WeletoWashingtonforthisextraordinaryAIPACconference.Imtoldthattheattendancefarsurpaesanyotherconference,anditsalwaysbeenoneofthebiggestgatheringsthatWashingtonhostseveryyear.SoIcongratulateyouforbeinghereinthesenumberswiththisenergyandenthusiasm. IalsothankmyfriendBernice,whohasservedsowellonbehalfofAIPAC,andcongratulateHowardFriedman,theiningpresident.IthankHowardKohr,yourexecutivedirector;AmyFriedkiandeveryonewhoworkssohardforAIPACnotjustwhenthereisagreatgathering,likethisconference,buteverysingleday,workingwithusintheCongreworkinghereinWashington. IwanttotakejustafewminutestodiscusomeofthesignificantchallengesfacingtheUnitedStates,Israelandourworldtoday.Asyouknowbetterthanmost,eventsintheMiddleEastareaolutelycriticaltoourhopeforasafer,moresecureworld,aworldinwhicheverynationisfreefromthethreatofglobalterrorism.Andastrong,lastingrelatiohipbetweentheUnitedStatesandIsraeliseentialtooureffortstobuildthatworldofpeaceandsecurity. Asallofusknow,ourfuturehereinthiscountryisintertwinedwiththefutureofIsraelandtheMiddleEast.Nowthereisalotthatwecouldtalkabout,andobviouslymuchhasbeendiscued.ButintheshortperiodthatIhavebeengiventhehonorofaddreingyou,IwanttostartbyfocusingonourdeepandlastingbondbetweentheUnitedStatesandIsrael. Now,thesearebondsthataremorethansharedinterests.Thesearebondsforgedinamonstruggleforhumanrights,fordemocracy,forfreedom.ThesearebondsthatpredatethecreationofthestateofIsrael,thatreallypredatethecreationoftheUnitedStatesbecausetheyarerootedinfundamentalbeliefsandvaluesaboutthedignityandrightsofmenandwomentoliveinfreedom,freefromfear,freefromoreion.Andthereisnodoubtthattheseincrediblystrongbondsandvalueswillremainasthelodestarofourrelatiohipwithourdemocraticfriendandally,Israel. Now,Isr Butweknowthatthegoal,theimportant,eentialgoalofademocratizingMiddleEastisplex,anditisnotwithoutrisks.Afewmonthsago,IwentforthesecondtimetoIraqandKuwaitandAfghanistanandPakistan,andIreturnedhomewithhopefulneaboutwhatIhadseenandlearned,butalsowithaseeofcautionabouthowweshouldproceed.InIraqIsawfirsthandthedailychallengesconfrontingtheIraqipeople.Imetwithanumberofourtroo,thebraveyoungmenandwomenwhoareonfreedomsfrontlinesinIraq.ImetwithourcivilianrepresentativesintheembayandotheragencieswhoarealsoriskingtheirlivestohelptheIraqipeople. AndImetwithrepresentativesoftheformerinterimIraqigovernmentandthenewlyelectedIraqigovernment,aswellasprivateIraqicitize. NowIcameawaywithseveraloverwhelmingimpreio.First,nomatterwhatohinksabouteventsthathaveunfoldedinIraq,thereisnodoubtthattheAmericanmilitaryhasperformedadmirably,withprofeionalism,andthateveryyoungmanandwomanwhowearstheuniformofourcountrydeservesoursuort,whethertheybeactiveduty,guard,orreservetroop. Youknow,itisontrilikethat-deitetheoftendangerouscircumstances,IwishIcouldbringeveryoneofmycotituents-all19millionofthemandanyotherswhocoulde-toseefirsthand.IflewfromBaghdadtoFallujahinaBlackhawkhelicopter;metwiththeMarineswhohadliberatedFallujahfromtheiurgentsandterrorists. ImetwithmanyothersofourMarinesandsoldierswhoaremittedtotheirmiiontotrytobringfreedomtothepeopleofIraq.They,aswellasthetrooIsawinKuwaitandinAfghanistan,aremittedtothisfundamentalbeliefthatpeopledeservetherighttobefree,deservetherighttoselecttheirowngovernment,deservetherighttoplotandplanforabetterfutureforthemselvesandtheirchildren. Ihopethateachofyou,asyoutravelthroughyourstatesandmunities,willmakeitapointtothanktheseyoungpeople,becausetheyrepayingaveryhighprice:1,600-pluslosttheirlivethousandsandthousandshavereturnedhomegrievouslyinjured.Becauseoftheadvancesinbattlefieldmedicineandthenewbodyarmorthatourtroowear,manyaresurvivinginjuriesthatwouldhaveleftpreviousgeneratioofyoungmenandwomendead. SothereisnodoubtthatAmericahasstarteddownapath,withbloodandtreasure,totrytocreatetheconditionfordemocracyandfreedomintheMiddleEast-whichhascoequencesfortheentireregion,foroursecurity,andcertainlyforIsraels. Atthiscriticaltimeinthisplicatedsituationwefindourselvesin,IthinkitsimportanttorecognizetheextraordinarystandthatPrimeMinisterSharonandthedemocraticallyelectedgovernmentofIsraelhavetakenastheyfacetherisksandchallengesofdisengagementandastheytrytodealwiththenewlyelectedPalestinianleadership. Theprimeminister-whomIampleasedtonotewillfollowmetothisstage-andthestateofIsraelthathehasdevotedhisentirelifetoservingaretakingatremendousrisk. IbelieveitisourobligationasfriendsandsuortersandalliesofIsraeltosuortIsraelseffortsforpeace,stabilityandsecurity.Now,thismeadoingmorethanprovidingIsraelwitheconomicaidsothatitcanremainstronginthefaceofongoingthreats.WemustalsodemandthatPresidentAasdismantlethestructuresofterrorthatthePalestinianleadershiphasemployedforsolong. Youknow,inademocracy,evenafledglingdemocracy,leadersmustbeheldaountable.AndPresidentAasmustbeheldaountablefortheactiotakingplaceunderhisleadership.IknowthatyouareaskingyoursenatorsandrepresentativestosignontoalettertoPresidentBushaboutthis,andImproudtosuorttheseeffortsbecausetherecanbenodoubtthatasIsraelanditsdemocraticgovernmenttakethesesteandwesuortthem,therehastobereciprocityontheothersideaswell. AndmakingprogretowardpeaceandsecurityalsorequirestheendofthebarrageofhateandincitementthatisstillofficiallysanctionedbythePalestinianAuthority.Now,IwasrelievedtolearnthisweekthatthePalestinianAuthorityremovedtheProtocolsoftheEldersofZionfromitsweite.Reportedly,ithadbeenincludedontheweiteundertheheadinghistoryofZionism,butwhatwasitdoingthereinthefirstplaceeventhoughwearerelievedthatitisnolongerthere? Wemustcontinuetobevigilantaboutmonitoringhateandincitementandanti-Semitism,notonlybythePalestinianAuthoritybutthroughouttheArabworld.SauditextbookscharacterizeJewsaswicked.Iraniannewsreports,obviouslyrepresentingtheopinionoftheirgovernment,havelentcredencetoHolocaustdeniers.Thisisaniuethatallofusneedtobeconcernedabout. Andfiveyearsago,Istoodwithmyfriend,ElieWiesel,todenouncethisincitement,thisviolence,thisanti-SemitisminPalestiniantextbooks.AndIvebeenworkingonthisiuebecausetomeitisoneofthosebasiciuesthat-howdoweexpecttohaveademocraticallyelectedPalestiniangovernmentiftheirtextbooksarestillpreachingsuchhatred,andifweallowthisifweallowthisdehumanizingrhetorictogounchallenged.Becausewhatishaeningisyoungmindsarebeinginfectedwiththisanti-Semitism,andthatisgoingtoruncountertowhatwehopecanhaenoverthenextyearsaswedoworkforpeaceandstability. Sowemustcontinuetoshineabrightotlightonthesemeagesofhatredandtheseenticementsformartyrdominthesetextbooksandonthemediathattakeyoungmindsandtwistandpervertthemandcreateanewgenerationofterroristsandiurgents. Aboutayearandahalfago,IheldahearingwithSenatorecteronthePalestinianmedia,andIconfrontedthePalestinianAuthorityrepresentativeaboutthisiue,whomwehadinvitedtoeandaddretheSenatemittee.Iurgedhimtoacknowledgethatwhenitestochildren,whoeverthosechildrenare,shieldingthemfromhateandviolenceshouldbethenumberonepriorityoftheirfamiliesandtheirgovernmentsandtheentireglobalmunitytopreventthishatredfromfestering. Andofcourse,oneoftheareasIamdeeplyconcernedaboutisIran,anditspursuitofnuclearweapo,becauseanuclear-armedIranwouldshakethefoundationofglobalsecuritytoitsverycore.Israelwouldbemostimmediatelyandprofoundlythreatenedbythisdevelopment,butIsraelwouldnotbealone.KnowingofIranshistoricandpresenttiestoterroristworks,howwouldwefeel,hereinAmerica,iftheIraniacouldstartproducingnuclearweapoatwill?HowwouldtheEuropeafeelifIrancouldstartnuclearweapoatwill? NowoneoftheterroristgrouthatIransuortsisHezbollah.AndweknowthatHezbollahposesadirectanddirerisktothestabilityoftheMiddleEast.SyriaswithdrawalfromLebanon-whichisverygoodnewsfortheLebanesepeople-alsocreatesanoortunityforHezbollahtowreakhavoc. SoweneedtoremainvigilantabouttheterroristthreatandworktostoptheflowofsuorttoHezbollahfromSyriaandIran.AndweneedtoconvinceourEuropeanalliesofHezbollahsthreattoorderintheregionandtothecivilizedworld,andconvincethemtodesignateHezbollahasaterroristorganization. AndtheEuropeamustdomoretocutoffthefundingandthefund-raisingthatgoesoninEuropeforHezbollah,Hamas,andIslamicJihadassoonaspoible.
