其中：发酵床猪舍70000平方米；辅助用猪舍33000平方米；饲料加工厂3000平方米。共计分三期投资：第一期，建立2400头能繁母猪的良种种猪繁育场和10万头无公害标准化发酵床生态商品猪的养殖场，预计工期1年年半；第二期工程：公司+基地养殖基地及优质饲料加工厂，预计工期1年半完工，第三期工程：生猪屠宰冷链肉食品加工运输肉制品深加工自营菜篮子便利店销售（国际电子商务）肉制品出口，预计2年时间完成。公司有信心在未来的5年里发展成为我市乃至全国的农业产业化重点龙头集团企业。公司将按照尊重知识，尊重人才，向管理要效益等管理方法进行经营活动。同时争取各级政府领导的大力支持。二、项目建设的意义及背景（一）、项目提出的背景随着人民的生活水平不断的提高，无公害生态优质肉猪的发展迎来了全面发展的黄金时期，由于我国大部分地区在整个肉食品结构中传统上以猪肉为主，国内市场上优质无公害生态廋肉型猪肉销售将呈现巨大的市场空间，况且中国加入世贸组织以后，更为我市的生猪养殖发展带来无限商机，自2006年起国内市场猪肉价格普遍上扬，并且一涨再涨的现象，就是这种商机初现的很好证明；同时也表明，长期困扰我国广大农民养猪低效，猪肉市场长期低迷的不利态势已经过去，而规模化标准化的无公害型生态养猪将在未来的市场中立于不败之地。根据党的十七大会议精神，大力发展扶持畜牧业向规模化科学化标准化无公害生态型养猪企业。为落实党的十七大会议精神和国务院办关于促进生猪发展稳定市场供应的意见，在安徽省肥西县建立一个以十万头无公害型生态商品猪的养猪场，以解决合肥市及周边大城市的菜篮子问题。（二）、项目经济及社会必要性评价肥西县位于安徽省的中部，属于江淮流域之间，东临巢湖，西接六安，南望舒城、庐江，北邻长丰、寿县。总面积1961平方公里，全县耕地面积为90万亩。全县共有14个乡镇、2个管委会，共辖村295个，居委会29个，社区10个，总计334个基层自治组织，总人口88.9万人。肥西是全国商品粮基地县，全省蚕桑生产十强县。全县拥有a级以上景区10家、星级“农家乐”39家、国家4a景区1家、全国农业旅游示范点1处。2008年接待游客110余万人次，实现旅游综合收入8.5亿元，县城距合肥市中心仅15公里，全省第一家县级工业园区-桃花工业园为国家级经济技术开发区是合肥经济技术开发区的一部分。交通便捷，沪蓉、合宁和合六高速公路以及206国道、312国道、合铜公路穿境而过，宁西铁路、合九铁路贯穿全境，骆岗机场距县城12公里，正在建设的合肥新桥国际机场也落户该县高刘镇。派河、丰乐河经巢湖通达长江，铁路、公路、水路、机场构成了四通八达的立体交通网络。县内电力充沛，通讯发达，基础设施配套完善。“129”工业平台（1个省级工业园、2个合作园区、9个乡镇工业聚集区）设施完善，总体规划面积90平方公里，建成面积50平方公里，已纳入合肥市总体发展战略，享受省城相关优惠政策。自2007年，重点打造两个安徽最大的特色产业园区，即20平方公里的汽配产业园、10平方公里的合肥长安家电产业园，园区基础设施基本建成，与周边的国家开发区实现全面对接。肥西年生产总值122亿元、财政收入12.5亿元，均居全省第二位；完成固定资产投资96.8亿元，规模以上工业产值155.3亿元，新增规模以上工业企业53家，总量均居全省第一位。全县规模以上工业企业已增加至137家，其中亿元以上企业达22家，桃花工业园成为全省首个工业产值超百亿元县域工业园，为肥西持续快速发展提供了不竭动力。肥西人民围绕“工业强县、农业富县、三产活县、开放兴县”的发展思路，坚持加快发展与深化改革相结合、整体推进与重点突破相结合、行政推动与市场运作相结合、发挥内力与借助外力相结合，以招商引资为抓手，大力推进科技、产业、体制、环境四个创新，努力将肥西建成全国重要的汽车产业基地，全国重要的家电产业基地，华东地区重要的优质农产品供应基地，全国重要的现代化航空物流城，中国中部第一苗木花卉城，省会都市圈中交通便捷、环境优美、宜商宜居的现代化“卧城”，长三角地区重要的乡村旅游休闲度假后花园。