Dependable Capacity，Reliability and the baseline multi-year tariff of all blocks of Thermal Power Station，CudduCEO GENCO-II TPS GUDDU（下文称为招标者）面向国际知名工程师，给Guddu热电厂机组的热容量，年可用小时数，可靠容量，安全性，多年费用基线等性能参数做评测1.2Source of Funds资金来源The Employer has arranged the funds from PEPCUS own resources of Foreign Exchange allocated to G.M.(Thermal)for Hiring services for major overhauling. 招标人已得到隶属于通用公司的PEPCO公司的国际交易资金，用于付这次大修的服务费用IT2 Eligible Tenderers投标资格Tendering is open to all firms who are bona-fide Specialists consultants.The firm should have proper equipment and a team of qualified&experienced world renowned experts to carry out such services mentioned in SCHEDULE TO TENDER/SCOPE OF WORK.本次投标面向本行业的各资深专家顾问，投标公司应拥有能提供在招标行程及工程范围里提到的各项服务的设备及资深专家团队。IT3 Cost of Tendering投标成本The tenderer shall bear all costs associated with the preparation and submission of its tender and the Employer will in no case be responsible or liable for those costs，regardless of the conduct or outcome of the tendering process投标人应承担在投标准备阶段及完成任务期间的相关费用，招标人在此期间不对这些费用负责。b TENDER DOCUMENTS招标文件IT4 Contents of Tender Documents招标文件内容The Tender Documents are those stated below, and should be read in conjunction with any Amendment/Addendum issued in accordance with Clause IT6.1招标文件内容如下，请结合条款IT6.1的修订方案及附录一下阅读1Instructions to Tenderers投标须知2.Forms of Tender招标形式3 .Schedules to Tender招标行程4.General Conditions of Contract合同的基本条款5.Special Conditions of Contract合同的特别条款6，Standard Forms标准形式i. Form of Tender Security投标保函形式ii.Form of Performance Security履约保函形式7 .Specifications. 具体事项8 .Drawings，if any. 图纸(如果有的话)IT5 Clarification of Tender Documents投标文件澄清5.1 A prospective tenderer requiring any clarification（s） in respect of the Tender Documents may notify the Emplpyers address given here in below：准投标者若需要投标文件澄清可以通过以下方式与招标人联系获取：Chief Executive Officer,Genco一II TPS Guduu一Kashmore5.2 The employer will respond to any request for clarification which it receives earlier than 15 days prior to the deadline for the submission of tenders.Copies of the employers response will be for warded to all prospective tenderers，at least 7days prior to deadline for the submission of tenders，who have purchased the Tender Documents including a description of the enquiry but without identifying its source。招标单位将会对在招标截止前15天索取投标文件澄清作出回应，招标文件或其复印件最迟将在投标截止前7天寄出。副本看老板的反应将提交给所有的人,发出的招标文件，包括描述了调查，但没有查明其来源。 IT6 Amendment of Tender Documents投标文件的修改6.1 At any time prior to the deadline for submission of tenders ，the employer may ，for any reason ，whether at his own initiative or in response to a clarification requested by a prospective tenderers， modify the Tender Documents by issuing an amendment在提交标书最后期限前，业主可根据自己的意愿，或应回复潜在投标者的解释文件的要求，发布附录修改投标文件。6.2 Any amendment thus issued shall be part of the Tender Documents pursuant to sub Clause6.1hereof ，and shall be communicated in writing to all pursuant to the Tender Documents.Prospective tenders shall acknowledge receipt of each amendment in writing to the employer根据6.1，对投标文件的任何修改仍属于投标文件并应按照与投标文件相关内容或格式载入。准投标者应以书面形式向招标单位表示已收到关于投标文件有所修改的通知6.3To afford prospective tenderers reasonable time in which to take an amendment into account in preparing their tenders ，the Employer may at its discretion extend the deadline for submission of tenders 考虑修改投标文件后时间有所变动，招标单位将会适当延长提交标书的截止日期C PREPARATION OF TENDERS投标准备IT7 language of tender 投标语言7.1 the tender prepared by the tenderers and all correspondence and documents relating to the tender ，exchanged by the tenderer and the employer shall be written in the English language，provided that any printed literature furnished by the tenderers may be written another language so long as accompanied by an English translation of its pertinent passages in which case，for purposes of interpretation of the Tender ，the English translation shall be govern招标过程的组织及相关文件的准备由招标单位提供，投标者与招标单位将用英语交流，投标者标书中的一些辅助文件或小册子可使用另外的语言，但与投标有关的段落要有英语译文。