EuropeischartingitsowncourseinAI.WiththeAIAct,theEUestablishedanearlyregulatoryframeworkthatpositionsEuropeasaglobalstandard-set-terfortrustworthyAI.Atthesametime,awarenessisgrowingthatEuropeisfallingbehindeconomically.Itlackscomparableplayersbothinlarge-scaleAIplatformsandinthesemiconductorsector.Asaresult,initiativesaimedattechnologicalsovereigntyaremovingtotheforefront,includingthebuild-outofhigh-performancecomputinginfrastructureandaEuropeanAIstack.

AIisalsogainingimportanceinsecurityanddefensepolicy,relectedinrisinginvestmentlevels.Internationally,Europeispromotingitsvalues-based,risk-orientedapproach,butfacesfundamentallydiferentgovernancemodelsintheUSandChina.

ForEurope,2026willthereforebeabalancingact.Itseekstosetstandardswithoutfallingfurtherbehindeconomically.LowAIadoptionacrossenterpri-ses,talentshortages,andthedifficultyofscalingexcellentresearchremainkeychallenges.Germanyisaprimeexampleofthistensionbetweenscienti-ficstrengthandindustrialexecution.

AIalsodominatedtheventurecapitallandscapein2025:morethanhalfofallglobalVCfundinglowedintoAIdeals.Expectationsfor2026aremoremixed.Ontheonehand,thereisstillavastamountofdrypowderwaitingtobede-ployed-largefundshaveexplicitlyfocusedonAIandaresearchingforthenextOpenAI.Asaresult,selectcompaniescontinuetocommandextremevaluations,asOpenAIandAnthropicdemonstrate.

Ontheotherhand,skepticismisgrowing.Manyinvestorsviewcurrentva-luationlevelsasdifficulttosustainovertime.Withinterestratesremainingelevatedandgeopoliticalriskspersisting,financingislikelytobecomemorechallenging,especiallyforveryearly-stagestartups.Asearlyas2025,capitalwasalreadyheavilyconcentratedamongasmallnumberoflargeplayers,whi-leearly-stageventureslostvisibility.

In2026,this“lighttoquality”couldintensify:venturecapitalislikelytolowpreferentiallyintoAIinfrastructureandintoapplication-focusedstartupswithaclearindustryfocus.GenericAIoferingswithoutadistinctcompetitiveedgearecomingunderincreasingpressure.

accountedforroughly70percentofglobalAIVCinvestment.Europetrailssig-nificantlybehind,whichcouldpromptmoreEuropeanstartupstorelocatetotheUSin2026insearchoffunding.

Quovadis,GermanyandEurope?

GlobalAIdevelopmentsin2026poseparticularchallengesforEurope-andGermanyinparticular-whilealsoopeningupnewopportunities.Ontheonehand,amassivefuturemarketisemergingthatEuropemusttapinto.Ontheother,EuroperisksbeingconfinedtotheroleofconsumerorregulatorifnocomparablehomegrownAIplayersemerge.Germany,astheEU’sleadingeco-nomy,feelsthispressureacutely:whileUScompaniessuchasOpenAIandNvidiaandChineseplayerslikeBaiduandHuaweiaredeliveringglobalAIplat-formsandhardware,Germany(andtheEUmorebroadly)lacksanequivalentcounterpart.

Thistechnologicalgapdeepenseconomicdependencies.Germancompa-niesarealreadyheavilyreliantonUScloudproviderstodevelopandoperateAIsystems.Asaresult,interestinEuropeandigitalandAIsovereigntyishigh,eventhoughitsimpactwillonlymaterializeoverthemediumterm.Intheshortrun,GermanywillcontinuetoimportmostAItechnologywhileattemptingtoremaingloballycompetitiveinselectniches,suchasindustrialautomation.

Globally,enormouscapitalcontinuestolowacrosstheAIvaluechain.TheUSandChinaviewAIasacoredriverofgrowthandpower,whileEuropehassofarbeenunabletomobilizecomparablelevelsofinvestment.Insomecases,in-dividualUScorporateinvestmentsexceedtheEU’stotalpublicspendingonAI.

Germanythereforeneedstofindnewpathstoremaincompetitive.Thesein-cludedeeperindustrialcollaboration,tighterintegrationbetweenresearchandindustry,andstrongertalentretention.Ifsuccessful,AIcanmakeGerma-ny’sindustrialbasemoreefficientandlexible.Ifnot,thecountryrisksafur-thererosionofitscompetitiveposition.Accordingly,Germancompaniesfacethetaskin2026ofestablishingAIasacorecapabilityandaligningbusinessmodels,processes,andproductswithanAI-drivenfuture.
