天津大港烟气脱硫工程(NTF)控制说明版次: 第四五版编写:审核:批准:华电环保系统工程有限公司2005年78月025日天津大港工程FGD控制说明Logic narrative of NTF project本说明针对大港电厂脱硫系统及相关设备的控制和顺序启动。所有浆液管道在停运时都需要用工艺水冲洗。一些设备由于不经常使用,冲洗阀门为手动门,当管道需要冲洗时,由运行人员就地操作。This narrative refers the logic and sequence of FGD devices. All slurry pipes should be washed when they are shutdown. Some pipes, being seldom used, be washed in field. 本说明仅以一套FGD系统为例,包括单台机组及公用系统。This document only describes one set of FGD as example, which includes one unit and facilities. 以下联锁说明,对每种设备当其具有多台、套时,都以设备A(或A组)进行说明,包括描述联锁逻辑和启动步序(其它设备的操作同A设备,如有不同将单独列出)。When there are redundant equipments or sets, the narrative of interlock for them should see the one for unit A or group A, i.e., see the narrative of interlock logic and start procedures, or be specially described for exception of difference from A. 对同一设备的操作条件可能由多个条件进行逻辑组合。在本说明中:允许条件为所有条件相与(即必须满足所有条件后,才可人工进行操作);自动条件为所有条件相或(即满足任意一条均会产生自动指令)。The operation conditions are composed of many logics. In this document: the permissive condition is all of items have been satisfied. The auto condition is one of item has been satisfied.设备故障状态闭锁该设备操作。Any equipment should not be operated when it is fault.如无特别说明,所有设备在满足允许操作调节下,操作人员可根据具体情况手动操作该设备。As long as the start permissive condition is satisfied, any equipment may be manually operated by operator according to specific occasion顺序控制按照顺序执行,当前一步完成后执行下一步。any equipment should be operated following the sequence items one by one.说明中关于工艺过程设定点的具体值参见设定值清单。The setpoint data of process will refer the setpoint list. 本说明不包括业主供货设备的说明(包括石灰石卸料、储运、石膏输送)。This document does not include narrative offered by the owner (unloading and storing limestone, transferring gypsum).1 烟气系统Flue gas system11 系统说明intruduction烟气系统起到对烟气引导、热交换的作用。This system will function to induct the flue gas and to transfer heat.正常情况下,原烟气在引风机出口汇合,然后经增压风机升压,由原烟气管道引入GGH原烟气侧,经GGH降温(将热量传递给净烟气)后,进入FGD脱硫塔与石灰石浆液反应。反应后净烟气从脱硫塔顶部引出到GGH净烟气侧,经GGH加热后由净烟气管道排入烟囱。In a normal case, flue gas will converge together at the rear of IDF, and then be pressured by BUF. after that flue gas will be inducted into the original flue gas side of GGH, so the gas temperature will decline (heat will be transfer from flue gas to clean gas finally, the flue gaswill react with limestone slurry in absorber to make clean gasinducted from top of absorber to the clean side of GGH. after heated at GGH, clean gas will exhausted through the clean gas duct into the stack.故障情况(原烟气异常或FGD岛设备异常需要紧急停止)下,旁路烟气挡板紧急打开,原烟气挡板、净烟气挡板紧急关闭。在引风机出口汇合的原烟气,由旁路烟气管道直接引入烟囱,排入大气。In case of breakdown (the FGD need to stop in emergency because the original flue gas or any equipment of FGD is out of the way), bypass damper should be opened, both inlet damper and outlet damper should be closed. Converging at the rear of IDF, the flue gas will directly come into the stack through the opened bypass damper and finally discharge into air原烟气挡板、净烟气挡板、旁路烟气挡板采用双挡板型式。挡板中间通以密封风以保证挡板对隔绝气体的泄漏为零。为防止烟气挡板上结露,密封风需要经电加热器加热,密封风温度保证在120。Inlet damper, outlet damper and bypass damper are double louver dampers. The seal air will be full of dampers to ensure there is no leakage from flue gas to clean gas. Seal air should be heated to prevent concreting with constant temperature of 120. 