ThisstandardwasdraftedinaccordancewiththerulesgiveninGB/T1.1—2009Directivesforstandardization—Part1:Structureanddraftingofstandards.
ThisstandardisarevisionofDL/T400—2010TechnicalGuideforLiveWorkingin500kVACCompactTransmissionLine.ComparedwithDL/T400—2010,themainchangesareasfollows:
—thescopeofapplicationhasbeenexpandedtosingle-circuitanddouble-circuit500kVACcompactlinesatanaltitudeof3000mandbelow;
—thetechnicalrequirementsforworkingononepower-offcircuitwhiletheothercircuitislivehavebeenadded.

Scope
Thisstandardspecifiesthetechnicalrequirements,enteringorleavingequipotential,andthetest,transportationandstorageoftoolsforliveworkingon500kVACcompacttransmissionlines.
Thisstandardisapplicabletoliveworkingon500kVsingle-circuitanddouble-circuitACcompacttransmissionlinesatanaltitudeof3000mandbelow.

3.1liveworkingwithprotectivegap
liveworkingcarriedoutafterinstallingprotectivegapsintheadjacenttowersoftheworklocationtolimitovervoltageintheworklocation
Generalrequirements
4.1Personnelrequirements
4.1.1Liveworkingworkersshallbeingoodhealthandfreefromphysicalandpsychologicalobstaclesthathinderwork.
4.1.2Theliveworkingworkersshallhaveabasicknowledgeofelectricalprinciples,masterthebasicprinciplesandoperatingmethodsofliveworking,andbefamiliarwiththeapplicationscopeandusingmethodsofworkingtools.Theyshallmasteremergencyrescuemethods,especiallytheelectricshockrescue.
4.1.3Theliveworkingworkersshallreceivededicatedtraining,passrelevantexaminationsandholdrelevantcertificates.
4.1.4Thepersoninchargeofthework(ortheguardian)shallhaveatleast3yearsofactualworkingexperienceinliveworkingonpowertransmissionlineswithavoltageclassof500kVandabove,befamiliarwithequipmentconditions,andhavecertainorganizationalcapabilityandaccidenthandlingability.
4.2Institutionalrequirements
AccordingtotheprovisionsofandtherelevantinstitutionsofGB26859andDL409.
4.3Meteorologicalrequirements
4.3.1Liveworkingshallbecarriedoutingoodweather.Incaseofthunder,rain,snowandfog,liveworkingshallnotbecarriedout.Whenthewindforceisgreaterthanlevel5(10m/s),liveworkingshouldnotbecarriedoutbetweenphases.
4.3.2Ifliveworkingisrequiredinweatherwithrelativehumiditygreaterthan80%,insulatingtoolswithmoisture-proofperformanceshallbeadopted.
4.3.3Underspecialoremergentconditions,ifemergentlive-linerepairmustbecarriedout,thepersoninchargeoftheworkshallorganizerelevantpersonneltofullydiscussandformulatereliableorganizationalmeasures,safetymeasuresandtechnicalmeasuresaccordingtothesiteclimateandtheworkingconditions,andtheemergentlive-linerepaircanbecarriedoutonlyafterapproval.
4.3.4Incaseofasuddenchangeofweatherduringliveworking,whichmayendangerpersonalorequipmentsafety,theworkshallbestoppedimmediately.Undertheconditionofensuringpersonalsafety,thenormalworkingconditionsoftheequipmentshallberestoredassoonaspossibleorothermeasuresshallbetaken.
4.4Otherrequirements
4.4.1Fornewliveworkingprojectsthataremorecomplicatedandmoredifficultandnewdevelopedtools,scientifictestsshallbeconductedtoconfirmsafetyandreliability,andsafetymeasuresandoperationprocessplansshallbeestablished.Theprojectsandtoolscanbeusedonlyafterapproval.
4.4.2Thepersoninchargeofliveworkingshallcontactthedutydispatcherbeforetheworkstarts,andtheworkcanbestartedonlyaftercontacting.Whenitisnecessarytodisableautomaticreclosingdevices,thelicenseformalitiesshallbeperformed.Aftertheworkisfinished,reportingtothedutydispatchershallbedoneintime.Itisstrictlyprohibitedtostoporresumethereclosingdevicesatanappointedtime.
