相关产业发展现状全县各级各单位、各农业产业化生产经营组织紧紧围绕县委、县政府的总体战略部署，在推进农业产业化经营进程中，培植龙头，开拓市场，创名牌，发展专业合作经济组织，全县农业产业化经营水平明显提高。涌现出了井陉县天山绿色食品有限公司、井陉县光华禽业有限公司和井陉县南峪镇综合养殖协会等一大批运营良好、带动能力强、辐射范围广的农业产业化龙头企业和农民专业合作经济组织。同时，在全县农业综合开发典型村和开发大户的带动下，中药材、大枣、生猪、肉牛、苹果、冷水鱼等几个具有我县鲜明特色的种养殖基地和小区建设也进展迅速。这些农业产业化生产经营组织的发展和壮大，对于推进全县农业产业化进程，促进农业农村经济发展，建设社会主义新农村和发展现代农业发挥了积极的推动作用。2006年全县农业产业化经营总量实现2.5亿元，产业化经营率达到23.8%，生态环境得到了进一步改善。为此，县财政专门拿出十几万元对农业产业化龙头企业、农民专业合作经济组织、山区农业综合开发村和大户等35个先进单位和个人进行了表彰奖励，如此大规模、大力度的表彰奖励也充分体现了县委、县政府对“三农”工作的重视和扶持加快农业农村经济发展的决心。在集体林业产权制度改革中规划林地面积127万亩，占全县总面积的61.5%，其中以油松、侧柏、核桃、大枣为主的有林地12.3万亩，疏林地和未成林造林地8.1万亩，灌木林地57.3万亩，无立木林地和宜林地49.2万亩，拥有林业发展和生态建设的广阔空间。2.3 项目建设的必要性项目符合我国农业产品结构调整的要求，是建设社会主义新农村的重要内容。大面积人工种植优选品种皂荚林，为皂荚产品深加工提供丰富的原料资源，且经济效益十分可观。建设皂荚林生态基地和产品深加工，是一项经济效益和生态效益同时兼顾的工程。本项目的提出符合国家的农业发展政策，对解决“三农”问题具有十分重要的意义。2.3.1项目建设是改善生态环境的需要项目建设地点水土流失严重，改善生态环境已成为当地经济、社会发展的根本。本项目强调生态优先原则，大面积人工种植优选品种皂荚林，对于涵养水源、防止水土流失、防风固沙、调节气候、减少自然灾害、改良土壤等都具有极好的生态效益；同时又为充分利用荒山荒地，营造既有良好防护效益又有极大经济价值的皂荚，对增加森林植被、防治水土流失、提高林分质量、改善生态环境，促进项目区经济发展和繁荣都是十分必要的。2.3.2项目建设是填补我省皂荚产品深加工市场空白的需要十五万亩皂荚林生态示范基地产品深加工项目，可以填补河北省皂荚生态经济的空白。该项目建设以增加林产品的有效供给为立足点，结合项目区的自然、社会、经济条件，实行基地化建设、定向化培育、嫁接、集约化经营、规模化生产、产业化发展，是河北省林业产业体系建设的重要组成部分，其实施将项目区林业生产力布局趋于合理，有利于提高林地生产力。2.3.3项目建设是调整地方产业及农村经济结构，调整种植业结构，推进林业产业化经营的迫切需要近年来，党和国家明确提出，加快农业和农村经济结构调整，积极推进农业产业化经营，统筹城乡经济，发展现代林业，努力增加农民收入，是当前经济建设中的重中之重，是全面建设小康社会的重大任务。河北省林业局已适时做出建设沿边沿坝千万亩防护林绿色屏障、平原区千万亩速生用材林基地、太行山及燕山千万亩绿化工程、浅山丘陵和平原区千万亩优质高效果品基地的重要决策，并已开始大力度推进，林业和林业产业正处于不可多得的重要发展机遇期。项目基地建设采用“公司+农户+科技”经营形式，使当地群众积极参与进来，不仅可有效改善生态环境，而且还可调整农业及农村经济结构，调整种植业结构，积极推进林业产业化经营,使当地群众的经济收入增加，生活水平得以提高。2.3.4项目建设是促进科技兴农、实现农村经济增长方式转变的示范目前，公司已与中国林业科学研究院、中国农业大学等科研机构达成合作，作为本项目科技支撑单位，通过项目实施，既可以把适用配套的先进科技成果转化为生产力，又可以改变项目区传统的皂荚种植方式和种植习惯，促进农村经济增长方式的转变，在当地及周边地区起到示范带动效应。