Therearemanypeople,inmanydifferentpartsoftheglobe,whohavereasontothankourservicemenandwomen.AndtothatlistinrecentdayscanbeaddedthepeopleofSierraLeone. FromthedayoftheirarrivalinthisWestAfricancountry,Britishparatroopershavehelpedtobringnewstabilityandhopetoapeoplewhohavesufferedterribly. ItisdifficultforustoprehendwhattheordinaryciviliansofthiscountryhaveenduredatthehandsofsocalledrebelstryingtoundermineademocraticallyelectedGovernmentandtryingtodosothroughacampaignofterror. Thisisntwarasweunderstandit.Itisanappallingsavageryinflicteduponthecivilianpopulationinwhichrapeandslaveryandmutilationaretheeverydayweapons. Itsacampaignofbutcheryinwhichasweveallseenonourtelevisionscreensyoungchildrenhavehadtheirarmsandtheirlegshackedoffasawarningtoothers. WhentheBritishforcesarrivedinSierraLeone,therebelswereagaininfulladvanceandclosetothecapitalFreetown. Therewasunderstandablefearamongthecivilianpopulation.Governmentforcesweredemoralised.ThemultinationalUNpeacekeepingmissionfacedaworseningsituationwithouttherightequipmentormanpower. ThemaintaskfortheBritishforceswastohelpevacuatesafelythehundredsofBritishcitizenswhoriskedbeingtrappedinSierraLeone. Itmeantsecuringthemainairportsotheairliftcouldtakeplacepeacefully.ButtheairportwasalsothekeytoreinforcingtheUNforceinSierraLeonetogivethemtheforcesandfirepowernecessarytorestorepeace. AndthebesthopeforSierraLeoneinthelongtermisaneffectiveandcapableUNforce. SoweagreedthatwewouldholdtheairporttoenabletheUNtoflyinthereinforcementstheyneeded.Itisataskthataseverourtroopshaveperformedwithenormousskillandcourage. Ishouldemphasiseourforcesarenotthereasbattroops.Theyarenottheretofightacivilwar.TheirtaskistogetBritishcitizensoutandthoseUNreinforcementsin. Theyarealsoworkingclosely,aspartoftheirrole,withtheUNforcesalreadyontheground,givingthemlogisticsupportandadvice. Butourtroopsdo,ofcourse,havetherightandequipmenttodefendthemselvesrobustlyifanyoneattacksthem.Itsarighttheyhavealreadyusedandwilluseagainifnecessary. Itisanuncertainsituationthere.Thereare,ofcourse,risks.Butwhatiscertainisthat,asIrecordthis,thepresenceoftheredberetshasalreadymadearealdifference. TheyvehelpedhundredsofBritishandothernationalsflytosafety.RaisedmoraleamongtheUNforcesandthetroopsoftheSierraLeoneGovernment. Andperhaps,mostofall,reassuredthepeopleofSierraLeonebydemonstratingtherestoftheworldwouldnotabandonthemtotheirfate. Ourforcestherearedoingamagnificentjob.Weveeveryreasontobeproudofthem. Iknowtherearethose,ofcourse,whobelievethatweshoulddonothingbeyondoffersomewordsofsympathyandcondemnation.ButthatwouldbetoturnourbackineffectonthosepoordefencelesspeopleinSierraLeone,whenwecoulddosomethingtohelpthem.ItsoneofthereasonswhyBritaincountsintheworld.Britainisseentohavevaluesandbepreparedtobackthemup. AndBritainsstrengthintheworldmatters.Itmattersnotjustforwhatwecandoforpeoplebutforourinfluence,forjobs,forinvestment. ItisalsoinournationalinteresttodowhatwecantosupporttheUnitedNationsandtotackleinstabilityinworldaffairswhereverwecan. Noneofitmeansthatwehelpineverycrisis.Wecantdothat.Wecanttakeresponsibilityforeveryconflict.Butwherewecanhelp,weshould.Especiallywhere,asinSierraLeone,wehavehistoricresponsibilitiesandwhereourowninterestsarealsoatstake. Forinstability,eventhousandsofmilesaway,canlead,forinstance,tofewerjobsbackhome,tomoredrugsonourstreets,morerefugeesintheworld. AndoneofthemainreasonsforBritainsstrength,forBritainsabilitytoaffectstabilityintheworld,isourArmedForces. Theydontwanttostandidlybywhentheycanhelp.Theyknowbetterthananyonetheriskstheyrun,buttheyknowalsothatthisiswhattheyhavebeentrainedtodobetterthananyoneelseintheworld. Theyunderstandthatitwasonlytheirswiftdeployment,theirwork,thathelpedrescueourcitizensand,bysupportingtheUN,hasgivenSierraLeoneandthemillionsofpeoplethere,thechanceofabetterfuture. Childrenstillbeingtaughtincrampedorprefabclassrooms.Patientstreatedinwardsbuiltlongbeforepenicillinwasdiscovered. Ourrailwaysandroadsfallshortofthestandardsweneed.Andthatsnotjustbadfortravellersbutbadforoureconomy. Anditsnotjustthefabricofourcountrywhichrevealsthesignsofthisfailuretoinvest. Therewasachronicshortageofpeople,ofteachers,doctors,nurseswhenwecameintoGovernmentthreeyearsago. Evenworse,wefoundthattrainingplacesandrecruitmenthadoftenbeencutback. NowIdontgoalongwiththosewhoclaim,forexample,thatwehaveathirdworldhealthservice. ThatsaninsulttothededicateddoctorsandnurseswhoworkintheNHS.Anditalsoignoresthefactthatthousandsofpeopleeverydaygetsuperbtreatmentandcare. Butwearenowthefourthbiggesteconomyintheworld.Andfewpeoplewouldclaimwehavethefourthbestpublicservices.Icertainlydont.Thatsbecauseforfartoolongwehaventinvested.Wehaventlookedtothelongterm.Wehaventinvestedforourfuture. Andthatslargelybecauseofthecycleofboomandbustwhichhasgrippedoureconomyforsolong. Itmeantsuddenincreasesofinvestmentfollowedbypaniccutbackswhichmadeitimpossibletoplansensiblyforthefuture. Weweresodeterminedtorestorestabilitytotheeconomyevenifitmeantharddecisionsandsomeunpopularity. Wedidntignoreinvestmentinourearlyyears.Indeedwelaunchedthebiggesthospitalbuildingprogrammeinthehistoryofthehealthservice.ThefirstoftheseisalreadyopeninCarlisle.Weinvestedtomakesure thatinfantclasssizeshavefallen.Over10,000schoolshavebeenrefurbishedorrepaired.Whereveryoulive,therellbeaschoolnearyouwhichhasbenefited. Butthereisagreatdealmoretodo.Andwithinflationandinterestrateslow,billionssavedindebtrepaymentsandarecordnumberofpeopleinwork,thecountrycannowaffordthesustainedinvestmentneededinourhealthservice,schools,policeandtransportsystems. Itmeansa150%increaseininvestmentinpublictransportinvestmentdesperatelyneededforourroadsandrailways. Thentheresa1.4billionincreaseinhealthspendingonhospitals,clinicsandequipment. Andextrainvestment,too,forurgentrepairsfor7,000moreschools.Butthereslittlepointinhavingwonderfulnewschoolsorhospitalsifyoudonthavethetrainedstafftogointothem. Sowereworkinghardtotackletheshortageofnurses,doctorsandteachers. Wevereversed,forexample,theshortsightedcutsinnursetrainingplaces.Weveexpandedmedicalschoolsandplaces. Wearehavingsomesuccess,tooanincreaseofnearly5,000doctorsinthehealthserviceinthelastthreeyearsinthehealthservice.Anincreaseof10,000qualifiednursestoo. Andthisweekwelearntthatforthefirsttimeineightyearsthenumberofteachersintraininghasrisen. Thatisvitalbecauseitisthededicatedteacherswhoaredeliveringtherealprogresswereseeinginourschools. Goodteacherscananddomakeamassivedifferencetothelivesofthechildrentheyteach. Everyday,inschoolsthelengthandbreadthofourcountry,thehardworkofdedicatedteachersgiveourchildrenthehelpandencouragementtheyneedtorealisetheirpotential. Forfartoolonghowever,teachershavefeltundervaluedand underrewarded.Andthatswrongwhenyouthinkthattherecanbefewjobs morefulfilling,morechallengingormoreimportanttooursocietysfuturethanbeingateacher. Sothisweleincreaseinthenumbersofteachersintrainingisasignthatwearebeginningtogetthingsright. Buttheresalotmorethatweneedtodo.Iwanttoseethebestandthebrightestsignupintheirtensofthousandstobeeteachers,tojointhateducationcrusade. Weneedmoreteachersjustasweneedmoredoctors,morenurses,moremodernschoolsandhospitals. Itcantbedoneovernight.Ittakesyearstobuildanewhospitalortrainnewdoctors. Butourhardwoneconomicstabilitymeanswenowhavethechanceatleasttoplanandinvestforthelongterm. InBritain,wevealwaysbeenexcellentateducatinganelitewell.Thetop20percenthavealwaysbeenprettywelleducated.Butforthemajority,thestandardsjusthaventbeenhighenough.Wevehadapovertyofambitionandaspirationwhichhasmeantthatlargenumbersofpeopleleaveschooleitherwithoutqualificationsorwithoutnearlythequalificationstheyneed.Ourvisionfortheeducationsystemisreallylikethis.Weneededucationthroughoutlife.Everyoneunderstandsthat. Ithastobeginatayoungagesothefirststageisnurseryeducationforthefouryearoldsandthreeyearolds.Andwereprettywellonthewaytoachievingthat.Thefouryearoldshavenowgotthechanceofdecentnurseryeducation.Wevedoubledthenumbersofthreeyearoldswhogetthechancesofnurseryeducationandwillextendthatfurtherovertime.Thenafterthat,atthesecondstage,weneedprimaryschoolsthatreallyfocusonthebasicsgettingliteracyandnumeracyrightandIllebacktothatinaminute.