Technicalrequirements
5.1Maximumovervoltagetimes
Theminimumworkingdistance,theminimumcombinedgapandtheminimumeffectivelengthofinsulatingtoolsforliveworkingon500kVACcompactlinesshallbedeterminedaccordingtothemaximumovervoltagetimesatwork.Themaximumovervoltagetimescanbecalculatedaccordingtothesystemparameters.Iftheexactovervoltagetimesisnotknown,appropriateworkgapsshallbeselectedaccordingtothepossiblemaximumovervoltagetimesofthe500kVsystem[2.18(perunitvalue)].
5.2Groundpotentialworking
5.2.1Whentheworkerworksatgroundpotential,theminimumworkingdistancebetweenthegroundpotentialworkeronthetowerandtheliveconductorsshallnotbelessthantheprovisionsinTable1.

5.4Workcarriedoutononepower-offcircuitofadouble-circuitlineonthesametowerwiththeothercircuitlive
5.4.1Theworkersarenotallowedtoenterthecrossarmonthelivesideorplaceanythingonthiscrossarmwhenworkingonthetower.
5.4.2Whenthepower-offcircuitpermittedbythedispatcherhasbeenchangedtothemaintenancestate(i.e.,thesubstationgroundingswitchhasbeenclosed),buttheheadendandthetailendofthecircuitarenotgroundedoronlyoneendisgrounded,thispower-offmaintenancecircuitshallstillberegardedasalivecircuit,andtheliveworkingmodeshallbeadoptedforworking.
5.4.3Whenbothendsofthecircuitaregrounded,itcanbeoverhauledbymeansofpower-offmaintenance.Theworkerontheconductorwearsafullsetofconductiveclothing(includingahat,anuppergarment,apairoftrousers,apairofgloves,apairofsocksandapairofshoes,thesamebelow),andthendirectlyentersorleavestheinsulatorstringorconductorofthemaintainedcircuit.Theworkeronthetowerbodymustwearafullsetofconductiveclothingorelectrostaticprotectiveclothingandconductiveshoes.
5.4.4Whenlayingout,withdrawingortighteningaconductoronthepower-offcircuit,measuresshallbetakentopreventtheconductorfromapproachingtheadjacentliveconductorswithinadangerousdistanceduetoswinging(jumping)orotherreasons.
5.4.5Whenoverhaulingandreplacinginsulatorstringsonthepower-offcircuitbymeansofpower-offmaintenance,theworkersshallhangandsetuppersonalsecuritycablesfirstbeforeinstallingthetools(doublehooksandleverhoists)forliftingtheinsulatorstrings.Thehanginganddismantlingmethodsofthepersonalsecuritycablearethesameasthoseofthemaintenanceearthingcable.
5.4.6Therequirementsandsafetyprecautionsforworkingonthegroundwireabovethepower-offcircuitarethesameasthosewhenbothcircuitsarelive.
5.5Workcarriedoutwithprotectivegaps
5.5.1Whentheworkingdistanceorcombinedgapofliveworkingdoesnotmeettherequirements,theworkmodeofinstallingprotectivegapsshallbeadopted.
5.5.2Theearthingcableconnectedtotheprotectivegapsshalladoptthemulti-strandsoftcopperwire,anditscrosssectionshallmeettherequirementsofgroundshortcircuitcapacity,butshallnotbelessthan25mm2.
5.5.3Whentheworkiscarriedoutwithprotectivegaps,theinsulationcoordinationbetweenthevaluesoftheworkingdistance,thecombinedgap,theminimumeffectivelengthofinsulatingtoolsandtheminimumnumberofgoodinsulatorsandthesetvaluesoftheprotectivegapsshallmeettherequirementsofDL/T876.
5.5.4Theworkerwhoinstallsordisassemblestheprotectivegapsshallwearafullsetofconductiveclothing.
5.5.5Beforetheprotectivegapsareinstalled,contactingthedispatchertostopreclosingshallbedone.
5.5.6Theprotectivegapsshallbeinstalledontheadjacenttowerstotheworklocation.Theearthingcableofeachprotectivegapshallbereliablyconnectedwiththemetalcomponentsofthetowerfirst,andthentheotherendshallbehungontheconductorofthemaintainedphase,andthecontactshallbegood.Thedismantlingprocedureisreversed.