12 控制设备 control equipment1)原烟气挡板 inlet damper2)净烟气挡板 outlet damper3)旁路烟气挡板bypass damper4)吸收塔排气挡板门 absorber exhaust high pressure water pump, the pneumatic valve of clean equipment, the drive motor of blower, and the seal air fan of blower)131 烟气系统启动 flue gas group start允许条件:Permissive condition1)吸收塔再循环泵运行(至少3台泵运行)at least 3 absorber recirculation pumps running2)无MFT指令 NO instruction of MFT3)增压风机导叶在最小位 the blade is at the minimum position 4)原烟气挡板关 inlet damper is closed5)净烟气挡板关 outlet damper is closed6)旁路烟气挡板开bypass damper is opened7)吸收塔排气挡板门开absorber exhaust damper is opened8)增压风机润滑油系统正常 BUF lube oil system is in order9)增压风机液压油系统正常 BUF hydraulic oil system is in open3)关吸收塔排气挡板门 absorber exhaust damper close4)启动增压风机 BUF subgroup start5)开原烟气挡板 inlet damper open启动GGH低泄漏风机,启动干湿界面冲洗程序,启动除雾器冲洗程序待风机运行正常后,关旁路烟气挡板(旁路烟道挡板关闭时应保证与增压风机的导叶调整相配合)GGH purge fan start, dry/wet interface wash program start, and ME wash program start after BUF is -in order, bypass damper close ( the process of bypass damper close will cooperate with the tune of BUF blade).132 烟气系统停止 to stop flue gas system group 允许条件:Permissive condition1)增压风机运行 BUF running2)旁路烟气挡板关闭 bypass damper closed3)原烟气挡板开 inlet damper opened4)净烟气挡板开 outlet damper opened5)吸收塔排气挡板门关 absorber exhaust damper closed6)GGH低泄漏风机运行 GGH purge fan running7)干湿界面冲洗程序运行(定时冲洗程序启动)dry/wet interface wash program running ( time wash program running) 8)除雾器冲洗程序运行(定时冲洗程序启动) ME wash program running (time wash program running)停止顺序:stop sequence1)开旁路烟道挡板 bypass damper open2)停增压风机 BUF stop3)增压风机停止正常后(满足厂家要求),关原烟气挡板,关净烟气挡板 inlet damper and outlet damper will close after the BUF stop normally4)停GGH(详见厂家资料),开吸收塔排气挡板门 GGH stop (see vendors operator manual), and absorber exhaust damper open133 FGD系统紧急停止 stop FGD in emergency条件:initiator to stop in emergency1)通过FGD的烟气温度高高(三取二),延时5s inlet gas temperature HH ( at least two of three sample signals)has lasted for 5s. 2)通过FGD的烟气压力高高(三取二),延时5s inlet gas pressure HH ( at least two of three sample signals) has lasted for 5s.3)通过FGD的烟气压力低低(三取二),延时5s inlet gas pressure LL ( at least two of three sample signals)has lasted for 5s.4)锅炉MFT(三取二)MFT ( at least two of three sample signals)5)增压风机故障停(三取二)BUF fault stop ( at least two of three sample signals)6)GGH加热器停止(主、辅助驱动电机均停延时10秒) GGH stop (both the lead and standby drive motor have stopped for 10s)7)吸收塔循环泵均停 all absorber recirculation pump have stopped8)运行人员紧急停止命令 the instruction to stop in emergency for operator 急停动作: Sequence to urgently stop 1)开旁路烟气挡板 bypass damper open 2)待旁路烟气挡板打开后:(同时动作)after the bypass damper open, the follow sequence will be carried out atthe same time.停增压风机 BUF stop关原烟气挡板 inlet damper close关净烟气挡板 outlet damper close开吸收塔排气挡板门 absorber exhaust damper open 当紧急停止信号是由FGD的烟气温度高高或吸收塔循环泵均停引起的,当旁路挡板关指令发出30s后如果挡板未打开,紧急启动第2步。 当紧急停止信号是由运行人员紧急停止命令引起的,当旁路挡板关指令发出20s后如果挡板未打开,紧急启动第2步。134 事故喷水 accident quench spray条件:initiator of emergency quench spray1)通过FGD的烟气温度高引起FGD紧急停止 inlet gas temperature HH has given rise to stop the FGD in emergency2)吸收塔循环泵均停引起FGD紧急停止all absorber recirculation pump have stopped so that the FGD stopped in emergency动作:spray sequence1)开吸收塔入口段事故减温门 emergency spray valve open1.4 控制与联锁 control and interlock141 原烟气挡板 inlet damper1411 概述 introduction原烟气挡板设置在原烟气管道与增压风机之间,起到隔绝原烟气进入脱硫装置的作用。 