EXECUTIVESUMMARYANDACKNOWLEDGEMENTS

Theyear2025markedapivotalmomentforinternationaldevelopmentco-operation.Ascountriesapproachthedeadlineforthe2030Agenda,intersectingglobalcrises—

includinggeopoliticaltensions,constrainedfiscalspace,decliningOfficialDevelopmentAssistance,risingdebtburdens,andmountingclimateimpacts—continuedtoshape

developmentpriorities.Atthesametime,theFourthInternationalConferenceon

FinancingforDevelopment(FfD4)inSevilleandgrowingmomentumarounda2030PactforEffectiveDevelopmentCo-operation(2030Pact)demonstratedrenewedpoliticalattentiontothequality,impact,andeffectivenessofdevelopmentco-operation.

ItisinthiscontextthattheUNDPcarriedoutitsworkontheGlobalProjecton

ManagingDevelopmentCo-operationEffectivelyin2025,deliveringonthree

strategiccomponentsinlinewiththeGlobalPartnershipforEffectiveDevelopment

Co-operation’s(the‘GlobalPartnership’)2023-2026WorkProgramme.This2025

AnnualStatusReportprovidesanoverviewofthesekeyresultsachievedbytheUNDPJSTfortheUNDPGlobalProjectoverthepastyearintheareasof1)monitoring,2)

policyaction,and3)advocacy.TheUNDPteamthatundertookthisworkispartoftheGlobalPartnership’sOECD-UNDPJointSupportTeam(UNDPJSThereafter).

TherolloutoftheGlobalPartnership’s4thmonitoringroundenteredacriticalphasein2025,withthestartoftheyearmarkingthedeadlineforpartnercountriestocommencedatacollection.UNDPJSTprovidedintensivesupporttopartnercountriesinthepre-

inceptionandinceptionphases,enablingseveralcountriestoovercomebottlenecksandtransitiontodatacollection.Bytheendof2025,44countriescompleteddata

collection.UNDPJSTsupportedcountriesenteringthefinalreflection,dialogueandaction(phase5)stageofthemonitoringexercise.Inparallel,theteamdelivereda

dedicatedtrainingmoduleformiddle-incomecountriesthroughtheKorea

InternationalCo-operationAgency’s(KOICA)LearningandAccelerationProgramme,supportingpeerlearninganddiscussionsonhowtoassesstheeffectivenessofSouth-Southco-operation(SSC).

UNDPJSTalsoachievedresultsintheareaofpolicyactionin2025,supportingeightcountries–DominicanRepublic,Honduras,Indonesia,LaoPDR,Nigeria,Sierra

Leone,Uganda,andZambia—tocompleteinclusive,country-ledActionDialoguesaspartofthefinalphase(phase5)ofthemonitoringexercise.IntheseActionDialogues,governmentsandothercountry-levelstakeholderscametogethertointerpretmonitoringresults,identifyunderlyingchallengesandopportunities,andtranslateevidenceinto

concretepolicycommitmentsondevelopmenteffectiveness.Inaddition,BurkinaFasoandYementookactionontheirmonitoringresultsbyadaptingphase5totheirnationalcontextsandtakingstepstowardstrengtheningpolicyframeworksandinstitutional

mechanismsfordevelopmentco-operation.UNDPJSTalsopreparedagrowingcohortofcountriesexpectedtoadvancetophase5in2026.Finally,UNDPJSTprovided

substantivesupporttotwoSteeringCommitteeMeetingsin2025,facilitatingpartner

countryengagementandcontributingtodecisionsonthe2030Pact,preparationsfora5thmonitoringround,anddeliberationsaroundapotential4thHigh-LevelMeeting(hereafterreferredtoasaHigh-LevelDialogueor‘HLD’).

