1 目的Objective 对检验、测量和试验设备以及整个测量系统进行控制、校正和维护，保证其使用时不确定度已知,并与所要求的测量能力相一致。This is to control, calibrate and maintain the inspection, measuring and test equipment as well as the whole measurement system, so as to ensure the uncertainty degree is known during usage and is the same to the measuring capability required.2 适用范围Applicable Scope 适用于证实产品符合规定要求的检验、测量和试验设备（包括检具）以及整个测量系统的控制。This is applicable to the control of inspection, measurement & test equipment (including calibration equipment) and the whole measurement system that are used to prove if the products conform to the requirements.3 职责3.1 质量部负责检验、测量和试验设备的校验以及测量系统分析。The Quality Department is responsible for the calibration of the inspection, measuring and test equipment as well as the analysis of the measurement system.3.2 技术工程部对检验、测量和试验设备的适用性负责。The Engineering Department is responsible for the applicability of the inspection, measuring and test equipment.3.3 采购物流部负责检验、测量和试验设备（以下简称检测设备）的采购。The Purchase & Logistics Department is responsible for the procurement of the inspection, measuring and test equipment (hereinafter short as IMTE).3.4 各使用人员正确使用检测设备，并负责日常保养工作。All users should use the IMTE correctly and be responsible for the daily maintenance.4 工作程序Work Procedures 4.1 选购与制造Purchase and Manufacture4.1.1 质量部根据测试产品/过程质量特性要求，得出最大允许的测量不确定度和仪器的环境条件，在此基础上提出请购申请，写明添置原因、用途、设备型号、规格、性能参数要求等，经管理者代表审核，总经理办公室核准后交付采购物流部采购。The Quality Department will measure the maximum allowable uncertainty and the environment condition for the instrument based on the requirement of test product/process quality characteristics. The application will be put forward on such basis with reason of acquisition, purpose, equipment model, specification and performance parameters and be submitted to the Purchase & Logistics Department for procurement after audit of the management representative and approval of GM Office. 4.1.2 专用检具由制造部工艺人员设计，制造部设备部门负责自行制造或委外制造。The special calibration equipment is to be designed by the Manufacturing Department. The Equipment Section of Manufacturing Department is responsible for the self-making or outsourcing manufacture.4.2 验收和交付Acceptance and Delivery4.2.1 检测设备到公司后，采购物流部及时通知相关部门进行验收，本公司无验收能力的检测设备可委托计量检定单位进行验收。At the arrival of IMTE, the Purchase & Logistics Department shall inform the relevant departments to perform inspection and acceptance. If AICQ has no capability to perform inspection and acceptance, it may authorize a measurement authentication organization.4.2.2 验收合格的检测设备由质量部负责按规定送外检定或自行检定合格后检测设备才能交付使用。The Quality Department is responsible to authenticate the IMTE by itself or other organizations. Only acceptable IMTE can be put in use.4.3 建立台帐Establishing Tally 制造设备科建立检验、测量和试验设备一览表。内容包括检测设备名称、规格型号、编号、量程和精度、启用日期、使用部门。The Equipment Department shall set up the General List of Inspection, Measuring and Test Equipment, including the equipment name, specification & model, number, measurement range & precision, initial date and user department.4.4 校正Calibration4.4.1 质量部根据检测设备一览表，编制周期检定计划，经质量部主管审批，经总经理办公室核准后实施。The Quality Department shall formulate the Periodical Inspection Plan based on the General List of Inspection, Measuring and Test Equipment, and implement the plan after it is audited by the Quality Manager and the approval of GM Office.4.4.2 质量部按周期检定计划，组织周期检定，对本公司无能力检定的检验、测量和试验设备，由上级计量部门检定。The Quality Department shall conduct regular inspection per the Periodical Inspection Plan. For the inspection of IMTE beyond AICQ capability, the superior measurement authority may perform the inspection.4.4.3 当检测设备的检定不能追溯到国家标准时，由技术工程部编制自行校验方法，作为校准依据的技术文件，如检具等。When the calibration of the IMTE cant be traced in the national standard, a self-calibration method will be compiled by the Engineering Department as the technical documents for calibration . 