摘要：长期以来，我国农业投资项目的可行性分析和评估工作受到各种因素影响，可行性研究的可信度水平低下，已经严重影响了农业项目的投资效率，制约了农业经济的发展。本文借鉴WSR方法论，从真实性、科学性和可靠性三个角度深入分析可信度低下的根本原因，为寻求提高可行性研究可信度的对策探索崭新路径。 关键词：WSR方法论 可行性研究 可信度 真实性 科学性 可靠性 可行性研究是考察项目技术上的先进性和适用性、经济上的盈利性和合理性、建设的可能性和可行性的一种科学分析方法，科学决策需要高可信度的可行性研究做基础。可行性研究的可信度是指根据一定的编制程序和内容，运用经济学理论和方法而编制出的项目可行性研究的真实性、科学性和可靠性所达到的可信程度。真实性是指可行性研究中所引据的基础数据资料要真实、准确；科学性是指可行性研究中依据的经济理论和方法要先进要成熟要适用，分析要全面要透彻；可靠性是指可行性研究要能经得起实践的检验，兼顾项目各方干系人的整体利益，尽可能做到研究结论与实践相统一。其中，真实性是可行性研究可信度的基础，科学性是可行性研究可信度的关键，可靠性是可行性研究可信度的归宿和落脚点，可靠性依靠真实性和科学性来实现，真实性和科学性依靠可靠性来检验。长期以来，我国农业投资项目的可行性分析和评估工作受到各种因素影响，可行性研究的可信度水平低下，已经严重影响了农业项目的投资效率，制约了农业经济的发展。理论界对这个问题的关注集中在可行性研究可信度影响因素的研究（如市场分析、技术选择、财务评价、国民经济评价和社会评价、风险分析等因素）和可行性研究可信度低下原因的分析（如职能、体制、机制、道德、环境、方法等方面），并由此提出提高可行性研究可信度的针对性措施。WSR是“物理(wuli)、事理(shili)、人理(renli)方法论”的简称，既是一种方法论，又是一种解决复杂问题的工具。借鉴WSR方法论，重新审视农业投资项目可行性研究中存在的问题，从物理、事理、人理的角度指导可行性研究工作，提高农业投资项目可行性研究的真实性、科学性和可靠性，实现科学决策，是崭新路径。 一、WSR理论及与农业投资项目可行性研究各阶段的对应 物理（WuLi)事理(ShiLi)人理(RenLi),简称WSR，是由我国学者顾基发和朱志昌提出的一种方法论,物理是指系统项目处理过程中人们面对的客观存在,是物质运动的规律；事理是指系统项目处理过程中人们面对的客观存在及其规律时介入的机制；人理是指系统项目处理过程中所有人们之间的相互关系及其变化过程。WSR的核心思想倡导处理复杂问题要从机能整体性出发,既要考虑对象物的方面(物理),又要考虑这些物如何被更好运用的事的方面(事理),还要必须考虑认识问题、处理问题和解决问题中人的方面(人理)。农业投资项目的决策过程，从总体上讲是物理、事理和人理统一的过程，物理过程是项目干系人各自从自身利益角度认识项目属性的过程，事理过程是项目干系人各自运用综合评价技术，量化评价的过程，人理是项目各干系方之间进行“沟通、协调”最终决策的过程。 1.WSR理论的“物理” WSR理论的“物理”，即充分了解并正确认识可行性研究对象的最基本属性和特征,尽可能详尽、全面地收集有关的信息和原始数据,从而确定指标值,这是整个可行性研究的基础，是农业投资项目可行性研究初始阶段的主要任务。“物理”需要采取的技术属于战略性的，主要依靠可行性研究者自身的职业信念、经验知识、感性、知觉、洞察力、智慧及直觉判断。客观性、真实性是这一阶段的主要目标。 2.WSR理论的“事理” WSR理论的“事理”，即按照特定的评价目标建立最能表征可行性研究对象属性的评价指标体系,确定指标的权值,选择合适的可行性研究方法,以便按照该方法所提供的过程和准则来评测可行性研究对象的过程，这是农业项目可行性研究的最重要阶段。“事理”需要采取的技术是属于战术性的，需要进行定量处理，所要用的也多是定量方法，或定量与定性相结合的方法。科学性、准确性是这一阶段的主要目标。 3.WSR理论的“人理” WSR理论的“人理”，即协调领导者、可行性研究主体和可行性研究客体之间的关系,经过多方面权衡之后,给出最终的评价结果报告，这是农业项目可行性研究的最后阶段，“人理”也是贯穿整个农业投资项目可行性研究全过程的思想。可靠性、协调性是这一阶段的主要目标。物理-事理-人理的基本意义及与可行性研究的对应关系如下： 物理角度分析农业项目可行性研究存在的问题，主要体现为对农业投资项目可行性研究的对象属性认识不足，可行性研究的真实性降低，导致可信度低下。这种认识不清包括两个层面：一是客观性认识不足，二是主观性调查不到位。 一是客观性认识不足。目前在农业投资项目可行性研究中往往会有以下几种情况：在选择动态分析方法时没有充分考虑到农业项目投资期长、各年收益不稳定的因素，忽略农业投资项目受自然条件影响较大，各年收益可能严重不平衡的状况；由于农产品价格存在着工农业产品价格剪刀差, 其价格与价值被扭曲, 农业投资项目的主要收益转移到农业以外的部门，农业投资项目又大部分是具有社会公益性的项目, 其分摊收益和无形效果的测算比较困难，可行性研究中对外部效益和外部费用考虑不充分；随着市场经济的快速发展, 农业项目的内涵和外延有了很大的变化,其性质和内容形成多样化和模糊化的特点。例如, 农产品最终产品的深加工和一体化以后及副业规模扩大后, 农业投资项目已远远超出传统观念的农业项目，农业投资更加强调加强农业结构调整、注重可持续发展、注意与高新科技成果结合、项目以市场为导向，更趋向规模化、集约化。可行性研究中对这些特点缺乏深入研究。 二是主观性调查不到位。资料显示，新产品开发和新项目上马失败的主要风险有63%来自市场，一个投资项目最后成功的关键就是市场的突破，也正因为如此，可行性研究中乐观估价市场现状及前景便成为较为普遍和突出的现象。农业涉及面广, 经营单位分散, 加上农民的文化程度较低,其统计数据收集困难, 农业投资项目可行性研究中，常用根据调查及经验估算的办法来弥补。有些农业项目的市场调查和预测，线条粗放，轻描淡写，为追求所谓的可行性，人为地掺加水份，臆断市场条件。例如对国内外、省内外的现有生产能力和利用率、供需量，以及在建项目潜在的生产能力等因素，预测的多，调查的少；还有些项目为提高项目效益，不对市场进行深入调查、进行背景分析，有意选择偏高的产品价格，用偏多的销量、偏高的售价、偏低的投资额、偏低的成本等失实数据套入固定公式进行机械地计算、分析，得出高收益率、高利税率等财务指标；有的甚至得出不合常理，经不起推敲，经不起实践检验的可行性研究结论。过分乐观估价或凭空想象市场，导致的结果必然是保证不了项目的投资成功率。 三、事理角度分析农业投资项目可行性研究的科学性 事理角度分析农业投资项目可行性研究存在的问题，主要体现在评价指标选择失当，指标体系不合理，可行性研究的依据不足，使可行性研究缺乏科学性，导致可信度低下。指标是用来反映对象的特征、属性、联系、运动的概念，而且偏重反映规模、范围、比例、程度等量的规定性，指标涵义中一般明确规定指标值的测度方法，或者将指标描述为相应的计算式。可行性研究中，设置指标体系必须针对评估对象，注意指标之间的联系、指标相互配合、力求简明、力求实用。 