ICPA2007 International Conference on Public Administration (ICPA 3rd ) ForewordTheory, Practice and Methods for Public Administration in 21st CenturyThere are many issues and challenges facing public administration in the 21st Century. The central among these is the continuing need for better theory, improved practice, and effective methods to address problems that perplex national administrations and frequently transcend the borders of nations worldwide. The globalization of economies, communication, education, commerce, and even warfare and peace are redefining the nation-state and presenting innumerable challenges throughout the world. Competition for goods and services and citizen demands for more efficient, effective, and responsive governance are generating immense pressure on elected and appointed public officials. Governments on all continents know that they must add value to their products and services in order to withstand these pressures. High-performing public administration has been necessarily needed. The papers collected in Proceedings of 2007 International Conference on Public administration(3rd) take an important step in confronting the issues and challenges facing public administration practice and theory building across countries and cultures worldwide.2007 International Conference on Public Administration (3rd), co-sponsored by University of Electronic Science and Technology of China, Chinese Public Administration Society, American Society for Public Administration, School of Public Administration of Moscow State University, and Chinese Public Administration Journal seeks to provide a forum for distinguished speakers from academia, government and industry to discuss problems and new ideas, share experiences of success and failure in public administration, explore the changes that public administration poses for all aspects of governance, and promote international co-operation in the field of public administration, especially with focus on bettering theory, improved practice, and effective methods.This conference will bring together academic experts, experienced public administrators, and private sector leaders committed to building strong theory, effective practice, and creative methods in the field of public administration. The theme of 2007 International Conference on Public Administration (ICPA 3rd) is on Theory, Practice and Methods for Public Administration in 21st Century. Uneasy tensions between theories, methods, and practice in public administration are endemic and continue full force into the new millennium. The papers collected in Proceedings of 2007 International Conference on Public Administration do not dissipate these tensions but do help ameliorate them, whose proceedings represent a vast storehouse of new information and knowledge that should be useful to public officials on every continent, East-West and North-South, which offer insight, information, and knowledge on a variety of subjects that practicing public administrators and scholars should find useful.The submissions of 2007 International Conference on Public Administration(3rd) have amounted to Eight hundred and Ninety Eight pieces from both China and abroad, including One Hundred and Eighteen pieces submitted by foreign experts, scholars and practitioners to School of Political Science and Public Administration of University of Electronic Science and Technology of China and America Society for Public Administration. The paper submitters are from P.R. China, America, United Kingdom, Canada, Russia, Thailand, Romania, Spain, Italy, Singapore, Macao, Mexico, Philippines, United Arab Emirates, Lithuania, Japan, South Korea, Hong Kong, China Taiwan, Bangladesh, Republic of Georgia and Turkey. After peer reviews by 2007 ICPA Academic Committee, the papers collected in Proceedings of 2007 International Conference on Public Administration(3rd) are Three Hundred and FortySix, which offer a wide array of new knowledge and information on subjects that public administrators and scholars should find of some valuable and practical uses.Paper submissions from China cover practical issues in public administration fields. Some papers address Work Burnout of Government Officials in China (ZHU Li-yan and HU Xiao-dong) with attention to solve the official problems under great pressure; Public Human Resources management of China in its Transition period (ZHANG Zai-sheng and XIAO Yan-an); some discussion conducted on the Rights and Duties of Government and the Private Sector in the BOT Franchise Agreement (ZHU Xiao-ning and LU Wei-liang); Innovation Effect of Electronic Government in China (TOND De-zhi) and Research on the Construction of Chinese E-Government System Based on Influential Factors Analyses (ZHAO Shu-rong ). More papers have covered the field of post modern theory in public administration-A Review on Postmodern Administrative Management Theory (Dai Gangshu). Many more papers focus on issues related to building up a harmious society, managerial ethics and building organizations of integrity. Other papers focus on Crisis Management, which have provided some workable proposals for public administrators to better the administration in china. Some papers from outside China address ethics and leadership (Menzel) with special attention given to corruption in the United States and China (Johnson), civic leadership in countries (Chope), effective anti-corruption methods (Shaw), and information accountability, trust, and culture (Hong Hsiu-Chu). Yet another set of papers focus on emerging trends and practices in networking and collaboration (Gram, Haynes, Walkington, Chang Shih-Hsien) and public-private partnerships (Bruce, Rouillard and Pierre-Andre Hudon, Taylor). Another subject of widespread interest and privatization is addressed by research reported conducted in Bangladesh (Sarker) and Canada (Rouillard and Pierre-Andre Hudon). Public policy and performance issues are centermost in papers that discuss the role of businessmen in the governance of Thailand and Italy (Bowornwathana) and the approaches taken in Japan, China, and Korea to facilitate the growing participation of women in public affairs (Yusun Cho). Inter-governmental issues are brought to the fore in papers on fisheries resource management in the Philippines (Ventura), fiscal relations and unfunded mandates in China (Yongmano Fan), and government grants in Korea (Munseok Cho). Electronic government is highlighted in papers on crime reduction in New York City (Wenxun Yu and Price), citizen centered collaboration in China, Japan, and Korea, and regional government administration in Russia (Evgeny Styrin).Proceedings of 2007 International Conference on Public Administration(3rd) can be of some assistance for public administrators to carry out their duties in a competent and professional manner.ACKNOWLEGEMENTSincere Thanks to All Those Who have Always Supported and Will Go on Supporting ICPA.