5.5.7SeeTable6forthereferencesetvaluesoftheprotectivegaps.Beforetheprotectivegapsareused,thevaluesoftheprotectivegapsmaybecheckedandcorrectedaccordingtotheactualsizeofthetowerhead.

5.5.8Duringinstallation,thedistanceoftheprotectivegapshallbeadjustedtothemaximumvaluefirst,andthenthedistanceshallbeadjustedtothesetvalueoftheprotectivegapwithinsulatingtoolsaftertheprotectivegapisinstalledinplace.Beforetheprotectivegapisdismantled,itsdistanceshallbesetbacktothemaximumvalue,andthenitshallbedismantledaccordingtothedismantlingprocedure.
5.5.9Forthetwoupperphaseconductorsofthethreephaseconductorsarrangedinaninvertedtriangle,theprotectivegapmaybeverticallyinstalledbetweentheconductorandtheframewhichisbetweenthetwohangingpointsoftheV-shapedinsulatorstring,ormaybehorizontallyinstalledbetweenthetowerframeandtheconductor.Intermsofthelowerphaseconductor,theprotectivegapmaybehorizontallyinstalledbetweenthetowerframeandtheconductor.
5.6Safetyprotection
5.6.1Theliveworkingsafetyprotectionequipmentof500kVconventionallinesmaybeusedforliveworkingof500kVcompactlines.
5.6.2TheperformanceoftheconductiveclothingshallcomplywithGB/T6568.
5.6.3Boththeequipotentialworkerandthemid-potentialworkershallwearafullsetofqualifiedconductiveclothing,andflameresistantunderwearshallalsobewornundertheconductiveclothing.
5.6.4Thegroundpotentialworkeronthetowermustwearafullsetofconductiveclothingorelectrostaticprotectiveclothingandconductiveshoesbeforeclimbingthetower.Itisstrictlyprohibitedtowearotherclothesoverconductiveclothingorelectrostaticprotectiveclothing.
5.6.5Theoverheadgroundwireshallberegardedasaliveconductor,andtheworkersshallkeepadistanceofover0.4mfromit.Ifitisnecessarytoworkontheoverheadgroundwire,itshallbegroundedwellthroughdedicatedearthingcables.Themethodsandstepsforinstallingordismantlingthededicatedearthingcablesontheoverheadgroundwirearethesameasthoseforinstallingordismantlingtheearthingcablesonapower-offline.
5.6.6Ifitisnecessarytoentertheoverheadgroundwireformaintenance,theworkingdistanceandmechanicalstrengthoftheworklocationafterbearingconcentratedloadshallbechecked.
5.6.7Whenusinginsulatingropestotransferlargemetalobjects(includingtoolsandmaterials),theworkersonthetoweroronthegroundshallgroundthemetalobjectsbeforetouchingthem.
5.6.8Withregardtolargemetalobjects(e.g.automobiles,etc.)insulatedfromthegroundandplacednearstrongelectricfields,attentionshallbepaidtoprotectingpeoplefrominducedelectricalinjury.Thesemetalobjectsmustbegroundedbeforetheycanbetouched.
5.6Potentialtransfer
5.7.1Theequipotentialworkershallobtainpermissionfromthepersoninchargeoftheworkbeforepotentialtransfer.
5.7.2Whentheequipotentialworkertransferspotential,thedistancebetweenthehumanbodyandtheliveconductorsshallnotbelessthan0.4mItisstrictlyprohibitedtotouchtheliveconductorswithbarehandsorwithbareparts.
5.7.3Duringpotentialtransfer,theactionshallbesmooth,accurateandfast.
Enterorleaveequipotential
6.1Enterorleaveequipotentialonasuspensiontower
6.1.1Theworkershallnotenterorleaveequipotentialfromcrossarmsverticallyoralonginsulatorstrings.
6.1.2Thehangingbasket(hangingchairandhangingladder)method,theinsulatingflexibleladdermethodandothermethodsmaybeusedtoenterorleaveequipotential.
6.1.3Thehangingbaskets(hangingchairsandhangingladders)shallbestablysuspendedbyslings.Thelengthoftheslingsforfixingshallbeaccuratelycalculatedoractuallymeasuredtoensurethattheequipotentialworker’sheadshallnotexceedthegradingringontheconductorside.
