Canadianstoldustheywanted.Throughournational
consultation,wereceivedmorethan11,000submissionsfromworkers,entrepreneurs,researchers,students,
andcommunityleadersacrossthecountry.Wealsoreceivedinsightsfromour28-memberexpertAI
StrategyTaskForce.WeheardfromFirstNations,
MétisandInuitleaders,artsandcultureorganizations,labourandenvironmentalgroups,andmanyothers
concernedabouteconomicgrowth,AIsafety,andthewelfareofchildren.Thisstrategyreflectstheirvoices,theirconcerns,andtheirambitionsforourcountry.
WewillstrengthenCanadiansovereigntyatatime
whenitisbeingdeeplychallenged.Wewillbuildarobust,advancedeconomyforall,whereourworkersandSMEsareadoptingAIatawidescaleandcompetingglobally.
Wewillbuildresiliencewithnewalliancesamong

Wemustimplementthisvisionwithurgency:this
momentcarriesbothextraordinaryopportunityandpro-foundstrategicriskforCanada.AIisrapidlybecomingafoundationaldriverofeconomicgrowth,productivity,industrialcapability,andgeopoliticalinfluence.NationsthatleadinAIwillincreasinglyshapeglobalmarkets,
technologicalstandards,supplychains,andthebroaderbalanceofeconomicandpoliticalpower.Thistransfor-mationisalreadyunderway.
ThisstrategyassertsthatadoptionwilldriveAI’sben-
efitsforCanadians.ForCanadianstobenefitfromAI,
theymustfirstlearntouseit.Touseit,theyneedtotrustit.AndforAItobenefitCanadians,itneedstopresent
themwithnewopportunitiesgroundedintechnologicalinfrastructureoverwhichtheyhaveameaningfuldegreeofsovereigncontrol.
Artificialintelligenceisquicklybecomingpartofdaily
lives—atwork,atschool,athome,andinthebusinesses,organizations,andgovernmentsthatshapeourcommuni-ties.Whatweareseeingtodayisonlythebeginning.ThespeedandscaleofthistransformationbringbothpromiseanduncertaintyabouthowAIwillaffectourjobs,privacy,security,andtheinstitutionswerelyon.ForCanadato
thriveintheeraofAI,Canadiansneedtotrustinitsprom-ise.Trustthattheywillshareinitsbenefitsandthatitwillbedeveloped,adopted,andgovernedinwaysthatreflectoursharedvalues.Trustisthenorthstarofthisstrategy.Prosperityandsovereigntyinthiserabelongtonationsthatcanleveragetrusttoadopt,build,andgovernAIontheirownterms.
AImustalsoworkforallCanadians,nottheotherway
around.Itmustbeputtoworktogrowourprosperity,
secureourwellbeing,promoteourcultureandstrengthenourcommunities.WeenvisionaCanadawhereAIisnotathreat,butacriticalpieceoftechnologywhichenhanceseverydaylifeforCanadians.Doneright,AIcanbeapow-erfulforce–harnessedwithinnovationanddeployedwithintentionforthebettermentofsociety.

Trustmakesadoptionpossible.OpportunityandsovereigntyensureadoptioncreatesbenefitsforCanadiansnowandinthefuture.Torealizethisvision,thisstrategysetsoutsixpillars:
Tofostertrust,wewill:
•protectCanadiansfromtherisksandharmsofAI,creatingrulesandsafeguardsthatbuildandmaintaintrust;and
•strengthenmultinational
partnershipswithtrustedallies,shapinganinternationalAI
communityandglobalstandardsthatreflectvaluesofmutual
respectandcooperation.
Toprovideopportunity,wewill:
•powersharedprosperity
throughCanadianinstitutionsandcompanies,channeling
adoptionintothequalitywork,economicactivity,andpublicservicesthatbenefitCanadiansbroadly;and
•empowerCanadianstopar-
ticipateinandbenefitfromAI,buildingtheunderstandingandaccessthatenablesCanadianstoshapehowweuseAIinCanadaandpursuetheopportunitiesAIadoptioncreates.
Tosafeguardsovereignty,wewill:
•supportgloballycompetitiveCanadianchampions,givingCanadianAIcompaniesthe
resourcesandreachtheyneedtoprojectCanadianstrengthoutward;and
•buildsovereignCanadianAI
foundationsincompute,data,talent,andinfrastructure,ensur-ingCanadianscantrustthatthesystemstheyadoptarebuiltandgovernedonCanadianterms.
Notably,whilethesepillarsformanenduringfoundationforCanada’s
approachtoAI,ourimplementationofthemmustadaptastheworld
changes.Technological,social,andgeopoliticalforcesaredrivingchangeinunexpectedwaysandatstaggeringspeeds.Asaresult,acommitmenttodynamismispartofthisstrategy.
Together,thesepillars,combinedwithacommitmenttoclear-eyedagility,formacoordinatednationalstrategyforCanadianprosperity,resilience,andsovereigntyintheAIera.