4.4.4 经检定的检测设备，由相应的计量部门发给检定证书，并由质量部在检测设备上标以合格、停用、准用、报废等状态标识，并填写检测设备履历卡The calibrated IMTE shall be issued with Authentication Certificate by corresponding measurement authority. Meanwhile, the Quality Department shall attach status labels onto the IMTE, e.g. acceptable, suspension, admissible, or scrap, and fill in the IMTE Record Card.4.4.5 质量部保存检测设备的检定和校准记录，及检测设备的其他档案。The Quality Department will keep the inspection and calibration records of the IMTE, and other files.4.5 使用和维护Operation and Maintenance4.5.1 检测设备使用人员正确使用和维护检测设备，做好日常的维护保养工作，使设备处于完好状态。All users should operate the IMTE correctly and be responsible for the daily maintenance to make the equipment stay in good order.4.5.2 发现检测设备偏离校准状态时，应停止使用，并通知质量部对检测过的产品、项目重新评定其有效性，并采取相应的纠正措施，追溯到不合格的产品按不合格品控制程序执行。When the IMTE is found of deviation off the calibration, it should be suspended from using. The Quality Department should be informed to re-evaluate the effectiveness of the inspected products and items, and meanwhile conduct corrective actions. To trace the unacceptable product, follow the “Nonconforming Product Control Procedures”.4.5.3 检测设备的使用环境应满足测量要求。The operating environment of the IMTE should meet the measurement requirements.4.5.4 检测设备的搬运、防护和贮存期间防止冲击、碰撞等损伤应严格按使用说明规定执行，使其准确度和适用性保持完好，使用前检查其校准状态是否完好，并防止因调整不当而使其准确度失效。In handling, preservation and storage process, the IMTE must be prevented from shock and bumps. Follow the operation instructions and ensure the IMTE in good precision and applicability. Before use, check the calibration status of the IMTE and prevent precision failure due to improper adjustment.4.6 准用和报废Admission and Scrap4.6.1 检测设备经维修后达不到合格标准，但仍能满足测量要求，经管理者代表同意后可准用，达不到测量要求时，作报废处理。If the IMTE, after being repaired, cannot reach the standard of acceptance but can still meet the measurement requirement, it can be admitted to put in use subject to the approval of management representative. The IMTE that is not able to meet the measurement requirements should be scrapped.4.6.2 报废处理的检测设备由设备部开具设备封存/报废申请单，总经理办公室批准后报废并销帐。报废的检测设备应作出标识，并及时隔离。For the scrap of IMTE, the Equipment Department shall issue “Equipment Cocooning & Scrap Application Form” and submitted it to the GM Office for approval. The scrapped IMTE must be properly labeled and duly isolated.4.7 人员要求Personnel Qualification4.7.1 对使用检测设备的人员须经本公司组织的专业培训、考核合格后上岗。The personnel working on measurement must attend related technical training and pass the qualification test organized by the technical supervision authority. Only those who have obtained the Measurement Inspector qualification certificate are allowed to work post.4.8 测量系统分析Analysis of Measurement System对于在控制计划中提及的所有可重复性测量器具和系统均须按测量系统分析参考手册每年进行一次测量系统分析。All the repeatability measurement instrument and system mentioned in the control plan shall be analyzed for its measurement system once a year against the Measurement System Analysis Reference Manual.4.9 质量记录的保存Retention of Quality Record 本程序形成的质量记录由相应部门负责保存，其中检测设备一览表需长期保存，其他记录保存3年。对所有量具、测量和试验设备（包括雇员自备的）的校准活动记录必须包括：a. 按工程更改进行的修订（如适用）；b. 当接受校准时，任何偏离规范的读数；c. 在校准后符合规范的说明；d. 如果可疑材料或产品可能已被发运，应通知顾客。The quality records formed in this procedure will be kept by the corresponding department, among which the General List of Inspection and Measurement Equipment needs to be kept for a long term and other records for 3 years. The calibration records for all gages, measurement and test equipment (including the employees self-prepared equipment) should include: a). the amendment per engineering revision (e.g. suitability); b). Any deviated readings at the time of calibration; c). The notes after the calibration conforms to the specification; d).
