petroleumstandards.Nowallofthemareherebyissued.

Amongtheabove-mentionedstandards,thepowermanagementstandards,the

standardsforpowerengineeringequipmentandthestandardsforcoalbedmethane

andliquidbiofuelwerepublishedandissuedbyChinaElectricPowerPress;the

standardsfordesignandplanningofelectricpower(thermalpower)werepublished

andissuedbyChinaPlanningPress;TechnicalGuideofCustomizedPowerwas

publishedandissuedbyStandardsPressofChina;thestandardsforpetroleumand

InaccordancewiththerequirementsofNoticeonDeliveringtheSecond

BatchofFormulation(Revision)PlansofIndustrialStandardsintheFieldof

Energyin2013byNationalEnergyAdministration(No.GNKJ[2013]526),

throughwideinvestigationandresearch,thespecificationpreparationgroup

carefullysummarizedpracticalexperienceandherebyestablishedthis

specificationbasedonsolicitingopinionsfromallsides.

Themaintechnicalcontentofthisspecificationcoverstheprocedures

andcontentofsafetyassessmentuponcompletionandtherequirementson

preparationofthesafetyassessmentreportuponcompletion.

NationalEnergyAdministrationwasinchargeoftheadministrationof

thisspecificationwhileChinaRenewableEnergyEngineeringInstitutewasin

chargeoftheproposalandroutinemanagementaswellastheexplanationof

1GeneralProvisions

1.0.1Inordertoimplementtherelevantnationallaws,regulationsandpolicies,

determinetheconformityofthephotovoltaicpowerprojecttotherequirementsofthe

laws,regulations,standardsandspecificationsconcerningsafetyinproduction,andguide

andstandardizethesafetyassessmentuponcompletionofphotovoltaicpowerprojects,

thisspecificationisherebyestablished.

1.0.2Thisspecificationisapplicabletothesafetyassessmentuponcompletionofnewly

constructed,extendedandrenovatedgrid-connectedphotovoltaic(PV)powerprojects.

1.0.3Thesafetyassessmentuponcompletionofthegrid-connectedphotovoltaic(PV)

powerprojectsshallbecarriedoutafterthetestrunoftheproject.

1.0.4Thesafetyassessmentuponcompletionofthegrid-connectedphotovoltaic(PV)

powerprojectsshallbeinaccordancewiththeregulationsofthecurrentrelated

nationalstandardsbesidesthisspecification.

3ProceduresandContentofSafetyAssessmentupon

Completion

3.1AdvancePreparation

3.1.1Itshalldefinetheobjectsandscopeofsafetyassessmentuponcompletionofthe

photovoltaicpowerprojects,establishtheassessmentworkinggroupandpreparethe

workingplanforthesafetyassessmentuponcompletion.

3.1.2Itshallcollecttherelevantlaws,regulations,standards,specificationsandtherelated

rules.

3.1.3Thesafetyassessmentuponcompletionworkinggroupshallcollecttherelatedbasic

informationandthelistofthemaindocumentstobecollectedforthesafetyassessment

uponcompletionshallbeinaccordancewiththerequirementsofAppendixAofthis

specification.

3.2RecognitionandAnalysisofHazardous、HarmfulFactorsandMajorHazardInstallations

3.2.1Inaccordancewithsafetypre-assessmentreport,engineeringdesigndocuments,

informationanddataaccumulatedduringtheprojectconstructionandtestrunaswellasother

specialresearchfindings,identifypotentialhazardousandharmfulfactorsaswellastypesof

accidentsthatmayariseherefromandpotentialtriggeringconditionsandmechanismofaction,

determineitsexistingplace,positionanddegreeofhazard.

3.2.2Identifywhetheramajorhazardexistsornotintheproductionprocessoftheprojectin

accordancewiththecurrentnationalstandards.

3.2.3Basedoncomprehensiveanalysis,determinetheorderofdegreeofhazardamongthe

hazardousandharmfulfactors.

3.3DivisionofAssessmentUnits

3.3.1Accordingtotheengineeringcharacteristicsandtheprocessflow,reasonably

dividetheassessmentunits.

3.3.2Theassessmentunitsshallberelativelyindependent,withdistinctcharacteristic

boundary.

3.3.3Thedivisionoftheassessmentunitsshallcoverallassessmentcontentand

hazardousandharmfulfactorswithinthescopeoftheassessment.

3.4SelectionofAssessmentMethods

3.4.1Accordingtothepurposeandrequirementoftheassessmentandthecharacteristicsof

theassessedobjects,basedonthebasicprincipleofconvenientlycarryingoutwell-targeted

safetyassessmentuponcompletion,scientific,reasonableandapplicablequalitativeand

quantitativeassessmentmethodsshallbeselected.

3.4.2TheSafetyChecklistAnalysisassessmentmethodshallbeselectedandits

commonformatisshowninTable3.4.2.Incaseofotherassessmentmethodsadopted,

pleaseexplainthereasonsforselectingthemethod.

3.5OnsiteInspection

3.5.1Inaccordancewiththeengineeringdesigndocuments,safetypre-assessmentreport

andrelevantinformation,basedontherequirementsoftherelatedlaws,regulations,

standardsandspecificationsconcerningthesafetyinproduction,carryouton-sitesafety

inspectionsofthebuildings(structures),productionsystemanditsprocess,place,safety

facilities,safetyequipmentandsafetyunits,etc.Checktheimplementationoftherules

andregulationsaswellasthesafetymeasuresconcerningthesafetymanagement

organizationandthesafetyinproduction,andverifytheconformityoftheon-sitesafety

equipmentandfacilitiesandtheprocessingequipmentandfacilitiesaffectingthesafetywiththe

designdocuments.Thebasicinspectioncontentofthesafetyassessmentuponcompletionshall

beinaccordancewiththerequirementsofAppendixBofthisspecification.

