do that. later, mr mandela allowed the prison guards to join us. he said they should not be stopped from studying for their degrees. they were not cleverer than me, but they did pass their exams. so i knew i could get a degree too. that made me feel good about myself.when i finished the four years in prison, i went to find a job. since i was better educated, i got a job working in an office. however, the police found out and told my boss that i had been in prison for blowing up government buildings. so i lost my job. i did not work again for twenty years until mr mandela and the anc came to power in 1994. all that time my wife and children had to beg for food and help from relatives or friends. luckily mr mandela remembered me and gave me a job taking tourists around my old prison on robben island. i felt bad the first time i talked to a group. all the terror and fear of that time came back to me. i remembered the beatings and the cruelty of the guards and my friends who had died. i felt i would not be able to do it, but my family encouraged me. they said that the job and the pay from the new south africa government were my reward after working all my life for equal rights for the blacks. so now at 51 i am proud to show visitors over the prison, for i helped to make our people free in their own land.a follower of bill gatesi have been a friend of bill gates for a long time. room served as a small reception hall for important vistors. later, catherine had the amber room moved to a palace outside st petersburg where she spent her summers. she told her artists to add more details to it. in 1770 the room was completed the way she wanted. almost six hundred candles lit the room, and its mirrors and pictures shone like gold. sadly, although the amber room was cnsidered one of the wonders of the world, it is now missing.in september 1941, the nazi army was near st petersburg. this was atime when the two countries were at war. before the nazis could get to the summer palace, the russians were able to remove some furnitures and small art objects from the amber room. however, some of