摘要 摘要 利用外资是中国对外开放基本国策的重要内容，是中国在参与经济全球化 进程中获取比较利益的重要途径。改革开放2 0 多年来，中国经济高速发展，综 合国力日益增强，这其中，外国直接投资功不可没。近年来，中国已经成为世 界上最有吸引力的国际投资场所，连续几年在实际外国直接投资利用方面名列 前茅，外资对中国社会发展的影响深远而重大。 大连，作为中国首批沿海开放城市，凭借其优越的区位条件，优美的城市 环境，良好的经济基础，开明而创新的政府管理，在改革开放的浪潮中，抓住 机遇，努力发展创新，成为东北地区活力最足，发展最快，最具发展潜力的城 市。有效的引进和利用外资，是大连在城市发展成功的一面，形成了外向型经 济的发展方向，成为中国对外资最具吸引力的五大城市之一。 今天，引进优质外资已成为各城市招商引资的首选目标，成为提升城市竞 争力的必由之路。本文在现有理论的基础上，通过对大连市引进外资的发展历 程，现状和前景的分析，力争客观展现其成功的经验和出现的问题，并提出如 何进一步调整战略的建议，希望对一些城市在思考如何有效引进和利用外资方 面有所裨益。 本文的主要内容为：第一部分为理论分析及文献综述，第二部分外国直接 投资在国际上及在中国的发展趋势，第三、第四部分系统分析改革开放以来， 外国直接投资在大连的对空分布，对大连经济的影响以及大连引资过程的问题 与成绩，第五部分运用s w o t 分析方法，对大连市的引资战略进行分析，第六 部分，对大连市如何进一步战略调整提出建议。 关键词：外国直接投资大连战略分析 a b s t r a c t a b s t r a c t u t i l i z i n gf o r e i g nf l m d si s 孤i m p o r t a n t c o n t e n to fc h i n a so p e n -
