ThecommissionknowsadeIayingtacticwhenitseesone.Operators

havehadyearstoprepareforIiberalisation.Butsomecountries,such

asGreeceandLuxembourg,seemtowanttoprotecttheirnational

monopoIiesatanycost.TheattitudesofcentralEuropeancountriesare

moredifficulttopredict.TheirgovernmentssupportedtheIiberal

servicesdirective,whichfavouredtheirmobile,comparativelycheap
