项目背景及建设必要性一、项目背景某位于河南省东部,黄河故道南侧。东临京九沿线重要城市商丘,西壤七朝古都开封,南望重镇周口,北接“牡丹之乡”荷泽,陇海铁路、310国道、商开高速公路横贯全境。某具有悠久的历史和灿烂的文化,是文哲大师庄周和南朝才子江淹的故里,中州四大名寺之一的白云寺、春秋时齐恒公九会诸候的“葵丘会盟台”就座落在这片古老的土地上。全县辖18个乡(镇),84.4万人口,525个行政村,县域面积1222平方公里,其中耕地面积115.4万亩,背河洼地25万亩,素有“泡桐之乡”和“葡萄王国”之美誉。是全国首批平原绿化先进县,全国建设示范区、全国优质棉花、优质苹果生产基地,是河南省产粮大县,2008年,年产粮食65万吨。是一个典型的农业大县、工业小县、财政穷县。近几年来,随着社会主义市场经济的发展,由于政府对养猪生产支持力度的加强,某某的养猪产业出现了良好的发展势头。全乡拥有l00头以上养猪大户196户,闫道口村被列为市级生猪养殖专业村,呈现出了产业化、规模化、生态化的态势,使生猪养殖呈现出周转快、效益高等特点。该乡已连续几年出台了一系列奖励政策,鼓励养猪大户进行规模化生产。较大地调动了养猪户的积极性。全国生猪生产形势总体向好。猪肉是我国民众最为喜爱的肉类之一,占国内肉类消费量的比重超过6成。作为世界最大的猪肉生产国,我国基本上是自给自足。今年猪肉生产达5970万吨,猪肉产品占世界总量的一半以上。然而人均猪肉消费量33.8千克,仅略低于香港地区、欧盟和台湾地区。近几年来,我国生猪生产质量稳步提高,规模养殖发展迅速,散户养殖稳定增长。畜牧业扶植政策推动产业发展。国务院、农业部、商务部、财政部等有关部门纷纷出台包括“补贴、保险、贷款”等各个方面的政策措施推动养猪生产,希望通过宏观调控平抑居高不下的猪价。例如这两年的能繁母猪补贴政策、能繁母猪政策性保险等。为推动生猪产业健康发展,我国还陆续出台了生猪大县奖励政策、生猪良补政策、生猪标准化规模养殖政策、良种繁殖我国大量进口猪肉的可能性不大。中国是一个生猪的生产大国,近十年来,我国的综合猪肉生产增长率为每年5.1%。目前仍然是出大于进,大量进口生猪的可能性不大。据海关统计,中国也一直进口一定数量的猪副产品,也有少量猪肉进口。受国内旺盛需求影响,今年以来广东省猪肉进口持续高速增长,进口价格保持平稳。2011年生猪市场前景光明今后的供需矛盾将朝缓和的方向发展,考虑物价上涨因素的影响,生猪价将呈现走高的发展态势。虽说事事难料,但今年的行情是有波动性的,养殖的利润空间越来越小,健康环保养殖不失为一条出路,养好准赚钱!国家对家禽、水产等养殖业的扶植力度以及我国民众肉食消费的结构性调整都将对猪肉需求产生影响,这将对生猪养殖和猪价走势产生较为深远的影响。 总体上看,2011年生猪的养殖与供求形势仍看好,预计新一轮的盈利周期又将到来。三、项目建设必要性(一)有利于加快资源开发,促进养猪业的快速发展。该项目的实施,将通过资金技术的投入,把传统的简单、粗放养殖向优质、高效、生态、规模化养殖转变,促进生猪养殖业的快速发展,加快现代畜牧业发展进程。(二)有利于农业结构调整,促进农业的可持续发展该项目的实施,变粮经二元种植模式为粮经饲三元模式,将大大推动农业结构调整;同时生猪养殖过腹还田,不仅为农田提供了大量的有机肥,减少了化肥施用量,降低了种植业生产成本,提高了粮食产产量提高种粮的比较效益,形成以农养牧,已牧促农,农牧发展的良性训环,促进社会主义新农村建设。