresentativeoftherangeofcargoeswithinthefollowinggroupsandistoincludethecargowiththesmalle
