金丽衢发展高效生态农业产业带的客观要求。我省欠发达县市主要集中在金衢丽地区。金丽衢高效生态农业产业带是浙江省规划的三大产业带之一，而金衢丽地区又是全省的生态屏障，在全省生态安全体系中具有十分重要的战略地位，面临着既要加快发展又要承担特殊的生态功能的双重任务。区域特色明显的鹊山（蛋）鸡产业化发展符合浙江省人民政府关于印发金衢丽地区生产力布局与产业带发展规划的通知精神，因此，在保护和合理利用山区生态环境的前提下，以市场为导向，以提高效益为中心，通过鹊山鸡的养殖产业化发展，合理利用资源，构成农业循环经济，促进农业可持续发展，促进金衢丽地区成为我省名优养殖基地、安全高效优质禽蛋产品的重要生产加工基地，成为我省乃至全国最大的人与自然和谐发展区。2、 农业产业化经营的必然要求农业产业化经营将成为农村经济新的增长点。我国农业产业化龙头企业连接着亿万农户。大力发展农业产业化经营、扶持龙头企业，能更有效地解决农业的产业结构调整问题，解决农民的增收问题；能在一个比较短的时间内提高农业企业的竞争力，加长我国农业的产业链，提高我国农产品及其加工制品的附加值，这既是我国农业进入新的发展阶段，农业、农村经济发展的需要，也是我国加入后广大农民的必然选择。具有地域优势的鹊山（蛋）鸡产业，将通过农业产业化经营，使资源优势变为产业优势和经济优势，成为农业产业化经营的支柱产业。在本企业龙头带动下，省级农民专业合作经济组织鹊山鸡专业合作社在农业产业化经营中的作用将日益明显，在“公司农户”的产业化经营过程中发挥了重要的桥梁和纽带作用。3、欠发达山区农民转化生态优势，发展养殖业增加收入的迫切要求。目前，蛋鸡养殖仍旧是绿色农业的“短腿”，其主要原因就是蛋鸡品种退化、良种推广速度慢、产品加工率过低等产业化经营等关键“瓶颈”问题长期未得到解决，此外受农村经济基础和抗风险能力制约，中国蛋鸡产业主要以小规模、大群体养殖为主，组织化程度低，产业化经营程度低、疾病控制成本高。以“合作社+龙头+基地+农户”为模式的鹊山蛋鸡养殖加工产业化发展，将促进山区生态优势向经济优势的转化，成为一条区域特色明显的致富路。 （二）项目建设意义1、鹊山蛋鸡养殖将成为金丽衢高效生态农业产业带的新兴产业、成为山区欠发达县市新的经济增长点。鹊山蛋鸡产业化是以松阳为中心，逐步扩展到丽水、金华、衢州等其他欠发达地区的大部分县市，将促进金丽衢生态效益农业的发展，成为山区欠发达县市新的经济增长点。浙江的一个基本省情是“七山一水二分田”，特别是大多数山区特别是欠发达地区保存了良好的生态环境优势，有大量的山竹林、果园有利于鹊山鸡的驯化放养。2、鹊山蛋鸡养殖加工综合开发有利于推动我省蛋鸡产业优化升级、提高市场竞争力 。鹊山鸡蛋具有活性钙高、胆固醇低、富硒等优异性能。同时具有绿色食品和保健品的特点，符合现代消费趋势，极具市场竞争力。本项目将推动我省蛋鸡产业向产品特色化、养殖集约化的方向发展，提升蛋鸡加工转化率、产业化水平、组织化程度。3、鹊山蛋鸡产业合理利用自然资源，符合可持续科学发展观。我省的萧山鸡主要分布浙北地区、仙居鸡主要分布于浙东地区。浙西南山区生态具有立体性、生物的多样性等特征，山林中富含许多动物生长所需的活性物质，发展蛋鸡养殖环境优异，但是由于蛋鸡养殖一直存在品种杂乱、退化、规模小、集约化程度低、养殖效益低下等诸多问题。效益高、区域特色明显的鹊山蛋鸡产业将促进浙西南山区生态优势向经济优势的转化，促进浙西南地区成为名优养殖品种的保种选育基地，成为浙江省绿色禽蛋产品重要基地。5、加快发展特色养殖业，加速农产品加工转化，增加农民收入、扩大农民就业。在欠发达地区农村经济发展中，由于养殖业的风险相对比种植业大，具备地域特色的养殖业未得到长足发展。以山区为主的欠发达地区尤其是国家级生态示范区丽水市，具备了依靠地域特色，发展绿色禽类产品得天独厚的自然条件，鹊山鸡绿色养殖是一条经济特色鲜明的山区科技兴农之路。本项目的实施3年内将带动20000户农户。农民人均收入增加2000元，总计4000万元。6、项目推广具有显著的生态效益在产业结构上，养鸡业属于3d业种，但如选择好放养地，合理规划，综合利用，可减少森林病虫害，改善竹林、果园生态环境，实现以牧促林，构成生态效益和经济效益的良性循环。第三章建设条件：一、