综上所述，通过合理的资金和技术投入，采取高度集约经营的方式，以较短的经营周期大面积人工种植优选品种皂荚林，提供产品深加工可以缓解皂素市场供需矛盾，以满足国民经济和社会可持续发展对皂荚深加工的需求；有利于调整农村经济结构，促进地方经济发展，增加农民收入；项目建设可吸纳大批农村富裕劳动力,增加社会劳动就业,有利于社会的安定繁荣；也有利于国土绿化，增加森林覆盖率，改善生态环境，具有明显的经济、社会和生态效益。 造林技术措施有利环境保护的原则。在营造林的各个环节，避免采用可能导致水土流失或污染水源的措施。 测土施肥的原则。 依靠科技进步，科学管理，确保速生与质量，投资与效益相统一的原则。3.1.2地理位置本项目租用石家庄井陉县天长镇红土岩村和上坪村15万亩荒山、荒坡建设皂荚种植基地，进行皂荚林的种植及深加工。井陉县处于河北省西陲，太行山东麓，地理坐标为东径113-11418，北纬3742-3813。3.2 建设条件3.2.1 自然条件井陉县自然环境独特，该厂区地势平坦开阔，地质构造为第四冲积层，地层由上而下土壤为亚粘土，轻粘土河细中粗砂，地耐力为10-30吨/平方米，经勘探，地下未见不良地质现象。据国家地震局文件，该区地震基本烈度为六度。境内属暖温带半湿润大陆季风气候，降水主要源于东南季风，每年随季风到来的迟早与强弱，呈现年际和季节降水量变化。境内气温年际变化不大。历年来，平均气温为1.2；最热月平均气温21.8；平均最低气温-6.8；最大降雨量52.9mm；最大积雪深度22m；基本风压0.35kn/m2；基本雪压0.25 kn/m2；土壤冻结最大深度35m。皂荚是一种深根性多年生豆科乔木树种，皂荚树根系发达，耐旱性强，能在石灰岩山地及石灰质土壤上生长，在轻盐碱地上也能长成大树，具有良好的水土保持性能和固氮改良土壤的特点。我国南北气候均较适应，抗风力强，萌芽力极强，耐热耐寒耐污染，滇皂荚适应性非常广，在土壤深厚、肥沃、水利条件好的情况下更适合生长。3.2.2 资源、科技支撑条件河北宜合泰林木种植有限公司已经完成种植的1万多亩皂荚林，2011年秋季将进入初果期，加上计划完成的种植部分共计14万亩皂荚林基地，可直接为此深加工项目提供充足的原料资源。河北宜合泰林木种植有限公司以科技为先导，大力推进皂荚种苗培育嫁接技术的研究与开发，与国内众多科研机构和高等院校建立了长期的合作关系，掌握着皂荚种植和嫁接的最新科技成果，在国内皂荚研究领域处于领先地位。3.2.3 基础设施条件本项目位于井陉县苍岩山镇，水、电、道路、通讯等基础设施较为完善，基本上能保证项目实施的需要。1、供水情况水资源丰富，全区可用工业、 农业水井142眼，日供水能力达15万吨以上（2004年全年采水10 20万吨）；地上可利用水资源有绵右灌渠，年供水可达1020万吨；储备水库7座，可存储容量152万吨。2、供电情况县境内有装机容量11.5万千瓦的河北微水发电厂和装机容量为250万千瓦的华能上安发电厂，设计装机容量100万千瓦的张河湾水库抽水蓄能电站即将开工兴建。此外，境内还有9座水电站。井陉为冀、晋双网供电，可形成互补优势，境内有220伏变电站二座，容量为12千伏安，110千伏变电站二座，容量为10.3万千伏安，35千伏变电站7座，容量为6.33万千伏安，电网如脉周身，电源供应十分充足。3、交通情况井陉县交通极为发达。石太电气化铁路横贯全境，境内有9个火车站，6条铁路专用线，350个货位， 铁路总长182公里，铁路年发送量达1000多万吨。石太（307国道）公路连接东西，宜沙、平涉公路纵贯南北，是晋煤外运的主要通道，石（家庄）太（原）高速公路，在井陉境内有三个上下口，从北京、天津乘车走京深、石太高速公路，2个小时即可到达井陉。地方公路四通八达，出境路口15个，公路总长520公里，实现了乡乡通油路。年货运量1300万吨，日过境机动车辆2万余辆次，形成了纵横交错的铁路、公路网。4、通讯情况井陉县通讯设施先进，县内自动电话可直拔国际国内，可保障用户电报、电传、因特网等多功能通讯需求，实现了乡乡通程控，无线电视覆盖全县各个乡村，移动电话联网覆盖主要地区，有线电视覆盖全县。第四章