在标书翻译时，以英文为准IT8 documents comprising the tender标书的组成文件 8.1The tender prepared by the tenderer shall comprise the following components：投标者准备的标书应包括以下几部件a covering letter附信b. form of tender duly filled，signed and sealed标书的正式填写，签署，密封格式C. schedules to tender duly filled and initiated ，in accordance with the instructions contained therein标书正式填写及生效的日程安排和其中包含的说明书D. tender security投标保证书 IT9 Sufficiency of Tender投标的充分性9.1 Each tenderer shall satisfy himself before Tendering as to the correctness and sufficiency of his Tender and of the rates and prices entered in the Price Schedule, which rates and prices shall except in so far as it is otherwise expressly provided in Contract/Purchase Order， cover all his obligations under the Contract/Purchase Order and all matters and things necessary for the proper Supply of Goods/Spares每位投标者应该确保其标书的正确性及其充分性并接受费用预算表所确定的费率与价格，这些费率与价格不包括合同或订购单里明文规定的费率与价格，包括了投标人在履行合同或订购单里的义务和工程过程所需的一些必要物件及零件的费用。9.2The tenderer is advised to obtain for himself at his own cost and responsibility all information that may be necessary for preparing the tender and entering into contract for execution of the work /supply of goods/spares. .招标人应承担参加投标或在合同准备过程所需的一些费用 IT-10 . Tender Price, currency of Tender.& Payment 标价，投标的支付货币10.1 The tenderer shall fill up the Schedule of Price indicating the unit rates and prices of the goods to be supplied underline contract/purchase order.对单价和总价未标明的项目，在工程中业主不予以支付，其价格视作已包括在工程量表中其他的单价、总价中。 .10.2 Unless otherwise stipulated in the Conditions of Contract，prices quoted by the tenderer shall remain fix during the tenderers .performance of the Contract and not subject to variation on any account. 除非合同中另有明确规定，合同包括条款一所述全部工程，以投标者提供的项目单价和总价为基础 IT-11Tender Security 投标保证 11.1 Each tenderer shall furnish, as part of his tender, a Tender Security in the amount equal to 2% of the Tender price in the form of Deposit at call or a Bank Guarantee issued by a Scheduled Bank in Pakistan in favour of the Employer valid for a period 30 days beyond the tender Validity date.投标者应随其标书提交一份投标保函，金额不少于投标价格的。在标书生效30天前，以活期存款或以巴基斯坦预算银行作担保形式交到招标单位。11.2 Any tender not. accompanied by an acceptable Tender Security shall be rejected by the Employer as non-responsive 任何未附可接受的投标保函的标书都将被招标单位拒绝 11.3 The .tender securities of unsuccessful tenderers will be returned upon award of contract to the successful tenderer or on the expiry of validity of Tender Security whichever is earlier. 不成功的标书的投标保函将尽快返还，不迟于标书有效期结束前11.4 The Tender Security of the successful tenderer will be returned when the tenderer has furnished the required performance Security. 成功的投标者的投标保函将在其开始进行工程和按要求提供履约保函后返还.11.5 The Tender Security may be forfeited 投标保函在下列情况将失去 a. Agreement/Acknowledgement of purchase order/service order. 11.6 The Tender Security and Performance Security shall be furnished on non-judicial paper of value prescribed by the Govt. of Pakistan. 投标保证金和履约基金应按巴基斯坦政府所规定的非司法文件形式签署 IT-12.VALIDITY OF SIGNING AND SUBMISSION OF TENDERS 有效签署及提交标书 12.1 Tenders shall remain valid for the period of. 1 80 days after the date of Tender opening.从特定的投标结束期起个月内投标书保持有效且可供接受12.2 In exceptional circumstances, the Employer may request the Tenderers to extend .the period of validity for a specific period The request and responses thereto shall be made in writing. A Tenderer may refuse the request without forfeiture of his Tender Security. A Tenderer agreeing .to. the request will not be required. or permitted. to modify his Tender, but will be required to extend the validity of his Tender Security for the period of all tension and in compliance with Clause IT-11 in all respect. 在特殊条件下，在原标书有效期结束前，业主或其代理人可要求投标者延长其标书有效期。