The inlet damper is installed between the flue gas duct and BUF to isolate the original flue gas from FGD.1412 控制 control开允许:permissive condition to Permissive conditions to open1)原烟气温度不高 inlet flue gas temperature is not high关允许:permissive condition to Permissive conditions to closepermissive condition to close1)旁路烟气挡板已开 bypass damper has opened自动关:initiator to close1)FGD紧急停止 FGD has stopped i n emergency (在FGD紧急停止时,自动开旁路烟气挡板,待旁路挡板打开后,关原烟气挡板。)(In this case, bypass damper opens automatically at first, then bypass damper opens, and at last inlet damper closes)142 净烟气挡板 outlet damper1421 概述 introduction净烟气挡板设置在净烟气管道上,起到FGD系统旁路运行时隔绝原烟气倒流入脱硫装置的作用。Outlet damper is installed inside clear gas duct, and prevent the original flue gas to reversely flow into FGD when bypass system of FGD is running.1422 控制 control开允许:Permissive conditions to open to open1)原烟气温度不高 inlet flue gas temperature is not high关允许:Permissive conditions to closepermissive condition to close to close1)旁路烟气挡板已开 bypass damper has opened自动关:initiator to close 1)FGD紧急停止FGD has stopped in emergency(以上条件发生时,自动开旁路烟气挡板,待旁路挡板打开后,关净烟气挡板。)(In this case, bypass damper opens automatically at first, then bypass damper opens, and at last inlet damper closes143 旁路烟气挡板 bypass damper1431 概述 introduction旁路烟气挡板设置在旁路烟气管道上,当FGD系统不运行时,引导烟气直接进入烟囱排放。Bypass damper is installed between the bypass gas duct and the stack. The flue gas will directly flue into the stack through the bypass duct when the FGD stops.1432 控制 control关允许:Permissive conditions to closePermissive condition to close to Close1)FGD系统已运行(原烟气挡板开,净烟气挡板开,增压风机已运行,有浆液循环泵运行)FGD is running (inlet damper opened, outlet damper opened, BUF is running and any absorber recirculation pump is running).自动开:Initiator to open1)FGD紧急停止 the FGD has stopped in emergency2)FGD旁路挡板差压HH the bypass damper difference pressure is HH3)FGD旁路挡板差压LL the bypass damper difference pressure is LL144 吸收塔排气挡板门 absorber exhaust damper1441 概述 introduction吸收塔排气挡板门设置在吸收塔上,当增压风机停止时自动打开,泄放吸收塔内压力。The absorber exhaust damper is installed in the top of absorber. It will open automatically to decrease the pressure of absorber1442 控制 control开允许:Permissive conditions to open to open1)FGD停止(原烟气挡板关,净烟气挡板关,旁路烟气挡板开)FGD has stopped (inlet damper closed, outlet damper closed and bypass damper opened)关允许:Permissive conditions to closepermissive condition to close to close1)原烟气挡板已关 inlet damper closed2)净烟气挡板已关 outlet damper closed自动开:initiator to open 1)增压风机停止 BUF has stopped145 密封风机(以A风机为例)seal air fan ( take the A fan for example)1451 概述 introduction为原烟气挡板、净烟气挡板、旁路烟气挡板提供密封空气。每一个带密封空气的挡板在挡板的密封空气侧设一个压力开关以监视挡板的密封情况。带密封空气的挡板设机械联动型密封风控制门,通过机械连接,实现密封风控制门的操作(挡板关闭时,密封风门开启;挡板打开时,密封风门关闭)。两台密封风机为一用一备。The seal air fan provides inlet damper, outlet damper and bypass damper.with seal air each damper has a pressure switch on seal air side to monitor the effect of sealing.each damper has a mechanical interlock valve interlocked with damper to control seal air( the damper has closed, the seal valve should consequently open; vice versa).In general, one of two seal air fans should be spare when the other one is running1452 控制control停止允许:Permissive conditions to stop to stop1)烟道中无烟气延时5min,不再需要空气密封(由运行人员确定)。There is no flue gas in the duck within continuous 5min.