亚非国家适应气候变化官员研修班项目简介表项目全称亚非国家适应气候变化官员研修班实施单位名称国务院发展研究中心人力资源研究培训中心举办时间2010年6月29日7月19日工作语言英语邀请对象蒙古、巴基斯坦、缅甸、越南、菲律宾、老挝、也门、伊拉克、埃及、苏丹、孟加拉、哈萨克斯坦、吉尔吉斯斯坦、塔吉克斯坦、乌兹别克斯坦、塞拉利昂、利比里亚、加纳、尼日利亚、乌干达、赤道几内亚、卢旺达、非盟秘书处, 各1-2人。计划人数25人, 每国各1-2人。学员要求年龄要求司局级学员年龄不超过55岁,处级学员年龄不超过50岁。身体健康状况要求身体健康,无传染性疾病、严重高血压、心脑血管、精神类疾病,非肢体残疾,非孕期,并提供当地公立医院出具的健康证明或体检表工作语言要求具备英语听说读写能力其它在华研修期间请勿携带家属或亲戚朋友举办地点参观考察城市北京市举办地天气状况7月平均气温: 21 31C。参观考察城市成都市、重庆市考察地天气状况7月平均气温: 22 32C。备注无实施单位联系方式项目联系人岳立、刘燕玲、杨华办公电话+86-10-65597945,+86-10-65233777手 机岳立刘燕玲:华:传 真+86-10-65597945, 65233777E-,实施单位简介国务院发展研究中心是直属国务院的政策研究和咨询机构,为国家最高级智库之一。主要职责是研究国民经济、社会发展和改革开放中的全局性、综合性、战略性、长期性问题,为党中央、国务院提供政策建议和咨询意见。人力资源研究培训中心是国务院发展研究中心的下属机构,其主要职能是研究人力资源领域的重要理论、关键技术和政策问题,并负责全国政策咨询领域人力资源的开发和培训。我中心自2006年起受商务部委托,开始实施援外人力资源合作开发项目。截止到2009年,我中心共培训了来自80个国家的199名官员及学者。历年研修班均取得很好效果,并受到商务部领导及学员的广泛赞扬。项目内容介绍受中华人民共和国商务部委托,国务院发展研究中心人力资源研究培训中心将于2010年6月29日7月19日在北京举办“亚非国家适应气候变化官员研修班”,研修班为期21天,工作语言为英语。研修班将邀请国务院发展研究中心知名专家授课,全面系统地介绍改革开放以来中国适应气候变化的做法。研修班内容如下:1、授课讲座包括:中国的基本国情及国务院发展研究中心的职能和运作方式、温室气体及中国气候变化与发展趋势、中国应对气候变化的国家方案:2020年减排目标、中国减缓气候变化的政策和措施、中国低碳经济发展的政策和措施、中国低碳经济发展的现状及趋势、中国低碳经济问题分析、中国调整经济结构、促进产业结构优化升级的政策和措施、中国发展循环经济、减少温室气体排放的政策和措施、中国发展可再生能源、优化能源结构的政策和措施、中国适应气候变化的政策和措施、 中国气象灾害预测预报及服务体系介绍、中国的防洪减灾体系和水资源保护体系介绍、应对气候变化:中国的植树造林行动、应对气候变化:中国促进区域经济协调发展、中国积极推进气候变化领域的国际间合作、中国清洁发展机制(CDM)项目、应对气候变化:亚非国家的权益如何保护等,共16节。2、在华期间,除在京授课学习以外,还将安排研修班学员进行城市考察:1)成都市:与四川省政府发展研究中心座谈;成都市区观光,游览武侯祠,杜甫草堂等名胜古迹;赴青城山,都江堰参观;参观农业部沼气科学研究所;赴资阳县考察农村沼气利用情况;赴华绿生态园区或西江月农业生态园区参观。2)重庆市:与重庆市政府研究室座谈;重庆市内观光:人民广场,歌乐山,渣滓洞,白公馆,瓷器口古镇,华岩寺;赴大足县考察世界文化遗产-大足石刻;考察中船重工(重庆)海装风电设备有限公司;参观三峡库区移民安置区。3)北京市: 游览天安门广场,故宫,天坛,长城,奥林匹克公园等。3、研修班将在北京举办一场以“不同地域国家经济社会发展状况”为主题的研讨会。研修班学员每个国家派一名代表在研讨会上发言(10分钟左右),并且每一位学员需要提交一份关于自己国家的经济社会发展的介绍(打印或电子版)。Project Description NameOfficial Seminar on Climate Change for Asian and African Countries (OSCC)OrganizerHuman Resources Study and Training Center ofDevelopment Research Center of the State Council (DRC)TimeJune 29 to July 19, 2010LanguageEnglishInvited CountriesMongolia, Pakistan, Myanmar, Vietnam, the Philippines, Laos, Yemen, Iraq, Egypt, Sudan, Bangladesh, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Sierra Leone, Liberia, Ghana, Nigeria, Uganda, Equatorial Guinea, Rwanda, The African Union CommissionNumber of Participants25 persons, 1-2 participants from each country.Requirements for the ParticipantsAgeOfficials of the departmental-level should not be over 55 years old, and those of the division-level should not be over 50.HealthTo be in good physical health and provide the health certificate or physical examination form by local public hospital; participants with infectious diseases, high blood pressure, cardiovascular disease, mental disorders, physical disabilities or during pregnancy are not allowed to attend the training course.LanguageFluent in English languageOthersParticipants are not allowed to bring family members, relatives or friends during the training course.Host CityBeijingLocal Temperature Average: 21-31C. Its mandate is to undertake research on the major strategies and policies for Chinas economic and social development and provide the central government with policy recommendations and consulting advice. As a department under DRC specialized in human resources study, consultation and training, and in line with the research work of DRC, main functions of Human Resources Study and Training Center (HRSTC) include: undertaking research on national personnel development strategy, management of human resources development concerning public and business sectors and provide consulting service for governments policy-making and business management on major issues in the said field; organizing short, medium and long-term professional training for nationwide public policy research system; undertaking national training projects for government officials and researchers from developing countries. Entrusted by Ministry of Commerce of the Peoples Republic of China, we began to organize seminars since 2006. Up until 2009, we had cultivated 199 government officials and researchers from more than 80 countries. All the seminars have achieved great effects and our programs were highly commended by not only senior officials from the Ministry of Commerce but also the participants each year.Program ContentEntrusted by the Ministry of Commerce of the Peoples Republic of China, the Human Resources Study and Training Center (HRSTC) of the Development Research Center of the State Council (DRC), PRC will organize the Official Seminar on Climate Change for Asian and African Countries (OSCC) in Beijing during June 29 to July 31, 2010. The duration is 21 days, and English is used as the working language during the seminar. Experts mainly from the Development Research Center of the State Council (DRC) will be invited to give lectures to participants of the seminar to introduce systematically and comprehensively the measures taken to adapt to climate change by China in the past three decades. Apart from the lectures in Beijing, study tours will be arranged for participants: 1) In Chengdu: A meeting with the Development Research Center of Sichuan Provincial government. City Tour in Chengdu: the Dufu Thatched Cottage, Zhuge Liang Memorial Hall etc. Sightseeing two famous tourist spots: Dujiang Dam and Mount Qingcheng. A visit to the Furniture Industry Park, Chengdu and to Biogas Institute of Ministry of Agriculture (BIOMA). Also a study tour to Ziyang County for the development of biogas utilization and last a study visit to Hualu Eco-system Park or Xi Jiangyue Agricultural Eco-system Park.2) In Chongqing: A meeting with the Research Office of Chongqing Municipal Government.