业主的要求和投标者的答复均应是书面的形式。投标者可以拒绝这样的要求，且不会因此失去其投标保函。答应这样要求的投标者不得改动其标书，但被要求顺延其投标保函有效期。条款IT11中有关投标保函的返还和失去的规定同样适用于延长期。 12.3 Tenderers are particularly directed that amount entered on the form of Tender for performing. the contract shall be strictly in accordance with the Tender documents. 投标者应严格按照招标文件所要求的文件格式及数量签署合同12.4 Each Tenderer shall prepare one original and one copy or the Documents comprising the Tender and clearly mark them ORIGINAL and COPY as appropriate. 投标者应准备条款十（一）规定的标书的一个原本和两个副本，并分别注明“原本”和“副本”。In the event of discrepancy between them the Original shall prevail. 如果两者之间有不同，以原本为准。12.5The original and copy of the Tender shall be typed or written in indelible ink and shall be signed by the person or person(s) duly Authorized to sign. In the case of copies, Photostats are alsoacceptable. This shall be indicated by submitting a written power of attorney authorizing the signatory of the Tenderer. to act for and on behalf of Tenderer. All pages of Tender shall .be initialed and stamped by the person or persons signing the Tender标书原本和两个副本应打字或用不能抹掉的墨水书就，并由一名或多名有权责成投标者遵守合同的人士签字。与标书一起应有一份书面委托书用以证明授权。写有条目和修订内容的每一页标书都要有在标书上签字人士的缩写签名。12.6 Tenderer can quote for an item or items 投标者可适当增加条目12.7 No alternation is to be made in the. form of Tender nor in the schedule thereto except in filling. up the blanks. as directed. If any .alteration be made or if these instructions be not fully compliedwith, the Tender maybe rejected全套标书不应有改动，擅自改动标书的投标将会被退回拒绝 12.8 . Tenderer shall indicate in the space provided in the form of Tender, their full and proper address at which notices may be legally served to them and to which all correspondences in Connection with their Tenders and contract are to be sent. 投标者应在标书所对应空间填写好自己的通信地址，以确保招标单位的文件传送 12.9 Tender shall retain a copy of Tender documents as their file copy投标者应保留一份标书文件备份12. 10 The Tender shall contain no alterations omissions or additions except to comply with the instructions issued by the Employer or as are necessary to correct errors made by the Tenderers in which case such corrections shall be initialed by the person or persons signing the Tender. 全套标书不应有改动、行间书写或涂抹的地方，除非按议程的指示或为改正投标者的错误，但这种情况下改正的地方应有在标书上签字人士的缩写签名。12.11 Schedule of technical data attached with the Tender schedule must accompany the Tender duty filled in signed and stamped by the Tenderers otherwise the offer will be considered incomplete/rejected 在标书附表中的技术参数表必须应有投标者的盖章或签名，否则将视为无效或未完成12.12All schedules to Tender are to be properly completed and signed给招标单位的工程进度表应正确填写好12.13The Tender shall be delivered in person or sent by registered mail at the address of the Employer.招标单位将会以书信或电子邮件方式发送标书 12.14 Each Tenderer shall submit his Tender as under投标者按以下规定提交标书i. ORIGINAL and each COPY of the tender shall be separately sealed and pu tin separate envelopes and marked as such. 投标者应把标书原本和每个副本分别各装入一个内信封和一个外信封，且在信封上注明“原本”、“副本”。 ii. The envelopes containing the ORIGINAl and CPOIES will be put in one sealed envelopes and addressed/ identified.装有原本及副本的两信封在装在一个信封后表面地址或记号 12.15 The inner and outer envelopes shall内外信封均应注明： a) be addressed to the Employer at the address given in subclause5.1条目 5.1提及的地址b) Bear the Tender No. and date of opening of Tender注明标书号码及开标日期c) Provide a warning not to open before the time and date for Tender opening. 注明请勿在开标前拆开 .12.16 . lf the outer envelopes is not sealed and marked as above.the Employer will assume no responsibility for the misplacement or premature opening of the Tender Deadline for Submission, 如果外信封未按规定注明有关事项，一旦标书被错误处置或提前打开，招标单位对此不负任何责任。提前打开的标书将被招标单位拒绝，予以退回。13.Modification & withdrawal of Tenders. 