up his camp very close to the volcano while it was erupting violently. though he managed to take a number of brilliant photographs, he could not stay near the volcano for very long. he noticed that a river of liquid rock was coming towards him. it threatened to surround him completely, but tazieff managed to escape just in time. he waited until the volcano became quiet and he was able to return two days later. this time, he managed to climb into the mouth of kituro so that he could take photographs and measure temperatures. tazieff has often risked his life in this way. he has been able to 18971-2003）、旅游资源分类、调查与评价（gb/t 18972-2003）和风景名胜区管理暂行条例实施办法等有关法律、法规及相关文件为主要依据。第六条 拉法山观光旅游功能区位于蛟河市东北部，资源类型丰富多样，是集观光度假、科学考察、森林生态旅游于一体的综合性旅游功能区。第二十三条 庆岭森林生态旅游功能区位于蛟河市西部老爷岭北坡，丰富的自然、人文景观对游客极具吸引力，主要以自然风光观光旅游、生态旅游为主，休闲度假旅游为辅。第二十四条 老爷岭休闲度假旅游功能区位于蛟河市池水乡西北部，本区的旅游资源可概括为山高、树奇、石怪、水秀、潭深、景美。主要功能以森林生态旅游为主，兼有休闲度假旅游功能。第二十八条旅游交通系统总体布局加强蛟河市至高速公路的连接公路的建设，规划期内完成蛟舒公路的升级改造和天岗至冰湖沟旅游公路的建设。构建区域旅游对外的“v”型的干线和叶脉状交通辅线共同构成的旅游公路交通网，提高本区旅游交通的可进入性。第二十九条旅游服务中心一级服务中心：蛟河市区；二级服务中心：庆岭镇；三级服务中心：各主要旅游景区所在乡镇；四级服务中心：部分旅游景区入口处；旅游服务点：各旅游景点。第三十条蛟河市现有5家旅行社及分支机构，均基本处于起步阶段，经营体系不健全。应进一步加强蛟河市的旅行社建设。第三十一条旅游住宿设施应从控制数量、完善结构、合理布局、提高质量等方面入手，规划期内应形成以蛟河市为中心，以拉法山、庆岭、金蟾岛、老爷岭、冰湖沟为副中心的空间分布和以宾馆饭店为主，以“农家乐”或家庭旅馆为辅的规模结构的基本格局。第三十二条旅游购物设施规划近期在蛟河市区建设一处旅游商品购物中心，在拉法山、庆岭、金斗宫、池水西山等主要景区设立旅游商品销售市场，在一些旅游区建设购物街区，在各旅游区入口附近设旅游专业商店。第三十三条餐饮服务设施应把突出特色、加强管理、提高服务水平作为工作的目标和重点，在规划期内，在全市范围内形成以蛟河市和庆岭镇为中心，具有地方特色的餐饮服务格局。第三十四条文化娱乐设施与体育设施逐步形成类型多样、功能齐全、活动内容丰富的旅游娱乐设施格局。规划期内，完善现有娱乐设施的服务功能，在主要旅游景区内增设若干娱乐设施或游乐场，满足旅游者的需求。规划期内应逐步建设体育设施，满足旅游者的运动要求。第三十五条医疗设施与旅游基础设施规划期内在蛟河市医疗设施集中的基础上，完善医科门类，充分发挥其在全市医疗中心的作用。同时提高医务工作人员的素质和专业水平。规划期内旅游基础设施的总体布局必须在协调好旅游资源开发、土地利用、耕地保护、生态环境建设的基础上，做出统筹安排。第三十六条电力工程设施规划到规划期末，拉法山国家森林公园的供电设施逐渐完善，尤其是一些景区内的电力设施应得到改善。对一些重点旅游区可通过单独设立变电所的措施来解决，而一般景区的供电规划应纳入到所在区域的供电系统。供电规划的重点是加强低压供电线路的改造，保障生活用电和道路照明用电。第三十七条邮电通信设施规划通讯设施的规划目标是要在规划期末形成覆盖全区的综合电信网，使电信光缆能够通至各景区的村、屯内，满足旅游者的一般通讯需求和可能出现的应急通讯需求。使各景点电信线路应根据其实际需要由邻近电信网中引入。第三十八条给水工程设施规划各景区、景点以地表水为主要水源，旅游城镇和旅游村根据实际情况以地下水或地表水为水源供给。第三十九条排水工程设施规划排水工程规划采用雨污分流制，即把雨水和污水分开进行处理，分别设置雨水管道和污水管道。根据一般规律，拉法山国家森林公园游客污水排放率选取75%的指标，根据各规划期内游客规模预测，可计算出规划期内各阶段污水排放量总量。