ItisdifficultforustoprehendwhattheordinaryciviliansofthiscountryhaveenduredatthehandsofsocalledrebelstryingtoundermineademocraticallyelectedGovernmentandtryingtodosothroughacampaignofterror. Thisisntwarasweunderstandit.Itisanappallingsavageryinflicteduponthecivilianpopulationinwhichrapeandslaveryandmutilationaretheeverydayweapons. Itsacampaignofbutcheryinwhichasweveallseenonourtelevisionscreensyoungchildrenhavehadtheirarmsandtheirlegshackedoffasawarningtoothers. WhentheBritishforcesarrivedinSierraLeone,therebelswereagaininfulladvanceandclosetothecapitalFreetown. Therewasunderstandablefearamongthecivilianpopulation.Governmentforcesweredemoralised.ThemultinationalUNpeacekeepingmissionfacedaworseningsituationwithouttherightequipmentormanpower. ThemaintaskfortheBritishforceswastohelpevacuatesafelythehundredsofBritishcitizenswhoriskedbeingtrappedinSierraLeone. Itmeantsecuringthemainairportsotheairliftcouldtakeplacepeacefully.ButtheairportwasalsothekeytoreinforcingtheUNforceinSierraLeonetogivethemtheforcesandfirepowernecessarytorestorepeace. AndthebesthopeforSierraLeoneinthelongtermisaneffectiveandcapableUNforce. SoweagreedthatwewouldholdtheairporttoenabletheUNtoflyinthereinforcementstheyneeded.Itisataskthataseverourtroopshaveperformedwithenormousskillandcourage. Ishouldemphasiseourforcesarenotthereasbattroops.Theyarenottheretofightacivilwar.TheirtaskistogetBritishcitizensoutandthoseUNreinforcementsin. Theyarealsoworkingclosely,aspartoftheirrole,withtheUNforcesalreadyontheground,givingthemlogisticsupportandadvice. Butourtroopsdo,ofcourse,havetherightandequipmenttodefendthemselvesrobustlyifanyoneattacksthem.Itsarighttheyhavealreadyusedandwilluseagainifnecessary. Itisanuncertainsituationthere.Thereare,ofcourse,risks.Butwhatiscertainisthat,asIrecordthis,thepresenceoftheredberetshasalreadymadearealdifference. AndBritainsstrengthintheworldmatters.Itmattersnotjustforwhatwecandoforpeoplebutforourinfluence,forjobs,forinvestment. ItisalsoinournationalinteresttodowhatwecantosupporttheUnitedNationsandtotackleinstabilityinworldaffairswhereverwecan. Noneofitmeansthatwehelpineverycrisis.Wecantdothat.Wecanttakeresponsibilityforeveryconflict.Butwherewecanhelp,weshould.Especiallywhere,asinSierraLeone,wehavehistoricresponsibilitiesandwhereourowninterestsarealsoatstake. Forinstability,eventhousandsofmilesaway,canlead,forinstance,tofewerjobsbackhome,tomoredrugsonourstreets,morerefugeesintheworld. AndoneofthemainreasonsforBritainsstrength,forBritainsabilitytoaffectstabilityintheworld,isourArmedForces. Theydontwanttostandidlybywhentheycanhelp.Theyknowbetterthananyonetheriskstheyrun,buttheyknowalsothatthisiswhattheyhavebeentrainedtodobetterthananyoneelseintheworld. Wedidntignoreinvestmentinourearlyyears.Indeedwelaunchedthebiggesthospitalbuildingprogrammeinthehistoryofthehealthservice.ThefirstoftheseisalreadyopeninCarlisle.Weinvestedtomakesure thatinfantclasssizeshavefallen.Over10,000schoolshavebeenrefurbishedorrepaired.Whereveryoulive,therellbeaschoolnearyouwhichhasbenefited.