(三)养猪业的发展,将有效带动屠宰、肉类、奶类和皮革加工业和第三产业的发展,实现产业延伸,扩大就业机会,富裕了农民,增加的地方财政收入,为农业和农村经济的发展注入了新活力。第三章 市场需求预测 我国生猪产业经历了2007年和2008年的大幅波动之后,在2009年下半年开始出现可持续的向上发展的势头。从猪肉价格来看,自2009年6月中旬开始,我国猪肉价格已经从2008年的连续下调当中开始止跌反弹,到2009年第三季度猪肉价格已经出现了持续十多周连续上涨,从第四季度开始,节庆消费市场的启动对猪肉价格的上涨会起到强烈的支撑作用,猪肉价格的上涨会使生猪行业的利润趋于正常水平,为生猪行业新一轮的上升周期提供基础。从猪肉供给市场来看,一方面,自2009年2月开始,我国规模以上屠宰企业的生猪屠宰数量从月度环比数据来看,总体呈现向上的趋势;从月度同比数据来看,更是比2008年的屠宰量出现大幅的增长;另一方面,2010年1-10月中国生猪存栏数量与2009年年底相比基本维持平衡,但能繁母猪存栏数量则出现连续的下降趋势,下半年生猪供给将存在一定的压力,促使生猪产业走出过剩的局面。 从以上数据来看,我国生猪产业有望于2011年迎来新一轮的上升周期,在配合2010-2011年全球经济逐渐走出泥潭和我国经济率先回暖的大背景下,本轮生猪的上升周期有望比以前来的更加的迅猛,也给生猪投资提供了更大的保障和机遇。近年来,随着人们饮食结构的变化,国内外对生猪的需求量不断上升,发展生猪养殖业具有广阔的发展前景。生猪价格快速大幅上涨,带动其他畜禽产品价格持续上扬,对城乡居民生活和宏观经济运行产生了一定的影响,引起了社会广泛关注。我国畜牧业生产由最初全国各地的分散生产,逐渐向适宜生产区域集中,目前,已基本形成以长江流域、中原和东北为中心的生猪产业带,以中原和东北为主的生猪产业带,以中原、西北牧区、西南地区以及内蒙古中东部及河北北部为主的肉羊产业带,以东部省份为主的禽肉产业带和以山东、河北、河南等中原省份为主的禽蛋产业带,以东北、华北及京津沪等城市郊区为主的奶业产业带。畜产品集中化程度进一步提高。 建设规模一、建设规模确定的原则和依据建设规模确定的原则:示范带动作用强,可操作性强,建设标准高,资金投向正确,经济效益显著,依据投资总额和项目主要建设内容,确定建设规模。二、建设规模1、建设育肥猪舍10栋,5000平方米;2、建设配种猪舍5栋,2500平方米;3、建设保育猪舍5栋,2500平方米;4、饲料用房300平方米;5、办公用房等600平方米;6、年存栏育肥生猪2200头。第五章 项目选址和建设条件一、选址原则与要求建设地点选址在距村镇居民区较远的某某闫道口村西1000米,这里交通便利,水电齐全,无工业“三废”及农业、居民生活、医疗废弃物污染,符合环境保护、兽医防疫条件要求。二、项目建设的有利条件(一)自然条件优越。某位于河南省东部,商丘市西翼,地处黄河大冲积扇平原,属淮河流域,地势由西北向东南微倾,地理坐标为1144911528,北纬34313452,地理位置优越,交通便利,地域广阔。东邻商丘市,西壤古都开封,北接“牡丹之乡”山东省菏泽市,南望中原重镇周口,陇海铁路、连霍高速公路、310国道和省道s324线横贯全境,民菏公路、民太公路纵穿南北,全县行政村实现了村村通油路的目标。