一是农业投资项目可行性研究中指标选择失当。中国政府财政对农业投资一直没有专门的有效的考核办法,缺乏量化的考核指标,不利于正确、合理地安排财政对农业投资。项目投资决策评价指标按其在决策中所处的地位可分为主要指标(如净现值、内部收益率等)、次要指标(如静态投资回收期等)和辅助指标(如投资利润率等)。目前有很多农业项目的可行性研究中只计算投资回收期及投资利润率、利税率等次要、辅助指标，而实际上，当静态投资回收期或投资利润率的评价结论与净现值、内部收益率等主要指标的评价结论发生矛盾时，应当以主要指标的结论为准，因为这些指标具有项目本身的内涵属性，能在一定程度上起到控制投资的作用。在有些农业投资项目如产业化项目可行性研究中，项目总体、龙头企业和农户三者的财务评价可能出现不一致的结果，我们目前的可行性研究中往往偏重龙头企业或项目的总体效益，忽略在企业和农户之间的利益平衡和调整，使双方均收益，这样，财务评价的结果失去公正性。 二是农业投资项目可行性研究的深度不够。可行性研究的依据是可行性研究深度的基本体现。但是有的农业投资项目的可行性研究报告却没有给出充分的依据。例如没有依据国家、地区及行业等的长远规划，没有依据国家的产业政策，没有依据项目建议书及其批文，项目投资估算没有依据主要设备的咨询价格资料等。国际上通常的做法是可行性研究应达到能确定方案的程度, 而目前我国却做不到。很多农业投资项目可行性研究报告篇幅长、水份多、实质性内容少, 趋同于项目建议书。比如市场研究和预测等内容被演变成项目城市现状、历史变迁、人文资料、地理位置、气候特点和供气原则等大篇幅的罗列, 连篇累牍的空话和套话, 让评估者难以从中找出研究的要点与结论。有些可行性研究报告虽然结构比较完整，各部分内容都有，但只重视文本的完整性，而忽略内容的有效性，研究得不深不透，论点不鲜明，论据不充分，论述不详细，定性描述多，定量计算少，例如在生产规模的确定上，只有拟定的数量，没有数量确定的原则和计算过程，在项目燃料动力消耗的节能部分，可行性只是轻描淡写节能的意义，却没有具体的节能措施和节能指标等。此外，不重视可行性研究报告各组成部分之间的逻辑关系分析也是许多农业投资项目可行性研究报告中暴露出的问题，整个报告往往只是一些大量的、繁琐的、多半是无用的资料的堆砌，各部分之间缺乏内在的、统一的逻辑推理分析，不重视系统性及原因结果，条件目的等逻辑分析。 三是农业投资项目可行性研究中对项目申报主体的确定不合理。以农业投资项目中占很大比例的农业产业化项目为例：龙头企业需要稳定的原料供给，农户需要稳定的产品销路，龙头企业与农户之间要在自愿、平等、互利的前提下，形成比较稳定的产品购销关系和利益共同体。而现在农业产业化项目以企业为申报主体，农户在项目中没有参与权，在整个项目实施中也没有监督的机会，与企业处于一种松散式的联结状态。企业重加工轻基地建设，一种情况是将项目资金挪作他用，结果是企业获得了发展，但是项目扶持农民的目标却没有实现；一种情况是如果获得外来资金过于容易，企业可能不是把精力放在技术创新、开拓市场、加强管理、提高竞争力上，而是用于跑部门要资金支持，以项目养项目，导致企业因缺乏自身的竞争力而被市场淘汰或者成为财政的一个负担，最终的结果是项目的失败或者是没有取得应有的经济及社会效益。 四、人理角度分析农业投资项目可行性研究的可靠性 人理角度分析农业投资项目可行性研究中存在的问题，不能兼顾项目干系人的整体利益，协调能力差是主要表现，可行性研究的可靠性、协调性低，导致可信度低下。可行性研究活动中，人理因素体现在三方面:一是满足领导的意愿；二是协调领导者、评价者和评价对象之间的关系；三是综合评价专家组中不同专家的主观判断。 一是目前的管理体制下，县级农业投资项目管理部门权利过于集中，综合了决策权、管理权、分配权、组织权、预算决算权、项目竣工验收权、资金使用权等多项权利。大部分农业投资项目可行性研究方法都是建立在领导者(即决策者)的偏好基础上，具有强烈社会特征，往往带有“导向性”，并且方法的“科学性”也往往服从于“导向性”，甚至由于受到利益驱动和行政干预的影响，没有充分考虑项目各主体的整体利益，这样必然造成农业投资项目实施后部分群体的受损。 二是尽管在农业投资项目评审阶段建立了专家评审制，但在长官意识决策盛行且决策过程不透明的情况下，专家评审并未发挥应有的作用，评而不审的现象普遍存在。项目评价群体，项目评价者是保证可行性研究工作公正性的保证。农业投资，项目干系人众多，其可行性研究活动应该是一项关键项目干系人共同参与的过程，由于每个干系人之间的知识背景的不同、立场的不同、利益的不同，造成对同一个问题，同一个目标，同一个方案往往会有不同的看法和感受，对于农业投资项目的决策是不仅需要科学性更需要艺术性，需要领导者、评价者和评价对象之间的关系协调一致，充分考虑专家组的综合意见、考虑项目主体各干系人的整体利益，考虑可行性研究主体的心理因素、知识背景、从业经历、对社会政治、经济信息的把握程度、专业的互补性、职业操守等。专家评审只讲有利条件，回避不利因素，投审批者所好, 掩盖矛盾和风险, 为“可行”而研究, 报喜不报忧等情况必然误导投资决策。 三是在可行性研究的逻辑思维上存在偏差，有些农业投资项目只做项目“可行”的结论，不做“不可行”的论证。可行性研究中不注重对敏感性问题和风险因素的分析，忽略农业投资项目受自然因素影响较大的特点，忽略农业投资项目对市场的依赖，对项目敏感性和风险因素的分析往往不足，甚至找不出敏感性因素，或对风险因素的分析缺失。这样，据此作出决策后的项目在出现风险或者风险因素发生变化时，效益大幅下降，出现个别可行性研究结论与论证过程相悖的情况。 以上基于WSR理论对农业投资项目可行性研究可信度低下原因的分析，既是分析问题的方法，也给可行性研究的工作提供了一个新思维。2009年底，为适应建立现代市场经济体制的需要，国务院将出台我国投资体制改革方案。新的投资体制将对可行性研究的思路和观念将产生重大冲击。新的投资体制强调“谁投资，谁决策，谁承担风险”。随着审批制度的改革及风险责任追踪约束机制的建立和完善，以应付上级审批为最高目的的“可批性研究”将失去其存在的制度土壤，“力求可批性，戏说可行性”的时代即将成为历史，真正意义上的科学的“可行性研究”的时代已经来临，可行性研究会真正变成专家行为。农业投资项目可行性研究的主体，应对此予以高度关注，尽快行动起来，更新观念、填补知识空缺，提升专业技能，以“知物理、明事理、通人理”为指导思想，对现有的可行性研究方法进行优化、选择。其中，“知物理”，就是要力求研究对象的真实性；“明事理”，就是要强化研究对象的科学性；“通人理”，就是要提高研究对象的可靠性，使农业投资项目的可行性研究真正成为科学决策的前提和保障。参考文献：1.刘炳胜.基于物理一事理一人理方法论的项目评价方法体系研究.硕士论文.天津：河北工业大学，20062.许国志顾基发车宏安系统科学与工程研究.上海:上海科技教育出版社，20003.李金海.项目评价方法论及概念模型研究.博士论文.天津:南开大学，20054.王皓.我国项目可行性研究的可信度研究.硕士论文.