Page1of59CHAPTERIGENERAL1.1Definitions1.1.1ConventionmeanstheInternationalConventionfortheSafetyofLifeatSea,1974,asamended.1.1.2Effectiveclearingoftheshipistheabilityofthefree-falllifeboattomoveawayfromtheshipafterfree-falllaunchingwithoutusingitsengine.1.1.3Free-fallaccelerationistherateofchangeofvelocityexperiencedbytheoccupantsduringlaunchingofafree-falllifeboat.1.1.4Free-fallcertificationheightisthegreatestlaunchingheightforwhichthelifeboatistobeapproved,measuredfromthestillwatersurfacetothelowestpointonthelifeboatwhenthelifeboatisinthelaunchconfiguration.1.1.5Launchingrampangleistheanglebetweenthehorizontalandthelaunchrailofthelifeboatinitslaunchingpositionwiththeshiponevenkeel.1.1.6Launchingramplengthisthedistancebetweenthesternofthelifeboatandthelowerendofthelaunchingramp.1.1.7RegulationmeansaregulationcontainedintheAnnextotheConvention.1.1.8Retro-reflectivematerialisamaterialwhichreflectsintheoppositedirectionabeamoflightdirectedonit.1.1.9Water-entryangleistheanglebetweenthehorizontalandthelaunchrailofthelifeboatwhenitfirstentersthewater.1.1.10ThetermsusedinthisCodehavethesamemeaningasthosedefinedinregulation/3.1.2Generalrequirementsforlife-savingappliances1.2.1Paragraph1.2.2.7appliestolife-savingappliancesonallships.1.2.2Unlessexpresslyprovidedotherwiseorunless,intheopinionoftheAdministrationhavingregardtotheparticularvoyagesonwhichtheshipisconstantlyengaged,otherrequirementsareappropriate,alllife-savingappliancesprescribedinthispartshall:.1beconstructedwithproperworkmanshipandmaterials;Page2of59.2notbedamagedinstowagethroughouttheairtemperaturerange-30to+65and,inthecaseofpersonallife-savingappliances,unlessotherwisespecified,remainoperationalthroughouttheairtemperaturerange-15to+40;.3iftheyarelikelytobeimmersedinseawaterduringtheiruse,operatethroughouttheseawatertemperaturerange-1to+30;.4whereapplicable,berot-proof,corrosion-resistant,andnotbeundulyaffectedbyseawater,oilorfungalattack;.5whereexposedtosunlight,beresistanttodeterioration;.6beofinternationalorvividreddishorange,oracomparablyhighlyvisiblecolouronallpartswherethiswillassistdetectionatsea;.7befittedwithretro-reflectivematerialwhereitwillassistindetectionandinaccordancewiththerecommendationsoftheOrganization*;*RefertotheRecommendationontheUseandFittingofRetro-ReflectiveMaterialonLife-savingAppliances,adoptedbytheOrganizationbyresolutionA.658(16),asitmaybeamended.8iftheyaretobeusedinaseaway,becapableofsatisfactoryoperationinthatenvironment;.9beclearlymarkedwithapprovalinformationincludingtheAdministrationwhichapprovedit,andanyoperationalrestrictions;and.10whereapplicable,beprovidedwithelectricalshortcircuitprotectiontopreventdamageorinjury.1.2.3TheAdministrationshalldeterminetheperiodofacceptabilityoflife-savingapplianceswhicharesubjecttodeteriorationwithage.Suchlife-savingappliancesshallbemarkedwithameansfordeterminingtheirageorthedatebywhichtheymustbereplaced.Permanentmarkingwithadateofexpiryisthepreferredmethodofestablishingtheperiodofacceptability.Batteriesnotmarkedwithanexpirationdatemaybeusediftheyarereplacedannually,orinthecaseofasecondarybattery(accumulator),iftheconditionoftheelectrolytecanbereadilychecked.CHAPTERIIPERSONALLIFE-SAVINGAPPLIANCES2.1Lifebuoys2.1.1LifebuoyspecificationPage3of59Everylifebuoyshall:.1haveanouterdiameterofnotmorethan800mmandaninnerdiameterofnotlessthan400mm;.2beconstructedofinherentlybuoyantmaterial;itshallnotdependuponrushes,corkshavingsorgranulatedcork,anyotherloosegranulatedmaterialoranyaircompartmentwhichdependsoninflationforbuoyancy;.3becapableofsupportingnotlessthan14.5kgofironinfreshwaterforaperiodof24h;.4haveamassofnotlessthan2.5kg;.5notsustainburningorcontinuemeltingafterbeingtotallyenvelopedinafireforaperiodof2s;.6beconstructedtowithstandadropintothewaterfromtheheightatwhichitisstowedabovethewaterlineinthelightestseagoingconditionor30m,whicheveristhegreater,withoutimpairingeitheritsoperatingcapabilityorthatofitsattachedcomponents;.7ifitisintendedtooperatethequickreleasearrangementprovidedfortheself-activatedsmokesignalsandself-ignitinglights,haveamassofnotlessthan4kg;and.8befittedwithagrablinenotlessthan9.5mmindiameterandnotlessthan4timestheoutsidediameterofthebodyofthebuoyinlength.Thegrablineshallbesecuredatfourequidistantpointsaroundthecircumferenceofthebuoytoformfourequalloops.2.1.2Lifebuoyself-ignitinglightsSelf-ignitinglightsrequiredbyregulationIII/7.1.3shall:.1besuchthattheycannotbeextinguishedbywater;.2beofwhitecolourandcapableofeitherburningcontinuouslywithaluminousintensityofnotlessthan2cdinalldirectionsoftheupperhemisphereorflashing(dischargeflashing)atarateofnotlessthan50flashesandnotmorethan70flashesperminwithatleastthecorrespondingeffectiveluminousintensity;.3beprovidedwithasourceofenergycapableofmeetingtherequirementofparagraph2.1.2.2foraperiodofatleast2h;and.4becapableofwithstandingthedroptestrequiredbyparagraph2.1.1.6.2.1.3Lifebuoyself-activatingsmokesignalsSelf-activatingsmokesignalsrequiredbyregulationIII/7.1.3shall:.1emitsmokeofahighlyvisiblecolouratauniformrateforaperiodofatleast15minwhenfloatingincalmwater;Page4of59.2notigniteexplosivelyoremitanyflameduringtheentiresmokeemissiontimeofthesignal;.3notbeswampedinaseaway;.4continuetoemitsmokewhenfullysubmergedinwaterforaperiodofatleast10s;.5becapableofwithstandingthedroptestrequiredbyparagraph2.1.1.6;and.6beprovidedwithaquick-releasearrangementthatwillautomaticallyreleaseandactivatethesignalandassociatedself-ignitinglightconnectedtoalifebuoyhavingamassofnotmorethan4kg.2.1.4BuoyantlifelinesBuoyantlifelinesrequiredbyregulationIII/7.1.2shall:.1benon-kinking;.2haveadiameterofnotlessthan8mm;and.3haveabreakingstrengthofnotlessthan5kN.2.2Lifejackets2.2.1Generalrequirementsforlifejackets2.2.1.1Alifejacketshallnotsustainburningorcontinuemeltingafterbeingtotallyenvelopedinafireforaperiodof2s.2.2.1.2Lifejacketsshallbeprovidedinthreesizesinaccordancewithtable2.1.Ifalifejacketfullycomplieswiththerequirementsoftwoadjacentsizeranges,itmaybemarkedwithbothsizeranges,butthespecifiedrangesshallnotbedivided.Lifejacketsshallbemarkedbyeitherweightorheight,orbybothweightandheight,accordingtotable2.1.Table2.1-LifejacketsizingcriteriaLifejacketmarkingInfantChildAdultUserssize:15ormorebutlessthanlessthan154343ormoreWeight(kg)lessthan100100ormorebutless155ormoreHeight(cm)than155Page5of592.2.1.3Ifanadultlifejacketisnotdesignedtofitpersonsweighingupto140kgandwithachestgirthofupto1,750mm,suitableaccessoriesshallbeavailabletoallowittobesecuredtosuchpersons.2.2.1.4Thein-waterperformanceofalifejacketshallbeevaluatedbycomparisontotheperformanceofasuitablesizestandardreferencelifejacket,i.e.referencetestdevice(RTD)complyingwiththerecommendationsoftheOrganization.