欧洲城市的管理部门在实施人工智能相关计划方面取得了超乎预期的成果。例如,斯德哥尔摩具备完善的知识产权法和开放的移民政策。伦敦、纽约、巴黎等大都市拥有顶尖的人才、雇主和教育机构,这种罕见的三重优势有助于推动他们迈向人工智能的未来。杭州、深圳等亚洲大都市专注于如何在人工智能时代取得成功,这些城市正在迅速崛起。这在很大程度上是因为他们拥有大学和创业公司网络,能够吸引企业。6

那么,面对即将到来的变革,城市和当地公司要确保成功,应该采取哪些措施呢?首先,城市管理部门应该开始评估其社区应对技术变革的准备情况。人工智能应用和其他技术传播速度快,在不同的地区或快或慢地得到了应用。这就意味着,城市难以追踪特定技术的影响速度和程度。但城市可以通过及时、缜密的劳动力分析,并建立公私伙伴关系来解决这一问题。7

城市管理部门需要审查当前劳动人口的工作组成,确定哪些行业将成为主导行业,预测未来哪些技能具有高需求。一旦确定了未来劳动人口的形势,他们就能更好地了解当前状况与所需状况之间差距的程度和性质。8