而合肥市总人口600余万，年人均猪肉需求量40公斤全年需求总量达24万吨。生猪来源严重不足，由于近年来粮食流通渠道通畅，农民的个体养猪积极性不高，加之全市范围内的规模养猪企业很少，全市生猪年出栏量仅15万头左右，按出品率70%计猪肉才有10万吨左右。因此建造一个大型的养猪场是很有必要的。（三）、项目经济，技术可行性分析第一、地理优势突出。肥西位于长三角洲的安徽省中部地区，气候温和，四季分明，日照充足，降水充沛，日照时数较长，无霜期170-220天，平均气温27，7月分最高。合肥市距离南京市90公里，可辐射周边上海市，杭州市及长三角洲的各大城市，交通发达，且北有山东，左有河南、湖北，下有江西，为商品猪的外运和销售提供了有效的运输保障。第二、饲料来源广，劳动力资源丰富。合肥市是农业大市，土地肥沃，素有鱼米之乡之称，五谷丰登，年产粮食500余万吨，适合种植各种优质牧草；全市总人口600余万，富余劳动力充足。第三、服务体系功能健全，群众基础牢固。据合肥市农林牧业局统计，2007年下半年，我市生猪开始止跌回升，规模养猪场年出栏量15万头，年累计上市猪肉1000万公斤，占本市总需求量的41%左右。缺乏龙头企业的引领。政府也感觉到生猪市场有着巨大发展空间，实施了一系列的招商引资举措进一步推动养猪事业的发展，服务功能健全，我市各级地方政府积极引导和帮助养殖场（户）争取国家和省政府生猪扩繁场建设，生猪标准化规模养殖建设等项目的资金支持，同时市政府又制定关于促进现代高效农业发展的奖励办法，规定新增养肉猪1000头以上种母猪存栏20头以上每头由市政府奖励50元，同时对新投资300万元以上的养猪企业按照国家标准利率由市财政给予2-3%的贴息补助，并对于生猪进行保险。较大程度地调动了养猪业的积极性。第四、新式养猪业具有较高起点。长期以来由于基层畜牧工作人员的长期努力，特别是市场经济大潮的冲击，科学养殖观念，良种良法，市场销售，投入产出效益及电子商务和生猪的期货市场的形成，促进了无公害生态规模养猪业的大力发展。三、项目产品及市场需求分析（一）、项目产品分析该项目的主要产品有：1、用长白猪作父本，大约克猪和太湖猪作母本，繁育的二元杂交母猪留种，公猪育肥，将选育的二元杂交种母猪与饲养的杜落克猪为父本进行三元杂交。2、用长白猪和大约克侠猪作父本，杜落克猪做母本，繁育的二元杂交母猪留种，公猪育肥，将选育的二元杂交种母猪与饲养的杜落克猪大约克侠猪和长白猪为父本进行三元杂交。两种杂交组合所产生的三元商品猪都具有生长周期短，饲料回报率高，廋肉率高肉质好等优点，其中第二种杂交组合的二元母本具有抗病力强，耐粗料饲养，繁殖率高及母性强等优点，所生产的三元商品猪肉味道鲜美，深受消费者的青睐。同时还养殖1万头新淮猪（即黑猪），该品种，属于本地传统猪种，虽然生长期长但肉香极具“土”味，其价格要高出杂交猪的一倍以上，专门销往高级宾馆酒店，深受合肥消费者喜爱。（二）：项目产品的市场调查分析根据调查，我省生猪存栏量1800万头，能繁母猪196万头，去年生猪出栏量2800万头，居全国第九位，我市年猪肉需求量初步调查，约需24万吨。2005年以来，疑难猪病层出不穷，给广大养殖户（场）带来了灭顶之灾，而2006年市场的疲软和高热病的爆发，使我市乃至全国的养猪业达到了低谷，广大养猪户谈猪变色。而这一切无不与养殖观念，养殖规模，科学防疫及商务信息相关。到目前为止，现有年出品猪肉仅10万吨，尚存在巨大缺口。面对当前大好的形势和国家政策的大力支持，本公司在肥西县范围内建设一座10万头头养猪场是可行的。四、项目建设总体方案设计（一）、建设规模建设一个年出栏10万头肉猪的养猪场，需饲养：养存栏公猪215头，后备公猪20头，生产母猪5358头，后备母猪540头，哺乳期仔猪10000头，保育猪10000头，生长育成猪33000头。（二）、具体建设内容1、工厂化养猪场的规划设计主要依据饲养工艺，目前普遍采用以“周”为节拍的全进全出的饲养工艺。