TheCanadianAIecosystemhasdemonstratedstrengthsinAIresearch,butitisalsoasignificantcontributorto
Canada’seconomicperformance.Canada’sstrong
digitalsectoremploysapproximately800,000workersandcontributesover$140billiontoGDP,with150,000jobsdirectlyassociatedwithAI.
Over3,500Canadianfirmsareactivelydeveloping
advancedAImodels,tools,andapplications,collectivelyraisingmorethanCAD$37billioninventurecapital
funding.Continuedgrowthisexpectedtofurtherexpandthiscontribution.AIisalsoakeyelementofproductivitygrowthacrossthebroadereconomy,particularlysmallandmedium-sizedenterprises(SMEs)andgovernmentservices.TherearesignificantbenefitsofbroaderAI
adoptionandcommercialization,whichareforecastedtogeneratea0.3percentto1.1percentannuallabourproductivityincreaseevenbeforetheStrategy’simpacts.SomeestimatesforgenerativeAIaloneadd$187billionannuallytotheCanadianeconomyby2030andcreatehundredsofnewCanadianfirms.

Inadditiontoeconomicvitality,Canada’sAIecosystemreflectsahighdegreeofmaturityand
integrationacrossthefulltechnologicalvaluechain.ThekeyelementsoftheAIecosysteminclude:
1.AIapplications,embeddedAIandphysicalAI:
practical,enterprise-focusedandindustry-specific
applicationsforcoreeconomicsectors,suchasClio,SanctuaryAI,andAda.ThisisanemergingareawhereCanadawillneedgreatervolumeoffirmsandhigherlevelsofadoption.
2.Models,toolsandintegrators:
AImodelsandtheframeworksusedtobuild,train,anddeploythem,suchasCohere,Coveo,andOpenText.Canadaishometoglobalenterpriseintegratorsandafoundationmodelfirm,withincreasingintegrationintolargerplayersintheeconomy.
3.Datacentresandcloud:
Agrowingbuild-outofcloud-basedandon-premises
environmentshostingcomputehardwareatscale—
includingDenvr,eStruxture,andThinkOn.Canada’ssov-ereigncomputecapacityisnascent,particularlyincloud,andsignificantinvestmentwillberequiredtoovercomerelianceonforeignproviders.
4.Infrastructureandcomputehardware:
Cooling,connectivity,networking,andAIchips,racks,andservers—broughttogetherbyfirmslikeHypertecand
MicroLogicwithequipmentfromRanovusandCelestica,alongsideRogers,Bell,andTelusnetworks.Theglobaldatacentrebuild-outhasdrivenrealgrowthforCanada’shardwarevaluechain,withtheexceptionofchips,whereCanadareliesonglobalfabricationcapacityforGPUs.
5.Energyandpower:
Canada’selectricitygridunderpinstheentireAIvalue
chain.Itissustainableandpredictable,butcurrently
constrained.Canada’snewNationalElectricityStrategy,PoweringCanadaStrong:ANationalStrategyforan
ElectrifiedCanadianEconomy,setsoutavisiontobuild
Canada’selectricitysystem,recognizingthatCanadawillneedtodoubleitselectricityinfrastructureby2050,whichwillallowforthepairingofsustainablebaseloadwith
sovereignAIdatacentrebuild-outs.
6.Researchanddevelopment:
World-classresearchinstitutesadvancingnewAImeth-odsandsafetyapproaches,includingCIFAR,thethreeNationalAIInstitutes(Amii,Mila,andVector),andtheGlobalInnovationClustersthattranslateCanadian
researchintoAI-enabledtechnologiesforcoresectors.Canada’sresearchleadershipisgloballycompetitive,butrequiresfurtherefforttodrivecommercialization.
TheGovernmentwillleveragethiswholevaluechaintoaccelerateitstransformationandimproveservicestocitizens.

