Chengdu was one of cities whichfirst raisedthe construction application to the State Intellectual Property Office. By issuing and implementing the Main Points of ChengdusIntellectual Property (Patent) Works in 20XX, the intellectual property was comprehensively advanced, helping the innovation-driven development. Its Hi-Tech Zone won the first place in the National Intellectual Property Demonstration Parks afterassessment and acceptance.The construction of National IPR Service Industry Cluster Development Experimental Zone was boosted. In 20XX, there were 98251 patent applications,including 39500 invention patent applications, ranking the second place among sub-provincial cities, increasedby 26.71% and 32.59% respectively on a year-on-year basis; 41309 patents granted, including 7202 invention patents, increased by 16.05% on a year-on-year basis;and 25198 valid patents for invention, accounting for 16 valid invention patents per 10,000 people, increased by 27.53% and 17.65% respectively on a year-on-year basis. By issuing and implementing Certain Policiesand Measures on Promotion of the Transfer and Transformation of Domestic and Foreign Institutions and Institutes Sci-Tech Achievements in Chengduwas issued and implemented in this city, coupled with Implementation Opinions on Support of Mixed Ownership-Oriented Reform of Job-Related Sci-Tech Achievements of Institutions and Institutes Located in Chengdu, which made Chengdu the first city of China to engage in “three-right reform” (being the right of use, of disposal and to earnings) in terms of higher learning institutions sci-tech achievements with as the core, and to accumulatesuch experiences as “segmenting and determining rights as early as possible, and sharing as much as possible” . Chengdu geared up IPRassessment and review, and reviewed 23 cluster projects and 95 strategic new product projects in total in 20XX. With the deepened development of its patent-guided industry, Chengdu conducted researches on precision medical patent-guided industry development and other areas, and completed 30 analysis reports covering global patents in the UAV field and some other topics.It urged enterprises to better implement theEnterprise Intellectual Property Management, revisedChengdus Subsidy Measures for Intellectual Property Pilot Demonstration, unveiled incentive policies, and set up the first local administrative office for enterprise conformity certification in western China.In 20XX, over 200 enterprises were authenticated as complying with standards, andmore than 50 enterprises passed third-party conformity certification. Three special campaigns were launched, namely, “Action Cleaning” to safeguard overseas images of the products made in china, campaign against IPR infringement and manufacture & sale of counterfeit and shoddy products, as well as Campaign “Escort” for IPR law enforcement and rights protection, which were implemented in the form of joint law enforcement respectively at province-city-county level, city-county level, or sub-district level. 12 patent-oriented law enforcement campaigns were conducted, during which officials were engaged for 126 man times，over 23,000 pieces of products were inspected, 62 patent logos were registered, 36 counterfeit patents were investigated and punished, 76 cases involving patent infringement were handled, 2 patent disputes were mediated, at a case settlement rate of 97.4%.Administrative law enforcement was also intensified at exhibitions. IPR protection stations were set up at major exhibitions, such as the 20th Chinese New Year Shopping Festival (Sichuan), the 94th China Food & Drinks Fair, China Automobile Parts Fair, and the 5th Tea Expo, to receiverespective reports and complaintsand provideconsultation service.With more efforts paid to foster nation-level standardized markets in terms of IPR protection, Sichuan Jinhengde International Auto Parts Supplies City and Chengdu Wanguan International Hardware & Electro-Machinery Market passed the relevant assessment, and became the first batch of nation-level standardized markets in terms of IPR protection. Continuous assistance to protection was also intensified and the city was approved to establish China Chengdu (House Furnishing and Shoe Industry) Rapid Processing Center for IPR Complaints, and has set up Jingrong Town Work Station of China (Chengdu) IPR Protection Assistance Center.fjnFLDa5ZoThe public service concerning IPR was strengthened. Chengdu endeavored to shape a “3+M+N” IPR service system matching its nationwide leading place in terms of innovation &entrepreneurship. With a focus on the construction of IPR comprehensive service platform in three major zones leading in innovation & entrepreneurship, including Jingrong International Plaza of Hi-Tech Zone, Tianfu Jingrong Center of Tianfu New Area, and Jingrong Town of Pidu District, Chengdu strived for full coverage of IPR-related integrated service. Social capital was channeled into the construction of the first patent incubator in west China, “Intellectual Innovation Space”. In this incubator targeted at patent commercialization, pinpointed incubation was conducted at relevant projects and technologies for purpose of integration of patent chain, industry chain and capital chain. The development of IPR trading platform was accelerated, construction of Chengdu Intellectual Property Exchange Center was propelled by joint funding from Beijing Equity Exchange Group, Chengdu Technol ogy Transfer Group and some other parties; agreements were entered into with University of Electronic and Technology of China, China Academy of Engineering Physics, Sichuan University, Southwest Jiaotong University, and Chengdu University of Technology and 5 sub-platforms were set up hereunder. , 5 . With the issuance and implementation of such policies as Implementation Opinions on Chengdus Brand Strategy, Guidance on Industrial Parks Brand-related Work, Opinions on Small and Micro-sized Enterprises Brand-related Service Stations, concerted effort was formed, and the links among various city-level departments were strengthened to effectively boost the number of brands. The year of 20XX saw an addition of over 70,000 applications for trademark registration, and 48,000 trademarks newly registered, which brought Chengdus total valid registered trademarks up to 230,000.