根据饲养周期和方法的不同，本公司将采取以下流程及特点。（1）、限位四阶段饲养空怀母猪配种怀孕分娩保育生长育成母猪单体限位饲养4周5围5周11周。工艺特点：怀孕母猪单栏限位密集饲养，便于管理，母猪不争吃打斗，减少应激和流产，比怀孕母猪小群栏饲养节约建筑面积；分娩栏按6周设计。分娩母猪提前1周进入分娩栏，分娩哺乳4周断奶，出栏后空栏1周对栏舍清洁消毒，有利于卫生防疫；保育栏按6周设计，饲养5周，空栏1周清洁消毒。（2）、生产流程本养猪厂以“周”为生产节率，全进全出，采用工厂化流水作业均衡生产方式，全过程分为四个生产环节，按下列工艺流程图形进行：、待配母猪阶段：在配种舍内饲养空怀、后备、断奶母猪及公猪进行配种，每周配种的母猪，保证每周有106头母猪分娩。妊辰母猪在妊辰母猪舍内定栏饲养，在临产前一周转入产房。、母猪产仔阶段：母猪按预产期进入分娩舍产仔，在分娩舍内四周（临产出一周，哺乳三周），仔猪平均21天断奶。母猪断奶当天转入配种舍（先在运动场饲养3天），仔猪原栏饲养7天后转入保育舍，如有母猪产仔少，哺乳能力差等特殊情况，可将仔猪寄养过哺并窝，这样可以使哺乳的母猪可提前转回配种舍等待配种。、仔猪保育阶段：断奶7天后强弱分群，仔猪平均两窝并一栏，转入仔猪保育舍培育至8周龄转群，仔猪在保育舍内饲养四周。、肥猪饲养阶段：8周龄仔周由保育舍转入肥猪舍饲养15周，预计饲养至23周龄左右，体重达100公斤出栏上市。（3）、防疫措施遵守兽医临床技术操作规程，建立良好的卫生防疫制度，适时进行免疫程序，搞好消毒工作，进行预防用药及保健措施。（三）、规划设计1、场址选择场址的选择对猪场的饲养至关重要，主要考虑到了以下几方面。（1）、本公司着眼于长远规划，成为城市菜篮子工程的一部分，选址在肥西县丰乐镇。本公司将无公害生态养猪场建立在安徽圣科生态农业产业园内。（2）、水、电、交通等因素，日用水量达125250吨，猪场的装机容量较大，一般为700800kw，每天进出的饲料、粪便、生猪等约200吨，交通便利可减少运输成本。本养猪场均符合上选条件。（3）、卫生防疫。保持良好的卫生防疫条件，场址选择在地势较高、地形开阔、通风良好的地方，同时又远离居民区和医疗机构、屠宰场等场所。2、功能区域规划设计本猪场总体布局主要从立体卫生防疫体系和生产管理的角度出发，办公区和产业园办公室并列设计。生产区主要包括：各种生产猪舍、隔离舍、消毒间、兽医室、药房、值班室和饲料间等，生产区与其他区隔离，完全封闭，外来的人员、车辆、物资必须经严格消毒检验方能进入。为了减少污染，根据当地的常年主导风向，将把办公生活区置于上风向或侧风方向。3、生产区建筑规划设计（1）、本公司在进行猪舍建筑规划设计时，进行猪舍的平面设计时，按工厂化生产工艺的流程，计算出各生育时期猪的饲养数量、围栏数量，再进行平面设计。猪舍全部建设在养鱼塘埂上。本养殖场计算如下各生育时期猪头数量采用sew饲养工艺缩短了哺乳时间，每头母猪的年生产胎数得到提高，约为2.3胎年（一般工艺2.1胎年），年出栏10万头肉猪，需生产母猪数量为：5358头。计算方式为：按损耗比为仔猪92%，断奶猪98%，即10000092%98%=110914，需110914头2.3胎年9头胎=5358头（育成猪和商品猪的损耗比例为92%，98%）。取5358头（其中：92为乳猪成活率；98为仔猪成活率）比一般饲养工艺少饲养510头母猪。按5358头母猪计算，全场需配养公猪215头（一般本交水平公母比为1：25）。每周产仔胎数：5358头2.3胎头52周237胎，。即每周有237头母猪配种，237头母猪产仔，每周产仔头数：237头9头胎2133头。每周上市肉猪：2133头92981923头。全年上市肉猪：521922100000头。、围栏数量a）公猪栏：215栏，每栏面积5.04m2（2.4m2.1m）。b）单体母猪栏：总生产母猪数分娩舍母猪数5358+5