the nazis secretly stole the room itself. in less than two days 100000 pieces were put inside twenty-seven wooden boxes. there is no doubt that the boxes were then put on a train for konigsberg, which was at a time a german city on the baltic sea. after that, what happened to the 建设内容本项目为xx市委党校校园改扩建项目,该新建内容主要是对校园内部分建筑进行改造和扩建。其中:新建校园门、主路(200m14m),新建食堂1671m2,改建报告厅(原礼堂)1784m2,维修图书馆1387m2,维修三栋宿舍楼3877m2。建设配套设施,购置相应教学、办公设备等。1.6 建设期限2009年1月2009年12月1.7 项目由来xx市市委党校创建于1949年6月,座落在市丁家牌楼43号,系老地委大院。担负全市科处级领导干部、公务人员和民主人士的培训轮训任务。常住规模600人,年均训练4000人以上。由于现在的教学楼、办公楼、学员宿舍楼大多为五十年代的苏联老式建筑,远不能适应当今时代的干部教育需要,也严重影响了党校培训轮训干部主阵地作用的发挥。且该校进校通道路窄弯多,商贸摊位占道经营、交通阻塞,安全隐患险生,脏、乱、差现象严重,致使学员进校学习,职工出入、外来人员办事路难走,车难行,门难进,与该市文明城市建设和校园内部环境极不协调,严重影响党校庄严肃穆的形象。鉴于以上原因,xx市委党楼拟对该校校门进行改址新建,对校园进行改扩建。2.2 项目建设的必要性党校作为党自己的学校,是适应党的事业的需要而逐渐成长起来的,是党的事业不可缺少的一个有机组成部分。党校建立以来,培训轮训了大批具有马克思主义理论修养的党的领导干部,使广大干部掌握了马列主义的基本立场、观点和方法,提高了分析、解决实际问题的能力和贯彻执行党的正确路线的自觉性,这就大大增强了党的自身建设,并为实现党的中心任务作出了重要贡献。其必要性主要体现在以下几点:(1)落实科学发展观,提高执政党的执政能力是历史赋予党校的光荣使命贯彻落实科学发展观,从世界观上确认“以人为本”的思想原则,必须从尊重文明发展的规律上体现。譬如科教兴国、人才强国、可持续发展三大战略。人才是现代教育的根本目的,也是国家发展壮大的终极依靠力量。不破除人才强国战略上的体制性障碍,就不可能真正使13亿人口的大国转变成为人才资源大国。可持续发展的重要目标就是要开发13亿人的聪明才智,造就资源能源节约、环境友好、人们善于自主创新的创新型国家。这三大战略实质上是“以人为本”思想的具体实现和逻辑展开,都是建立在人的全面发展和深度开发基础之上的。提高党的执政能力首先要从提高各级干部、特别是领导干部的素质上下工夫。政治路线确定之后,干部就是决定因素。党的路线方针政策的落实,关键在于不断提高各级领导干部的执政意识,最根本的就是要切实增强科学执政、民主执政、依法执政的意识。这些能力与素质的提高,一方面要在实践中学习锻炼提高,另一个重要方面就是要在党校学习提高。(2)办好党校是适应我们党所面临的国内外新情况、新特点的需要进入二十一世纪,我们党所面临的国内外形势复杂、任务繁重。从国际上看,经济全球化作为一个客观进程,具有两重性,西方发达国家力图主导经济全球化,发展中国家总体上处于弱势;西方敌对势力亡我之心不死,一天也没有放弃“西化”、“分化”我国的战略图谋,我们与西方敌对势力在渗透与反渗透、颠覆与反颠覆方面的斗争愈显复杂与尖锐。从国内形势看,进入二十一世纪,我们党面临着实现社会主义现代化建设第三步战略目标的繁重任务。完成这个任务有难度、有风险,在前进的道路上也不可能一帆风顺。国内外形势的新情况、新特点对于我们党来说,既是机遇,也有挑战,关键取决于我们党如何应对,取决于党的领导干部的素质和驾驭复杂局面的能力。而党校作为培养领导干部、提高领导水平和执政能力的前沿阵地,无疑应发挥重要作用。(3)办好党校是干部成长与实践的需要干部的成长,根本途径在于实践,同时也离不开理论武装,离不开对其系统地教育和培养。江泽民同志深刻指出:“历史和现实都表明,一个政党、一个国家,能不能不断培养出优秀的领导人才,在很大程度上决定着这个政党、这个国家的兴衰存亡。中国的社会主义事业能不能巩固和发展下去,中国能不能在未来激烈的国际竞争中始终强盛不衰,关键就要看我们党能不能不断培养造就一大批高素质的领导人才。”因此,办好中国的事业,关键在党,关键在人,在很大程度上关键在党校能否培养出忠诚于马克思主义、坚持走中国特色社会主义道路、会治党治国的政治家和高素质领导人才。这是事关党和国家长远发展的至关重要的战略问题。毫无疑问,作为培养忠诚于马克思主义、德才兼备的党员领导干部和理论人才的“三个阵地、一个熔炉”的党校来说,适应新世纪的要求,肩负起时代赋予的历史重任,责无旁贷,义不容辞。