Peopledisplacedbysuddencrisesweresupportedduringthecriticalfirstdaysandweekswithessentialreliefitemsandemergencyshelter,enablingsurvivalwithdignity.

Cashandprotectionsupportpreservingdignityandsafety

Refugeesanddisplacedpeoplewerebetterabletomeeturgentneeds,protectthemselves,andreduceexposuretoprotectionrisks.

Providingregistration,documentationandlegalidentity

Displacedpeoplegainedlegalrecognition,enablingaccesstoasylumprocedures,essentialservices,andprotection.

Supportingsafe,dignifiedandsustainablereturn

Refugeesandinternallydisplacedpeople(IDPs)returninghomeweresupportedtodosomoresafely,turningmomentsofvulnerabilityintoopportunitiesforrecoveryandstability.

Thefollowingoperationsreceivedthehighestallocationsofflexiblefundingduringthefirstquarter

of2026.TheexamplesbelowillustratehowUNHCRdeliveredprotectionandassistanceacrossthetenlargestrecipientoperations,madepossiblethroughflexibledonorcontributions.AlldatareferstoJanuary-Mach2026unlessotherwisestated.

Lebanon

Flexiblefundingallocation:$28.9M

FlexiblefundingsupportedtheemergencyresponsefollowingtheescalationofhostilitiesacrossAsiaandtheMiddleEastbeginningon28February2026.

Meetingimmediate,life-savingneedsinemergencies:

•230,000essentialreliefitemsdistributedincollectiveshelters,reaching83,000displacedpeople.

•30,000essentialreliefitemsdistributedoutsideofcollectiveshelters,reachingmorethan8,000displacedrefugeesandLebaneseIDPs.

Cashandprotectionsupportpreservingdignityandsafety:

•18,000refugeesreceivedrecurrentandone-offemergencyprotectioncashassistance.

•Morethan7,500peoplereachedthroughawarenesssessionsandpsychosocialsupport.

•Approximately28,000peopleaccessedprotectionservicesthroughCommunityDevelopmentCentresnationwide.

•55,000people(66%woman)reachedthroughoutreachactivities;morethan4,000peopleidentifiedandreferredtospecializedservices.

Afghanistan

Flexiblefundingallocation:$24.65M

Flexiblefundingwascriticaltosustainingtheresponsetolarge-scalereturnsfromIranandPakistan,whichbeganpriorto2026andoftenoccurringunderadverseconditions,placingsignificantpressureonborderreceptionandreintegrationservices.

Protectionsupportforthemostvulnerable:

•Morethan8,000vulnerablepeopleidentifiedandreferredforprotectioncasemanagementthroughUNHCRfeedbackandresponsesystems.

Supportingsafe,dignifiedandsustainablereturn:

•70,000refugeesreceivedUNHCRassistanceuponreturntoAfghanistan,morethanhalfofwhomwerewomenandgirls.

Uganda

Flexiblefundingallocation:$20.82M

Flexiblefundingsupportedessentialprotectionandassistancefornewarrivals,aswellasnearlytwomillionrefugeeshostedacrosssettlements.

Registrationanddocumentationforrefugees,securingrightsandaccesstoservices:

•23,000newrefugeearrivalsregisteredandissuedidentitydocuments,primarilyfromtheDemocraticRepublicoftheCongo(DRC),Sudan,andSouthSudan.

Meetingimmediate,life-savingneeds:

•Allnewarrivalsreceivedassistancepackagescombiningfinancialaidandcorereliefitems,

includingblankets,sleepingmats,kitchensets,jerrycans,basins,soap,andmenstrualhygienekits.

SudaneserefugeesShaimaAbdelhadiHarounandGuismaBachirAbdallahmeetatGuisma’shomein

Gagarefugeesettlement,Chad.Overthepastfewmonths,Shaimahascreatedagroupof20womenwhoengageinvariouslivelihoodactivities,suchassoapmaking,weavingandsewingclothes.FlexiblefundingenablesUNHCRtosupportsuchrefugee-ledinitiativesthatgenerateincomeandpromoteindependence.©UNHCR/HélèneCaux

Chad

Flexiblefundingallocation:$20.22M

Flexiblefundingwascriticaltoprioritizingurgentneedsandensuringoperationalcontinuityinoneoftheworld’smostcomplexdisplacementcontexts,hosting2.2millionrefugees,IDPs,andvulnerablehostcommunities.

Water,sanitationandhygieneservices:

•Over20campsbenefitedfromwaterdistributionupgrades,includingboreholesrepairsandconstruction,manualandsolarpumps,solar-poweredsystems,anddistributionnetworks.

•Morethan850emergencylatrinesconstructedandmorethan1,500familylatrinesmaintained.

•Morethan40,000peoplereachedthroughhygienepromotionactivities.

•Regularwaterqualitysamplingconductedtoguidechlorinationandrisk-mitigationmeasures.