In2025,UNDPJSTledmajoradvocacyandcommunicationsefforts,ensuringthat

evidencefromthemonitoringexerciseinformedglobaldialogueonfinancingfor

development.Thisincludedorganisinghigh-leveleventsandinformalmeetingsduringtheFfD4preparatoryprocess,supportingtheGlobalPartnership’ssubstantive

engagementatFfD4,andproducingcommunicationspackages,keymessagesand

coordinatingpartnercountryinterventions.UNDPJSTalsoledsubstantivepreparationsforthe2025BusanGlobalPartnershipForum,whichconvenedmorethan400

participantsandstrengthenedglobalmomentumforeffectivedevelopmentco-operation.AnothermajormilestonewasthelaunchoftheGlobalPartnership’snewwebsite,

designedtoenhancetheaccessibilityofmonitoringresultsandeffectivenessresources.Throughouttheyear,UNDPJSTcontinuedtoproducenewsarticles,blogs,storiesofprogress,videos,newslettersinthreelanguages,andtargetedsocialmediacampaignstoamplifyeffectivenessmessagesglobally.

Asreflectedinthisreport,throughout2025,significantprogresswasmadetoadvancetheGlobalProjectonManagingDevelopmentCo-operationEffectively.Lookingaheadto2026,UNDPJSTwillcontinuetoadvancetheGlobalProjectthroughongoingsupporttothefinalizationoftheGlobalPartnership’s2023-2026WorkProgrammeand

developmentofanewworkprogramme.In2026,UNDPJSTwillalsosupportthe

finalizationofthe2023-2026monitoringroundandpreparationsforthe5th

monitoringround(2027-2030),thelaunchoftheGlobalPartnership2026ProgressReport,theintegrationofanewdatavisualizationtoolintotheGlobalPartnership’swebsite,andcontinuedsupporttoglobalpoliticalprocesses,includingaHigh-Level

Dialogue.

ThisreportispreparedbytheEffectiveDevelopmentCo-operationteam.TheteamconstitutestheUNDPJSTandispartofUNDP’sBureauforExternalRelationsandAdvocacy(BERA).

AbouttheGlobalPartnership

TheGlobalPartnershipforEffectiveDevelopmentCo-operation(‘GlobalPartnership’or‘GPEDC’)istheprimarymulti-stakeholdervehiclefordrivingtheeffectivenessofall

typesofdevelopmentco-operationtodeliversustainabledevelopment.Byconveningpartnersaroundthefoureffectivenessprinciples–countryownership,focusonresults,inclusivepartnerships,andtransparencyandmutualaccountability–theGlobal

PartnershipishelpingcountriescatalyzetheirSDGprogressby:

•Bringingpartnerstogetherinaprinciple-ledapproach,fosteringtrust,andby

•Generatingdataforanevidence-basedapproach,empoweringpolicyaction.

AttheheartoftheworkoftheGlobalPartnershipisitsmonitoringexercise.The

monitoringisapartnercountry-ledexercisetopromotecollectiveaccountabilityontheeffectivenessofdevelopmentco-operation.Guidedbythefourprinciples,themonitoringtracksprogressofpartnercountries,developmentpartnersandotheractorsin

implementingtheiragreedcommitmentstomoreeffectivedevelopmentco-operation.Themonitoringexercisedrivesbehaviourchangebyfocusingonhowstakeholderspartneratthecountrylevelforbetterdevelopmentresults.

In2025,theworkoftheGlobalPartnership,andsupportprovidedbyUNDPJST,

continuedtobeguidedbythe

2023-2026WorkProgramme

.TheoverallvisionoftheWorkProgrammeistostrengthentheeffectivenessofdevelopmentco-operationtospurprogresstowardstheSustainableDevelopmentGoals(SDGs).TheUNDPJSTdeliversonitscorefunctionsthroughtheGlobalProjectonManagingDevelopmentCo-

operationEffectively(‘GlobalProject’)inlinewiththethreecoreoutputsoftheWorkProgramme,whichareto:

1.Generateevidencethroughthenewmonitoringexercise:TheGlobal

Partnershipmonitoringframeworkisrefined,strengthened,andimplementedto

supportglobalaccountabilityandmutuallearningoneffectivedevelopmentco-operation.

2.Driveinformedpolicydialogue&actionthroughcountrydialogues,

strategicpartnershipsandtheachievementoftheSDGs:Anincreased

numberofcountriesstrengthen,oraretakingactiontostrengthen,policyand

institutionalarrangementsthatsupportintegratedapproachestoplanning;moreefficientmanagementofdiversedevelopmentco-operationflows;andenhancedcoordinationandstrongermulti-stakeholderpartnerships.