泉州：华侨大学，2003作者简介：司静波 Abstract: For a long time,there are various factors influencing the feasibility analysis and evaluation of the agricultural investment projects in our country, the low levels of the reliability of feasibility study has been seriously influenced the efficiency of investment in agricultural projects and constrained the development of the agricultural economy.This paper references WSR methodology ,from three point of view of the authenticity,validity,and credibility in-depth analysis of the root causes of low credibility,it explores a new path for seeking measures to improve the credibility of feasibility study.KeyWords: WSR Methodology Feasibility Study Credibility Authenticity Validity ReliabilityProject feasibility study is a scientific analysis that is to investigate the advancement and applicability of technology,economic profitability and rationality,the possibility and feasibility of building,scientific decision-making needs the feasibility study which has high reliability as the basis.The credibility of the feasibility study is prepared according to certain procedures and content,make use of the theory and methods of economy to compile the authenticity,validity and reliability of the achieved degree of credibility of project feasibility study .Authenticity refers to the basic data which is quoted in feasibility study should be true and accurate;science refers to the theory and methods of economy which are based in feasibility study should be advanced,mature and applicable ,the analysis should be comprehensive and thorough;reliability refers to the feasibility study should be able to stand the test of practice,giving consideration to the overall interests of the project stakeholders,and the research findings as possible with practice.Among then,the authenticity is the basis of the credibility of the feasibility study,science is the key to the credibility of the feasibility,the reliability is the temporary lodging and home to the credibility of the feasibility, the reliability relies on the authenticity and science to achieve,the authenticity and science rely on the reliability to test.For a long time,there are various factors influencing the feasibility analysis and evaluation of agricultural investment project in China,low level of credibility of the feasibility study has seriously affected the efficiency of agricultural investment projects and restricted the development of agricultural economy.Theorists focused attention on the issue of credibility of the factors in the feasibility study (such as market analysis, technology selection, financial evaluation, economic evaluation and social evaluation, risk analysis and other factors), and the low credibility of the feasibilitystudy cause analysis(such as functions,systems,mechanisms,ethics,environment,methods and other aspects),and thus propose the pertinence measure to increase the credibility of feasibility study.WSR is a Wuli,Shili, Renli Methodology for short, it is a methodology, but also a tool to solve complex