TheStrategicLandscape
WhenwelookatCanadatoday,severaltrendsstandout.Togethertheydescribeacountrywithrealandexploitablegaps,butalsoextraordinaryfoundationsandthestructuralingredientsneededtolead.
CanadaisanAIinnovator.CanadahelpedinventmodernAI,andthatlegacyisnotjusthistorical.Thefoundationalideasbehindtoday’ssystemstracethroughCanadian
researchers:NobellaureateGeoffreyHinton,andTuringAwardwinnersYoshuaBengioandRichardSutton,thethreeso-calledgodfathersofAI.Thatresearchstrengthcontinuestodaythroughgloballycompetitiveuniversityprogramsandnationalinstitutes,andCanadaishometooneofonlyahandfuloffrontiermodelcompaniesintheworld.Bythemeasurethatmattersmostforlong-termcompetitiveness,Canadaisgenuinelyagloballeader.
Canadahasamajoradoptiongap.Innovationhasnotyettranslatedintobroaduse.StatisticsCanadareportsthat
only12percentofCanadianbusinessesusedAItopro-
ducegoodsorservicesbetweenmid-2024andmid-2025,risingto14.5percentplanningtodosobymid-2026.
Thepictureissharperamongsmallandmedium-sized
enterprises:onlyabout8percentofCanadianSMEshaveadoptedAI,wellbehindNordicleaders(29to42percent),Germany(26percent),andFrance(18percent).Onindi-vidualdiffusion,Canadasits15thgloballyatarespectable37percent,yetstilltrailingtheUAE,Singapore,Norway,andseveralpeers.
Thedeeperchallengeiswhatsitsunderneaththesenum-bers.AccordingtotheKPMG–UniversityofMelbourne
globaltruststudy,Canadaranked44thof47countries
onAItrainingandliteracy,and42ndof47ontrustinAIsystems.FewerthanaquarterofCanadians(24percent)reporthavingreceivedanyAItraining,fewerthanfourintensaytheyhavemoderateorhighknowledgeofAI,andlessthanhalfbelievetheycanuseAItoolseffectively.
Publicsentimentiscautioustoskeptical:CanadiansareroughlyevenlysplitonwhetherAIisgoodforsociety(34percent)orharmful(36percent),andhalfregardAIasathreattohumanity.Initialadoptionhashappened;deeper,confidentintegrationhasnot,andlowliteracyandlow
trustarethebindingconstraints.
Canadaisvulnerableonsovereigntyandinfrastructure.TheAIvaluechainrunsfromenergyandchipsthrough
compute,models,andapplications.Canadahaspresenceateverylayer,butmeaningfuldependenciesatseveral.
Sovereigncomputecapacityisnascent,leavingCanadianorganizationsreliantonforeignprovidersfortheinfra-
structurethatincreasinglyunderpinseconomic,scientific,andpublic-sectoractivity.ChipfabricationforGPUssitsalmostentirelyoffshore.Energyisbothanassetanda
currentconstraint:Canada’sgridisamongthecleanestintheworld,butavailablepowerforlarge-scaleAIbuild-outislimitedtoday.Andwhileresearchleadershipis
world-class,thepathfromresearchtocommercializationremainsthinnerthanitshouldbe.ToomuchCanadian
innovationiscapturedandscaledelsewhere.Inanera
whereprosperity,resilience,andsovereigntyincreasinglydependontheabilitytobuildandgovernAIonnationalterms,thesearevulnerabilitiesCanadacannotleave
unaddressed.
CanadahasmajorstructuraladvantagesinanAIworld.Thestartingpositionis,onbalance,enviable.Canada
bringsdeephumanandinstitutionalcapitaltotheAIera:
ahighlyeducatedworkforce,oneofthestrongestcon-
centrationsofAItalentontheplanet,deepcapitalmar-
kets,andrichdataassetsinsectorswhereAIwillcreateoutsizedvalue,fromhealthandlifesciencestoenergy,
agriculture,transportation,manufacturing,andpublic
services.Itbringsphysicaladvantagesfewcompetitors
canmatch:aclean,predictableelectricitygrid,supportedbyourNationalElectricityStrategyandpoweredlargelybyrenewables,andanorthernclimatethatreducesthe
costandenergyintensityofcoolingdatacentresatscale.Anditbringscivicstrengthsthatmatterasmuchasanytechnology:robustdemocraticinstitutions,astrongruleoflaw,atraditionofpragmaticregulationthatcangovernAIresponsiblywithoutsmotheringinnovation,andthe
internationalstanding—throughtheG7andlongstandingpartnerships—tohelpshapetheglobalrulesunderwhichAIwilloperate.