6.1.4Themovingspeedofthehangingbaskets(hangingchairsandhangingladders)shallbestrictlycontrolledtoachieveauniformandsteadyspeed.
6.1.5Whenenteringorleavinghighelectricfields,theequipotentialworkershallavoidexcessivebodymovements.Alltheelectricalgapdistances(includingtheworkingdistancesandthecombinedgaps)betweentheequipotentialworkerandtheearthingconductorsandtheliveconductorsshallmeettherequirementsofChapter5.
6.2Enterorleaveequipotentialonatensiontower
6.2.1Theworkermayenterorleaveequipotentialalongtensioninsulatorstringsorviaothermethods.
6.2.2Whentheequipotentialworkermovesalongthetensioninsulatorstrings,thecross-two-short-threemethodshallbegenerallyadopted.Thepositionsoftheworker’shandsandfeetmustbekeptconsistent,andthenumberofinsulatorsshort-circuitedbythehumanbodyandtoolsshallmeettherequirementsofChapter5.
6.2.3Theequipotentialworker’ssafetybeltshallbetiedtotheinsulatorstringheldbytheworker’shandsandshallmovesynchronouslywiththeworker.
6.2.4Whenenteringorleavinghighelectricfields,theequipotentialworkershallavoidexcessivebodymovements.Alltheelectricalgapdistances(includingtheworkingdistancesandthecombinedgaps)betweentheequipotentialworkerandtheearthingconductorsandtheliveconductors,andthenumberofgoodinsulatorsshort-circuitedbythehumanbodyortoolsshallmeettherequirementsofChapter5.
Mattersneedingattentionatwork
7.1Whenliveworkingiscarriedoutonthetowerof500kVACcompacttransmissionlines,aguardianwithspecificresponsibilitymustbearrangedtostayonthetower.Dedicatedcommunicationtoolsshallbeprovidedattheworksitetoensuresmoothcommunicationbetweenworkersonandunderthetower.
7.2Whenthephase-to-groundovervoltageofthelineisgreaterthan1.80(perunitvalue),theequipotentialworkermustadopttheworkmodeofinstallingprotectivegapswhenenteringorleavingequipotentialfromthewindowofthesuspensiontower.
7.3Insulatingtoolsshallbeusedtotransferarticlesbetweentheequipotentialworkerandtheworkeronthetowerframe,andtheeffectivelengthoftheinsulatingtoolsshallmeettherequirementsofTable2.
7.4Theconductiveclothingshallbefreefromdamageandholes,andallpartsofitshallbeconnectedwellandreliably.Incaseofdamageandburrs,itshallbesenttoaqualifiedtestingunittomeasuretheresistance,fusingcurrentandscreeningefficiencyofthewholesetofconductiveclothing,anditcanbeusedonlyafterthemeasurementresultsmeettherequirementsofGB/T6568.
7.5Beforetheinsulatingtoolsareused,aninsulationresistancetester(2500V~5000V)shallbeusedtoconductsegmentedinsulationtests.Theinsulationresistancebetweenevery2cmofmeasuringelectrodesshallnotbelessthan700MΩ.
7.6Theinsulatingtoolsshallbeprotectedfrommoisture,surfacedamageandsurfacedirtwhenused.Theinsulatingtoolsnotinuseshallbeplacedoncleananddrypads.
7.7Whenfounddampened,surface-damagedorsurface-dirty,theinsulatingtoolsshallbehandledintimeandcanbeusedonlyafterpassingthetest.
7.8Beforetheworkstarts,metalscrewrods,holdersandconnectingtoolsusedforliveworkingshallbeassembledontrialandconfirmedtobeflexibleinoperationandreliableinperformance,andshallbeusedcorrectlyaccordingtoon-siteoperationproceduresorworkinstructions.
7.9Themiddlejointofinsulatinghandsticksshallnotbeseparatedandloosenedwhenbearingvariousloadssuchasimpact,push-pullandtorsion,andtheinsulatinghandsticksshallnotbeusedasload-bearingtools.
7.10Inuse,insulatingsupportsticksandinsulatingtensionsticksmustbefixedonthetowerwithdedicatedfixers,anditisstrictlyprohibitedtousethesestickstomoveconductorsdependingonthehumanbody.
