1、基层水利人才队伍建设调研报告 基层水利人才队伍建设调研报告 按照水利厅的统一部署,颍泉区水务局按照全省水利队伍建设调研方案要求,对全区水利人才队伍建设情况开展了调研工作,现将调研结果报告如下,以供参考。?一、颍泉区水务系统队伍基本情况?1996年机构改革原县级阜阳市水利局划分为三区水利局,成立颍泉区水利局,xx年4月机构改革,更名为颍泉区水务局,颍泉区水务局是主管水行政的区人民政府组成部门,局机关编制内设办公室、财务股、水政股、工程股四个职能股室,局事业编制内设防汛抗旱办公室、规划设计室、水政水资源管理所、机电排灌管理所、勘测队、饮水安全管理中心6个事业单位,水利建筑安装公司1个企业单位,现共
2、有在职职工?347?人。?水务系统职工队伍基本情况?颍泉区水务局机关及所属事业单位在职职工119人。其中职工学历情况:大学本科10人,大学专科48人,中专20人,高中及以下41人;职工年龄结构情况:35岁以下45人,36岁至45岁38人,46岁至54岁26人,55岁以上10人;专业技术人员情况:高级2人,中级10人,初级1人;工勤技能人员情况:高级工20人,中级工13人,初级工8人。?颍泉区水务局所属企业在职职工228人。其中职工学历情况:大学本科17人,大学专科77人,中专18人,高中及以下116人;职工年龄结构情况:35岁以下82人,36岁至45岁76人,46岁至54岁44人,55岁以上2
3、6人;专业技术人员情况:高级12人,中级67人,初级33人;工勤技能人员情况:高级工11人,中级工27人,初级工36人.?人才引进流失情况?近三年来,我局公开招聘39人,政策性安置1人,调入1人,其中本科学历5人,大专及以下36人,中级职称1人,初级职称13人。退休7人,辞职2人,其中本科学历1人,大专及以下8人,副高职称1人,中级职称?1人。?人才培训情况?xx年至xx年颍泉区水利系统管理人员参加培训总人次59人次,其中国家级培训11人次,省培训15人次,市级培训16人次,县级培训17人次。专业技术人员参加继续教育总人次176人次,其中国家级培训2人次,省培训78人次,市级培训96人次。工勤
4、技能人员参加培训总人次179人次,其中省培训37人次,市级培训52人次,县级培训90人次。?二、颍泉区水务系统队伍建设存在的主要问题?尽管这些年我区水务系统在人才队伍建设方面,做了大量工作,取得了一定成效。但是,也必须清醒地看到,全区水务系统仍然存在人才总量不足,基层水利服务体系建设严重滞后、人才引进难、工资待遇提高难等问题。全系统队伍状况与水利建设与管理的任务相比,与中央和省委两个1号文件要求相比,与推进实施“水利颍泉”服务全区经济社会相比还存在诸多不适应,主要表现在以下几个方面。?人才总量不足,急需专业人才严重匮乏?颍泉区水务局专业技术人员?125?名,其中局机关及所属事业单位专业技术人员
5、仅?13?名,仅占职工人数的11?%,水利专业技术人员匮乏,将影响今后水利建设发展。颍泉区共分五大水系,黑茨河水系控制面积为107平方公里,茨淮新河水系控制面积为50平方公里,颍河水系控制面积为146平方公里,泉河水系控制面积为256平方公里,西淝河水系控制面积为平方公里;四条外河总长为107公里,我区有内河、大沟29条,长公里,兴建的大、中、小防洪排涝蓄水涵闸116座;共兴建机电排灌站177处,总装机271台,12971千瓦,现有机电井1545眼,配套机电井1026眼;现有pvc管井2020眼,以上河、沟、涵闸均需要专业技术人员进行治理、管理,此外还担负着繁重的农田水利兴修工作、水利项目建设
6、、防汛抗旱等工作,面广量大,急需要大量专业技术人员。由于体制、机制原因,近几年,我局机关及所属事业单位仅引进2名专业技术人才,老一代水利专业技术人员已退休,新生代却又难以补充进来,年龄结构上出现明显断档,人才培养青苗不接。而随着中央1号文件的出台,各级政府对水利事业改革发展高度重视,水利方面的投资不断加大,全国范围内掀起了水利建设高潮,各项水利建设项目纷纷上马,而我区现有水利系统人才队伍总量已不能适应水利改革发展的要求。?基层水利服务体系建设现状与农村水利建设发展极不适应?我区原设置在乡、镇的水利建设管理站,由于2001年乡镇机构改革,将所有的水利建设管理站的人、财、物“三权”下划到所在的乡、
7、镇,水利建设管理站的固定资产全部收归所在的乡镇,原有正式在编水利职工,通过精简仅竞争上岗6人。xx年9月份,阜阳市人民政府出台了关于加强基层农业技术推广体系系统建设的意见,按照意见要求,我区将基层农业技术推广机构以镇办为单位设立农业综合服务站、人、财、物、事“四权”划规区农委管理,水利等有关部门配合管理。目前我区6个镇办分别设立6个农业综合服务站,原有竞争上岗的6名水利专业人员中有的退休,有的转岗,6个农业综合服务站仅有3名从事水利工作专业人员。基层水利工作难以开展,农村水利工程处于无人管理状态,水利工程人为破坏较为严重,水系破坏严重,严重制约了水利建设和管理的需要,随着中央、省委1号文件的出
8、台,上级部门高度重视,基层水利站所恢复工作逐渐展开,xx年9月,区政府研究从农业综合服务站中每站调配2人,成立了6个水利站,计12名人员,其中仅有3名水利专业人员。但是由于各种原因影响尚未垂直管理。?人才引进难,人才流动难?由于体制机制问题,人才配置的市场化程度低。我区水利单位很难要到水利专业高校毕业生,由于编制等原因,人才流动困难,往往是一个编制定终身,乡镇人才到局直机关困难,由于人手不足而从基层水利单位抽掉优秀人员到局机关难,这种严格的编制、身份限制、严重制约系统内外专业技术人才的良性互动和有效补充。?水利系统工资待遇提高难?由于财政等诸多方面原因,在工资方面区级水利单位与市级水利部门工资
9、有差距,多年来一直没能补齐。在工作安排上,能干事的,多安排工作,不能干事的少安排工作,干与不干,干多干少,在待遇方面都一个样,由于工资待遇不高,引进水利专业人才难,留住人才更难。?三、几点建议?建议省水利厅以中央1号文件为契机,督促省政府出台加强基层水利服务体系建设政策文件,在编制与资金上提供政策支持,以保证基层水利服务体系建设的顺利实施。?建议省水利厅加强教育培训工作力度,充分利用省水利职业技术学院专业技术优势,分期分批对县级水利部门不同岗位业务人员开展培训和继续教育,更新专业知识,提高专业技能,拓宽工作视野,适应岗位需要。?建议省水利厅进一步加强县级水利行业能力建设,结合县级水利部门能力建