Canadaisatrustedpartnerontheworldstage.Decadesofdemocraticstability,principleddiplomacy,andrules-
basedcooperationhavemadeCanadaapartnerofchoiceforgovernmentsandfirmsseekingAIcollaborations
rootedinsharedvaluesratherthanshiftingalliances.Inthepastyearalone,Canadahassigned20neweconomicanddefencepartnershipsandsecurednearly$100billioninforeigninvestmentcommitments,withfreetrade
negotiationsadvancinginparallelwithIndia,ASEAN,
andbeyond.Elevenofthosepartnershipsexplicitly
advancecooperationonartificialintelligence,spanningfourcontinentsandtopicsfromAIsafetystandardsandsovereigninfrastructuretoindustrialdeploymentand
business-to-businessmatchmaking.Properlybuiltupon,thisstandingcanconvertstructuraladvantageintomar-kets,investment,andcoalitions.
ThisiswhereCanadastandstoday:innovative,structurallyadvantaged,butlagginginadoptionandover-exposedtoforeigneconomicandpoliticalpowers.Thestrengthsaresubstantial,thegapsareaddressable,andthefoundationismorethanequaltothetask.Withstrategicintentand
effort,CanadacanshapeitsownfutureinanAI-poweredworld,overcomethechallengesinitspath,andseizetheopportunitiesitwantsandneeds.
OutcomesforCanada
Bybuildingonourstrengths,investinginouremergingcapabilities,andenteringstrategicpartnershipswithkeyallies,wecanenhanceoursovereignty,unlockproduc-tivitygains,andgrowglobalchampionsinCanada.
Canada’snewAIStrategywill:
•ProtectCanadians,particularlychildren,againstAIrisksandonlineharms,includingbysafeguardingtheirpersonalinformationandincreasingAItransparency.
•ProvideallCanadianswithaccesstofreeAIliteracytraining,includingreaching1millionentry-levelpost-secondary
studentsanddoublingK-12teachertrainingtomorethan
3,000educators.
•Ensureallpost-secondarystudentshaveaccesstotrustedAIagents.
•Createupto90,000AI-relatedjobsandworkplacement
opportunitiesforyoungCanadianstostarttheircareersandsupportSMEsandnonprofitsby2031.
•Helpcreateupto250,000newjobsthroughtheadoptionofAIby2031.
•IncreaseCanada’sbusinessadoptionofAIfrom12%todayto60%by2034,throughboostingSMEsandbusinessadoptionsupports.
•Supporttheunlockingofa3%increaseinGDP,representingnearly$200billioninGDPgains,fromlabourproductivity,includingthroughthecommercializationandapplicationofAIinkeysectors.
•LaunchanewAIMissionsProgramtoadvancetargeted,
high-impactprojectsthatdeliversignificantpublicgoodanddemonstratemeaningfulimprovementsinCanadians’lives,startingwith$200milliontowardsimprovinghealthoutcomesforCanadians.
•Buildaworld-leadingsupercomputeraspartofsignificantlyenhancedsovereigninfrastructureby2031.

4.Agriculture:
Amongtheworld’stopagriculturalexporters,CanadacandeployAI-poweredprecisionfarmingtoincreaseyields,reduceenvironmentalimpact,andstrengthenglobalfoodsecurity.
5.ManufacturingandRobotics:
PersistentlabourshortagesandgrowingreshoringpressuresmakeindustrialAIandroboticsessentialtotransformingCanadiancompetitivenessinadvancedmanufacturinganddefenceproduction.
GivenCanada’snationalsecuritycommitmentsandtherecentlyreleasedDefenceIndustrialStrategy,sector
investmentswillalsoprioritizedual-useapplicationsandensurealignmentwithCanada’sprotection,sovereigntyandsecurityobjectives.
AlongsidecontinuedinvestmentinCanada’sAIecosys-tem,wewillfocusonsectorswhereourscientific,eco-
nomicandindustrialstrengthsconverge—andwhere
strategicinvestmentcandeliverbothcommercialsuccessandsovereignresilience.
Thesefiveprioritysectorswillactasfocalpointsacrossthestrategy,concentratinginvestmentwhereCanadacanbuildandholdagloballeadershipposition:
1.HealthandLifeSciences:
World-classresearchinstitutions,auniversalhealth