3.5.2Rechecktherectificationoftheproblemsfoundintheon-siteinspections.

3.6AssessmentofConformityandHazardExtent

3.6.1Accordingtoresultsoftheon-siteinspectionsandtheidentificationandanalysisofthe

hazardousandharmfulfactors,referringtotherelevantinformationanddata,assessthe

possibilityofaccidentsarisingfromthepotentialhazardousandharmfulfactorsofeach

assessmentunitandtheirdegreeofhazardwiththeselectedassessmentmethodandbriefly

summarizetheconcludedassessmentresults.

3.6.2Theconformityassessmentshallcoverthefollowingcontent:

1Accordingtotherelevantlicensesandapprovalsprovidedfortheconstructionproject,

assessthelegalityofconstructionofthephotovoltaicpowerproject;

2Accordingtotheinvestigations,identificationorspecialstudiesontherelevantsafety

conditionsandparametersduringtheperiodofthetestrunoftheconstructionproject,assess

thelegalityofthesafetyconditionsandparameterdeterminationofthephotovoltaicpower

project;

3Accordingtotherelevantinformationconcerningapproval,initiation,designand

constructionoftheconstructionproject,acceptanceandqualitycertificationofindividual

projectsandtheapprovalofthemajordesignchange,assessthelegalityofthedesignand

constructionofthephotovoltaicpowerproject;

4Accordingtothetestandinspectionreportofthesafetyfacilitiesandequipmentand

theinspectionreportofthespecialequipment,etc.,assessthelegalityofthetestand

inspectionofthesafetyfacilitiesandequipmentforthephotovoltaicpowerproject;

5Accordingtothesafetymanagementorganization,systemsandoperatingproceduresas

wellassafetytraining,assessmentandon-duty-with-certificatesituationofvariousemployees

atdifferentlevels,assessthelegalityofthesafetymanagementandtheemployees;

6Accordingtotheestablishmentofemergencyrescueorganizationforthe

photovoltaicpowerproject,allocationofpersonnelandmaterialsanddrillingof

emergencyplan,assessthevalidityandlegalityoftheemergencymanagementand

emergencyplanofthephotovoltaicpowerproject;

7Accordingtotheharmfulfactorsintheoperationsiteofthephotovoltaicpowerproject,

suchasdust,toxicants,noiseandhightemperature,andthemeasurestakenforoccupational

protection,generalmedicalexamination,inspectionsofoperationsiteandindustrialinjury

insurance,etc.,assessthevalidityandlegalityoftheoccupationalhealthmanagementofthe

photovoltaicpowerproject;

8Accordingtothecomprehensiveinformation,fullyassessthelegalityofthesafety

productionsystemofthephotovoltaicpowerproject.

3.6.3Predictthepossibilityofaccidentsandtheirseverity.Determinetheaccidenttypeand

carryoutthesequenceorderingasperthedangerclassesinaccordancewithThe

ClassificationforCasualtyAccidentsofEnterpriseStaffandWorkers(GB6441).

3.6.4Assesstheimplementationandeffectsofthebudgetestimateofinvestmentinthe

safetyaspectofthephotovoltaicpowerproject.

3.7CountermeasuresandSuggestions

Accordingtotheresultsoftestrun,on-siteinspections,conformityassessmentand

assessmentofhazardleveloftheproject,proposescientific,reasonableandfeasiblemeasures

andsuggestions.

3.8ConclusionsofAssessment

Putforwardaclearopiniononwhetherthesafetyacceptanceconditionsareobtained.For

theprojectsthathavenotyetreachedthesafetyacceptancerequirements,proposespecific

measuresandsuggestionsforrectificationandimprovement.

3.9PreparationandReviewofAssessmentReport

3.9.1Accordingtotherelevantcontentofthesafetyassessmentuponcompletion,in

accordancewiththerelevantlaws,regulations,standardsandspecifications,prepareareporton

thesafetyassessmentuponcompletion.

3.9.2Thereportonthesafetyassessmentuponcompletionshallbesubjecttothetechnical

reviewbytheexperts.

4ReportonSafetyAssessmentuponCompletion

4.0.1Thereportonsafetyassessmentuponcompletionshallbeinaccordancewiththe

regulationsofthecurrentindustrialstandardsincludingGeneralPrincipleofSafety

Assessment(AQ8001)andGuidelinesforSafetyAssessmentuponCompletion(AQ

8003).SeeAppendixCofthisspecificationforthemaincontentsforsafety

assessmentuponcompletionreport.

4.0.2Thereportonsafetyassessmentuponcompletionshallbeattachedwithphotocopiesof

apowerofattorneyforsafetyassessmentuponcompletion,relevantinformationabout

approvalorrecordoftheconstructionproject,certificatesofthesafetymanagementpersonnel

andspecial-typeoperationstaff,andthecertificateofinspectionofthespecial-typeequipment,

etc.Theattachmentsshallbeauthentic,accurate,completeandvalid.

4.0.3ThereportonsafetyassessmentuponcompletionshallbeprovidedwiththeAS

BUILTdrawingsincludingthegeographicallocationmapoftheproject,thegeneral

layout,thesystemflowchartofthephotovoltaicpowerproject,theprofileinplanofthe

mainbuildings(structures),andthemainelectricwiringdiagram,etc.

4.0.4Thereportonsafetyassessmentuponcompletionshallbebriefandaccurate,with

necessarycharts,scannedcopiesofcertificates,andphotosofthesitebeforeandafter

rectificationandimprovement.