(4)项目建设是党校发展的需要随着改革开放的不断深入,经济建设的高速发展,综合国力的逐步强大,各级党校都遇到了前所未有的发展机遇和挑战。特别是中央10号文件下发后,各级党委十分重视党校工作,并实实在在加大硬件建设的投入,使各级党校办学条件得到很大改善,校园面貌发生了很大变化。面对新世纪党校教育发展的需要,抓住机遇搞建设,改建、扩建、新建校园校舍,已成为各级党校校委的一项十分重要的工作。且随着xx市委党校培训任务日益繁重,学员人数不断增加,目前党校接待能力和餐饮设施亟待改善,教学和会务设施尚未完全配套,因此实施校区改扩建工程是十分必要的。2.3 项目建设的可行性2.3.1 编制依据xx市委党校校园改造项目可行性研究报告于2008年11月由xx市委党校委托xx市投资咨询中心编制,经过现场勘察和充分调查,收集有关资料后研究论证完成。本报告主要以下列文件和基本资料为编制依据:(1)国家、省高等学校建设的相关规定; (2)国家建设部、计委、教委联合颁发的普通高等学校建设规划面积指标(建标1992245号);(3)xx市城市规划行政技术准则;(4)城市规划编制办法及城市规划编制办法实施细则;(5)xx市总体规划;(6)省、市对xx市委党楼设置的政策要求;(7)现行有关国家政策、法律法规;(8)项目单位提供的有关数据、资料和说明。2.3.2 编制范围(1)调查了解项目区内社会、经济发展状况,论证本项目建设的必要性和所具备的建设条件;(2)确定项目选址用地与总平面规划;(3)通过调查和测算分析,确定项目建设规模和工程技术初步方案;(4)估算项目总投资,提出资金来源与筹措方案,拟定投资计划和实施进度安排建议;(5)进行项目的综合效益评价;(6)从技术、生态环境各方面对项目建设进行综合评价,对项目可行性提出结论性意见和建议。2.3.3 项目建设基本条件(1)市委、市政府大力支持xx市委、市政府在听取学校对本项目的情况汇报后,给予高度重视,新任市委书记张文雄明确指示:一定要把党校建设好。把该项目作为xx市重点工程建设项目,同时在政府协调支持下,规划、土地、建设、城管、市政等部门紧密配合,给予项目建设大力支持。(2)项目单位重视为了搞好党校校园改造的建设工作,该学校领导层极其重视,成立了以校长为组长的领导小组,负责筹建、规划扩建的全过程,筹建工作有序进行,前期工作运作良好。(3)建设地施工条件好建设地地势平坦,土方量少,现有水、电等基础设施较完备,不需要进行 “三通一平”工作。同时该项目建设区域交通便捷,建筑材料进出方便。2.3.4 项目区基本情况(1) xx市基本情况(1)地理交通xx位于湖南省中南部,湘江中游。东邻株洲、攸县、安仁;南界永兴、桂阳;西接冷水滩、祁阳、东安、邵阳、邵东;北靠双峰、湘潭。xx市现辖5县、2市、5区,总面积1.53万平方公里,合153.10万公顷,总面积占全省土地面积7.23%,城区面积557平方公里,市区建成区面积为93平方公里,总人口720万,在全省各市、州中,幅员位居第7位。xx市是我国南方的重要交通枢纽,京广、湘桂线交汇于市区,境内通车里程250公里,有火车站33个。公路纵横交错,四通八达,107、322国道以及已建成的京珠、衡昆,已开工建设的京珠复线、吉邵(衡大段已建成)等4条高速公路贯穿全境。全市100%的乡镇、88%的村通了公路,通车总里程7643公里。其中,高等级公路3140公里,高速公路149公里。水上运输也很便利。湘江上溯潇水,下入洞庭、耒水、蒸水等一级支流四季通航。(2)综合经济2007年,全市实现生产总值823.51亿元,增长15.3%。其中第一产业增加值201.4亿元,增长4.1%;第二产业增加值335.43亿元,增长20.2%;第三产业增加值286.68亿元,增长17.3%。按常住人口计算,全市人均生产总值12287元,比2000年增长213.8%,翻了一番。近五年,是xx经济发展较快的五年,经济总量从2003年的432.34亿元,增加到2007年的823.51亿元,年均增长速度达到11.99%。经济结构发生明显变化,第二产业比重上升,2007年二产业占gdp的比重达到40.73%,比2003年上升5.23个百分点。一产业占gdp比重较2003年下降0.55个百分点。 (3)固定资产投资全社会固定资产投资完成227.9亿元,比上年增长28.3%。从产业投向看,第一产业投资3.4亿元,与去年持平;第二产业投资114.9亿元,增长52.4%;第三产业投资109.6亿元,增长10.8%,工业投入明显加大。全年工业完成投资114.9亿元,比上年增长53.3%。其中制造业完成投资82.1亿元,占工业投资的比重为71.5%;电力、燃气及水的生产供应业完成投资8.5亿元,占工业投资的比重为7.4%。社会事业和基础设施投资均有大幅度的增长。房地产开发投资稳步增长,全年完成投资额23.5亿元,增长41.7%。