3Basicrequirements

3.0.1Thewind/PV/storagegeneratingplantshallbesubjected,insequency,toequipmenttesting,

subsystemtestingandcombinedtesting.Thesubsystemtestingshallnotproceedunlessequipment

testingisqualified,thecombinedtestingshallnotproceedunlesssubsystemtestingisqualified.

3.0.2Beforetesting,unitworksacceptanceshallbecompletedandequipmentshallbeinsatisfactory

conditionfortesting,andreportshallbemadetothesuperiordispatchorganization.

3.0.3Testingprogramshallbepreparedbeforetesting.Operationalsafetyshallcomplywithcurrent

nationalstandardGB26860

SafetyCodeofElectricPowerIndustry-ElectricPartofPowerPlantsand

TransformerSubstations.Thetestingreportshallbeprovidedoncetestingiscompleted.

3.0.4Testingengineersshallbefamiliarwithequipmentoperationprinciplesandhaveaknowledgeof

thebasicstructure,andthenecessarymechanical,electrical,testingandsafetyprotection,andbeableto

correctlyusethetestingtoolsandsafetyequipment.

3.0.5Testinginstrumentsshallbeinspectedperiodicallyforcompliancewiththetestingrequirements,

andshallbeusedwithinthetermofvalidityofverificationandcalibrationbyametrologicalservice.

Thewind/PV/storagegeneratingplantshallbesubjected,insequence,tostartupacceptance

4.1Generalrequirements

4.1.1Equipmentfortestingshallcoversubstationequipment,windpowergeneratingunits,

photovoltaicgeneratingunits,andenergystorageoperationunits.

4.1.2Thefollowingconditionsshallbesatisfiedbeforeequipmenttesting:

1Theinstallationoftheequipmentiscompleted.Relateddocuments,suchasinstallation

records,arecompleted.

2Atemporarytestingpowersupplyisavailableonsite,andthepowervoltage,frequencyand

capacitymeetingthetestingrequirements.

Nootherlargescaleoperationsareongoingatthetestingsite.

4.1.8Boostertransformersforwindpowergenerating,photovoltaicgenerating,andenergystorage

operationunitsshallbesubjectedtoimpacttestforthreetimesconsecutivewithatesttimeintervalof

notlessthan5minutes.Duringthetests,theboostertransformersshallbefreeofanyabnormalnoise

andshortcircuitorflashover,andtheprotectiondevicesshallnotactabnormally.

4.1.9Thetestingofthemeasurementandcontroldevicesofwindpowergenerating,photovoltaic

generating,andenergystorageoperationunits'boostertransformersshallincludecommunicationtestof

theremoteSCADAandfunctioncheckoftelemetry,telesignalandtelecontrol,whichshallcomplywith

thefollowingrequirements:

1Themeasurementandcontroldevices'telemetrydata,suchasvoltage,current,etc.,and

telesignaldataofswitchstate,alarmandfailureinformation,shallbedisplayedcorrectly.

2CommunicationbetweenmeasurementandcontroldevicesandremoteSCADAsshallbe

4.2.1Beforetesting,thegroundingconductorofthewindpowergeneratorsystemandbooster

transformershallbewellconnectedwiththegroundinggrid,withearthingresistancenotexceeding4Ω.

4.2.2Thephasesonbothsidesofthewindturbinegeneratorsystempowercableshallbeconsistent.

4.2.3Thestatictestingofthewindturbinegeneratorsystemshallcoverthetower,generator,gearbox,

maincontrolsystem,safetychain,pitchsystem,yawsystem,hydraulicsystem,andtemperaturecontrol

system,andshallcomplywiththefollowingrequirements:

1Thelightningconductorresistanceofthetowershallcomplywiththerequirementsofcurrent

professionalstandardDL/T796WindFarmSafetyProcedures.

2Testingofthegeneratorshallincludeinsulationresistancetestofthestatorandrotor,DC