*RefertotheRevisedRecommendationontestingoflife-savingappliances(resolutionMSC.81(70),asamended.2.2.1.5Anadultlifejacketshallbesoconstructedthat:.1atleast75%ofpersonswhoarecompletelyunfamiliarwiththelifejacketcancorrectlydonitwithinaperiodof1minwithoutassistance,guidanceorpriordemonstration;.2afterdemonstration,allpersonscancorrectlydonitwithinaperiodof1minwithoutassistance;.3itisclearlycapableofbeingworninonlyonewayorinside-outand,ifdonnedincorrectly,itisnotinjurioustothewearer;.4themethodofsecuringthelifejackettothewearerhasquickandpositivemeansofclosurethatdonotrequiretyingofknots;.5itiscomfortabletowear;and.6itallowsthewearertojumpintothewaterfromaheightofatleast4.5mwhileholdingontothelifejacket,andfromaheightofatleast1mwitharmsheldoverhead,withoutinjuryandwithoutdislodgingordamagingthelifejacketoritsattachments.2.2.1.6WhentestedaccordingtotherecommendationsoftheOrganizationonatleast12persons,adultlifejacketsshallhavesufficientbuoyancyandstabilityincalmfreshwaterto:.1liftthemouthofexhaustedorunconsciouspersonsbyanaverageheightofnotlessthantheaverageprovidedbytheadultRTD;.2turnthebodyofunconscious,face-downpersonsinthewatertoapositionwherethemouthisclearofthewaterinanaveragetimenotexceedingthatoftheRTD,withthenumberofpersonsnotturnedbythelifejacketnogreaterthanthatoftheRTD;.3inclinethebodybackwardsfromtheverticalpositionforanaveragetorsoangleofnotlessthanthatoftheRTDminus5;.4lifttheheadabovehorizontalforanaveragefaceplaneangleofnotlessthanthatoftheRTDminus5;andPage6of59.5returnthewearertoastableface-uppositionafterbeingdestabilizedwhenfloatingintheflexedfoetalposition.*Refertotheillustrationonpage11oftheIMOPocketGuidetoColdWaterSurvivalandtotheRevisedRecommendationontestingoflife-savingappliances(resolutionMSC.81(70),asamended.2.2.1.7Anadultlifejacketshallallowthepersonwearingittoswimashortdistanceandtoboardasurvivalcraft.2.2.1.8Aninfantorchildlifejacketshallperformthesameasanadultlifejacketexceptasfollows:.1donningassistanceispermittedforsmallchildrenandinfants;.2theappropriatechildorinfantRTDshallbeusedinplaceoftheadultRTD;and.3assistancemaybegiventoboardasurvivalcraft,butwearermobilityshallnotbereducedtoanygreaterextentthanbytheappropriatesizeRTD.2.2.1.9Withtheexceptionoffreeboardandself-rightingperformance,therequirementsforinfantlifejacketsmayberelaxed,ifnecessary,inorderto:.1facilitatetherescueoftheinfantbyacaretaker;.2allowtheinfanttobefastenedtoacaretakerandcontributetokeepingtheinfantclosetothecaretaker;.3keeptheinfantdry,withfreerespiratorypassages;.4protecttheinfantagainstbumpsandjoltsduringevacuation;and.5allowacaretakertomonitorandcontrolheatlossbytheinfant.2.2.1.10Inadditiontothemarkingsrequiredbyparagraph1.2.2.9,aninfantorchildlifejacketshallbemarkedwith:.1thesizerangeinaccordancewithparagraph2.2.1.2;and.2an“infant”or“child”symbolasshowninthe“infantslifejacket”or“childslifejacket”symboladoptedbytheOrganization.*RefertoSymbolsrelatedtolife-savingappliancesandarrangements,adoptedbytheOrganizationbyresolutionA.760(18),asamended.2.2.1.11Alifejacketshallhavebuoyancywhichisnotreducedbymorethan5%after24hsubmersioninfreshwater.Page7of592.2.1.12Thebuoyancyofalifejacketshallnotdependontheuseofloosegranulatedmaterials.2.2.1.13Eachlifejacketshallbeprovidedwithmeansofsecuringalifejacketlightasspecifiedinparagraph2.2.3suchthatitshallbecapableofcomplyingwithparagraphs2.2.1.5.6and2.2.3.1.3.2.2.1.14Eachlifejacketshallbefittedwithawhistlefirmlysecuredbyalanyard.2.2.1.15Lifejacketlightsandwhistlesshallbeselectedandsecuredtothelifejacketinsuchawaythattheirperformanceincombinationisnotdegraded.2.2.1.16Alifejacketshallbeprovidedwithareleasablebuoyantlineorothermeanstosecureittoalifejacketwornbyanotherpersoninthewater.2.2.1.17Alifejacketshallbeprovidedwithasuitablemeanstoallowarescuertoliftthewearerfromthewaterintoasurvivalcraftorrescueboat.2.2.2InflatablelifejacketsAlifejacketwhichdependsoninflationforbuoyancyshallhavenotlessthantwoseparatecompartments,shallcomplywiththerequirementsofparagraph2.2.1andshall:.1inflateautomaticallyuponimmersion,beprovidedwithadevicetopermitinflationbyasinglemanualmotionandbecapableofhavingeachchamberinflatedbymouth;.2intheeventoflossofbuoyancyinanyonecompartmentbecapableofcomplyingwiththerequirementsofparagraphs2.2.1.5,2.2.1.6and2.2.1.7;and.3complywiththerequirementsofparagraph2.2.1.11afterinflationbymeansoftheautomaticmechanism.2.2.3Lifejacketlights2.2.3.1Eachlifejacketlightshall:.1havealuminousintensityofnotlessthan0.75cdinalldirectionsoftheupperhemisphere;.2haveasourceofenergycapableofprovidingaluminousintensityof0.75cdforaperiodofatleast8h;.3bevisibleoverasgreatasegmentoftheupperhemisphereasispracticablewhenattachedtoalifejacket;and.4beofwhitecolour.2.2.3.2Ifthelightreferredtoinparagraph2.2.3.1isaflashinglight,itshall,inaddition:Page8of59.1beprovidedwithamanuallyoperatedswitch;and.2flashatarateofnotlessthan50flashesandnotmorethan70flashesperminutewithaneffectiveluminousintensityofatleast0.75cd.”2.3Immersionsuits2.3.1Generalrequirementsforimmersionsuits2.3.1.1Animmersionsuitshallbeconstructedwithwaterproofmaterialssuchthat:.1itcanbeunpackedanddonnedwithoutassistancewithin2min,takingintoaccountdonningofanyassociatedclothing,donningofalifejacketiftheimmersionsuitistobeworninconjunctionwithalifejacket,andinflationoforallyinflatablechambers,iffitted;*Refertoparagraph3.1.3oftheRecommendationontestingoflife-savingappliances,adoptedbytheOrganizationbyresolutionMSC.81(70).2itwillnotsustainburningorcontinuemeltingafterbeingtotallyenvelopedinafireforaperiodof2s;.3itwillcoverthewholebodywiththeexceptionoftheface,exceptthatcoveringforthehandsmaybeprovidedbyseparategloveswhichshallbepermanentlyattachedtothesuit;.4itisprovidedwitharrangementstominimizeorreducefreeairinthelegsofthesuit;and.5followingajumpfromaheightofnotlessthan4.5mintothewaterthereisnoundueingressofwaterintothesuit.2.3.1.2Animmersionsuitonitsown,orworninconjunctionwithalifejacketifnecessary,shallhavesufficientbuoyancyandstabilityincalmfreshwaterto:.1liftthemouthofanexhaustedorunconsciouspersonclearofthewaterbynotlessthan120mm;and.2allowthewearertoturnfromaface-downtoaface-uppositioninnotmorethan5s.2.3.1.3Animmersionsuitshallpermitthepersonwearingit,andalsowearingalifejacketiftheimmersionsuitistobeworninconjunctionwithalifejacket,to:.1climbupanddownaverticalladderatleast5minlength;.2performnormaldutiesassociatedwithabandonment;.3jumpfromaheightofnotlessthan4.5mintothewaterwithoutdamagingordislodgingtheimmersionsuitoritsattachments,orbeinginjured;and.4swimashortdistancethroughthewaterandboardasurvivalcraft.Page9of592.3.1.4Animmersionsuitwhichhasbuoyancyandisdesignedtobewornwithoutalifejacketshallbefittedwithalightcomplyingwiththerequirementsofparagraph2.2.3andthewhistleprescribedbyparagraph2.2.1.14.2.3.1.5Animmersionsuitwhichhasbuoyancyandisdesignedtobewornwithoutalifejacketshallbeprovidedwithareleasablebuoyantlineorothermeanstosecureittoasuitwornbyanotherpersoninthewater.2.3.1.6Animmersionsuitwhichhasbuoyancyandisdesignedtobewornwithoutalifejacketshallbeprovidedwithasuitablemeanstoallowarescuertoliftthewearerfromthewaterintoasurvivalcraftorrescueboat.2.3.1.7Ifanimmersionsuitistobeworninconjunctionwithalifejacket,thelifejacketshallbewornovertheimmersionsuit.Personswearingsuchanimmersionsuitshallbeabletodonalifejacketwithoutassistance.Theimmersionsuitshallbemarkedtoindicatethatitmustbeworninconjunctionwithacompatiblelifejacket.2.3.1.8Animmersionsuitshallhavebuoyancywhichisnotreducedbymorethan5%after24hsubmersioninfreshwateranddoesnotdependontheuseofloosegranulatedmaterials.2.3.2Thermalperformancerequirementsforimmersionsuits2.3.2.1Animmersionsuitmadeofmaterialwhichhasnoinherentinsulationshallbe:.1marked