(this condition will be confirm by operator)自动启动:initiator to start 1)B风机运行,A风机备用,密封风出口压力低,延时5s,启A密封风机,停B密封风机。When seal fan B is running, fan A is spare and the seal air pressure of fans outlet is keeping low for 5s. Then fan A will start, fan B will stop.2)密封风机B电气故障。Fan A standby, fan B with electrical fault.备用状态: standby model select 1)A风机正常,由运行人员手动设置。Only when fan A is running normally, the operator manually set fan B on standby.146 密封风加热器 seal air heater1461 概述 introduction加热密封空气,以保证密封风温度高于露点温度。密封风加热器的温度设点在就地加热器控制箱。It heats the seal air and prevents the gas from condensation. The temperature of heater is local controlled1462 控制 control启动允许: permissive condition to start1)密封风机运行 seal fan is running自动启动:initiator to start1)有任意密封风机运行 any seal fan running.自动停止:initiator to stop1)任意密封风机均停 all of seal fan stopped.147 增压风机及其辅助设备(具体操作以风机厂资料为准)BUF and assistant equipments (to refer the vendor manual for the detail description)1471 概述 introduction增压风机对烟气进行增压以克服FGD工艺系统的阻力。The BUF has been designed to boost the gas pressure from ID fan to prevent FGD systems pressure from loss .1472 控制 control启动允许: permissive condition to start1)风机润滑油系统正常 lube oil system is normal2)风机调节油系统正常 hydraulic oil system is normal3)风机密封风机运行 the seal fan of BUF is normal4)风机轴承温度正常 the bear temperature of BUF is normal5)风机电机轴承温度正常 the bear temperature of BUF motor is normal6)风机电机线圈温度正常the winding temperature of BUF motor is normal7)风机导叶在最小位 the blade is at the minimum position8)净烟气挡板开 outlet damper is opened停止允许:Permissive conditions to stop to stop1)风机导叶在最小位 the blade is at the minimum position自动停止:initiator to stop 1)风机电机轴承温度高高(大于100)BUF motor bear temperature is at the position of HH2)风机电机线圈温度高高 BUF motor winding temperature is at the position of HH3)风机失速(当风机导叶小于42时,时速报警无效),延时120s BUF stall (when the blade angle 42, the stall signal will be canced) , delay has being continuously stalling for 120s4)风机振动大(大于80m)vibration value of BUF is more than 80m5)密封空气压力低,延时240min the BUF seal air pressure has been continuously low for 240min6)风机轴承温度高高 the bear temperature of BUF is HH由运行人员在5min内判断,手动停止:initiator to manually stop by operator within 5 min.1)润滑油流量低1且风机轴承温度高 lube oil flow L1 and the BUF bear temperature is at the position of H2)润滑油流量低2 the flux of lube oil is L23)液压油压力低延时20min hydraulic oil pressure is keeping low for 20min. 4)液压油温度大于55延时60min hydraulic oil temperature is keeping over 55, for 60min5)液压油温度大于60 hydraulic oil temperature is keeping over 60for 60min1473 增压风机润滑油泵A/B lube oil pump A/B 两台增压风机润滑油泵为一用一备。one of two lube oil pumps is running and one is spare on standby.启动允许: permissive condition to start1)润滑油箱油位正常 lube oil tank oil level is normal2)润滑油温度正常 lube oil tank oil temperature is normal停止允许:Permissive conditions to stop to stop 1)增压风机已停超过5min。the BUF have stopped over 5 min.自动启动:Initiator to start 1)润滑油泵A备用,润滑油泵B已运行,当润滑油压力低,延时5s,启润滑油泵A。when lube oil pump A is on standby; oil pump B is running, and the lube oil pressure is keeping low for 5s,oil pump A will start. 2)润滑油泵A备用,润滑油泵B电气故障。Lube oil pump A is on standby, oil pump B is with electrical fault.1474 增压风机液压油泵A/B hydraulic oil pump A/B 两台增压风机润滑油泵为一用一备。one of two hydraulic oil pumps is running and one is spare on standby.