安阳市论文：安阳市 人才资源 现状分析 对策研究【中文摘要】人才资源是第一资源。随着经济全球化进程的不断加快和知识经济的深入发展,国与国之间的竞争越来越集中到人才的竞争上,谁拥有了人才优势,谁就拥有了竞争优势。安阳市作为河南省的重要工业基地,地处中原经济区战略腹地,具有优越的地理环境和良好的区位优势,面临着经济腾飞的新的发展机遇。因此,研究安阳市的人才资源现状及开发对策,对于加快安阳市经济社会发展,全面推进建设豫北区域性中心强市,具有重要的战略意义和现实意义。本文以安阳市的人才资源普查数据为基础,运用人才资源相关理论,结合安阳市人才资源的具体现状,采用定性与定量相结合的分析方法,详细研究和分析了安阳市人才资源的存在问题和不足,在此基础上提出安阳市人才资源开发的对策措施。本文的主要研究内容包括：首先,界定了人才资源的相关概念,在国内外文献研究的基础上,引出了本文的研究思路与主要内容；其次,以安阳市人才资源普查结果为原始资料,从人才资源的自然结构、社会结构和经济结构等几个方面对安阳市现有的人才资源状况进行了系统分析；第三,在介绍安阳市各类人才资源现状的基础上,指出安阳市人才资源发展所面临的问题,并对问题形成的原因进行了重点分析；最后,针对现存问题,分别从创新人才工作机制、深化人事制度改革、优化人才资源配置等方面提出了加强安阳市人才资源建设的建议和对策。本文的研究对于科学开发、合理利用安阳市人才资源,进而增强安阳市的综合实力、发展活力和区域竞争力,具有较大的借鉴价值。【英文摘要】Talent resources are the primary resources. With the accelerated process of economic globalization and the further development of knowledge-based economy, the increasing competitions between countries and regions focus on the talent competitions. Who has a talent advantage, who will have a competitive advantage. As an important industrial base in Henan Province, Anyang City locates on the hinterland of the central plain economic zone. It has superior geographical environment and a good geographical advantage. Its economic growth is facing new development opportunities. Therefore, the study on status and the development of talent resources strategies of Anyang City has important strategic and practical significance which will speed up economic and social development of Anyang City, comprehensively promote the construction of the north strong city in a regional center.This paper detailed studies and analyzes problems and deficiencies about the talent resources of Anyang City, which is based on talent resources survey data with the related talent resources theory, the specific status of talent resources, and a combination of qualitative and quantitative analysis. On this basis, the countermeasures of talent resources development are proposed.The main content of this paper includes:First, it defines the concept of talent resources.