标书修改和撤销13.1(a)Tenders must be received by the Employer at the address specified in the subclause5.1 not later than the time and date stipulated in INVITATION TO TENDERERS/TENDERING DATA标书应在招标数据书中提及的日期之前提交准确提交到条目5.1的招标人地址13.1(b)Tenders with charges payable will not be acceptable nor will arrangements an undertaken to collect the Tenders from any delivery point other than that specified above. Tenderers shall bear all expenses incurred in the preparation and delivery of Tenders.除上边规定外，没付标书费用的投标者将得不到相应标书。 投标者应承担准备和寄送标书的一切费用。13.1(a)Where delivery of a Tender is by mail and Tenderer wishes to receive an acknowledgement of receipt of such Tender, he shall make a request for such acknowledge in a separate letter attached to but not included in the sealed Tender package. 想以电子邮件方式接受标书的投标者应用独立信件表明，并粘附预密封标书文件外13.1(d)Upon request acknowledgement of receipt of Tender will be provided to those making delivery in persons or by messenger以上要求的标书传递方式将通知到相关传送人员13.2 Tenders submitted through telegraph telex fax or e-main shall not be considered.以电报，传真或邮件提交的的标书将视为无效 .13.3Any Tender received by the Employer after the date and time of Tender submission will be returned unopened to such Tenderer Delays in mail, delays of person in transit or delivery of a Tender to the wrong office shall not be accepted as an excuse for failure to deliver a Tender at the proper place and time. It shall be the Tenderers responsibility to determine the manner in which timely delivery of this Tender will be accomplished either in person by messenger or by mail在提交日期之后才被招标单位收到的标书将会原件退回，不接受任何解释。投标者应注意选择正确方式，确保标书准时提交。13.4 Any Tenderer may modify or withdraw his Tender submission provided that written notice of the modification, substitution or withdrawal is received by the Employer prior to the deadline for Submission of Tenders 投标者在提交标书后可对其进行修改或予以撤销，只要修改文件和撤标通知在提交标书最后期限前送达招标单位。 13.5The notice for modification substitution or withdrawal of any Tender shall be prepared sealed marked and delivered in accordance with the provision of Clause IT-12 with the outer and inner envelopes additionally marked MODIFICATION SUBSTIT UTION or WITHDRAWA as appropriated ， A withdrawal notice may also be sent by telex or fax but followed by signed confirmation copy post marked not later than the deadline for submission of Tenders投标者的修改文件或撤标通知应按有关提交标书条款（参照条目IT12）的规定准备、封缄、标记和发出。撤标通知可以通过电传、电报送达，但随后应提交一份有签名的确认件，且其邮戳上日期不能晚于提交标书最后期限。13.6 No Tender may be modified by a Tenderer after the deadline for submission of Tenders Withdrawal of a Tender during the interval between the deadline for submission of Tenders and the expiration of the period of Tender validity specified in the form of Tender may result in forfeiture of the Tender Security标书提交截止日期后，投标者无法修改标书内容。在提交标书最后期限和标书有效期满之间的时间撤标将按条标书中的规定失去投标保证书。13.7The Employer may at his discretion extend the dead line for submission of Tenders by issuing an addendum in accordance with Clause IT 6 in which case all rights and obligations of the Employer and the Tenderers previously subject to the original deadline will there after be subject to the deadline as extended招标单位可通过发布条款IT16规定的附录延长提交标书的最后期限，但至少应在原期限前七天通过电传或电报通知所有已索取投标文件的具有资格的投标者。在此情况下，所有原期限下业主和投标者的权利义务顺延至新期限结束。 E TENDER OPENING AND EVALUATION 开标和评标14.1 TENDER OPENJNG & CLARIFICATION AND EVALUATION 开标,澄清和评标14.1 A committee consisting of nominated members by the Employer will open the Tenders ,including withdrawals and modifications made pursuant to Clause IT13 in the presence of Tenderers Representatives who choose to attend at the time, date and location stipulated in the invitation to Tenderers and Tendering data. The Tenderers Representatives who are present shall sign in a register evidencing their attendance 招标单位将派出专业人员的团队在投标代表面前拆开标书，投标代表可按照招标文件里所提到的日期参加开标会议，届时将登记出席代表名单14.2 Envelopes marked MODIFICATIONS SUBSTITUTION or WITHDRAWAL shall be opened and read out first along with the name of the Tenderer.