3.Fosterpoliticalawareness,behaviourchangeanduptakethroughtargetedadvocacyandoutreach:Astrengthenedmutuallearningandknowledge

exchangeplatform,facilitatingthesharingofcountry-levelevidence,andlearningfromdifferentmodalitiesofdevelopmentco-operation.

AbouttheUNDPGlobalProject

AspartoftheOECD-UNDPJST,UNDPJSTworkstostrengtheneffectivedevelopmentco-operationbysupportingtheworkoftheGlobalPartnership.WithintheJST,UNDPbringstotheGlobalPartnershipitssubstantiveandoperationalfootprint,network,andinfrastructureatglobal,regional,andcountrylevelsaswellascollaborationacrosstheUNdevelopmentsystem.FunctionssupportedbyUNDPaspartoftheJSTcenter

aroundpolicyworkrelatedtoeffectivedevelopmentco-operation,supporttocountry-levelimplementation,particularlytoanchortheGlobalPartnershipmonitoringin

country-ledeffortstospurimplementationofthe2030Agenda,aswellasknowledgesharing,communicationsandadvocacyondevelopmenteffectiveness.Moreover,

UNDPcultivatesarobusteffectivenesscommunitythroughmanagementofstrategiccommunicationandknowledgesharingsolutionsincoordinationwiththeUN

developmentsystem.

Specifically,thefollowingtasksarecarriedoutbyUNDPJST:

•Co-Chairs:UNDP,togetherwithOECD,providesstrategicadvisorysupportandguidanceforCo-Chairstotakedecisionsandforgeconsensus.

•SteeringCommitteeandWorkProgramme:UNDP,togetherwithOECD,providesstrategicadvisorysupporttofacilitateSteeringCommitteedecisionmaking.

•Senior-andHigh-levelMeetingsandinputstoothermeetings(FinancingforDevelopmentForum,High-LevelPoliticalForum,etc.):UNDPandOECDprovidesubstantivesupportbasedonmembershipandtypeofevent.

•Monitoring:

oPre-inceptionandinceptionphases:UNDPleadsonpartnercountryoutreachandisthemainresponsibleactorforthisphase.

oDatacollectionandreview:UNDPcontributesonspecificpre-agreedtasks.

oCountry-leveldialogue,actionplanningandfollow-upphases:UNDP

leadsandisthemainresponsibleactortosupportpartnercountrieswithcountrylevelactionduringthisphaseofthemonitoringexercise.

TheGlobalPartnership

monitoringexercise

isthemainsourceofevidencethattracksstakeholders’commitmentsoneffectiveness,empoweringpartnersandbuildingtrustinaneraofglobalchallenges.Thedatafromtheexercisehelpscountriesandtheir

partnerstoassesstheprogresstheyhavemade,whilealsobeingtheofficialsourceofcountryandgloballeveldataonthreeSDGindicators:

Since2011,morethan100partnercountrieshaveledthemonitoringexercisein

collaborationwithhundredsofdevelopmentpartnersandotheractors.Thefirstthreeglobalmonitoringroundstookplacein

2014

2016

2018

.From2020-2022,a

inclusiveandcomprehensivereformofthemonitoringexercise–bothwhatis

collected(theframework)andhow(theprocess)–aimedtoensurethattheexercisecontinuestoremainrelevantandmeettheevolvingneedsofstakeholders.

Finalizationofthe2023-2026MonitoringRound

The4thGlobalPartnershipmonitoringroundwaslaunchedinJanuary2023and60

partnercountriescommittedtoleadingtheexercise.Bytheendof2025,44countriescompleteddatacollection.Theresultsforthosecountriesthatcompleteddatacollectionin2025werereflectedbyUNDPJSTontheGlobalPartnership’swebsitesointerestedpartiescouldfollowtheprogressofparticipatingcountriesinrealtime.

Throughout2025,UNDPJSTprovidedongoingsupporttoparticipatingpartner

countriesthroughregularwrittenoutreachandvirtualmeetingswithNational

Coordinatorstotrackprogress,identifybottlenecks,andfacilitatetheongoingrolloutofthemonitoringexercise.

