(人力资源管理是通过利用公司的人力资源 ,来实现组织目标的活动) To understand the content of human resource, we should first review the key objectives of HRM to be achieved. 人力资源管理的定义 v1.员工目标 v2.绩效目标 v3.管理变革的目标 v4.管理的目标 v5.提供人力资源管理的目标 1.1 Defining Human Resource Management Five objectives form the content of all HR activity: uStaffing Objective 员工目标 Human resource managers are first concerned with ensuring that the business is appropriately staffed and thus able to draw on the human resources it needs. The right people, with the right skills provide their services when needed. uPerformance Objective 绩效目标 Once the required workforce is in place, human resource managers seek to ensure that people are well motivated and committed so as to maximize their performance in their different roles. The achievement of performance objectives also requires HR specialists to assist in disciplining employees effectively and equitably where individual conduct and/or performance standards are unsatisfactory. 绩效目标的实现也需要 HR专 业人士来帮助公司在基层工作的员工 1.1 Defining Human Resource Management 1.1 Defining Human Resource Management uChange-management Objective 管理变革的目标 The third objectives in nearly every business relates to the role played by the HR function in effectively managing change. Change comes in different forms. Sometimes it is merely structural, at other times cultural change is sought in order to alter attitudes, philosophies哲学 or long-present organizational norms组织制度 . 1.1 Defining Human Resource Management uAdministration Objective 管理的目标 The fourth objective is less directly related to achieving competitive advantage, but is focused on underpinning the achievement of the other forms of objective.(主要集中在一些基础目标的实现上面) In part it is simply carried out in order to facilitate an organizations smooth running. There is also a legal aspect to much administrative activities, meaning that it is done because the business is required by law to comply. 1.1 Defining Human Resource Management uDelivering HRM Objective 提供人力资源管理的目标 The larger the organization, the more scope there is to employ people to specialize in particular areas of HRM. Lets take an overview of the HR functions and some of the options available for carrying them out. Human resource management involves both the selection of which options to use and the activities of using those options. The tasks are grouped together in various combinations to form jobs. Job analysis is the process of getting detailed information about jobs. (工作分析是一种获得工作详细信息的过程。) Job design is the process of defining the way work will be performed and the tasks that a given job requires. (工作设计是工作执行时起决定性作用的方法以及工作需求任务。) 1.2 Responsibilities of Human Resource Departments uRecruiting and Hiring Employees 招聘雇佣员工 Based on job analysis and design, an organization can determine the kinds of employees it needs. With this knowledge, it carries out the function of recruiting and hiring employees. Recruitment is the process through which the organization seeks applicants for potential employment. (招聘就是组织寻找优秀员工的过程) 1.2 Responsibilities of Human Resource Departments Selection refers to the process by which the organization attempts to identify applicants with the necessary knowledge, skills, abilities, and other characteristics that will help the organization achieve its goals.(公司 会选择一些有必要的知识、技术、能力以及在某些方 面有突出才华的应聘者,这能够帮助组织有效的完成 其目标。) Open the book page 7 1.2 Responsibilities of Human Resource Departments uTraining and Developing Employees 培训发展员工 Although organizations base hiring decisions on candidates existing qualifications (尽管组 织的招聘决定是基于应聘者的任职资格) , most organizations provide ways for their employees to broaden or deepen their Mall knowledge, skills, and abilities. To do this, organizations provide for employee training and development. Training is a planned effort to enable employees to learn job related knowledge, skills, and behavior. For example, many organizations offer safety training to teach employees safe work habits. Developing involves acquiring knowledge, skills, and behavior that improve employees ability to meet the challenges of a variety of new or existing jobs, including the client and customer demands of those jobs. 1.2 Responsibilities of Human Resource Departments uManaging Performance 绩效管理 Managing human resources includes keeping track of how well employees are performing relative to objectives such as job descriptions and goals for a particular position. The process of ensuring that employees activities and outputs match the organizations goals is called performance management.(确保员工活 动所完成的产量与组织目标相匹配的过程就是绩效管理 1.2 Responsibilities of Human Resource Departments uPlanning and Administering Pay and Benefits 规划管理薪酬福利 The pay and benefits that employees earn play an important role in motivating them. Planning pay and benefits involves many decisions, often complex and based on knowledge of a multitude of legal requirements(要建立在比 较复杂且有群众基础的法律知识之上) Administering pay and benefits is another big responsibility. Organizations need systems for keeping track of each employees earnings and benefits. (组织需要建立起一个系统的维护员工薪酬福利的轨道) 1.2 Responsibilities of Human Resource Departments uMaintaining Positive Employee Relations 保持良好的员工关系 Organizations often depend on human resource professionals to help them maintain positive relations with employees. This function includes preparing and distributing employee handbooks that detail company policies.(准备和发放细化公司政策的员工手册) The human resource department can also expect to handle certain kinds of communications from individual employees.(收到员工心声的其他交流方式) 1.2 Responsibilities of Human Resource Departments uEstablishing and Administering Personnel Policies 建立和管理人事政策 All the human resource activities described so far require fair and consistent decisions, and most require substantial record keeping. Organizations depend on their HR department to help establish policies related to hiring(雇佣) , discipline (纪律) , promotions(升职) , and benefits(福利) . 1.2 Responsibilities of Human Resource Departments vAll aspects of human resource management require careful and discreet record keeping, from processing job applications, to performance appraisals, benefits enrollment, and government-mandated reports. v(人力资源管理的所有方面都需要有认真 和谨慎的态度,如:从整理求职表到绩效 评估,从福利信息登记以及政府授权批准 的报道等方面) uEnsuring Employees Safety and Health 确保员工的安全与健康 Safety involves protecting employees from injuries caused by work-related accidents. Health refers to the employees freedom from illness and their general physical and mental well-being.(健康涉及职工远离疾病以及他们的身心能够健康发展) These aspects of the job are important because employees who work in a safe environment and enjoy good health are more likely to be productive and yield long-term benefits to the organization. 1.2 Responsibilities of Human Resource Departments uSupporting the Organizations Strategy 支持组织战略 An important element of this responsibility is human resource planning,identifying the numbers and types of employees the organization will require in order to meet its objectives.( 人力资源在支持组织战略的过程中一个很重要的工作 是为满足组织的工作需要而进行人力资源计划,对员 工的数量以及类型的预测。) 1.2 Responsibilities of Human Resource Departments v Skilled human resource professionals can apply knowledge of human behavior, along with performance management tools, to help the organization manage change constructively.(建设性的、有助益的) v专业的人力资源工作者可以应用人类行为 学的有关知识,用绩效管理工具来促进组 织有建设性的发展和改变。 The functional areas of HRM mentioned above are not separate and distinct; they are highly interrelated. Managers must recognize decisions in one area will affect other areas.
