The chief designers must be those who have presided over many similar design projects and will directly take part in the whole design process; （4）本次国际咨询不接受联合体报名。 Design consortiums are not acceptable for this international consultation. 九、投标文件的要求九、投标文件的要求 Requirements of Biding Documents （1）设计方案必须符合有关城市规划与建筑设计规范的规定，满足招标文件对设 计方案的要求，表达方式必须做到完整、清晰、准确； The design documents must comply with the regulations of related urban planning and architecture design specification and satisfy with the requirements of ITB documents with complete, legible and accurate expression; （2）投标文件必须签章方为有效； Stamped Signature is a must for the validity of the bidding documents; （3）所有参加国际咨询的设计机构只能报送一个方案； Each design organization is allowed to submit only one design scheme; （4）投标文件必须按时一次交齐，并由主办方出具回执。 All bidding documents must be submitted simultaneously and the organizer will issue receipt verification. 十、文件的有效性十、文件的有效性 Validity of Documents （1）在规定截止日期前送达、并满足招标文件对投标文件的要求，但有下列情形之一 者，视为不合格投标文件： Bidding documents must be submitted before deadline and meet with requirements in the ITB documents. Bidding documents will become invalid once any of the following occurs; （2）投标文件逾期送达或者分次提交； Overdue to submit bidding documents or do not submit bidding documents simultaneously; （3）投标文件交付后，更改投标文件的内容； The contents of bidding documents are altered after submission; （4）合订文本没有按要求签字、盖章； No signature and seal as requested on bound edition of bidding documents; （5）投标文件不符合招标文件要求，包括成果内容不全、字迹模糊、粗制滥造等； Bidding documents do not comply with the requirements in the ITB Documents, including results not completed or produced in a rough way; （6）投标作品非原创、已经发表过或 2/3 以上评委认为与其它同类规划方案雷同的； The bidding scheme is not originally created, or has been published, or is verified to be similar with other bidding schemes by over 2/3 of members of the accreditation council； （7）将设计任务转包或私拉其他机构设计人员完成的设计方案； The design task is subcontracted to or privately consigned to designers of other design organizations； （8）不合格的投标文件，主办方不予支付设计成本补偿费。 The organizer will not pay the design compensation cost of disqualified bidding schemes. 十一、评审办法十一、评审办法 Accreditation Method （1）所有提交的投标文件均将进行成果预审，符合招标文件要求的成果方可进入正式 专家评审。 All submitted bidding documents will be examined preliminarily and only those complying with requirements of the ITB Documents will be formally appraised by concerned experts. （2）专家评审采取暗标的形式，评审专家委员会对投标文件进行系统的评审和比较， 评审基本内容为招标文件中要求的内容。 The manner of non-transparent bid will be adopted in expert appraisal. The accreditation council will systematically appraise and compare design documents which passed pre- examination. The basic appraisal contents are those required in ITB Documents. （3）评审工作由评审委员会负责。评审安排多媒体方案介绍和专家讨论。评审委员会 在认真研究每个设计单位的投标文件和充分讨论比较的基础上，以投票方式进行评选。 The accreditation council will perform appraisal. Appraisal includes design scheme introduction and expert discussion. The accreditation council will vote on the base of careful research on bidding documents of each participant and sufficient discussion and comparison. （4）评审会初步定于 2010 年 5 月 16 日-17 日间召开。 Tentatively decide to hold accreditation meeting on May 16-17, 2010. （5）评审专家委员会预计将于 2010 年 5 月 20 日前正式公布专家评选结果。获得第一 名的中标单位原则上为成果深化单位，不愿深化的，主办单位可委托其它单位深化，中标 单位须放弃版权等权益。 The accreditation council is expected to formally announce appraisal results before May 20th, 2010. In principle, the design result of No. 1 successful bidding institute will be further developed.