Inallparticipatingpartnercountries,UNDPJSTliaisedregularlywithUNcountrylevelstaff,includingUNDPCountryOfficesandUNResidentCoordinatorOfficestoprovideongoingtechnicalandcoordinationsupporttopartnercountriesonrequest.Thisfollow-uphelpedtriangulateperspectivesonimplementationchallengesandexplorehowUNcountryrepresentativescouldfurthersupportandfollowupwithpartnercountry

governmentstoacceleratepreparations.

Despitethesupportprovided,almosttwoyearsintothemonitoringround,manyoftheparticipatingcountrieshadstalledprogressinrollingouttheexercise.PartnercountriesintheinceptionphasewerenotifiedinNovember2024thatthedeadlinefor

commencingthedatacollectionphaseforthe2023-2026monitoringroundwas1

January2025.Foravarietyofreasons,therewereamorethanadozencountriesthatdidnotmeetthedeadlinetostartdatacollectioninearly2025;however,whilethe

deadlinehadpassed,forahandfulofthese,UNDPJSTwasabletosupporttheminearly2025tocontinuetodatacollection.

Therefore,in2024andcontinuingintoearly2025theUNDPJSTworkedcloselywithNationalCoordinatorsandUNcountrylevelteamstounblockdelaysintheinception

phaseandacceleratecountries’transitionintodatacollection.Thisincludedmany

virtualmeetingstosupportthepartnercountrygovernmentswithtailoredguidanceandtroubleshootchallenges.UNDPJSTheldatleastonesuchmeetingswithBangladesh,Chad,DominicanRepublic,Madagascar,MozambiqueandVietNamin2025.While16countriesultimatelydiscontinuedparticipation,thistargetedassistanceenabledseveralotherstoresumeprogress,completenationalkick-offmeetings(intheDominican

Republic,Madagascar,andMozambique)andsuccessfullymovetothedatacollectionphase.

TheLAPwaswellattendedbyawiderangeofmiddle-incomecountries,with19

participantsrepresentingArgentina,Colombia,Guatemala,India,Indonesia,

Kazakhstan,Mexico,Peru,Thailand,andTürkiye.Attheconclusionofthetraining,

KOICAandparticipantsthankedUNDPJSTandexpressedsatisfactionwiththetrainingandenthusiasmforbringinglearningsfromtheexchangeswithintheGlobal

Partnership’smoduleoftheLAPbacktotheircountries.

Drawingontheirvaluableandvariedcountry-levelexperience,participantsintheLAPprovidedinputtoandfeedbackonthedevelopmentofColombia’sdraftframeworkforassessingtheeffectivenessofSSC.Colombia,togetherwithUNDPJST,utilisedthefeedbacktoinformandrevisethedraftframeworkwiththeintentiontoinviteadditionalcountriestohelpshapetheframeworkthroughanonlinesurveyleadingtoapilot

implementationin2026.

Thefinalreflection,dialogueandactionphase(“phase5”)oftheGlobalPartnershipmonitoringexerciseisauniqueopportunityforallactorstoreflectonthemonitoring

results,discussunderlyingexplanationsofthemonitoringfindings,andcollectively

identifyandagreeonwaystomakedevelopmentco-operationmoreeffective.Itisa

crucialfeatureoftheGlobalPartnershipmonitoringexercisethataimsat

generatingbehaviourchangeforstrongerdevelopmentimpactthroughinclusivefollow-upandcountry-leveldialogue,learning,andjointaction.

UNDPJSTsupportedpartnercountrygovernmentstouseevidenceandresultsfromtheGlobalPartnershipmonitoringexercisetodriveinclusive,action-orientedpolicy

dialogueinphase5ofthemonitoringexercise.Thiscentredaroundtheprovisionof

technicaladvisorysupportandtailoredguidanceforplanningandconveningmulti-

stakeholderActionDialogues.UNDPJSTencouragedpartnercountrygovernmentstoleadthisphaseofthemonitoringexercisewithstrongpoliticalleadership,whole-of-

governmentandwhole-of-societyengagement,andwherepossiblealignmentor

integrationwithnationalprocessessuchasdevelopmentco-operationforums,nationaldevelopmentplans,IntegratedNationalFinancingFrameworksandSDG-/Voluntary

NationalReview(VNR)processes.UNDPJSTalsofacilitatedpeerlearningamong

Inaddition,whereneeded,UNDPJSTdisbursedseedfundingtopartnercountry
