In2011,Congresspassedalawsayingthatifbothpartiescouldntagreeonaplantoreachourdeficitgoal,aboutatrilliondollarsworthofbudgetcutswouldautomaticallygointoeffectthisyear.Thesesudden,harsh,arbitrarycutswouldjeopardizeourmilitaryreadiness.Theyddevastateprioritieslikeeducation,andenergy,andmedicalresearch.Theywouldcertainlyslowourrecovery,andcostushundredsofthousandsofjobs.ThatswhyDemocrats,Republicans,businessleaders,andeconomistshavealreadysaidthatthesecuts,knownhereinWashingtonasthesequester,areareallybadidea. Butwecantaskseniorcitizensandworkingfamiliestoshouldertheentireburdenofdeficitreductionwhileaskingnothingmorefromthewealthiestandthemostpowerful.(Applause.)Wewontgrowthemiddleclasssimplybyshiftingthecostofhealthcareorcollegeontofamiliesthatarealreadystruggling,orbyforcingmunitiestolayoffmoreteachersandmorecopsandmorefirefighters.MostAmericans-Democrats,Republicans,andindependents-understandthatwecantjustcutourwaytoprosperity.Theyknowthatbroad-basedeconomicgrowthrequiresabalancedapproachtodeficitreduction,withspendingcutsandrevenue,andwitheverybodydoingtheirfairshare.AndthatstheapproachIoffertonight.
