港口的竞争力外文翻译外文翻译原文competitivenessoftheportMaterialsource:////0>.Author:Azevedo,SusanaanFerreiraThePortofSinesislocatedontheSoutheastofEurope,58nauticalmilessouthfromLisbon,onthecrossofthemaininternationalmaritimeroutes?East-WestandNorth-South.Itsstrategiclocation,alongwithitsnaturalcharacteristics,allowsthePorttobepositionedasthegreathubPortoftheIbero-Atlanticfront.ItsdirecthinterlandcomprisesallthesouthandmidlandpartofPortugalandreachingacompetitivepositionalsoinSpain.ThePortofSinesanditssupportIndustrialandLogisticsZone,withmorethan2.000ha,arealreadyaworldwideextentlogisticplatform,abletoreceivethemainplayersofPort,maritime,industrialandlogisticsectors.TheSinesLogisticsPlatformcombinesamoderninternationaldeepwaterPortwithamajorIndustrialandLogisticsZoneZILS.Thispubliclymanagedzonehasover2,000hectaresavailablefortheuseofindustrialcompaniesandrelatedserviceproviders.ThePortofSineshastheZalsines.Thisisamodernlogisticalplatformwithhighstrategicpotentialforvalueaddedservices.Itissettledinavastareawithlogisticalcapability,withplotsoflandavailable,andbeingdevelopedinaflexibleandstagedmanner.Itisgearedtowardstheinstallationofindustrialandservicecompanies,servicedbyaroadandrailsystemwithlargecapacityandaspartofthemainmultimodalaxesof9theTrans-EuropeanTransportNetworks.ThelandallocatedtothedevelopmentoftheZALatSinescoverstwoareas:onesituatedintheintra-Portzoneandtheotheroneintheextra-PortzoneIthasaliquidbulkterminal,designedaccordingtoamulti-clientandmulti-productarchitecture.Thisbulkhassixjettiesandnaturalbedsdownto28metresZH,hasthecapacitytoreceivevesselsupto350,000tonnesDwt,andallowsthesimultaneoushandlingofdifferentproductscrude,refinedproducts,liquefiedgasesandotherliquidbulks.PortofSineshasalsoanetworkofpipelinesformovingproductsbetweenthePort,theadjoiningtankingareaandtheSinesindustriallogisticsareawherethemainindustriesarelocatedwhichusetheterminalrefinery,petrochemicals,resinsfactoryandcarbonblacksmokefactory.Theterminaloperatesunderapublicservicecargohandlingregime,beingdirectlyoperatedbyAPS.InordertomeetwhatissetoutintheStrategicPlanforthePortofSinesandtheguidelinesoftheresponsibleauthorities,theprocessisongoingvis-à-vistheconcessionofthisserviceandisexpectedtobecompletedonJanuary1st2008.Theterminalisequippedwithamoderncomputerizedcommandandcontrolsystemwhichallowscompliancewiththehighestsafetystandardsintheoperationscarriedout.Itisalsoassociatedwithwasteandballastwatertreatmentplantwhichallowscompliancewithallenvironmentalrequirements.TheLiquidBulkTerminalTGLSalsohasagoodcapacityforexpansionandisabletoreceivenewclientswhowishtosetupinthetankingareaorintheZILS.Thisterminalisendowedwithafuellingbunkeringfacilityalso,managedbyGalpMarinhaandAvia??owhichallowsthesupplyingofshipsattheTGLSthroughafixedinstallationandthroughoutthePortbybarge.ThePortofSinesoperates24hoursaday,allyearround.Vesselsandcargoesareofferedpermanentservices,suchas:VesselTrafficSystemVTS,pilotage,towageandmooring,accesscontrolandsurveillance;freshwaterandbunkers,accidents/pollutionfighting,shiprepairlandandonboard.Thedevelopmentofthequalitymanagementsystemisanimportantcontributiontoentrepreneur’sinnovationprocessesbyvaluingtheclient.QualitymanagementinthePortsystem,seenasadifferentiationfactortowardscompetitivePortsandothermeansoftransport,inparticularbyroad,aimsfortheserviceconstantimprovementpayingattentiontotheintegrationofotherfundamentalaspects:EnvironmentISO14001,SafetyOHSAS18001andSafetyinInformationTechnologiesISO27001.AlthoughloadingandunloadingcontainersisthekeyoperationinshapingthesuccessofaPort,thereareanumberofsupportfeaturesorenablersthatmakethePortoperations12highlyeffectiveandhelpsustainitscompetitiveadvantage;suchasthevessel’straffic,andthevalueaddedservicesofferedGordon,etal.,2005.Thegeneralshipmentpresentedasignificantincreaserelativelyto2005119,70%,duetotheadditionofthemovementofshipmentincontainersinthePortofSineswhichregisteredatotalof1.473.493ton.,correspondingto121,956TEU's,85,278containers.Withrespecttothevalueaddedservices,thePortofSinesoperates24hoursaday,allyearround.PortofSinesattemptstoprovidevaluedaddedservicestoitstraditionalPortoperations.Sobeyondtheonesrelatedwiththeapproachesandinward,itcanoffersthefollowings:icommunicationsinPortnavigation;iibunkersprovisionsandothergoodssupplytovessels;iiivesselsandboatsrepair;ivwastesintegratedmanagement;vVesselTrafficSystemVTS;vipilotagetowageandmooring;viiaccesscontrolandsurveillance;viiifreshwaterandbunkers;ixaccidents/pollutionfighting;andxshiprepairlandandonboard.Growingnumberoforganizationsareunderpressurefromtheirpartnerstochangetheirtraditionalmanagementstyle,bothoperationallyandorganizationally,replacingthemwithintegratedsystemsthathelpincreasethespeedandfluidityofphysicalandinformationflows.InordertoreachthiskindofintegrationtheyareinvestingonnewinformationsystemssupportedbyimportantInformationandCommunicationTechnologiesICT.Informationsystemsaredefinedasthepeople,equipment,andproceduresusedtogather,sort,analyze,evaluate,anddistributeneeded,timelyandaccurateinformationtodecisionmakersMurphyandWood,2004.Intheknowledge-basedeconomy,therapidlychanginganduncertainenvironmentmakesorganizationsfacethebiggestchallengethathowtobreakthecurrentsituationsandtocapturetheircompetitiveadvantage.TheworksofParsons1983,PorterandMillar1965,Porter1985,ConstanzaandCynthia1993andMcGaughey,etal.1994pointedouttheimportanceoftheinformationsystems,inthedeterminationoftheorganizations’competitiveadvantage.InformationSystemsforceorganizationstofindnewwaystoexpandthemarketsinwhichtheycompete,toattractandretaincustomersbycustomizingproductsandservices,andtorestructuretheirstrategytoobtaincompetitiveadvantageGratznerandWiniwarter,2003.TheinformationsystemsareveryimportantalsotothePortsoperationsandrepresentavitallinkinthelogisticschain.ThePortofSinesisusinginformationsystemstoprovideinformationaboutmovementandclearanceofvesselsandcargoes.Thesesystemslinkpublicandprivateorganizationswhichneedtobeabletoaccessinformationaboutintermodalmovementofcargo,nationallyandinternationally.ItmakesuseoftheOneStopShopconcept,widelyregardedasanimprovedsystembecauseitallowstheparticipantstointeractwithalltheavailablecargoandvesselhandlingservicesthroughasinglechannelofcommunication.TheOneStopShopisveryusefulforelectroniccustomsclearance,sinceitprovidesaquickerclearanceofvesselsandcargoes,alongwithmoreefficientprocessingoftaxrequirements.TheOneStop14Shopiscurrentlybeingintegratedwiththeinformationsystemsusedbylogisticsoperatorsinconnection.ThePortofSinesisusingalsoanEnterpriseResourcePlanningERPsystemtosupportitsday-to-dayoperationsinareassuchasfinance,maintenance,humanresources,contracts,andprojectsmanagement.ThePorthasalsodevelopedaDataWarehousetomanageallinformationconcerninganalysisandstatistics,aswellasprovidingadecisionsupportdatabase.TheuseoftheseinformationsystemsandaccordingtoDaugherty,EllingerandRogers1995allowtheorganizationsingeneraltoreachasuperiorperformance.Thisisbecausetheuseofinformationsystemsbecomesorganizationsmoreresponsiveandagilecontributingtoenhancethecustomers’fulfilment.ThePortofSinesusessomeinformationsystemssuchas:intranet,extranetandSinglePortWindow.WewouldliketohighlighttheuseofthesinglePortwindownamedPortmos.ThePortmosisaplatformdesignedandcreatedtosupportthemotorwayoftheseaservices,providingglobaldoor-to-doorintegrationandvisibilityovertheentiretransportandlogisticchain.ThePortmosplataformintegratesinformationandprovidesseamlesscommunicationbetweenalltheactorsinthetransportchain,withoutreplacingtheirinformationsystems.Thisplatformsupports:door-to-doortracking,integratedtransportchainmanagement,onlinebookingofintermodalservices,transportchainmonitoringandbenchmarking,includingServicePerformanceIndicators.WithreferencetotheliquidbulksinthePortofSines,intheyear2006,werehandling19.506.184tons,whichrepresentsanincreaseof5,14%regarding2005andof72%overallthecargohandlingonit.Asregardsthegeneralcargo,ithadasignificativeincreaseonabout119,70%comparingto2005.Thisisduemainlytotheincreaseoncargocontainerwhichreachatotalof1.473.496tonsand121.956TEUs.Asregardsthecargo’typehandling,deservesaspecialhighlightthegeneralcontainercargosinceithadthegreaterincreasefrom2005to2006.Morepreciselyitincreased281,44%from/toPortugal;73,96%from/toEuropeanUnionand337,81%from/tothirdcountries2.Consideringthevessel’straffic,thisperformanceindicatorhasincreaseduringthelastsixyears.Intheyearof2006itsvaluewasverygood,morethan1400vesselsgoestothePortofSines.ThePortofSineshasanimportantroletotheglobaleconomygiventhattherearemanyvesselsthatcomestoandgoesfromthePortofSinestoaroundtheworld.ThemostofthevesselsthatusethePortofSinescomesfromPanama,Malta,LiberiaandSpain.From2005to2006themostincreaseinthenumberofvesselscomesfromBahamasIslands69.23%.Understandingsourcesofsustainedcompetitiveadvantageforfirmshasbecomeamajorareaofresearchinthefieldofstrategicmanagement.Onesourceofsustainedcompetitiveadvantagewhichisveryfollowedbyacademicsisthefirms’resourcesandcapabilitiesthatistheResource-Basedview.Accordingtothistheoryforafirmtotakehighlevelsofperformanceandasustainedcompetitiveadvantage,itneedstoacquireheterogeneousresourceswhichwillbedifficulttocreate,tosubstituteortoimitatebyotherfirms.Thefirmsreachasuperiorperformance,notonlybecausetheyhavemoreorbetterresources,butalsobecauseoftheirdistinctivecompetencesallowtodobetteruseofthem.Beingso,weanalysedthemainresourcesandcapabilitiesofthePortofSinesenhancingitsprincipalcharacteristicsinanefforttounderstandthefactorsthatjustifyitssuccessandinternationalcompetitiveness.Themainresourcesanalysedare:ithePortoperationsfromthepointofviewofcustomerservice;iitheroadandrailaccessibilities;iiitheinformationandcommunicationsystemsusedtoincreasethecustomerservice;andivthemaininfrastructuresintermsofterminals,andtosupporttheindustrialandlogisticsactivities.Thevalue,rare,inimitableandorganizedresourcesofthePortofSinescontributetobuiltonstrongcapabilitiesandconsequentlytoattainsuperiorperformanceandcompetitiveadvantage.ThroughitssuperiorresourcesthePortofSinescanofferaquickresponseandabetterac