(4)人口和人民生活2007年末,全市户籍人口728.83万人,其中城镇人口300.43万人,增长11.8%;乡村人口428.45万人,下降6.4%。人口出生率11.32,人口死亡率6.32,人口自然增长率5.00。城乡居民生活继续得到改善。2007年xx市全部职工年平均工资17673元,月平均工资1473元。城市居民人均可支配收入10681元,比上年增长16.54%;扣除物价因素,实际增长10.7%。农民人均纯收入4885元,增长14.53%,实际增长8.8%。城市居民人均生活消费7608元,比上年增长15.3%,扣除物价因素,实际增长9.5%;农村居民消费3554元,增长14.02%,实际增长8.5%。2.3.5 可行性研究报告其它详细内容见下面各章节。第三章 承担单位基本情况xx市委党校是1983年随地市合并由原地委党校和原市委党校组成。两所党校都相继组建于1949年,历经从干部培训班、革命干部学校到党校的发展历程。文化革命期间,两校遭到冲击,先后停办。后改为xx地区毛泽东思想学习班和xx市“五.七”干校。到1977年3月相继恢复党校。xx市委党校坐落在xx市雁峰区丁家牌楼43号,校园系原地委大院。占地158亩,总建筑面积55000平方米,其中有学员宿舍246间,13716平方米,教室18间,1080平方米,礼堂1430平方米,食堂384平方米,图书馆面积1387平方米,藏书11万册,建有中央党校远程教学c级站和多媒体教室,配有电脑65台,主体班的教学全部采用现代化和多媒体手段,院内建有新老教职工宿舍215套,约21000平方米。近几年,市委为加快党校发展,整合干部教育资源,实现干部教育规范化,决定做大做强党校。1994年11月14日,市委常委研究决定,市委党校加挂“xx行政学院”牌子,把培训国家公务员任务划入党校;2005年市委常委决定,市编委(2005)8号文件批复,在市委党校又加挂“xx市社会主义学院”牌子,将民主党派、无党派代表人士等非党干部培训任务划入党校。至此,市委党校办学体制实行“一校两院”制。校(院)具有训练600学员的办学规模,开办有县干班、科干班、中青班、党外干部班、妇干班、团干班、企业干部班等各种轮训班和培训班,年训练干部600-700人;此外,每年还接待了市直各部门办的大量的短期班,有效发挥了培训和轮训干部的主阵地作用。xx市委党校(院)实行校(院)委负责制,市委领导兼任第一校长。校委班子有5名领导人员,即校长1人,副校长3名,经委书记1人。全校(院)共144人,其中在职80人,离退休64人。校(院)内设机构16个,其中:行政教学辅科室13个,党群机构3个,下设三个二级机构。2006年9月25日省编委下文“同意我校(院)落实为大专体制,机构规格为副厅级”。内设党政管理处室5个,教学、教辅机构9个,均为副处级部门。由于市委、市政府高度重视党校建设和党校工作,在市委第一校长的直接领导下,校委一班人带领全体教职工认真做好党校工作,近几年无论是硬件和软件建设都有长足进步。教学工作的整体实力在全省同级党校中名列前茅,先后分别获全党校教学比赛一、二、三等奖;科研工作立足xx实际,探讨改革开放中的热点、难点问题,每年在中央和省报刊发表大量文章,每年参加全省党校理论讨论会送评和获奖文章均列第一,并获得全省党校科研组织奖先进单位称号;函授自1987年开办以来,本、专科和研究生在校学员达4400人,先后评为中央党校优秀函授学区和全省优秀学区;行政后勤注重管理,做好绿化、美化、净化和亮化文章,先后被授予市级园林式单位、省级园林式单位称号;精神文明建设和思想政治工作效果明显,先后被市委授予“学习邓小平理论”先进单位、精神文明建设先进单位;党建工作连贯四年评为市直机关先进单位;校机关党委评为先进机关党委,文书档案工作连续四年评为全市先进单位,计划生育、劳资统计分别评为先进单位。第四章 建设规划方案4.1 建设目标xx市委党校的总体发展目标是将该校建成全省一流,湘南唯一的现代化、高起点、综合性高等政治学院。4.2 建设规模xx市委党校校园近期规模为400人,远期规模为600人,规划用地规模为10.4公顷。4.3 规划理念与原则(1)时代的校园提出时代的校园环境,体现环境空间也是“教室”的教育理念,传达了党校不仅是传授知识的教学设施,更是提高政治修养、陶冶政治情操、激昂上进斗志、全面发展身心健康的整体环境的设计理念。(2)生态化校园以自然生态意识为指导,尊重地形地貌及生态环境,人与自然共存,因地制宜,充分利用现有地形、地貌、水塘、原生植被使人工建筑与自然环境相融合,突出建筑群布置的层次感,营造高雅文化氛围,富有亲和力的校园环境,同时加强校园环境景观的配套设施,充分体现校园的生态化。4.4 总体构思4.4.1规划构思与立意(1)生态景观的保护和利用:校园北面的湘江风光带,校园良好的植被条件及两个“接天绿叶无穷碧,映日荷花别样红”的荷塘为场所特征,充分保留和利用基地原始的地貌特征,强化基地的景观特征,延续校园绿脉、水脉与文脉,构筑校园的视觉通廊、景观主轴。