marinecorpsinstallationservesas host activityin some23 of the110 wagesurveyareasfor whichthedepartmentof defenseis designatedas theleadagency.these23 areascontainallof the navalshipyardsand navalairreworkfacilitiesas wellas a veryhighproportionof otheractivitiesof the navalestablishmentemploying civilianwageemployees,and the hostactivityprovidesthechairman of the localwage survey canmittee(lwsc). manynavy and marinecorpsactivitiesfurnish datacollectorsfor surveysin theseandother areas; saneoftheseactivitiesalsofurnishthe managementmemberfor the lwsc.becauseof the millions of dollars involvedin wagechanges resultingfromsurveys,activitieshavean obviousstakein theoutcaneand theyhavean opportunityto contributeto the accuracyof the fieldactivitysupportof fws wagesurveys1.general.a federalwagesystemwagesurveyessentiallyinvolvesobtainingdata.fran a sampleof privatefirmsin an areaconcerningwagesandotherformsof compensationpaidto bluecollarworkersin carefullyselectedand definedjobs.thesurveyis the responsibilityof a designatedhostactivity,suchas anavalshipyard,andis carriedout by a three-personlocalwagesurveycunmittee(lwsc)whichis supportedby the hostactivity.(alternatelwscmembersarealsoappointedand activelypartici- pateas determinedlocally).otheractivities in the areawith wageemployeesare alsoexpectedto supportthe wagesurvey principallyby supplying datacollectorsas requested.al 1 activitiesare affectedto somedegreeby theoutccme of the surveyand qualityof datacollectedbecauseof the millionsofdollarsinvolvedin wage changesand becauseof the payrelation- shipsamongthe variouswageand salaryscheduleswithin eacharea.2*wagesurveytasksa.localwagesurvey(lwsc)responsibilities.the lwschasthefollowingresponsibilitiesin the generalorderin whichthey arecarriedout:(1) solicitfrcmlocalactivitiesa countof tradesemployeesby unionaffiliation,review the countandsubmitthe datato the dod wagefixingauthority(dodwfa):events ;(2) determinethe surveytimetableor scheduleof(3) holdhearingsand makerecamnendationson optionalfeaturesof the surveysuchas additionaljobsor firmsto be includedin the survey;(4) screenandlocatefirmsto be contactedbasedonlistsfurnishedby thedepartmentof labor;(5) advisefirmsin writingof proposedvisitsby datacollectors;(6) determinethe numberof datacollectorsneeded;contacted;(7) assigndatacollectionteamsto thefirmsto be.-(8) notifydodwfaof ccanpletionof surveyarrangements;enclosure(1)opnavinst12532.1kc131982(9) planand obtainadequateparkingspace,officespace,clericalassistance,telephoneservice,copyingservice,autodinservice,forms,supplies,etc.for the variousevents;training;(10) arrangefor and participatein datacollection(11) monitorand assureprogressof thesurvey,resolveproblemsof datacollectors,and assignalternatefirmsor alternatedatacollectorsas needed;and(12) reviewand processdata,assurefollow-upvisitstofirmsas needed,preparereports,etc.,andforwarddatatododwfa .althoughthesetasksappearreasonablystraightforward,the surveyeffortmustbe carefullyplanned,adequatelystaffedandsup-ported,andenergeticallyexecuted.localsupport in supplying qualifiedcommitteepersonneland datacollectors,adequatespace andservices,andotherresourcesis needed to avoidthe manypitfallssuchas bottlenecksin reviewingdatacollected byteams, schedulingor personnelproblems and other distractionswhichmay lead to costly follow-upactions,misseddeadlines,incorrectwage dataand,ultimately,distortedwagescales.b.support of full-scalewagesurveys.a full-scalewagesurveyis conductedin eachwageareaeveryotheryear.t.wsceffortin thissurveyextendsfrom a pointin timesix monthsinadvanceof the datethesurveyis orderedto a pointat leastseveralweeksafterthe survey has beenorderedwhenthe datahave beencollected