随着国家经济重心向西部地区的战略转移和西部大开发政策的实施，加快农为产业结构调整，千方百计增加农民收入已成为我们农业工作的重中之重，而发展畜牧业则是农业增产，农民增收的有效途径。为此，我省、市、县各级政府相继做出了关于加快畜牧业产业化建设的决定，提出要把畜牧业生产当作继苹果生产之后的又一支柱产业来抓。结合我市实际，围绕“一村一品”工程建设，大力发展养猪事业，形成以畜促农，经畜促果促粮，推动农业产业结构调整，实现农业增产，农民增收，促进畜牧产业的发展。在我国，畜牧业生产普遍存在着品种落后，生产水平低，优良品种推广缓慢等问题，特别是猪的优良品种推广更是滞后，造成优质瘦肉型猪肉及其产品市场货源紧缺，特别是08年以来猪肉价格飞涨，价格居高不下，给人们正常的生活造成了一定困难。为此，国务院、农业部多次召开会议，专门研究生猪生产问题，并在全国范围内实施了适繁母猪补助政策，扶持生猪生产发展。为了充分发挥科技优势，加快我市“一村一品”工程建设步伐和优良肉猪品种推广速度，满足社会需求，增加市场有效供给，带动区域经流和畜牧业生产发展，促进农业产业结构调整，实现农村经济发展，农民增收和农村稳定，提出建设韩城市林源友谊猪场生猪标准化养殖建设项目。 2.2 项目建设的必要性 2.2.1 是形势发展的需要 随着国家西部大开发政策的实施，西部地区农业和农村经济发展已成当务之急。中共中央、国务院相继出台了相关优惠政策，农业部提出了加快西部农业发展的十大措施，我省、市、县各级政府先后召开了畜牧业产业化会议，做出了关于加快畜牧业产业化建设的决定，提出了在全市实施“一村一品”工程，把畜牧业生产当作继花椒生产之后的又一支柱产业来抓。要实现畜牧业生产的快速发展，畜牧良种推广缓慢则是制约畜牧业发展的制约因素。因此，建设以科技为先导，以良种推广为基础的杂交瘦肉型猪养殖项目，对于加快畜牧良种推广速度，推动畜牧业生产发展和农业产业结构调整，培育壮大主导产业，具有很重要的意义。 2.2.2 是适应市场经济发展的需要 随着人民生活水平不断提高，人们的缮食结构发生了根本的变化，已由昔日的温饱型转向了营养型需求，因而对肉食品的消费与日俱增，特别是以含高蛋白瘦肉型猪肉在人们日常消费中倍受青睐，但优质瘦肉型猪肉却远远满足不了市场需求，形成市场肉源偏紧，价格居高不下，虽上半年价格有点回落，但自7月份以来价格又持续回暖。积极发挥科技优势，加快优质杂交瘦肉猪推广，促进畜牧产业发展，增加市场有效供给，满足市场需求是十分必要的。 2.2.3项目实施是新农村建设，促进畜牧业协调发展的需要。发展标准化养殖生产，是新农村建设的主要内容之一。近年来，畜牧养殖业引发的环境问题，越来越引起社会的广泛关注。畜禽粪便的随地排放，不仅严重污染了土壤、水体和大气，影响人居环境，也为疫病发生带来隐患，成为制约畜牧业健康发展的瓶颈。发展标准化养殖生产，建立粪便、污水、污物及无害化处理设施和制度，可以最大限度地降低环境污染和疫病发生的隐患，促进废弃物的合理利用，达到人与动物的和谐相处，促进养殖业持续健康协调发展。2.3 项目实施建设的可行性 2.3.1 符合国家产业政策 一是中央、省、市近年来为大力发展畜牧业出台了一系列鼓励、支持和优惠政策；二是韩城市把项目所在地列为本市“一村一品”发展畜牧示范村，并为实施“一村一品”示范村制定了许多优惠政策。三是08年韩城市下发了加快畜牧产业发展的决定，把畜牧业生产当作本市农业生产的支柱产业来抓，每年由市财政拿出100万元用三年时间每年扶持建设5个养殖小区，10个重点村、10个养殖大户、200个适度规模户；市上还对当年新建的养殖企业奖励3万元。这些都为本项目建设提供了良好的政策环境。 2.3.2项目建设有比较成熟的技术规范作指导。渭南市畜产局印发的畜牧标准化养殖小区（场）建设标准（试行）为项目建设提供了技术指导，使项目建设更具科学性和可行性。 