某地处暖温带,属大陆性季风气候。年平均温度14.1,年均降水量681.6,无霜期213天,日照时数2365小时。全县土壤类型主要有沙土、两合土、淤土等。优越的自然地理条件,适宜多种农作物生长,是河南省产粮大县、国家优质棉基地县和国家平原绿化高级达标县。某辖18个乡镇,525个行政村,县域面积1222平方公里,耕地面积115.4万亩,总人口84.8万人,其中乡村人口65万人。某是一个传统的农业大县,土层深厚、土种较多、气候温和,适宜多种农作物生长,逐步形成了以小麦、玉米为主的粮食作物和以棉花、花生为主的经济作物的种植状况。2008年,全县粮食总产量561570吨,油料产量88267吨,棉花产量25117吨。(二)饲草资源丰富。某是典型的农业县,每年小麦、玉米种植面积达百万亩,年产农作物秸杆120万吨,开发潜力巨大。农田林网80万亩,林木覆盖率27.6%。横贯东西的黄河故道留下20多万亩背河洼地,天然杂草品种繁多。东西长26公里,南北宽2.5公里的申甘林带,是目前亚洲最大的人工防护林,浓荫如盖,各种树叶产量高,并形成了五万余亩林间林内草场,这些为草食家畜的发展奠定了坚实的物质基础。(三) 区位优势明显。某区位优势明显,连霍高速、310国道、陇海铁路横穿全境,东距全国交通大动脉京九线仅45公里,西距全国交通另一大动脉京广线150公里,某与通往全国各大城市、港口的高速公路连接,距连云港3个小时路程,距郑州机场1个小时的路程,距北京、上海7小时路程,公路交通非常便捷,“村村通”工程的实施,使县乡村公路网络四通八达,为畜禽及其产品外运提供了有效的运输保障。(四)水电管网完善。项目建设区地下水资源丰富,水质良好,引黄干渠流经项目,为场区建设生产提供了充足的水源。全县年供电量2亿千瓦时,新建了一期2600mw发电机组的国家大型发电厂。现有110千伏变电站2座,主变容量12.6万千伏安,35千伏变电站10座,主变电容量8.495万千伏安,35千伏线路138公里,10kv线路2132公里,400v线路3624公里,城乡电网改造后,确保了工农业生产和居民用电的正常使用,提供了供电可靠性。(五)生猪养殖基础好。猪肉市场价格始终在高价位运行,养殖效益好,群众发展养猪积极性高涨。(六)政策环境优越。县委、县政府把畜牧养殖业作为振兴我县农村经济的主导产业来抓,先后出台了一系列扶持政策和激励政策。一是规模养殖小区(场)建设用地视为农业用地,用电执行农业电价;并做到水、电、路“三通”;二是在资金上提供支持,金融部门优先为养殖企业提供贷款,县政府对新建标准化养殖小区除执行上级的优惠政策外,另奖励现金1万元;三是对畜禽或畜产品市场流通减免各种税金;四是购置饲料加工设备享受国家农机补贴政策,为秸秆养畜的发展提供了优越的政策环境。 (七)劳动力资源充足。全县劳动力资源49.5万人,其中农村劳动力43.5万人,每年新增劳动力5000多人,我县农民素有饲养生猪的传统和经验,为项目建设提供充足的饲养、购销、管理等方面的劳动力资源。四、项目与当地环境的互适性分析养畜项目是一项利国利民,保护生态环境,促进农业可持续发展的好项目,养畜可把秸杆转化为肉、奶,变资源优势为商品优势和产业优势,增加农民收入。同时养畜可大大减少秸杆焚烧而造成的环境污染。造成环境污染的主要是粪便,可采取制作沼气等方式加以解决,这样即可减少了污染,又为种植业提供了大量有机肥。第六章