and processedandnecessaryfollow-ups have been completed.initialtaskssuchas obtaining countdataandplanningeventsare accomplishedby the chairpersonaloneor by the committee,withthe aid of a dodwfaprojectofficerand withclericalassistance.however,the bulkof the personneland other resourcesarerequiredduringa two-weekperiodduringwhichtheactual datacollectionprocessis carriedout.throughoutthe surveyprocess,the committeechairpersonand membersshouldbe allowed as much timeas needed for theirplanningandscheduling activities,to prepare for hearings,to establishand maintain contacts,to prepare for data collectortraining,to monitordata collection activities, to preparereports, andto carryoutnumerousotherresponsibilitiesin an effectivemanner.manyseeminglystraightforwardsurveytaskscan requireunexpectedeffort,such as when listsof firmsfrom departmentof laborturn outto containnamesof manythathavechangedaddress,movedoutof town,goneout of business,mergedwithanothercompany,etc.2enclosure (1)opnavinst12532.1lwscmembersareselectedin partfor theirmaturityand maybetrustedto use discretionon the time theymustdevoteto survey tasks.exceptwhenprofessional data collectorsare used,the furnishingof datacollectorsis the responsibilityof the host activityand otherlocalactivities.activitymanagersshould respondto requests to nominatedatacollectorshy offeringthe highestqualitypersonnelavailableandshould ensure theirreleasefromregulardutiesto the extentrequiredto receive training(twoto threedays):to receiveassignments,visitfirms andturnin datato the committee(normallythreeto five daysovera two-weekperiod); and to perform necessary follow-upcalls. adviceand assistancefrom the datacollectorsactivity on such matters as transportationand telephone callshaveoften helped to avoidmissedappointments and otherproblems,althouqhtransporta- tion is the responsibilityof the hostactivity.generally, each pair of datacollectorsis expected to visitabout two or possibly three firmsin a givenday andtransportationis clearlyvitalin meeting schedules.thehost activityis responsiblefor providing office space,clericalhelpand otherservices needed by the local wage surveycommittee.c.supp ort of wagechangesurveys.wagechangesurveysareconductedeverytwo years,in betweenthefull-scalesurveys;andtheyentailfar lesspersonnelandresourcesthana full-scale survey.most,if not all,of the datacan be obtainedbytelephoneby the lwscand possiblysome of the datacollectorswho participatedin the previous,full-scalesurvey.althoughthetimeand effortspentby committeemembersis similarto thatspenton a full-scalesurvey,and althoughthe volumeof dataissimilar,hearingsare notheld,lesstrainingis needed,and other resourcessuchas officeand parkingspace,transportation,etc.,are greatlyreduced if not eliminated.nevertheless,adequate resourcesarestillcriticalto thesuccessof the surveyandaccuracyis as importantas in a full-scalesurvey.d.surveyfollow-ups.the lwscsresponsibilitiesdo not endwhendatais forwardedto the odwfain washington,d.c.it maybe necessaryto reconvenethe lwscperiodicallyto answeraddi-tionalquestionsposecl by the 130d wagefixingauthorityandto follow up on companypayincreaseswhichbecomeeffectiveafter thesurvey.3.qualificationsof survevpersonnela.lwscchairperson.the policyof the departmentof defenseis to assignonlycapable,knowledgeableand dependablepeopleto chairthe localwagesurveycommitteeandto retainthefunctionfor peoplewhohavemanagedthe jobsuccessfullyin the past.the personnominatedfor lwscchairpersonmustpossessthefollowingl.attributes:3enclosures(1)opnavinst12532.1(1) be a generalscheduleemployeecf the highestgradelevelpracticableand willnormallybe an employeeofpersonneloffice.thecivilianprocess .