7.11Whentheworkissuspendedonthetower,theinsulatinghandsticksshallbehungverticallyorlaidflatonthehorizontaltowermaterials,andshallnotbedraggedonthetowermaterials,soasnottodamagethem.
7.12Whenaninsulatinghandstickisusedonthesuspensiontower,itmaybesuspendedbyaninsulatingropeataproperpositionofthefrontpartofthesticktopreventitfrombeingexcessivelybentandreducethelaborintensityoftheworker.
7.13Thediameterofthemouthofaconductorclampshallbecompatiblewiththeouterdiameteroftheconductor,andsubstitutionisstrictlyprohibitedtopreventtheconductorfrombeingcrushedorslipping.Theradiansofthetwosemicirclesofaclosedinsulatorholdershallbeconsistentwiththeshapeofthesteelcapoftheinsulator,soastoavoidlargestressconcentrationinthestressprocess.Alldouble-wingholdersshallconformtothespecificationsofcorrespondinglinkfittings,andshallbeequippedwithbackupprotectiondevices(suchasclosingbolts)topreventthemfromfallingoff.Crossarmholdersmustadapttothespecificationsofthetowermaterials,andtheassemblyofthemshallbefirm.Thespecificationsoftensionpullersshallbedeterminedaccordingtotheloadandthetensionmode.
7.14Intheworkofreplacingsuspensioninsulatorstringsormovingconductors,whenthesinglesuspensionwiredeviceisused,thereshallbebackupprotectionmeasurestopreventtheconductorsfromfallingoff.
7.15Whenexchangingandtransferringheavytoolsupanddown,thecontrolropeshallbefastenedtopreventthetransferredobjectsfromcollidingwitheachotherandaccidentallycollidingwiththebearingtoolsintheworkingstate.
7.16Insulatingropesshallbekeptcleananddry,andshallbepreventedfromrubbingagainstthetowermaterials.Dampenedinsulatingropesarestrictlyprohibitedtobeusedinliveworking.
7.17Ifzeroandlowresistanceinsulatorsarefoundduringlivetestingofinsulators,theyshallberetested2~3times.
7.18Beforethereplacedinsulatorstringisseparatedfromtheconductor,whenthefirstinsulatornearthecrossarmisdisassembledorinstalled,adedicatedshort-circuitingwiremustbeusedbeforedirectoperation.
7.19Theequipotentialworkermusthavebackupprotectionwhenenteringorleavingequipotentialandworkingatequipotential,andthemid-potentialworkermustalsohavebackupprotectionduringwork.
Testoftools
8.1ThedesignofliveworkingtoolsshallconformtotherequirementsofGB/T18037.Conductiveclothing,insulatingropes,insulatingrods,insulatorholders,etc.,shallpasstypetestsandleavingfactorytestsinaccordancewiththerequirementsofGB/T6568,GB/T13035,GB13398,DL/T463,DL/T878.
8.2ThetoolsshallbesubjectedtoelectricaltestsandmechanicaltestsonaregularbasisaccordingtothetestmethodsofDL/T976.Thetestcyclesareasfollows:
a)electricaltests:preventivetestsshallbeconductedonceayear,andinspectiontestsshallbeconductedonceayear,andtheintervalbetweentwotestsshallbehalfayear.
b)mechanicaltests:preventivetestsshallbeconductedonceayearforinsulatingtoolsandonceeverytwoyearsformetaltools.
8.3Contentsandrequirementsofpreventivetests
a)Powerfrequencywithstandvoltagetest:thetestsampleshallbetestedentirely;theinsulationlengthofthetestsamplebetweenthetestelectrodesshallbe3.7m;thewithstandvoltageshallbe580kV;thetimeshallbe3min.Itisqualifiedifnobreakdown,flashoveroroverheatingoccur.
b)Switchingimpulsewithstandvoltagetest:theinsulationlengthofthetestsamplebetweenthetestelectrodesshallbe3.7m;thestandardswitchingimpulsewave(+250μs/2500μs)shallbeapplied;thevoltageamplitudeshallbe1050kV;thetestsampleshallwithstand15times.Itisqualifiedifnobreakdownorflashoveroccur.
c)Staticloadtest:aloadof1.2timestheweightoftheratedworkingloadshallbeappliedfor1min.Itisqualifiedifnopermanentdeformationordamageoccur.
d)Dynamicloadtest:3timesofac