在规划期内，要逐步完善排污管道。污水处理厂位置基本可选择在城区附近河流的下游。第四十条供热工程设施规划规划期内，应逐步向大范围集中供热的方向推进。在推进的过程中应根据各城镇总体规划，有重点、有步骤地进行。各旅游景区、度假村的供热也应纳入到各地的供热计划之中。在重点景区可适度提前实现集中供热。旅游城镇采用燃油、燃煤集中供暖方式，度假区和度假村供热采用电力与燃油相结合的方式。第四十一条环卫工程设施规划公共厕所规划应把握与周围景观相协调和经济实用的原则。旅游景区内公共厕所的建设应注意与周围景观协调一致，避免破坏旅游景观。在道路两侧及生活区内部设置垃圾箱，垃圾处理应采用卫生填埋法和焚烧法处理，并在适当位置，如主要城镇下风向设立垃圾处理厂。尽量控制垃圾排放量，从源头上减少垃圾处理的难度，可通过燃气、燃油代替燃煤，垃圾分类处理等措施解决。第四十二条防灾工程设施规划1、防洪在规划中，对孤立分散的景区、景点、旅游线路应加强防洪排涝、山洪排泄、沟道整治建设，增加投入力度，提高到相应的设防标准。2、消防拉法山国家森林公园消防工作的重点是森林防火和旅游建筑设施的防火。拉法山国家森林公园消防设施建设应最终在全市各主要城镇和各旅游景区都能够实现消防设施齐备、消防通道通畅、通讯联系紧密的目标，尽量减少消防隐患的发生。3、抗震旅游城镇、旅游度假区（村）、旅游城镇抗震标准为7级。防止地震诱发的电气火灾，管道破裂有毒气体泄露等次生灾害发生，保证场地疏散，消防救护、工程抢险车辆的畅通。旅游道路选线避开地质构造不良地段，加强沿线的绿化建设和设施建设，防止崩塌、滑坡或泥石流、水石流等自然灾害的发生。易受洪水侵害地段应设置向高地疏散的防灾道路。设施节点工程包括生命线系统（如桥梁、隧道、管线接口、中心指挥机构等）要进行重点防灾处理，提高设防等级标准。第六章拉法山国家森林公园旅游形象设计第四十三条旅游形象设计遵照为特色性、区域性、针对性的原则。第四十四条旅游形象的总体设计整体感知形象设计：山险水秀，石美洞奇，绿野仙踪，道教古观，民俗风情-拉法山国家森林公园自然之旅整体构成形象设计：关东第一奇山，峰险、洞奇、石秀、林幽庆岭活鱼，南湖瀑布，秋天红叶，历史沧桑松花湖畔，三岛风光，绿树掩映，度假休闲道教古观，金斗宫址，高山平湖，天然冰湖战略形象设计：相聚蛟河，返璞归真,生态旅游、探险猎奇、冰雪旅游、度假野营、水上娱乐、民俗风情、产业旅游等为一体的新型旅游。宣传口号设计：勇攀拉法山巅，极目万里河山。笑看山花烂漫，醉卧乡村人家。漫步湖滩草地，细品庆岭鱼鲜。第七章拉法山国家森林公园旅游产品开发第四十五条旅游线路设计1、区内旅游线路一日游：以市区为中心，形成六条放射状旅游线。（1）市区拉法山金斗宫拉法战役纪念塔，为近期重点开发线路；（2）市区保安卧佛庆岭瀑布庆岭活鱼一条街，为近期重点开发线路；（3）市区保安卧佛红叶谷松花湖，为近期开发线路；（4）市区西山南湖瀑布，近期重点开发线路；（5）市区漂河石壁松花湖，中远期开发线路；（6）市区保安卧佛虎山公园冰湖沟，中远期开发线路。二日游：以市区为中心形成五条小环线（1）市区拉法山金斗宫拉法战役纪念塔保安卧佛庆岭活鱼一条街南湖瀑布西山市区，为近期重点开发线路；（2）市区拉法山金斗宫纪念碑保安卧佛红叶谷松花湖金蟾岛额赫岛市区，为近期重点开发线路；（3）市区老爷岭庆岭瀑布庆岭活鱼一条街保安卧佛，为近期重点开发线路；（4）市区庆岭庆岭活鱼一条街虎山公园冰湖沟市区，为中远期重点开发线路；（5）市区红叶谷金蟾岛额赫岛漂河市区，为中远期开发线路。三日游：以市区为中心，形成二条大环线。（1）市区拉法山金斗宫保安卧佛庆岭活鱼一条街庆岭瀑布红叶谷金蟾岛额赫岛漂河市区，为中远期开发线路；（2）市区老爷岭庆岭红叶谷金蟾岛额赫岛庆岭活鱼一条街冰湖沟金斗宫拉法山市区，为中远期开发线路。2、区际旅游线路（1）长春吉林拉法山国家森林公园长白山北坡，为近期开发线路。（2）长春吉林拉法山国家森林公园牡丹江镜泊湖，为中远期开发线路。（3）长春吉林拉法山国家森林公园珲春俄罗斯韩国朝鲜，跨国旅游，为中远期开发线路。长白山拉法山国家森林公园镜泊湖；第四十六条森林生态型旅游产品生态型旅游产品是以欣赏、享受、了解、宣传和保护自然生态环境为主要目的和内容的旅游活动，重点启动生态旅游四大工程，即：生物多样性工程，生态示范工程，生物标志性工程，生态健身批示工程。第四十七条观光型旅游产品观光旅游产品是以游览、观赏自然风光、文物古迹、民族风情和都市风貌为主要内容的旅游活动，要求在开发观光型产品时，要注意创新。主要开发天然鹿场、野生动物园、金秋红叶、保安卧佛、金斗宫寺庙、满族朝鲜族风情等观光。第四十八条度假健康型旅游产品度假型旅游产品是以放松身心，休闲，消遣为主要内容的旅游活动，在山间或水域岸边可以建设别墅、度假村等。开展森林浴、沙滩浴、阳光浴等活动。第四十九条冰雪型旅游产品冰雪旅游是具有鲜明北方特色的旅游产品，集观光、健身、娱乐于一身。规划在拉法山、金蟾岛等地建滑雪场、滑冰场，在庆岭、冰湖沟开展雾淞等观赏活动。第五十条文化型旅游产品