(2)连续性和整体性:本项目充分利用湘江风光带为大背景,在校园的东北角规划一个主入口,主入口开口于湘江南路,主入口道路中央规划绿带,并延伸至综合楼,将校园绿景与湘江风光带连接起来,形成校园的主轴线,串联校园新旧部分,将两者融合为一个整体。(3)为突出党校的特色,除采取传统的绿化设计手法外,还根据它的特性进行景观设计。在校园教学、行政办公区及宿舍区结合绿化布置一些报刊亭、宣传栏等小品,以宣传党的路线方针政策和弘扬社会正气为主题,这样既可丰富校园景观,又可烘托党校的政治氛围。4.4.2统一规划,分期实施学校分三个步骤分期完成规划建设,这样既有利于资金的运转又有利于在短期内形成校园的新风貌,体现出新校园的人文氛围,三个步骤为:第一步:新建、改建在保持学校原有运行状况不变的情况下,首先将代表整个校园区形象的主入口及其入口广场建立起来,它是整个校园的标志;然后装修礼堂改建为报告厅。第二步:装修装修校园南面的两栋宿舍,改善其配套生活设施,以满足学校扩招的需求。第三步:拆除、新建、装修首先拆除原有的食堂,在次入口吃上新建一处面积为1200-1300平方米食堂,然后装修综合楼。生态环境建设是与校园改造的各阶段同时进行,逐步完善,特别重视景观水系的改造。它不仅成为了整个校园的“绿眼”,还可以在校园建设的过程中参与协调土方平衡(其形状可在建设过程中根据土方平衡情况进行局部微调);既节省建设资金,又真正体现了规划中的弹性概念。4.5 规划布局4.5.1规划结构本项目充分利用现有教学设施,根据现有设施整合为主入口广场区、教学区、行政办公区、后勤服务区、学生宿舍区、教师生活区。(1)主入口广场根据现状地形地貌及交通条件,在校园的东北面规划一个主入口,并向北延接湘江南路,从湘江南路沿坡而上至校园开阔处对称布置两个绿化广场,与入口处的校门构成党校的景观风貌区和对外展示宣传的一个重要窗口。(2)教学、行政办公区教学位于校园中部,独立的三栋二层楼房作行政办公楼,其西面的四、五层楼房作为科研楼,综合楼作为教学楼,原礼堂改建为会议报告厅,经改造后形成功能完整的教学、行政办公区,是校园的核心功能区。主入口及其广场区和教学、行政办公区均采用严谨的对称式布局,这样有利于烘托党校严谨务实的校风。(3)学生宿舍区学生宿舍区位于校园的东南面,即现有的四层和五层楼房维修改为县干宿舍楼、科干宿舍楼。宿舍楼与教学、行政办公之间由大片的绿化分隔,形成相对独立的区域,同时保留宿舍东侧的图书馆,方便学生使用。(4)后勤服务区后勤服务区主要包括食堂和一些运动场,规划拆除原有食堂,在接近现在的入口处规划学生和教师食堂并利用现有的入口作为校园的后勤入口。另在食堂与报告厅之间的空地规划篮球场及羽毛球场,规划力求使校园成为陶冶学生品性情操,身心全面发展的生活家园。(5)教师生活区教师生活区位于校园的北面,本次对教师生活区的规划重点在环境整理,一方面理顺入户交通,方便住户出入,又满足消防要求,另一方面充分利用现有的生态资源,把两个荷塘进行贯通,并抬高水面,营造“荷塘月色”的美景。4.5.2道路交通组织(1)道路系统校园机动车交通以不干扰教学、生活为原则进行组织。校园路网采用环形车行路网,既组织校园的车行交通,又合理将校园进行分区。其余则以步行交通为主,主要延伸至校园的每个角落,做到车行与人流互不干扰。规划结合现有的湘江南路,在校园的东北面设置主入口,现有的入口作为次入口,同时是满足食堂、锅炉房物品运输的后勤入口。校园环形主路红线宽11m,中间4m的绿化带,连接校园主次出入口,并联系各功能区,校园步行道系统则根据人流特征定宽度,有宽有窄,自由灵活。(2)静态交通规划在出入口附近设置停车场将主要的车流截流,根据需求配置相应规模的停车泊位。4.5.3绿化系统重视保护和发展基地原有的生态系统,力求在绿化建设方面,与基地生态相融,基本上保留了原有绿地、树木和水系,形成有源、有脉、来去分明的生态景观。用带状的道路绿地和水系加以连贯,形成点、线、面相结合,多层次的绿化系统,不经意之间使人在工作、学习、生活与休憩的过程中享受处片片绿意。在植物种植上应注重乔、灌、草结合,高、中、低有序的搭配,常绿与落叶按比例协调,形成和谐、丰富而具有极高生态价值的绿色生态系统。结合现状延伸主入口的林荫道至综合楼,串联行政办公区及教学区。4.5.4空间景观在重视校园文化物质的景观设计同时,强调形成以校主轴线为引导的空间景观及校入口广场、水系绿带,并通过几何式和自由式构图方式,努力创造一个生态型、公园化的校园环境。整个校园形成“两轴”的景观构架,贯穿新旧两部分。主轴:从校园主入口引绿到绿化广场,由行政楼前的林荫道延伸至综合楼在,由综合楼转折向西北至后勤服务区,综合楼成为主轴线对景,成为景观节点。辅轴:从校园次入口经食堂、综合楼之间直至报告厅,报告厅是辅轴上的对景点和障景,报告厅后是具有高差的涓涓而流的水系。主轴与辅轴成为校园空间的联系纽带,将校园组织为完整的网络系统,突出表现了校园文化及生态环境这组永恒的主题。在人文景观的塑造中,结合绿化布置大量报刊亭、标语牌、宣传栏,体现党史校的特征文化。4.