启动允许: permissive condition to start1)液压油箱油位正常 hydraulic oil pumps tank oil level is normal2)液压油温度正常 hydraulic oil tank oil temperature is normal停止允许:Permissive conditions to stop to stop 1)增压风机已停超过5min。the BUF has stopped over 5min自动启动:initiator to start1)液压油泵A备用,液压油泵B已运行,当液压油压力低,延时5s,启液压油泵A。when hydraulic oil pump A is on standby; oil pump B is running,and oil pressure is keeping low for 5s, oil pump A will start 2)液压油泵A备用,液压油泵B电气故障Hydraulic oil pump A is on standby; oil pump B is with electrical fault.1475 增压风机密封风机A/B/Cseal fan A/B/C of BUF 三台增压风机密封风机两用一备。正常时A、C风机运行,B风机备用(当A或C风机电气故障时,B风机自动启动)。 two of three seal fans are running and one is spare on standby. fan B only is a standby fan, it will start when fan A or fan C is with electrical fault.停止允许:Permissive conditions to stop to stop 1)风机已停超过5min。the BUF has stopped over 5 min自动启动(A/C):initiator to start 1)增压风机启动时,联启A和C风机。When the BUF starts, the seal fan A and C will consequently start.1476 增压风机润滑油箱加热器A/B the heater A/B of lube oil tank启动允许: permissive condition to Start 1)润滑油箱油位不低 lube oil tank oil level is high enough自动启动:Initiator to start 1)润滑油箱温度低(A、B加热器同时动作) lube oil tank oil temperature is low ( two heaters will start)自动停止:Initiator to stop 1)润滑油箱温度高(A、B加热器同时动作)lube oil tank oil temperature is too high ( two heaters will stop)1477 增压风机液压油箱加热器 the heater A/B of hydraulic oil tank启动允许: permissive condition to start 1)液压油箱油位不低 hydraulic oil tank oil level is high enough自动启动:Initiator to start 1)液压油箱温度低(A、B加热器同时动作) hydraulic oil tank oil temperature is low ( two heaters will start)自动停止:Initiatorto stop 1)液压油箱温度高(A、B加热器同时动作)hydraulic oil tank oil temperature is high enougn ( two heaters will stop)1478 增压风机密封风加热器 the seal air heater of BUF自动启动:Initiatorto start 1)密封风机C或由于C风机故障B风机自动启动后,自动启动密封风机加热器(如果加热器未启动)。When the seal fan C of BUF starts or fan C is with electrical fault so that fan B starts, the heater will start. 自动停止:Initiator to stop 1)密封风机C和B停止时,自动停止密封风机加热器。When both seal fan B and C stop, the heater will stop.1479增压风机进气箱加热器A/B the heater A/B of BUFs inlet box自动启动:Initiator to start 1)增压风机启动时,自动启动进气箱加热器A和B。 When the BUFstarts, the heater will start.自动停止:Initiator to stop 1)增压风机停止时,自动停止进气箱加热器A和B。 When the BUF stops, the heater will stop.1.5 GGH(具体操作以风机厂资料为准)GGH (see the vendors manual for the detail description)151 概述introductionGGH 为回转式结构,通过传热元件吸收原烟气侧热量加热净烟气。为了防止原烟气向净烟气侧泄漏,增设低泄漏风机。原烟气中携带的灰尘在传热元件上沉积后会影响传热元件的性能,为此设置了一套吹灰装置,吹灰介质采用压缩空气和高压水。吹灰器的操作由随设备供货的吹灰器就地控制器(PLC)控制,DCS只提供启停吹灰程序的指令,而不对具体的设备进行操作。GGH is a kind of rotor structure, the heat will transfer from flue gas to clean gas through rotating thermal mass of GGH.The purge fan prevents the leakage of flue gas from clean gas.The GGH can experience deposits of combustion by-product that build up on the element sheets of the heat transfer surface, whichcan result in poor thermal performance and decrease in pressure along the GGH. To avoid this case, one set of soot blower has been set up withtwo kinds of mass for blower: server air and high pressure water. The blower has been controlled by local controller (PLC)which the supplier provide, the DCS is only to generator instructions to start or to stop the blower152控制与联锁 control and interlock见厂家资料。See vendors manual.2 吸收塔系统absorb