problems.Reference WSR methodology,re-examine the problems in agricultural investment project feasibility study,from physical,sensible,people management point of view to guide the feasibility study ,and enhance the authenticity,validity and reliability in agricultural investment project feasibility study,and achieve scientific decision-making,is a new path.WSR theory and the corresponding to the agricultural investment projects feasibility study stages and WSR theory Wuli,Shili,Renli,WSR for short,is a methodology that be proposed by Chinese scholar named Gu,Jifa and Zhu,Zhichang,Wuli refers to the objective existence that people faced in the processing procedure of the system project,is the law of material movement;Shili refers to the system which is involved in the objective existence and its law that people faced in the processing procedure of the system project;Renli refers to all inter-relationship between people and its change process that people faced in the processing procedure of the system project.The core idea of WSR is advocating that we should dispose complex issues from functional integrity,its necessary to consider the material aspects of an object(wuli),but also consider how to make better use of these materials aspects of things(shili),but also must consider the aspect of human in understanding questions,dealing with problems and problem-solving(renli). Generally speaking, the decision-making process of agricultural investment projects is a process which is the unity of Wuli,Shili,Renli,Wuli process is a process that project stakeholders understand project attribute from the point of view of their own interests,Shili process is a process that project stakeholders use comprehensive evaluation technology to make quantitative evaluation ,Renli is a process of the final decision-makingwhich is communicated,coordinated between project stakeholders.1.1 the Wuliof WSR methodologyThe Wuli of WSR methodology,that is fully and correctly understanding the basic attributes and characteristics of the objects of feasibility study,collecting the related information and raw data as detailed and comprehensive as possible,thus determining the index value which are the basis of the feasibility study ,but also the main tasks in the initial stage of the agricultural investment project feasibility study .The technology thatwuli needs to take is strategic,it mainly rely on the professional beliefs, experience knowledge, sensitivity, perception, insight, wisdom and intuitional judgment of the researchers of feasibility study.Objectivity, truth is the main objective in this phase.1.2 the Shili of WSR methodologyThe Shili of WSR methodology is a process that according to the specific object to establish the evaluation index system which can best to represent the attribute of the objects of the feasibility study,determine the weights of indicators, select the appropriate method for feasibility study ,and so as to evaluate the objects of feasibility study according to the process