2.3.3 项目产品市场需求潜力大 我市属工业区，厂矿相并，城乡相交，境内省、市属企事业单位多，肉猪及其产品具有直接进入市场的优势，另外，108国道、西禹高速、铁路等穿市而过，优良商品活猪及其产品北可达延安、榆林，西南可直供西安、咸阳等大中城市，东可辐射华北地区。 2.3.4 项目单位技术实力强 该场常年与韩城市畜牧兽医工作站协作，技术人员包场，坚持程序化防疫、严格消毒制度，加强标准化饲养管理，促进和完善该场的标准化建设，使该场向高质量、高效益、标准化方向快速发展。于2008年、2009年连续两年获得韩城市标准化养殖示范企业的称号。因此，本场完全有能力承担本项目建设及实施工作。第三章 市场分析与销售方案 3.1 市场分析 3.1.1 产品市场供求现状 随着我国国民经济持续发展和人民生活水平不断提高，人们对高蛋白、低胆固醇、适品性好的瘦肉及其产品消费量越来越大。韩城市是一个工业人口比例较大的城市，城镇居民10多万人，据市场调查，本市每年提供的供应量不足市场需求量的60%，40%以上的猪肉要靠外地调入。据有关资料统计，国际国内近几年养猪数量呈下降趋势，市场供应偏紧，特别是08年以来曾引起国务院的高度重视，造成市场价格一路上扬。本场由于生产规模较小，销量无几，市场占有率极低，因而不会对市场造成影响。 3.1.2 产品市场前景分析 由于近年来我国人口的不断增加，加之人们缮食结构的改变，人们对肉品的需求将会持续增加，而本场正是瞄准了这一发展空间提出建设标准化优质瘦肉型猪养殖基地项目。本项目建成后，主要生产优质三元杂交商品瘦肉型猪，规模适度，对国内市场更无丝毫影响，由于猪肉市场供求矛盾依然突出，发展前景广阔，因而就为优势商品瘦肉型猪提供了发展空间。 3.1.3 项目产品的市场竞争优势 本项目选用国内普遍认可的优良种猪杜洛克、长白和大约克进行三元杂交，克服了纯种母畜适应能力差，生长速度慢之缺陷，因而具有生产成本低、瘦肉率高、肉品质量好，在国内同类产品中具有很强的竞争优势，但在近几年对同类产品的价格变化不会造成影响。 3.2 产品生产及销售方案 本项目拟选用从国外引进的优良种猪杜洛克、长白和大约克进行杂交生产三元杂交商品猪模式，并同省级农业产业化重点龙头企业韩城市金来牧业发展有限公司种猪场建立长期稳定的协作关系，引进优良二元杂交基础母猪和杜洛克种公猪，进行优质瘦肉型三元商品猪生产，计划年生产优势瘦肉型三元杂交商品猪突破3000头。在价格定位上以市场同等价格向社会提供，首先占领韩城及周围县市市场，稳步向西安等大中城市推广。 3.3 销售策略和营销模式 韩城市林源友谊猪场是2006年3月建成的一个标准化生猪养殖企业。养殖基地位于王峰乡窑头村，属我市的天然原始森林区，距离韩城市城区70公里，紧靠市乡道路，基地占地面积15亩。目前存栏杜洛克、大白、长白良种母猪125头，二元、三元杂交育肥猪1050头，年出栏育肥猪2000多头，是我市目前山区规模化、标准化程度较高的生猪养殖场，也是我市挂牌养殖企业。该场共有职工12人，其中管理人员2名，财务人员1名，畜牧师、兽医师1名，生产技术人员5人，供销人员2人，内设办公室、财务室、供销科，有严格的管理制度和生产制度，规范的流程及严密的防疫体系，先后建成母猪舍（包括产仔，保育）260，育肥舍1600，库房350，办公宿舍240，农用车2辆。经过三年的运作发展，运行情况基本良好，销售范围波及渭南、延安、山西等地，年产值近300万元，利润30多万元。本场坚持“以人为本、以诚取信”的经营管理理念；坚持“高质量、高品味、多功能、多价位”的市场竞争策略；坚持“系列化、多样化、大众化”的产品发展道路；坚持“自主开发、勇于创新”的科研方向。为拓展市场销路，公司已西安、延安、咸阳等地的多家客户建立了稳定的粮食购销及成品猪供应的业务关系。