(2) be thoroughlyfamiliarwiththe fws wagesurvey(3) havea goodworkingknowledgeof federalclassificationand payprcgrams.(4) be a strongleader- providedirectionto the lvlscand set the pacefor its activities.(5) beactivities.thorough,ccmplete,fair,andaccuratein all(6) beactionswithoutdependableandinclinedto followthroughonconstantprodding.(7) meetestablisheddeadlines.(8) be responsiveto the needs,requestsand guidanceofthe dodwfatechnicalstaff.b.lwscmanagementmembers.the policyof the departmentofdefense is thatonlycapable,knowledgeableand dependablepeople shouldbe appointedto thisposition.the appointeeshouldalso havethefollowingqualifications:-.(1) be a generalscheduleemployeeat gs-9or aboveandbein a positionto knowand reflectmanagementspositionscn the issues .process.(2) be thoroughlyfamiliarwiththe fws wagesurvey(3) havea goodworkingknowledgeof federalwagesystemclassificationand pay prqrams.(4) be predisposedto stronglysupportmanagementspositionson theissuesandlookout for managementsinterest.(5) be thorough,canplete,fair,and accuratein allactivities.c.lwsclabormember.theleadagencydeterminesthelocallabororganizationentitledto designatethelabormemberof thelws(_,j so notifiesthelocallabororganizationandits nationalenclosure(1)4opnavinst12532.1dec131wheadquarters,andforwardsthe namedesignatedby thelocalto theheadof the employingactivity.thelatterappointsthe desig-natedpersonas lwsclabormember.the responsibilityof the activityheadin this regardis to assurethatthelabordesigneeis a federalemployeeon activedutystatusin the wageareawithinthe coverageof regularschedulesof the federalwagesystem.d.datacollectors.onehalfthe datacollectorsare wageemployeesof localactivitieswhohave beenrecommendedbythe labormemberof the lwscand one halfarefederalemployees who haveeitherbeenappointedby localactivitiesor are profes-sionaldatacollectorssuppliedby bod wagefixingauthority.thelwscsuppliesa listof nominatedlabordatacollectorsto eachemployingactivityand requeststhe activityheadto appointa specificnumber fromthe listas wellas a specificnumberof management data collectors.fpv supplement532-1requires that bothmanagementandlaborappointeesmustbe:(1) well-versedin the occupationalcontentof a widerangeof occupations.,-practices.(2) well-acquaintedwith(3) ableto approachthefederalwageadministrationcollectionof wagedataobjectivelyand. ableto avoid. anyapproach.semblanceof prejudicial(4) ableto maintainpleasantrelationswithpeople.(5) sufficientlybalancedand matureto talkintelli-gentlyto privateindustrymanagementrespresentativeson an equal footing.,a personswillingnessto drivemayalsobe considereddependingon circumstances.in orderof preference,nomineesfor managementdatacollectorsshouldbe gs-7or above;ws-11or above;ds-r, 9and10; or militarypersonnel. in positionscomparableto the ahove groupings.4.officespace,clericalassistanceand transportation.whilethereare no set standardsfor the amountor qualityof resources neededfor any givensurvey,a discussion of theseresources is in order. adequatespaceis criticalto the successfulconductof hearings,for datacollector trainingand for actualdatacollec-tionactivities.for hearings,peoplefromoutsidethe host5enclosure(1)opnavinst12532.1oec 13 )982activityshouldbe furnishedcleardirectionsto the hearingsiteand adequateparkingshouldbe available.ampleseatingarrange- mentsin an atmosphereconduciveto the hearingprocessis atleastequallyimportant.datacollectortrainingshouldbe conductedin an accessible,easilylocatedareawithadequate parking space.a comfortableclassroanor conference setting shouldbe availabletmjether withtrainingequipment suchaslectern,blackboardor flipcharts,overheadprojectorandscreen,16mm movieprojector,soundsystem,paper,pencils,etc.as neces- saryor