and criteria which are provided by the method ,it is the most important stage of the agricultural project feasibility study.The technology thatShili needs to take is tactical,it requires a quantitative treatment,the method it uses that either the quantitative methods,or the combination of quantitative and qualitative methods. Analysis of the authenticity of agricultural investment project feasibility study from the point of view of physicThe main reflections of the analysis of the problems in agricultural investment project feasibility study from the point of view of physic are that the lack of recognition of the object attribute of agricultural investment project feasibility study and the authenticity of feasibility study decreased ,thus resulting in the low credibility .This confusion includes two levels of understanding: First, lack of recognition of objectivity , and second, subjective survey is not in place.First, lack of recognition of objectivity .There are the following situations in agricultural investment project feasibility study at present:it did not fully take into account the long period and annual earnings instability of agricultural investment,and neglect the situation that the natural conditions have great influence on agricultural investment project and the annual income may be severe imbalance;as there is price scissors between industrial and agricultural products in the prices of agricultural products , its price and value is distorted,the main benefits of agricultural investment projects transferred to the sector of the outside of agriculture,the majority of agricultural investment projects is a social public welfare project,it is difficult to measure the contribution earnings and intangible effects of agricultural investment projects,the lack of recognition of the external benefits and external costs in feasibility study;with the rapid development of market economy, the connotation and extension of agricultural projects has great changed,and its nature and content have formed the feature of diversification and blurring. For example,agricultural investment projects is far beyond the traditional concept agricultural project after the integration of the furher processing of agricultural final products and the enlarged scale of sideline.Agricultural investment highly emphasise the adjustment of agricultural structure,and pays more attention to the sustainable development and the combination with the hi-tech achievements,and the projects which is market-oriented ,the agricultural investment project tends to be more scale and intensive.It is lack of in-depth study of these features in feasibility study.Secondly, subjective survey is not in place.The data showed that the major risk of failure in new product development and new projects comes from 63% of the market,the key to final success in an investment is the breakthrough of the market,because of this ,status and prospects of optimistic valuations markets have become more common and obvious phenomeno