Enablingpathwaystoself-relianceandinclusion:

•3,500teachers,schooladministrators,andstaffreceivedmonthlyincentives.

Burundi

Flexiblefundingallocation:$18.53M

FlexiblefundingenabledUNHCRtorespondtotwoconcurrentemergencies:thearrivalofmorethan100,000refugeesfromtheDRCinDecember2025andthereturnofBurundianrefugeefromTanzaniabeginninginJanuary2026.

Supportingsafe,dignifiedandsustainablereturn:

•62,000BurundianrefugeereturneesfromTanzaniaprovidedreintegrationsupport.

Registrationanddocumentationforrefugeessecuringrightsandaccesstoservices:

•65,000CongoleserefugeesrelocatedfromborderareastoBusumarefugeesite.

•65,000CongoleserefugeesregisteredatBusumarefugeesite.

SyrianArabRepublic

Flexiblefundingallocation:$17.63M

FlexiblefundingenabledUNHCRandpartnerstorapidlysupportreturnees,addressimmediateprotectionandassistanceneeds,andstrengthenreintegrationresponsesamidrapidlyevolvingconditions.

Meetingimmediate,life-savingneeds:

•25,000individualsreceivedemergencyreliefitems.

•8,000individualsreceivedtargetedwintersupport.

•Almost300familiesinnorth-eastSyriasupportedwithfamilytentsandmorethan3,500familiesprovidedwithtarpaulinsforemergencyshelter.

•1,000housesassessedforshelterrepair,tobenefit5,000people.

Supportingsafe,dignifiedandsustainablereturn:

•6,000refugeereturneefamiliesreceivedaone-offreturnandreintegrationgrant.

•6,000spontaneousreturneesreceivedtransportationandlogisticalsupportatborderpoints;

1,000refugeereturnedthroughorganizedconvoysfromJordanandLebanon.

•Morethan5,000returneefamiliessharedcontactdetailswithauthoritiesandUNHCR,enablingfollowupsupport.

Iraq

Flexiblefundingallocation:$15.84M

Flexiblefundingsupportedcontinuedassistanceto350,000refugeesandasylum-seekers—mostlySyrianslivingintheKurdistanRegionofIraq—aswellasover100,000IDPsresidingin18camps.

Registrationanddocumentationforrefugeessecuringrightsandaccesstoservices:

•UNHCRsupportedschoolinfrastructureandprovidedtechnicaladviceonlawstopromoterefugeesinclusionintheeducationsystem.

•90,000Syrianrefugeescontinuedtoaccesseducation,healthcare,andwater,sanitationandhygieneservices.

Legalguidanceandsolutions:

•104refugeeswithurgentprotectionneedsresettledtothirdcountries.

•ContinuedsupportprovidedtotheGovernmentofIraqindevelopinganewrefugeelawalignedwithinternationalstandards,safeguardingrights.

Yemen

Flexiblefundingallocation:$14.99M

InYemen—whereUNHCRsupportsnearly64,000refugeesandasylum-seekersand5.2millionIDPs—flexiblefundinghelpedsustainlife-savingprotection,health,andassistanceservices,particularlyfor

highlyvulnerablegroups.

Cashandprotectionsupportpreservingdignityandsafety:

•250refugeesandasylum-seekersreceivedpsychosocialsupport,includingpsychologicalfirstaid.

•46personswithdisabilitiesandmorethan100olderrefugeesreceivedtailoredassistance.

•Over100highlyvulnerablerefugeesreceivedmonthlycashassistance,and78receivedcash-for-protectionsupportwithcasemanagement.

•Nearly700childrenreceivedpsychosocialfirstaidandsupport,includingchildprotectioncasemanagementandBestInterestAssessments.

Healthservicessavinglives:

•11,000refugeesandasylum-seekersreceivedprimaryhealthcareinthreeupgradedhealthfacilities.

•8,000peopleparticipatedinreproductivehealthawarenessactivities;81birthsattendedby

skilledstaff;morethan250childrenunderfiveandpregnantorlactatingwomenreceivedsupplementaryfeedingsupport.

Niger

Flexiblefundingallocation:$14.05M

FlexiblefundingenabledUNHCRinNigertocontinuemonitoringtheprotectionneedsofrefugeesandasylumseekersinahighlyunstablesecurityenvironment.

Registrationandprotectionactivities,securingrightsandaccesstoservices:

•54,000peoplereachedthroughprotectionmonitoring;morethan13,000refugeesandasylum-seekersidentifiedwithinmixedmovementsnationwide.

•Morethan400asylum-seekersregisteredinMadaoua;morethan9,000asylum-seekersfromBurkinaFasopre-registeredinTillabéri

•32,000refugeesintheDiffaregionprovidedwithsafewater;5,000peoplereachedthroughhygienepromotion.
