Please resort to telephone contact only in the case of an emergency.,orientation,Course Goals and Requirements Overview of Course Content What is Public Administration?,Course Goals and Requirements,Course Objectives and Description,The course introduces the principles and concepts that frame public administration as a discipline. During the semester we will review topics generally associated with its study and practice. Through class discussion, group work, reading and assignments, students will gain an understanding of the major public administration theories influencing the discipline. Students will gain English proficiency necessary for them to understand literatures and making presentations in the field of public administration.,It is impossible to cover in one course all of the material from the academic discipline of public administration. Russell 北京大学出版社,Grades for the course,Students will be given credit for making presentations, answering questions in class. Scores are based on the group performance, individual performance will also be considered. Class Participation 30% Presentation 30% Final Exam 40%,Class Participation and Attendance (30%),Each student is expected to fully participate in class discussion and is encouraged to ask questions during class. In order to meaningfully participate (i.e. receive credit), each student must be prepared for class. Attending class is a prerequisite for participation. Each student is expected to have read the material prior to coming to class. If an absence is essential, the student is responsible for any assignments made or due during his/her absence. Because of the time limit in class, you are also encouraged to ask and answer questions via the website.,Class Presentation,30% Group Work. How can a theorist reasonably and concisely define a field so interrelated with all of society?,The importance or the significance of public administration,The welfare, happiness, and very lives of all of us rest in significant measure upon the performance of administrative mechanisms that surround and support us. From the central matters of food and shelter to the periphery of our intellectual activity, the quality of administration in modern society touches our daily lives. Today your life may depend upon the administration of purity controls in a pharmaceutical house, tomorrow it may depend on the decisions of a state department of motor vehicles, next week it may rest with the administrative wisdom of an official in the Department of State. Willy-nilly, administration is everyones concern. If we wish to survive, we had better be intelligent about it. It is supposed to comprise all those activities involved in carrying out the policies of elected officials and some activities associated with the development of those policies. Public administration is all that comes after last campaign promise and election-night cheer.,The process of public administration consists of the actions involved in effecting the intent or desire of a government. It is thus the continuously active, business part of government, concerned with carrying out the law, as made by legislative bodies (or other authoritative agents) and interpreted by the courts, through the processes of organization and management. No science or art can be identified by this title, least of all skill or coherent intellectual discipline.
